CSTO condemned Georgia but didn’t back breakaway republic’s
independence

Russia secured measured backing Friday from six other former Soviet
nations for its war in Georgia. Members of the Collective Security
Treaty Organization stopped short, however, of following Russia’s
example in recognizing the independence of Georgia’s two breakaway
regions, South Ossetia and Abkhazia.

President Dmitry Medvedev said he and other leaders of nations that
are members of the security pact signed a declaration Friday condemning
Georgia’s attack aimed at regaining control of its breakaway province
of South Ossetia.

The declaration said members of the group are "deeply concerned about
an attempt by Georgia to solve the conflict in South Ossetia by force,
which has led to numerous casualties among civilian population and
peacekeepers and entailed grave humanitarian consequences."

The declaration also supported an "active role of Russia in helping
peace and security in the region" and spoke about the need to
"ensure firm security for South Ossetia and Abkhazia." The statement
represented a victory for the Kremlin, which has struggled to expand
its base of support.

Medvedev put a positive gloss on the failure of the alliance members to
recognize the independence of the two regions. "As for the independence
issue, it is quite natural that all of our Collective Security Treaty
Organization partners will separately formulate their position on
this matter … naturally, being guided by their national interests
while doing so," Medvedev said at a news conference. "Russia believes
this is absolutely right."

The Russian-led security group links Russia with Armenia, Belarus and
four Central Asian nations: Kazakhstan, Kyrgyzstan, Tajikistan and
Uzbekistan. The support from Kazakhstan and Uzbekistan, which have
been courted by the West, is particularly important for Russia. Only
a few countries, including Cuba and Venezuela, had previously backed
Russia’s action, and only Nicaragua has followed Russia’s lead in
recognizing South Ossetia and Abkhazia as independent states.

Turkey, Armenia decides to improve diplomatic ties after match- report

Turkey and Armenia decided to improve relations, including raising the
level of regular consulting mechanism to foreign ministers, speeding
up efforts to form a joint commission and opening the border for
humanitarian aid. (UPDATED)

Turkish President Abdullah Gul paid a landmark visit to Yerevan after
Armenian President Serzh Sargsyan invited him to watch a 2010 World
Cup qualifying match between the two countries’ national teams.

The visit was hailed as a step towards the normalization of relations
between the two neighbors, who do not have any diplomatic relations
because of Armenia’s invasion of Azerbaijan.

The two leaders decided to improve diplomatic ties at the meetings
held in Yerevan, Hurriyet daily reported on Sunday.

The regular consulting mechanism between Turkey and Armenia will be
improved and these negotiations will be raised to the foreign
ministers level, the report said adding that presidents of both
countries will meet again at United Nation’s summit scheduled for the
end of September.

The report also said the efforts to establish a joint commission for
resolving the so-called genocide claims would be sped up and a
separate commission would be formed to address the economic field.

In 2005, Turkish Prime Minister Tayyip Erdogan took a first step
towards resolving the issue by proposing that a joint commission of
historians launch an investigation and publish their conclusions, but
the proposal was rejected by Yerevan.

Armenia, with the backing of the diaspora, claims up to 1.5 million of
their kin were slaughtered in orchestrated killings in 1915. Turkey
rejects the claims, saying that 300,000 Armenians along with at least
as many Turks died in civil strife that emerged when Armenians took up
arms for independence in eastern Anatolia.

HUMANITARIAN AID TO ARMENIA
The closed border between two countries could also be opened for
humanitarian aid purpose depending on the gestures from Armenian side
and the direction of the relations, Hurriyet said citing diplomatic
sources.

The border has been closed since 1993, when Turkey protested Armenia’s
occupation of the Nagorno-Karabakh region of Azerbaijan, a close
Turkish ally.

Turkish president also said the visit showed a will to set up an
atmosphere to eliminate the problems between Turkey and Armenia adding
that he hoped that his visit would be a start to solving the problems
and raising the obstacles that exist between the two countries.

Gul added that he thanked Sargsyan for extending his support to
Turkey’s Caucasus Stability and Cooperation Platform proposal.

The Armenian president also thanked Gul for accepting his invitation
to Yerevan and said that the Turkish president had invited him to
watch the Turkey-Armenia match to be played in Istanbul.

Turkey is among the first countries that recognized Armenia when it
declared its independency in the early 1990s.

However there is no diplomatic relations between two countries, as
Armenia presses the international community to admit the so-called
"genocide" claims instead of accepting Turkey’s call to investigate
the allegations, and its invasion of 20 percent of Azerbaijani
territory despite U.N. Security Council resolutions on the issue.

GUL RETURNS POSITIVE

"I believe that my visit was fruitful and that it promises hope for
the future," Gul said after returning to Ankara, adding that he had a
constructive and sincere" meeting with Sargsyan.

He said he had won Yerevan’s support for a new regional grouping in
the Caucasus following last month’s conflict between
Georgia and Russia.

"We were pleased with Armenia’s announcement that it supports Turkey’s
proposal of a ‘Caucasus Stability and Cooperation Platform’," Gul said
adding that there was a ball in their court and this ball should not
have remained in their court.

"The most important issue in the Caucasus is the Karabagh issue. My
visit to Yerevan may contribute to the solution of this problem," Gul
added.

But Gul said that neither the dispute nor the closed border between
the two neighbors figured in his meeting with Armenian President Serzh
Sargsyan.

"He did not mention, or even imply at, the so-called genocide claims,"
Gul was quoted as saying by the Anatolian Agency said.

PowerRating — The Armenian Technology Congress announced that the
annual high tech industry conference, ArmTech Congress ’08, will be
conducted on October 4 and 5 in Yerevan under the auspices of the
Prime Minister of the Republic of Armenia (RA), Tigran Sargsyan, and

companies, academia and international organizations. The conference
will highlight the rise of Armenia’s strategic high tech industry
while promoting international business linkages and investments for

The Government of the Republic of Armenia (RA) stressed the importance
of the ArmTech Congress. According to Nerses Yeritsyan, the RA
Minister of Economy: "The ArmTech Congress serves as a means to
provide the platform to discuss, plan and execute policies and actions
to keep Armenia on the current path of excellent achievement,
increasing its global recognition as one of the fastest growing high
tech destinations in the world. Moreover the Government of the RA
considers the ArmTech Congress an unprecedented opportunity to obtain
business and professional information, and make key connections
spanning the global high tech industry. Directly involved will also be
government representatives from Armenia and the U.S., major players in
the financial and services sectors and leading academics."

"ArmTech is envisaged as a recurring annual global high tech industry
conference, alternating between Silicon Valley and Armenia. Its
historical and successful debut in 2007 in Silicon Valley, California
established a challenging benchmark for subsequent years," said Tony
Moroyan, the founder and co-chair of ArmTech Congress. "We are very
happy that the Armenian Government has adopted ArmTech Congress as its
Global High Tech Industry Conference by holding the second ArmTech
Congress in Yerevan in 2008."

The continuing growth of the technology sector in Armenia, together

from leading Armenian high tech companies.

"Armenia holds great potential, but we continue to be impacted by
major and unnecessary challenges that greatly reduce the
attractiveness of Armenia for Foreign Direct Investment. A
progressive, forward thinking government can go a long way toward
making Armenia an investment destination. ArmTech Congress offers a
venue for a gathering of business, government and academic thought
leaders to openly discuss the issues and challenges, and agree to
actions that will strengthen Armenia’s business and IT environment,
making Armenia truly competitive in the IT sphere," said Rich Goldman,
vice president of Corporate Marketing & Strategic Market Development

three areas; government, academia, and business, and we must work
together to resolve them and develop ideas that will lead to the
accelerated economic development of Armenia. ArmTech gives us this
