Azerbaijan Shifts Focus To Iran For Land Corridor Amid Armenia Impasse

Azerbaijan Republic has redirected its efforts away from seeking a land corridor through Armenia to connect with the Azerbaijani enclave of Nakhichevan.

Instead, the nation is now exploring discussions with its southern neighbor, Iran, as disclosed by a senior Azerbaijani official on Wednesday.

Hikmet Hajiyev, a top foreign policy advisor to President Aliyev, told Reuters that "Azerbaijan had no plans to seize Zangezur," referring to the proposed corridor aimed at connecting mainland Azerbaijan to the Nakhichevan enclave, which shares a border with Turkey, a close ally of Baku.

He explained, "After the two sides failed to agree on its opening, the project has lost its attractiveness for us — we can do this with Iran instead."

Armenia strongly opposed the notion of such a corridor, apprehensive that it might lead to additional territorial concessions following Azerbaijan's swift military campaign resulting in the seizure of the long contested Nagorno-Karabakh region in September.

Although internationally recognized as Azerbaijani territory, Karabakh had been under the control of ethnic Armenians since the dissolution of the Soviet Union in the 1990s, prompting the mass displacement of approximately 120,000 ethnic Armenians into Armenia.

Azerbaijan had recently urged the inclusion of its long-standing request for a transport corridor through southern Armenia in the ongoing peace treaty negotiations.

Iran’s defense ministry earlier warned that it will not tolerate any changes to international borders in the region.

Child dies of measles in Armenia

YEREVAN, OCTOBER 25, ARMENPRESS. A child has died of measles in Armenia, healthcare minister Anahit Avanesyan said Wednesday.

Avanesyan told reporters that the child had underlying diseases.

“We’ve had a fatal case of measles in a child, but the child had other diseases, and the measles led to the death,” she said.

Avanesyan said that children, as well as adults with underlying diseases, must be fully vaccinated against measles to be protected.

Armenia, Azerbaijan trade barbs at World Court over ‘ethnic cleansing’

The Hague (AFP) – Foes Armenia and Azerbaijan crossed swords at the UN's top court Thursday, as Yerevan accused Baku of "ethnic cleansing" in Nagorno-Karabakh, sparking a furious response from the Azerbaijani side over the "unfounded" charges.

The clash at the International Court of Justice (ICJ) came only weeks after Azerbaijan's lightning offensive to take control of the disputed area of Nagorno-Karabakh for the first time in three decades.

The one-day operation sparked a mass exodus of ethnic Armenians, with the vast majority of the estimated 120,000 who had been living in the territory fleeing into Armenia.

"Despite comprising for millennia the great majority of the population of Nagorno-Karabakh, almost no ethnic Armenians remain in Nagorno-Karabakh today," said Armenia's ICJ representative Yeghishe Kirakosyan.

"If this is not ethnic cleansing, I do not know what is."

Responding for Azerbaijan, representative Elnur Mammadov said Armenia had repeated its accusations of ethnic cleansing so often that the claims "have taken on a life of their own."

Dismissing the accusations as "unfounded" and "completely without merit", Mammadov said they "do not reflect the reality of what has actually been going on in Karabakh."

"Azerbaijan has not engaged and will not engage in ethnic cleansing or any form of attack on the civilian population of Karabakh," he said.

The hearings concern Armenia's request to the ICJ to order Azerbaijan to "withdraw all military and law-enforcement personnel from all civilian establishments in Nagorno-Karabakh."

It has also called on the court to ensure Azerbaijan "refrain from taking any actions… having the effect of displacing the remaining ethnic Armenians… or preventing the safe and expeditious return" of refugees.

The ICJ rules on disputes between states, but while its decisions are legally binding, it has no power to enforce them.

"There is still time to prevent the forced displacement of ethnic Armenians from becoming irreversible and to protect the very few ethnic Armenians who remain in Nagorno-Karabakh," said Kirakosyan.

"You can still make a meaningful difference on the ground today," he told the judges.

Azerbaijan retorted that it was actually encouraging ethnic Armenians to return and would afford them safe passage.

"Azerbaijan not only guarantees a right to return, it genuinely hopes that Armenian residents will return, once they see that life in Karabakh can be different from the distorted images painted by Armenia," said Mammadov.

Mammadov set out a series of commitments from Azerbaijan, including protecting the property of those who have left and ensuring the security of those remaining.

Baku pledged to allow the "safe and prompt" return of residents and the "safe and unimpeded departure" of anyone wanting to leave.

Thursday's hearings at the Peace Palace in The Hague are the latest in a long-running legal battle between the two rivals.

Each country has accused the other of breaching a UN treaty, the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD).

The mountainous region of Nagorno-Karabakh was populated mainly by Armenians and became part of Azerbaijan under Soviet rule, in the years following the fall of the Russian Empire in 1917.

It unilaterally proclaimed its independence with the support of Armenia when the Soviet Union collapsed in 1991.

In the wake of the operation in September, Armenian lawmakers approved a key step in joining another international court based in The Hague — the International Criminal Court (ICC).

This infuriated its traditional ally Russia because the ICC has issued an arrest warrant for Kremlin chief Vladimir Putin on allegations of abducting Ukrainian children during Moscow's war on Ukraine.

Armenia’s delegate to the Parliamentary Assembly of the Council of Europe (PACE) Arusyak Julhakyan has expressed confusion that the rapporteur on a topic related to xenophobia and authoritarianism at PACE represents Azerbaijan, a country which is famous for its xenophobia and authoritarianism, a country which just very recently ethnically cleansed the entire indigenous Armenian population of Nagorno-Karabakh.

Julhakyan made the remarks during the PACE autumn session.

“Today we address the pressing concern that threatens the very foundation of democracy and human rights.

“Far-right ideology, often characterized by nationalism, xenophobia, and authoritarianism has been on the rise in many parts of the world.

“This not only threatens the principles of equality and justice, but also undermines the very essence of democracy and human rights that have been hard-fought and cherished for generations.

“In recent years we have witnessed the alarming rise of hate crimes, discrimination and violence associated with far-right ideology. These acts directly threaten the human rights of individuals who are targeted based on their ethnicity, religion or beliefs. From this point of view it is very important that we as an organisation discuss the issue, trying to find possible solutions.

“Being frank, dear colleagues, I'm a little bit confused seeing that the rapporteur on a topic related to xenophobia and authoritarianism represents a country which is famous for its xenophobia and authoritarianism, a country which just very recently ethnically cleansed a whole population of Armenians living in their ancestral homeland and an ethnic cleansing which was the final chord after nearly 10 months of blockade and starvation of those people.

“The report brings examples of different countries, but nothing is said about Azerbaijan itself.

“For example, it could refer to the latest report on Azerbaijan of the UN Committee on the Elimination of Racial Discrimination (CERD), in which is mentioned the following. I quote,

"The Committee is deeply concerned about incitement to racial hatred and the propagation of racist stereotypes against persons of Armenian national or ethnic origin, including on the internet and social media, as well as by public figures and governmental officials, and the lack of detailed information on investigations, prosecutions, convictions and sanctions of such acts. The Committee is also concerned about reports that school textbooks promote prejudice and incite racial hatred, particularly against ethnic Armenians, the marginalization of ethnic minorities in history, education in Azerbaijan."

“However, colleagues, going back to the topic of far-right ideology, let me say that as responsible politicians and advocates for justice, we must stand together against extremism, hate and intolerance. We must defend the democratic principles that have allowed us to progress as societies. We must work tirelessly to ensure that human rights are preserved for all, regardless of their background or beliefs.

“Only by doing so can we build a future that is truly inclusive, just and democratic for all,” the Armenian delegate said.

UN teams on the ground in Armenia are providing vital support to help address the needs of over 100,000 refugees who recently fled the Karabakh region.

The UN Refugee Agency, UNHCR, has continued its aid efforts by distributing essential relief items.  

UN Spokesperson Stéphane Dujarric said a shipment of 180 foldable beds, hundreds of foam mattresses, beds, pillows, blankets, and more, transported by some 16 UNHCR-backed trucks, arrived on Thursday.

The UN Population Fund (UNFPA) has also been actively distributing dignity kits to assist women and girls in maintaining proper hygiene after their displacement.  

So far, approximately 13,000 kits have been distributed.  

Additionally, the agency is actively supporting local service providers in preventing gender-based violence and providing training to partners on survivor-centred support.

The UN Children’s Fund (UNICEF) has conducted training for social workers specializing in child protection within emergency settings.  

It has established the first of two planned support centres in the primary municipality receiving refugees, Goris.  

UNICEF is also working to improve psychological support services and child protection case management.

Likewise, the UN Development Programme (UNDP) is investing in green energy solutions to meet the needs of vulnerable refugees and their host communities.  

These solutions include the implementation of solar panels, water heaters, and bio-toilets.

More than 350 supporters gathered for the ACF annual gathering dedicated to Artsakh


The Armenian Cultural Foundation announced on Sunday that it will allocate $1 million to the displaced Artsakh Armenians during its annual gathering held at the Beverly Hills Hotel.

The ACF’s annual event, which has become a much sought-after tradition, took on a more solemn note as the ongoing crisis in Artsakh and Armenia was top of mind for organizers and attendees alike.

It was abundantly clear that each and every one of the more than 350 people in attendance was committed to advancing the the mission of the ACF, which for more than four decades has been providing assistance to community institutions, Armenia, Artsakh and Javakhk, as well as elsewhere, such as the communities of Lebanon and Syria.

ACF President Avedik Izmirlian informed the gathering that the organization already has begun the process of identifying the best possible avenues for the assistance to reach those desperately in need.

“As a nation we are witnessing the tragic exodus of Armenians from Artsakh and the loss of a critical part of our homeland that poses an existential threat to Armenia as our enemy’s aggression and incursions into our territory continue fanning the flames of domestic instability,” Izmirlian said in his remarks.

“Given the circumstances, we had seriously debated canceling this event. However, since this is a fundraising event and not a celebration, and that since more than ever we have an obligation not only to continue our work, but to make an extra effort to help our brothers and sisters who were evacuated from Artsakh as well as those who in our homeland, we realized that we do not should not cancel but should come together more resolutely to carry out the mission of the Armenian Cultural Foundation,” added Izmirlian

He also extended a special heartfelt gratitude to Mr. & Mrs. Sarkis and Nune Sepetjian for their ongoing and unwavering support of the ACF and its activities. Izmirlian also announced that long-time community benefactors Mr. & Mrs. Varant and Hoori Melkonian, once again, had sponsored the event.

A video presentation chronicled the ACF’s activities both here and abroad, especially highlighting the installation of mobile health clinics in Artsakh and providing assistance to the families of fallen soldiers in Armenia.

Izmirlian then paid a special tribute to veteran community activist and advocate of advancing Armenian culture, as well as a staunch supporter of the ACF, Nazareth Kevonian, who passed away this year “he will always be remembered.”

The urgency of assisting the displaced people of Artsakh and the unwavering need to strengthen Armenia’s statehood was emphasized by Dr. Carmen Ohanian, the chairperson of the Armenian Revolutionary Federation Dashnaktsutyun Western US.

“We are living the most detrimental chapters of our people’s history, punctuated by war, the loss of thousands of lives, and the most unspeakably cruel: the loss of historic Artsakh’s independence, which was achieved through a valiant struggle,” Ohanian said as she addressed the gathering.

“The pain of our people today is unfathomable. The entire Armenian population of Artsakh has become refugees, having been forcibly uprooted from its centuries-old home and land,” added Ohanian.

“We have to stand united — like one strong fist— and come to the aid of the tens of thousands of displaced Artsakh compatriots, and especially to defend the safety and security of Armenia’s borders and its statehood,” said Ohanian.

The program began with the performance of the U.S. and Armenian National Anthems by  Krystal Kajaoghlanyan. Later during the event singer Andre Havanyan performed a moving rendition of the Artsakh National Anthem.

Speaking on behalf of the Armenian-American youth, Talar Minassian and Tro Ashdjian recounted their journey to advance the Armenian Cause and the critical role the ACF has played in that process, each reaffirming their commitment to fight for justice.

Elizabeth Boyajian, the event’s committee chairperson, welcomed the guests to the gathering. Speaking on behalf of the organizing committee, attorney Garen Kirakosian emphasized the crucial role the ACF plays in improving the cultural and educational institutions in our community by creating and maintaining Armenian centers but also providing an avenue for advancement of our national aspirations.

Kirakosian also emphasized the need to come together at this critical juncture in Armenian history to not only assist the homeland but to salvage the Armenian Nation.

Singer Hovnanyan was also joined on stage by Araksya Amirkhanyan who provided renditions of traditional Armenian songs accompanied by the Amirkhanyan band.

U.S. Senate Foreign Relations Committee Chair calls for support to Armenia, halt of security assistance to Azerbaijan

YEREVAN, OCTOBER 5, ARMENPRESS. U.S. Senator Ben Cardin (D-Md.), the new Chairman of the Senate Foreign Relations Committee, on October 4 issued the following statement on the need to support Armenia and reevaluate military assistance and security cooperation with Azerbaijan.

“Following nearly a year of a horrific blockade, President Aliyev finally used military power to exert control over the region of Nagorno-Karabakh, effectively erasing its Armenian population and rich history. As the world continues to grapple with Azerbaijan’s coordinated, intentional campaign of ethnic cleansing, we must both prioritize support for the Armenians who have been expelled as well as holding Azerbaijan accountable.

“As we look forward we must take steps to ensure that Azerbaijan does not advance militarily in pursuit for further territorial gains, including forcefully condemning inflammatory rhetoric. The United States should halt security assistance to Azerbaijan until it has stopped this brutal campaign. The United States and the international community must also reaffirm our commitment to documenting war crimes and atrocities, as well as continue to support efforts to repatriate prisoners of war, many of whom Azerbaijan continues to detain.

“Finally, we must stand in solidarity with the Armenian people, particularly as Azerbaijan and Turkey eye the potential Zangezur corridor. We should increase humanitarian support for those ethnic Armenians who have left Nagorno-Karabakh. The U.S. should also continue to support democratic reforms that Armenia’s leadership has taken in recent years, including efforts to promote transparency, good governance, and economic cooperation with the United States and Western Europe more broadly.”

Former Nagorno-Karabakh leader Arayik Harutyunyan faces fabricated charges in Azerbaijan

YEREVAN, OCTOBER 5, ARMENPRESS. Azeri authorities have pressed fabricated charges against the former Nagorno-Karabakh President Arayik Harutyunyan days after his arrest which was strongly condemned by Armenia.

Charges include waging a war of aggression, recruiting, training and financing mercenaries, terrorism and others, according to the Azeri prosecution.
