ISTANBUL, MARCH 26, ARMENPRESS. An Istanbul court sentenced two former police chiefs on March 26 to aggravated life imprisonment for their roles in covering up the murder of Hrant Dink, the Turkish-Armenian journalist who was shot dead 14 years ago, Turkish media reported.  4 other former security officers were also given life sentences.

A total of 27 people were convicted on charges of accessory to murder, membership to a terrorist group and falsification of documents. 33 others were acquitted.

Hrant Dink, the editor of the bilingual Turkish-Armenian Agos newspaper, was shot dead outside his office in Istanbul in January 2007.

The assassin, 17-year-old Ogun Samast, was sentenced to 23 years imprisonment by a juvenile court. A year later another person was sentenced to life imprisonment for instigating the murder.

The case was re-opened later and new suspects were involved.

The March 26 verdict sentenced Istanbul’s former police intelligence chief Ramazan Akyurek and his deputy Ali Fuat Yilmazer to life imprisonment. Reuters cited state media as saying that the “court ruled that the murder was carried out in line with the goals of a clandestine network linked to U.S.-based Fethullah Gulen”, the US-based preacher who is wanted by Turkey for orchestrating the 2016 coup attempt, something he denies.

13 of the defendants, including Gulen himself, are fugitives. The court did not issue a verdict for them and separated their cases.

Dink family’s lawyers released a statement in front of the courthouse, deeming the court’s decision “insufficient” and “inaccurate,” Duvar newspaper reported.

“The decision does not concretely expose who gave the order to kill. This decision consists of serious mistakes and does not bring to light Dink’s murder with all of its aspects,” they said, adding that they will take the decision to the appeals court, according to Duvar.

In his remarks Pashinyan expressed hope that Mr. Davtyan will continue his mission with the same high level as he did during his previous positions. “Of course, this mission is not easy, as we are facing very difficult times, and the problems are more than serious. Number one task is to protect the Army, the Armed Forces and number two task is to do so that necessary reforms take place in the Armed Forces which will first of all strengthen the Armed Forces, Armenia’s external security defense level and of course, the trust of all of us to our Armed Forces and our security system.

Mr. Davtyan, I congratulate you on reassuming this high status. Let me express confidence that we will manage to solve the problems which are in the interests of our country and our people. I wish you good luck in your responsible position and hope that we will overcome the difficulties we are facing for known reasons as soon as possible.

I also would like to mention one more fact: in 2018 when I was introducing you as the Chief of the General Staff of the Armed Forces, I highlighted the fact of accurately maintaining the factor of the Armed Forces being as apolitical and I must say that you have also done this task at a very high level”, Pashinyan stated.

He stated that the developments which took place starting from February to this day are understandable in many parameters. “I want to note, assure that it didn’t leave any human, political trace on me, I just want to ask let’s agree that we must maintain the principles of the Armed Forces being as apolitical in the future. This is firstly necessary to the Armed Forces, not to me, or any concrete person or group”, the PM said.

In his turn Artak Davtyan thanked the PM for the trust and stated: “Of course, we will implement all the tasks and I am sure that the Armed Forces will not have participation to any political processes which are not envisaged by the Constitution and laws”, he said, expressing hope that they will manage to solve all the problems facing the Armed Forces with joint efforts.

Armenian ombudsman stresses need for creation of demilitarized zone in Syunik

Panorama, Armenia
March 5 2021

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan on Friday stressed the need for the creation of a demilitarized zone in Syunik Province to guarantee the rights of its residents.

Presenting the new concept on the border-related process in the country’s regions at a news conference, the ombudsman said the comprehensive research carried out by his team and the obtained evidence confirm its necessity.

The ombudsman highlighted that the Azerbaijani troops continue opening gunfire in the immediate vicinity of several Armenian border villages, presenting some evidence of the shootings.

Tatoyan stressed that the border determination process must be based on the most important principles –  the rule of law, democracy and human rights.

“Human rights must be at the core of all border processes. This is not an alternative requirement, but a mandatory one. Moreover, human rights are such a basis that if not ensured, the legitimacy of the whole process will fail at once,” he said.

The ombudsman called for respect for the dignity of border residents, protection of their rights, peace and security in the process of determining the country’s borders.

“Naturally, all this must be ensured through specialized commission work, which must be carried out though the prior involvement of specialists, including engineers, land developers and historians, as well as through mandatory cooperation with local residents,” he said.

Arman Tatoyan next pointed out the problems in Gegharkunik and Syunik Provinces, highlighting gross violations of human dignity and the existing threats to the civilians’ lives.

“The school in the village of Nerkin Hand in Syunik is only 500 meters away from the positions of the Azerbaijani military and shots are fired there. Can any international organization tell me if this is in the best interests of the children?” the ombudsman said.

Also, he warned of gross violations of property rights, stating that some residents of border villages possessing certificates of ownership are not able to use their lands because they are so-called “Azerbaijani territories”.

“There are land lots and houses coming under direct target of Azerbaijan, preventing the people from using them amid the continuing shootings,” he said.

In Tatoyan’s words, the new concept calls for the creation of a demilitarized security zone with a distance of at least 5-7 kilometers in Syunik.

“These are evidence-based measures, based mainly on the types of weapons employed by the Azerbaijani forces near Armenian villages,” the ombudsman said.

He stressed that the international community has a lot to do here, as all this contradicts international human rights instruments.

Tatoyan said that they cooperate with the Foreign Ministry of Armenia and ambassadors. He also noted that they have received responses from leading international organizations, but did not disclose their names, citing agreements reached with them.

“I am just happy that the issues raised are being addressed. We substantiate our claims with concrete evidence. I do not give any subjective assessment at all, they are only evidence, information, facts. Based on all this, we have come to a consultation that there must be a demilitarized zone, as we are dealing with the military of a country the strategic, political goals of which announced by its supreme commander are of ethnic cleansing and genocidal nature,” Tatoyan said.
