The coronavirus pandemic continues to wreak havoc on markets worldwide. In Armenia, an average growth rate of -3.5 percent is forecast for 2020.

According to the European Bank for Reconstruction and Development (EBRD), a multilateral developmental investment bank founded after the collapse of the Soviet Union in 1991, countries in Eastern Europe and the South Caucasus are expected to be “severely impacted” by the crisis due to the “tightening [of] global financial markets, strong pressure on domestic foreign exchange markets, and reduced foreign demand for exports” from the region.

The International Monetary Fund (IMF), too, has projected global growth to fall to -3.0 percent in 2020 and per capita incomes to decline in more than 170 countries around the world. According to the IMF, it is the first time that both developed and developing countries have experienced economic recessions at the same time since the Great Depression nearly a century ago.

Similarly, during a press conference in late April, Atom Janjughazyan, Armenia’s Minister of Finance, announced the government would be revising the country’s predicted growth rate this year down to -2.0 percent from an original forecast of 4.9 percent. As a point of comparison, Armenia’s economy expanded by 7.6 percent in 2019. If the forecast holds, it will be the first time the country’s economy has contracted since the global financial crisis of 2009.

According to Janjughazyan, tax earnings, which comprise the vast majority of government revenues in Armenia, are expected to be particularly hard-hit. Additionally, the government’s external debt is likely to rise this year, though Janjughazyan emphasized that Armenia continues to be considered a country with relatively low levels of external debt. Finally, exchange rates for Armenia’s currency, the dram, have proven relatively stable against the U.S. dollar so far.

The sobering announcement challenges previous predictions that Armenia would enjoy positive, though modest, economic growth in 2020 despite the economic ramifications of the ongoing global coronavirus crisis.

A recent EBRD report highlighted two additional factors that are likely to affect Armenia’s economic outlook. First, the global economic downturn has resulted in significant declines in commodity prices, particularly hydrocarbons and metals. Armenia’s economic wellbeing is quite sensitive to these prices, as the mineral industry represents a majority sector of the country’s economy. About 30 percent of Armenia’s total exports are in copper ore, with another roughly 30 percent of the country’s exports in other ore concentrates, metals, and gems, particularly gold and molybdenum.

Second, the EBRD predicts that a considerable drop in remittances as a result of the global economic crisis will put pressure on household disposable incomes in Armenia this year. The country’s economy remains heavily dependent on remittances from Armenian migrant workers and Armenian diaspora communities. Armenia receives roughly two billion U.S. dollars every year in remittances, which represent about 15 percent of total GDP. 

A third critical factor is Armenia’s substantial economic connection to Russia, which means that any economic developments in Moscow have meaningful ripple effects in Yerevan. Since 2015, Armenia has been a member of the Eurasian Economic Union, a Russia-led economic union that unites five post-Soviet countries in an integrated single market. Trade with Russia accounts for about 25 percent of Armenia’s total turnover, making Russia Armenia’s largest external market. In addition, nearly half of the remittances sent to Armenia every year comes from Russia.

Accordingly, the collapse of global petroleum prices, to which Russia’s economic wellbeing is strongly tied, is likely to hit Armenia as well. As a result, Russia’s economy is expected to contract by 4.5 percent this year, according to the EBRD. Compounding these issues, Russia has now recorded the world’s second-largest number of coronavirus infections after the United States, with over 250,000 cases.

In April, New Jersey’s long-serving and controversial senator Bob Menendez got engaged to a self-described “international businesswoman” Nadine Arslanian. Along with congratulations to the couple, it is worth mentioning that engagements and marriages should, in principle, remain strictly personal affairs. Even if the Senate’s most pro-Armenian advocate is getting engaged to an ethnic Armenian lady, who he met a campaign rally.

However, there is small issue of karma in this case. In 2010, Senator Menendez blocked Matthew Bryza from being appointed as U.S. Ambassador to Azerbaijan because Bryza’s wife, Zeyno Baran, is ethnically Turkish. Yes, this is not a typo- a sitting U.S. senator denied an appointment to a career official based on the identity of the latter’s spouse, and was duly chastised by the Washington Post editorial board for that. Logically then, by his own, somewhat racist, standard, pushing every piece of Armenian agenda in Congress and now having been engaged to ethnic Armenian, Senator Menendez should resign from Congress. The absurdity of ethnic politics played by Menendez is so convoluted that his only hope is that his critics hold a higher moral ground than him and would not point out the obvious irony here. Like so many overt zealots of intolerance and homophobes, Menendez was fervently attacking a person in public for exactly the same thing he is doing now. Another sad twist in the Bryza story was that he was nominated by, Barack Obama, the first bi-racial president in history from the same party as Menendez.

Whether Senator Menendez is truly ignorant of geography or was intoxicated as a result of his close friendship with Dominican drug traffickers is hard to conclude. What is clear, however, is that the Senator denied the United States a full-fledged diplomatic presence in the world’s only nation bordering Russia and Iran. For all his grand-standing against Iran and Russia, Senator Menendez served their interests at the time they needed it. He also clearly damaged American strategic interests in the areas of energy security, growing threats from Iran and America’s standing in the region. All along, this was done in the name of Armenia, Moscow’s vassal, Iran’s regional proxy and Europe’s most anti-Semitic nation. Perhaps, Menendez is a genuine racist and couldn’t forgive Bryza’s his wife identity, or he did this to impress his future fiancé, or, maybe, his Armenian handlers manipulated him on behalf of their masters in foreign capitals. Hard to tell, except that he pursued foreign interests with much greater vigor than those of the United States.

Given Armenia’s deep-rooted corruption, which is increasingly becoming a turn-off for philanthropists in the Diaspora, and a near-complete domination of Armenian businesses by Iranian and Russian interests, Menendez should be careful about his engagement with “international businesses.” A useful reminder would be that, until recently, Armenia’s Consul General in Los Angeles was a Russian oligarch, another “international businessman.”

Of course, the voters in New Jersey are very understanding and have forgiven Senator Menendez’s corruption trial and his affairs with underage prostitutes in the Dominican Republic. Still, the U.S. Senate, where Menendez was “severely admonished” for ethics violations in 2018, may want to ask the Senator whether he would like to see his own racist standard be applied to him and his passion for Armenia be questioned because of his fiancé’s ethnicity.

YEREVAN, MAY 11, ARMENPRESS. The Armenian Parliament today ratified the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse with 79 votes in favor and 12 against.

Armenia had signed the convention in 2010.

The convention is a comprehensive international tool aimed at preventing sexual exploitation and abuse of children, protection of victims, implementing duly investigation, awareness and cooperation.

The Convention also establishes programmes to support victims, encourages people to report suspected sexual exploitation and abuse, and sets up telephone and internet helplines for children. It also ensures that certain types of conduct are classified as criminal offences, such as engaging in sexual activities with a child below the legal age and child prostitution and pornography. The Convention also criminalises the solicitation of children for sexual purposes (“grooming”) and “sex tourism”.

With the aim of combating child sex tourism, the Convention establishes that individuals can be prosecuted for some offences even when the act is committed abroad. The new legal tool also ensures that child victims are protected during judicial proceedings, for example with regard to their identity and privacy.

Deputy Minister of Justice Kristine Grigoryan, who presented to lawmakers the convention, also briefed the legislators on the statistics in Armenia for the past three years.

She said that in 2017 investigative bodies investigated 265 criminal cases concerning crimes committed against children, of which 101 were of sexual nature. In 2018 the number of investigations was 317, 76 being of sexual nature. In 2019, only in Q1 there were 209 criminal cases with 51 being of sexual nature, she said.

Opposition lawmaker Gevorg Petrosyan from the Prosperous Armenia (BHK) party said the convention includes clauses which in his words give hope that an attempt is made in Armenia to exercise human rights protection more comprehensively, however he said he believes the convention also includes clauses which “jeopardize the disciplinary interests of children”. According to him, some representatives of the Armenian Church have contacted him and expressed their disapproval of the convention.

Petrosyan was particularly concerned with the fact that the convention foresees educating children about the threats of sexual abuse and self-defense measures as early as from 1st to 4th grades. “Don’t they have anything else to teach children of this age?” he said. He proposed to solve the matter by more severe accountability in the criminal code.

Parliament Majority Leader (My Step bloc) Lilit Makunts reminded that all factions had voted in favor during a committee hearing earlier.

Addressing Petrosyan, she said: “I am sorry that some individuals are able to impact your stance. However, this convention is in the interest of children, it is a convention against pedophilia, which will prevent pedophilia in Armenia,” she said.

Vice Speaker Vahe Enfiajyan from the opposition BHK also spoke in favor of additional hearings on the matter.

Ombudsman about the incident in parliament: Violence or threat of violence is unacceptable

ArmInfo. Violence or the threat of violence is unacceptable in principle, regardless of when and by whom it is done or to whom it is directed. The Ombudsman of Armenia Arman Tatoyan wrote about this on his Facebook page, referring to today’s  incident in parliament.

”The rules that apply to everyone are of particular importance to  the political majority, which has received a mandate of high  confidence. You cannot use a derogatory word that offends a person’s  dignity. This leads to dangerous consequences, doubles insult and  hatred, and provokes violence. This requirement is especially true  for persons holding public office and carrying out relevant  activities, who in their political or other terms should be  restrained and not allow words that generate hatred and cause  tension.  Whether we like it or not, the words and behavior in  parliament are an example for society. Therefore, it is especially  necessary here not to overstep the mark, and to contribute to  guaranteeing solidarity and mutual respect in society.  Violence or  the threat of violence is unacceptable in principle, regardless of  when and by whom it is done or to whom it is directed. In the end,  the main goal of all of us is to eliminate threats, completely  eradicate insult and humiliation of dignity, any word that generates  hatred>, he said.

To recall, the work of the National Assembly of the Republic of  Armenia was interrupted today due to the conflict that arose between  the head of the Bright Armenia faction Edmon Marukyan and the MP of  the National Assembly from the My Step faction Sasun Mikayelyan.  Other lawmakers of the Armenian parliament were also involved in the  assault. Clarification of relations with the participation of  parliamentarians continued during the announced break, after which  the conflicting parties finally dispersed.

Lake Sevan level rises by 3cm

GAVAR, APRIL 22, ARMENPRESS. The water level of Lake Sevan has increased by 3 cm compared to April 21 of 2019, the HayHydromet Service of the Ministry of Emergency Situations told ARMENPRESS.

As of Lake Sevan is situated at an altitude of 1900 meters and 53 centimeters above sea level.

Between January 9 – April 21 of 2020, 44 million 563 thousand cubic meters of water flowed into Lake Sevan through the Arpa-Sevan tunnel. An increase in discharge is observed in the lake’s inflow rivers.

YEREVAN, APRIL 17, ARMENPRESS.  Armenia has high economic growth potential for the next years, which can reach 5-6%, ARMENPRESS was informed from the April report of International rating agency Moody’s.

According to the report, the Armenian economy has potential for stable growth and despite the possible stagnations of this year, solid economic and financial management can mitigate the impact of shocks.

Moody’s predicts stagnation in Armenia this year mainly due to coronavirus and the lower oil price affecting regional demand. ”There is potential for high economic growth in Armenia during the upcoming few years, which can reach 5-6%. Armenian economy is expected to grow in 2020 by just 0.5%, but it will rapidly restore from 2021”, reads the report.

The reports notes that the macroeconomic policies and reforms in Armenia restrain the negative impacts of economic shocks.

The reports highlights that Armenia’s sovereign rating can improve if the reforms continue, raising the competitiveness of the economy, institutional reputation and efficiency, on the other hand the sovereign rating of Armenia can be decreased from a loss of reform momentum.

There will be no political persecution in Artsakh, says President-elect Arayik Harutyunyan

YEREVAN, APRIL 15, ARMENPRESS. Arayik Harutyunyan, who has been elected President of Artsakh based on the preliminary results of the voting in the second round of the presidential election, says he has no problem with any of the politicians and citizens.

“I am going to run a policy in Artsakh so that we can unite our society and jointly tackle the challenges. We do not have any problem with any politician. There will not be a political persecution against anyone”, he said during a press conference today.

The President-elect said during the pre-election stage he wanted to appeal to court over many insulating statements in his address, but now he has changed his mind.

The voting in the second round of the presidential election was held in Artsakh on April 14. According to the preliminary results, Arayik Harutyunyan was elected President of Artsakh with 88% of votes. The other candidate, current foreign minister Masis Mayilyan received 12% of votes.

YEREVAN, APRIL 9, ARMENPRESS. Prime Minister Nikol Pashinyan says Armenia continues maintaining “cautious optimism” over the coronavirus crisis as the transmission curve appears to be flattening.

Speaking at the Cabinet meeting, he said that more people are expected to recover or be discharged from quarantine soon.

He said tomorrow on April 10 the Coronavirus Response Task Force will meet to discuss what restrictions will continue being enforced from Monday.

“But right now the biggest challenge is that from tomorrow we must create the capacity of carrying out 1000 tests a day,” he said, adding that healthcare authorities say the number might not reach 1000 in the initial phase. He said healthcare authorities will not conduct the tests randomly and it will be done for at-risk groups. “Randomly testing people will be a waste of time and resources”, he said.

Starting April 10, all healthcare workers involved in the coronavirus response, as well as all citizens having pneumonia and other viral diseases will be mandatory tested.

So far, Armenia has conducted 4902 tests.

Amid pandemic,robbers exploit medical face masks to conceal identity and mug woman in Armenian city

YEREVAN, APRIL 10, ARMENPRESS. Two muggers wearing medical face masks have robbed a woman in Gyumri city in the morning of April 8, police said. 

The two muggers, whose face masks were what appears to be a method to conceal their identity rather than to fight the coronavirus pandemic, stole the woman’s jewelry in broad daylight in the street.

Local police said they have filed a criminal case and are investigating.

YEREVAN, APRIL 9, ARMENPRESS. 2 more coronavirus cases have been reported in Artsakh, bringing the total number to 3, ARMENPRESS was informed from Health ministry of Artsakh.

‘’The results of the 3 tests done today two were positive. One of them is the daughter-in-law of the person who was tested positive on April 7, who had been self-isolated from April 2. The second is a citizen of Armenia who entered Artsakh and during filling out an individual card it became clear that he came from a risk zone.

That citizen was also in self-isolation until being tested and soon he will be taken to the Republic of Armenia’’, the Ministry said.
