Armenian government will not make decision under pressure – Pashinyan on Amulsar issue

Arminfo, Armenia
Sept 16 2019

ArmInfo. In search of truth in  the Amulsar gold mine, the Armenian government intends to go all the  way. Prime Minister of Armenia Nikol Pashinyanl stated this at a  press conference on September 16, answering the question of whether  he thinks that 400 thousand dollars (this is exactly what the  taxpayer cost the expertise – Ed. note) were wasted.

The funds, according to the prime minister, were spent to clarify the  truth in Amulsar’s issue. “I don’t think that any funds spent on  finding the truth can be considered wasted, “he said

The head of government assured that all actions of the government on  Amulsar are 100% transparent.  According to him, during a Skype  conference with experts from Earthlink & Advanced Resources  Development (ELARD), which was instructed to conduct an EIA study on  Amulsar, new circumstances were revealed. Regarding the security of  the project, as the prime minister pointed out, the ELARD team said  that Lydian was the guarantor of security in any case.

Touching on the blocking of the road to the Amulsar mine, Pashinyan  stated that there is a decision of the Administrative Court to open  the road. “My position and the government are ready to go to the end,  in order to reveal the truth. Truth will lead us to one or another  decision. And the public should not give in to manipulations,  including from the side of my respected friends,” said Pashinyan,  calling the manipulation those citizens traveling with a device to  measure the level of radiation in the vicinity of Amulsar. He noted  Teghut as a vivid, in his opinion, example of a successful solution,  again recalling the inconsistency of talking about the poor condition  of the dam. “In the matter of seeking the truth on Amulsar, we will  go to the end. The Armenian government will not make a decision under  pressure,” he concluded.

To recall, Prime Minister of Armenia Nikol Pashinyan today stated  that at the moment there are no legal grounds to prohibit the  operation of the Amulsar mine. Nikol Pashinyan also formally called  on the residents of Jermuk to open all roads leading to the Amulsar  mine. Meanwhile, on August 19, experts at Earthlink & Advanced  Resources Development (ELARD) said during a video conference that the  Lydian source data was not complete and, in general, the 2016 EIA was  insufficient to guarantee the environmentally operation of the mine.

Robert Kocharyan’s supporters demand ex-president’s immediate release

Supporters of Armenia’s ex-president Robert Kocharyan are holding a protest outside a Yerevan court of general jurisdiction demanding an extraordinary court hearing to release the ex-president from custody.

The protestors hold signs reading “Freedom to President Kocharyan” “Immediate release.” Speaking to reporters, one of the participants of the protest stated the Constitutional Court had declared unconstitutional Article 35 of the Criminal Procedure Code, which implies that the criminal prosecution and arrest as a measure of restraint against Kocharyan are ‘unacceptable’.

“We strongly condemn keeping Kocharyan under arrest longer. We demand to free him not on the basis of inviolability but for innocence,’ one of the participants stated.

“We are here to remind that the Court should reconsider the detention measure for Kocharyan immediately and that is not our desire but the requirement of the law,” said another one.

To remind, earlier, ex-President Robert Kocharyan’s lawyers filed motion to the Yerevan court of general Jurisdiction to lift the arrest as the preventive detention measure and suspend the criminal prosecution against their client. In the motion addressee to the chairman of the court the lawyers also requested for urgent consideration and hearing of the matter. The court hearing is scheduled for September 12.

Lydian International plans to get the first gold bar from Amulsar deposit no earlier than at the end of 2020 or Q1, 2021

Arminfo, Armenia

ArmInfo. In the event of  gaining access to the Amulsar mine, Lydian International plans to  resume construction work no earlier than in April-May 2020. Further,  if everything goes according to the schedule, the first gold bar is  expected no earlier than the end of 2020 or the first quarter of  2021. The Interim President of Lydian International, Edward Sellers  stated this during a regular discussion in the government under the  leadership of Prime Minister Nikol Pashinyan on the Amulsar program.

Thus, according to the video posted by Pashinyan on his Facebook  page, during the discussion on September 7, the head of the Armenian  government first of all asked the company representatives for  guarantees regarding the prevention of negative environmental  consequences in the form of pollution of soil, air, water and  biodiversity for the city of Jermuk (the Amulsar gold mine is located  10 kilometers from Jermuk -ed. note) and neighboring communities. In  response, Edward Sellers said the company was not interested in  pollution and environmental damage. He reaffirmed the company’s  obligations under the EIA (Environmental Impact Assessment), which  would mean the conservation of biodiversity and mitigation of  environmental threats.

Then Nikol Pashinyan asked the responsible state officials whether  Armenia had the tools and levers for registering and responding to  all kinds of violations. As the Minister of the Nature Protection  Erik Grigoryan pointed out, according to the legislation of Armenia,  from January 1, 2018, all mining companies are required to monitor  the quality of air, water, biodiversity, waste and provide data not  only to the authorized body, but also publish them. According to  those in charge of the field, in case of detection of environmental  risks and violation of obligations undertaken by the Lydian  management, the mine operator company will be given 90 days to  eliminate the violations. Otherwise, the mine will be closed.

Summing up the discussion, Nikol Pashinyan noted that the Lydian  company at the highest level confirms the commitments made under the  EIA. “This means that the quality of air, water, soil, fauna and  biodiversity will not change as a result of the operation of the  mine,” he explained. In addition, as the prime minister pointed out,  Lydian is ready to provide the Government of Armenia and civil  society representatives with access to the data of the monitoring  conducted by the company. “We also record that in case of deviation  from the EIA, the company is given a certain period of time to bring  the work in line with the document. We also note that by the end of  2020 the Armenian government will have its own monitoring system,  which does not cancel the shared use of Lydian’s monitoring system’s  capabilities”, Nikol Pashinyan concluded.

To recall, the Prime Minister of Armenia Nikol Pashinyan said live on  Facebook today that at the moment there are no legal grounds to  prohibit the operation of the Amulsar mine. Nikol Pashinyan also  officially called on the residents of Jermuk to unblock all roads  leading to the Amulsar mine.

The reaction of the Jermuk residents was not long in coming – the  residents of the resort city said that the situation in the community  was tense and they were offended by the call of the prime minister.  According to them, Jermuk residents are not going to open the road.  So, as stated in the statement of the initiative group “I am against  the mining industry in Amulsar”, today at 8:30pm the residents of the  resort town of Jermuk will gather for a private discussion in  connection with the call to unblock the roads to Amulsar.  “After the  discussion, we will make a statement. Amulsar is our homeland and  that’s final,” the statement reads.

To note, Lydian Armenia is a subsidiary of the British Lydian  International. The life of the deposit will be 10 years and 4 months,  with an average of 200 thousand ounces of gold planned to be mined  annually.  Amulsar field is the second largest reserve in Armenia.  According to the company, the deposit contains about 73733 kg of gold  with an average grade of 0.78 g per ton, as well as 294.367 tons of  silver with an average grade 9.29 g per ton.

The operation  of the field will allow to increase the country’s GDP  by 1% – 4%, 1% of which will be a direct impact. Finished products,  which will be almost completely exported, will be about $ 250  million. As a result, the impact on export growth is estimated at  about 10%.

Nevertheless, local ecologists do not share the enthusiasm of the  government about the attractiveness of the mine exploitation plan.  The Amulsar mine is located in the valley of the Arpa and Vorotan  rivers, in the immediate vicinity of the spa town of Jermuk, famous  for its mineral springs, and not far from the largest freshwater lake  in the region, Sevan. Environmentalists fear that the exploitation of  the field, during which sodium cyanide will be used, could lead to  the oxidation of water in rivers. Contaminated waters will become  unsuitable for drinking and irrigation and may cause irreparable harm  to the mineral springs of Jermuk and the ecosystem of Sevan.

Sports: ‘Can’t make this up!’ – Henrikh Mkhitaryan has got Arsenal fans talking after Armenia display

Football.London
Sept 8 2019

The Arsenal midfielder netted twice as Armenia defeated Bosnia-Herzegovina – less than a week after his loan move to Roma

Some Arsenal fans are in disbelief this afternoon (Sunday) after seeing Henrikh Mkhitaryan net twice for Armenia – less than one week after leaving the Gunners on loan.

It was a fine performance from Mkhitaryan as Armenia beat Bosnia-Herzegovina in a European Championships qualifier, with the 30-year-old bagging a brace and registering an assist to help his country to a 4-2 win.

Mkhitaryan opened the scoring in the third minute, before former Manchester City striker Edin Dzeko equalised for Bosnia ten minutes later.

Armenia’s lead was restored by Mkhitaryan in the 66th minute with a thunderous strike after some neat build-up play, but Bosnia drew level once again four minutes later through Amer Gojak.

However, Mkhitaryan’s side were not finished and Hovhannes Hambardzumyan gave the hosts the advantage for a third time, before an own goal from Stjepan Loncar in injury time sealed the win for Armenia, with the Gunners man playing his part with an assist after his double earlier on in the game.

nd Mkhitaryan’s performance has prompted a reaction from Arsenal fans, who have not always seen the best of the midfielder following his move from Manchester United in January 2018.

Since then, Mkhitaryan has scored nine times in 58 appearances for the Gunners in all competitions, with six goals in 38 games last season.

He did play three times for Unai Emery’s men this season prior to making the loan switch to Roma, where he is yet to feature, having headed off on international duty after completing the move to Italy.

But while he won’t be playing again for Arsenal this season, his performance for Armenia has got Gunners supporters talking today.

Here’s what some fans have been saying on social networking website Twitter this afternoon.

Armenian food beginner’s guide: 7 dishes you absolutely must try

Hearty, delicious and made from the freshest ingredients, Armenian cuisine has borrowed the flavours of traders and conquerors to create a unique taste of its own…

Located at the crossroads of Asia and Europe, Armenia’s cuisine has been influenced by traders and conquers from the Mediterranean, Middle East and Eastern Europe.

It makes use of the freshest ingredients – Armenian fruit and vegetables are legendary throughout the region – and all kinds of spices, herbs, meat and fish.

Eating is an integral part of life in Armenia. Locals will find any excuse to have a feast, so don’t be surprised to be dragged into a family home as a guest of honour, enjoying a delicious meal made from recipes passed down from generation to generation.

And while some of the dishes may seem familiar (tabbouleh, dolma and kebab are staples), each has a distinctly Armenian twist. Just don’t expect your cook to reveal their secret ingredients too readily.

Here are the Armenian dishes you absolutely must try…

1. Khorovats

Khorovats are the Armenian take on a kebab, an inescapable part of dining in the country. In restaurants and in truck stops, on street corners and in family homes, you’ll find charcoal manghals (grills) and a man turning skewers loaded with huge chunks of meat over an open flame.

Pork, lamb and beef are the preferred cuts of meat and there is little marinading or seasoning. Armenians believe condiments detract from the natural flavours of the meat. And while you may sometimes see peppers and onions on the skewers, they are there purely for decoration.

The ‘greens’ come with the salad that accompanies every khorovats, made from fried tomatoes, eggplants, peppers, greens and onion. Wrap it all up in lavash, the delicious local flat bread, and experience a simple foodie delight.

2. Kyufta

Every Middle Eastern country has their take on the classic kofta, but nothing comes close to the Armenian version.

Like its near east cousins, minced meat is lightly spiced and mixed with crushed wheat and onions. They’re also rolled into a tapered spinning top shape. But instead of being grilled, Armenians cook them in a broth.

A simple chicken broth is usually used, with that little bit of Armenian zing created by a dash of pomegranate molasses and brown sugar. Well flavoured and rich, kyufta are served sliced with a squeeze of lemon juice.

3. Dolma

Armenian dolma (Shutterstock)

Pronounced ‘tolma’ in Armenia, dolma is another dish you may recognise and think you know. Made from a mix of minced meat, onion, rice, and various spices, all wrapped up in a vine leaf, they are a staple across the eastern Mediterranean. But there’s something different about the Armenia dolma – both on how they are prepared and in the ingredients used.

Every Armenian grandmother has their own dolma recipe, but all agree that the key is in how you prepare the leaves. The key is to remove them from boiling water as soon as they change colour.

Armenians are also more adventurous with ingredients, too. Expect to find lentils, tomatoes, courgette, aubergine, mint, red peppers, coriander and onions as well as the more traditional rice.

Keep an eye out for the special dolma produced especially for Easter. The ingredients are largely the same, but the vine leaves are replaced with cabbage leaves.

4. Ishkhan

Armenia may be a landlocked country, but it still boasts its fair share of fishes dishes. The most famous is Ishkhan, based on a particular type of trout found in Lake Sevan.

The trout of Sevan are ‘meatier’ than most and, such was their fame, they were being exported across the region as early as the 15th century.

Ishkhan can be prepared in an infinite number of ways. You can order it be boiled, fried or braised with almonds. The most famous dish sees the fish cooked in wine and seasoned with basil, tarragon, chives and pepper.

It is also delicious stuffed with local hazelnuts or apricots. Such is the popularity of Sevan trout, locals drive from Yerevan especially to eat it, dining in family run restaurants overlooking the lake.

5. Manti

Ask any member of Armenia’s widespread diaspora what dish they miss most from home and the answer is unanimous: manti, delicious baked dumplings served in tomato sauce with a garlicky yoghurt on the side.

It’s not just the taste they miss. It is arguably Armenia’s most sociable meal. Baked until crisp, eager hands will be snapping off the thumb-sized dumplings and dipping them in yoghurt almost as soon as the dish is plonked on the table.

There are some variations. Some like the tomato sauce spicy. Others like their yoghurt less garlicky. Manti may have originated in Western Armenia, but it is much-loved across the country.

6. Ghapama

A delicious moorish dish from southern Armenia, ghapama is so beloved throughout the country that it has its very own song – Hey Jan Ghapama – extolling its delicious taste and fragrance.

Basically, it’s a butternut pumpkin, scooped out and stuffed with rice and dried fruits. It’s a real winter warmer and easily the most popular vegetarian dish in the country.

A mix of dried fruit can be used in the stuffing, including apples, prunes and plums. This being Armenia, apricots are a must. After the stuffing, the pumpkin is baked then cut up and served to eager diners.

Whether or not you have Hey Jan Ghapama playing in the background is entirely up to you.

7. Gata

Gata. It’s mere mention is guaranteed to bring a sparkle to any Armenian eyes. A sweet egg-rich, bread-like cake, it is exotic and syrupy and the perfect accompaniment to a thick, dark cup of surj, the industrial strength local coffee.

Gata goes by many names, look out for kada or katah if you cannot spot it on a menu, and varies in shape and size from region to region.

Everyone has their on twist on the classic recipe, too, so don’t be surprised to come across variations in ingredients. One thing never changes though – a well made gata always melts in your mouth.

Escalation: Both sides reinforcing the border

Escalation: Both sides reinforcing the border
Naira Hayrumyan
[Armenian News note: the below is translated from the Russian edition of Lragir]

The Azerbaijani media have reported on an exchange of fire on the border with Armenia’s Tavush Region and establishment of control on certain positions. The Armenian side is not denying that the adversary has made movements on the frontline, but is saying that Azerbaijan is trying to sell usual movements on its own territory as a great achievement. In addition, there have been reports on an Armenian soldier, who was wounded.

What is yet another activeness of Azerbaijani troops linked to? Reports on the inspection of operational readiness of the artillery with fusillade have also appeared today. A day earlier, Azerbaijan reported that an Armenian soldier was captured.

All this is happening on the day of Russian Security Council Secretary Nikolai Patrushev’s visit to Armenia. At his negotiations in Yerevan, Patrushev also discussed “the problem of regulating sales of weapons to third countries”. In other words, Yerevan raised the problem of arms sales to Azerbaijan for yet another time at negotiations with Moscow and Moscow gave yet another promise to “regulate” them.

While Patrushev was in Yerevan, the Kremlin made a statement on cancelling the summit between [Russian President Vladimir] Putin, [Iranian President Hassan] Rouhani, and [Azerbaijani President Ilham] Aliyev. At the same time, the Azerbaijani media published materials about Iran and Russia opposing the laying of a gas pipeline from Turkmenistan to Azerbaijan on the Caspian Sea bed. Turkey, for its part, renounced flights to [Azerbaijan’s exclave of] Naxcivan via the Armenian and Iranian airspaces, sending planes along the narrow “sovereign” corridor [connecting Turkish territory to Naxcivan]. Immediately after this, Aliyev made a phone call to Rouhani. Although the official report mentioned friendly relations between the two countries, the implications made insurmountable contradictions visible in the context. It was no accident that the Iranian consul in Naxcivan paid a visit to the administration of the region today and held important talks with its leadership.

Several days ago, Deputy Armenian Defence Minister Gabriyel Balayan said that the Armenian Armed Forces gained advantage on several combat positions on the border with Azerbaijan as a result of some engineering work done. “We have significant achievements as a result of engineering work. The objectives set for the engineering troops are being achieved. The recent round of tensions on the border was linked to the adversary’s attempts to prevent us from attaining advantages,” Balayan said.

The adversary also attempted to achieve positional advantage, but the Armenian Armed Forces prevent them from achieving it, he said. On 27 and 28 July, a soldier of the Armed Forces of the Republic Armenia, Arman Bulghadaryan was killed and two others were wounded in a shooting attack from Azerbaijan on the north-eastern segment of Armenia’s state border.

Let us recall that on 21 June, the chairmen of the OSCE Minsk Group [that is mediating in the settlement of the Nagorno-Karabakh conflict] made a statement, which urged parties to the Nagorno-Karabakh conflict to refrain from any provocative actions. “including the use of snipers and engineering work along the line of contact and the international border”.

It is difficult to avoid skirmishes during engineering work, but it is assumed that both sides pursue the same goal, when doing it – to reinforce the existing border.
