YEREVAN, OCTOBER 27, NOYAN TAPAN. Normalization of Armenian-Turkish
relations will contribute to establishment and strengthening of
stability in the South Caucasian region. Director of the Caucasian
Media Institute, political scientist Alexander Iskandarian made such a
prediction at an October 27 press conference adding that open borders
are always a guarantee of stability.

In response to the question of how the relations between the regional
countries will change if the Armenian-Turkish protocols are ratified
A. Iskandarian said that those changes are inevitable. He said that
according to specialists’ prediction, if the border is opened the
flow of cargo transportations from Georgia to Armenia will reduce by
nearly 40%. Besides, according to the political scientist, cooperation
between Armenia and Iran in the road construction sphere will become
active. As to Azerbaijan, it already realizes that if the border is
opened its positions in the region will become weak.

Speaking about the anti-Turkish moods that have become active in
Azerbaijan lately A. Iskandarian said that they have always been in
Azeri society. The Azeris consider that Turkey’s policy should meet
Azerbaijan’s interests and every time Turkey deviates from that course
a wave of protest rises in Azerbaijan. According to A. Iskandarian,
in Armenia also we have a wave of protest and resistance against
normalization of Armenian-Turkish relations and it is also natural
as Armenians are a people having experienced a genocide and are
too sensitive to issues of recognition of the genocide and Nagorno
Karabakh settlement.

YEREVAN, October 27, /ARKA/. Richard Giragossian an American-Armenian
analyst specializing in international relations, with a focus on
economics, military security and political developments in the former
Soviet Union, the Middle East and Asia, said today arguments that
Armenia would significantly benefit from the reopening of its border
with Turkey are ‘somewhat exaggerated.’

Richard Giragossian, who serves as director of the Yerevan-based
Armenian Center for National and International Studies (ACNIS),
downplayed expectations that Armenian economy would get a strong once
it gets an outlet to the Black Sea.

The opening of the border would certainly ‘breathe oxygen’ into
Armenian economy, but the positive aftereffects would not be as big
as many experts and officials claim, he said, adding that the Turkish
government would enforce a tough policy to limit Armenian exports.

On October 10 Armenian and Turkish foreign ministers signed two
protocols on establishment of diplomatic relations and development of
bilateral relations, which yet need to be ratified by the parliaments
of both countries.

The two countries have no diplomatic ties, the border was closed in
1993 by Turkey and there is a history of animosity that stems from
the mass killing of Armenians in 1915 in the Ottoman Empire.

"Respected compatriots,

Dear friends,

Ladies and gentlemen

I am happy to have this opportunity today to meet you, welcome and
express my deepest respect to everybody.

Our meetings in Moscow have already become traditional, which is not
accidental at all. Russia has been ally and friend of the Armenian
people for centuries and you being its citizens serve as a unique
bridge between your two homelands, live and work with the idea of
providing help to them.

People gathered in this hall have always assisted to prosperity and
well-being of Artsakh, they consider the problems of their remote
Motherland and the pain of their native people as their own. You have
preserved the sense of patriotism alive. This very sense performed
miracles in the battlefield and I am confident that it will encourage
us nowadays because the challenges we face in times of peace are no
less important and require quick and efficient response.

The restoration and development of the ancient Armenian town of
Shoushi that for centuries had been political, spiritual and cultural
center of Artsakh is among such urgent issues. We intend to restore
historical glory of past Shoushi, make the town modern, flourishing
and developed. And the fact that you are here is the best evidence
certifying that for each of you irrespective of residence place the
development of this homeland particle, its present and future is of
utmost importance and you are ready to contribute your mite to this
important process.

The restoration of Artsakh’s old capital is of crucial importance
for the independent Armenian statehood. Historically Shoushi played
various roles in the not only for Artsakh but also in the life of
the entire Armenian people. In the XVIII-XIX centuries it was one of
the military, political, economic, cultural and education centers of
the Transcaucasia.

At the beginning of the 20th century there tens of factories,
educational and cultural centers functioning in the town, 22 newspapers
were being published in Armenian and Russian languages, Shoushi had
close economic connection with major cities in Russia, Europe and
the Middle East. Shoushi has also given a great constellation of
scientists, art workers, military and political figures.

The most tragic period in the history of the town was the beginning
of the 20th century. In 1905 the first massacre of Armenians was
organized in the town, hundreds of innocent people fell victims to it.

In 1918-1920 Shoushi was the center of the Artsakh liberation movement
and the capital of self-governing Nagorno Karabagh. In 1920 the town
was destroyed and the Armenians were expelled.

During the Artsakh war Shoushi was turned to one of the main
Azerbaijani military bases spreading death to capital Stepanakert
and adjacent Armenian settlements.

May 9, 1992 was a turning point both for Artsakh and for the entire
Armenians. Shoushi was liberated and this heartened the world spread
Armenians. It was our second great victory after Sardarapat. It was
both military and moral victory.

The liberation of Shoushi awaked in the sub-consciousness of our
people self-confidence in our own strength and gaining a unified
victory, as well as resoluteness in building free and independent
statehood. This great victory was Pan-Armenian in its nature. The
entire Armenian nation partook in the liberation of Shoushi, the
world Armenians provided material and moral assistance to Artsakh
and prayed to God asking for restoration of historical justice.

The authorities of the NKR consider the development of the town
of Shoushi and the whole region as an issue of great strategic
importance. For this very reason we are planning to move some state
organs and structures to Shoushi, including the judicial system,
the ministry of culture and youth affairs, some sub-divisions
of the Defense Army, the union of writers, Artsakh branch of the
State Agricultural University of Armenia and some other bodies. We
are confident that these measures will give a new impetus to the
development of the town.

Various funds and organizations as well as individual philanthropists
play a substantial role in the development of Shoushi. Our people
are very much grateful to them.

Dear friends, a great deal of work such as construction and
reconstruction of dwelling houses, educational centers, health care
units, cultural centers roads, water supply system and other objects
should be done in Shoushi.

The development of Shoushi is a matter of honor. The thriving of
the town will demonstrate the world our cohesion and united will in
defending national values, developing and strengthening sovereign
and independent state, further cementing the Armenia-Artsakh-Diaspora
trinity. I am confident that together we can effectively solve this
very problem too and gain another common victory."

National Air Carrier Of Armenia Will Increase The Number Of Flights

October 26. /ARKA/. National air carrier of Armenia, the company
"Armavia" will increase the number of flights to European countries",
said Mikhail Baghdasarov, head of the company. "Armavia" will expand
its activity and we discuss the opportunity of flights to Europe,
particularly Italy and Switzerland", he said.

Frequency of the flights will be significantly increased. Baghdasarov
said that if currently there are three flights in a week to
Switzerland, in the nearest future it will be four. In future there
will be seven or eight flights in a week. "Armavia" will have three
flights in a week to Italy.

Armavia was established in 1996 and in 2005 full package of shares
was transferred to Mikhail Baghdasarov, President of the company
"Mika Limited".

There are three Ð~P-319, two Ð~P-320, as well as Boeing 737-300,
CRJ-200, TU-134. At present, the company makes about 250 flights
monthly at more than 30 directions.

WATERTOWN ‘ .I am pleased to write this endorsement on behalf of Mr.
Clyde Younger in his quest to continue in the position of Watertown
Town Council President. Mr. Younger is a proven leader with a
demonstrated record of results over the years that have benefited the
community.

I have served as pastor of the St. James Armenian Church, have been
actively involved in the Watertown community for many years, and have
had extensive interaction and dealings with Mr. Younger in his
capacity as Council President. I can say unequivocally that without
the leadership of Mr. Younger and his steady hand, particularly during
these difficult economic times, our community would not be as admired
as we are for our stability and progressive values.

Clyde’s dedication to Watertown is second to none. His long experience
in the town’s government, including nine years as President of the
Town Council, twenty years on the School Committee, service as a Town
Meeting member, and his substantial efforts in many other community
service roles speak to his commitment to Watertown and its future. He
has repeatedly shown an extraordinary talent for bringing diverse
interests together to achieve common goals that first and foremost are
aimed at advancing the interests of Watertown.

I know of no other person that I would want to lead our Council and

Obama invitation indicates serious agenda

Although the US views Turkey’s recent closeness with Iraq and Syria
positively, the issue of Iran and its nuclear potential may cause
disagreements between Turkey and the Obama administration, say
experts. These issues, as well as the recent strides taken between
Turkey and Armenia, are likely to top the agenda during Erdo?an’s
upcoming visit to Washington

Three experts on Turkish-U.S. relations said Turkey’s fast-growing
relations with Iraq and Syria were viewed positively by Washington,
yet Iran and its nuclear program have the potential of being a point
of contention between the ruling party and the Obama administration.

The Turkish-Armenian reconciliation process will also rank high on the
agenda during the Turkish prime minister’s upcoming visit to the
United States, as the latter will encourage Turkey to continue the
process despite a negative reaction from Azerbaijan, the experts said.

U.S. officials contacted Ankara on Oct. 15 to arrange a visit from
Turkish Prime Minister Recep Tayyip Erdo?an to Washington on Oct. 29
for talks with President Barack Obama. But the invitation ` already on
short notice ` coincided with a Turkish national holiday. Erdo?an’s
visit will take place at a later date.

Azerbaijan’s reaction to the Turkish-Armenian reconciliation process
and the deterioration of relations between Israel and Turkey have led
to a sense in the Obama administration that there is a need for
high-level consultation, according to Stephen Larrabee of the RAND
Corporation.

`I suspect that there is a strong feeling that some issues need to be
hammered out between Obama and Erdo?an. The Turkish prime minister was
supposed to go to Washington in December. But too much is happening to
wait until December,’ Larrabee told the Hürriyet Daily News & Economic
Review last week, when asked about the reason behind the short-notice
invitation.

The existence of a serious agenda, rather than a sense of urgency, is
behind the invitation, said Ian Lesser of the German Marshall Fund.

Turkish-Armenian reconciliation will be one of the most important
topics to be discussed, as the Obama administration will extend its
genuine offer to help continue the process, Lesser said in an
interview last week with the Daily News.

Turkey and Armenia have recently signed protocols that will pave the
way to normalize relations. The protocols need to be ratified in both
countries’ parliaments.

`To capture the full benefit we have to see the practical
implementation, like the ratification of the protocols and opening of
the borders,’ said Lesser. As for the reaction of Azerbaijan, which
relies on Turkish support to solve the Nagorno-Karabakh dispute with
Armenia, Lesser said the United States understands Turkey’s
difficulties. `We hope Turkey won’t wait for the complete resolution
of the problem before moving ahead,’ said Lesser.

`Obama will want to make sure that the international group that has
been working to solve the Nagorno-Karabakh issue is actively engaged
to move forward on the Armenian-occupied Azerbaijani territories
surrounding Karabakh,’ said Henri Barkey from the Carnegie Endowment.
`I presume he will also want to know if there are any side deals
between Russian Prime Minister Putin and Erdo?an that could make the
Karabakh process move and help the ratification of the protocols.’

Turkey’s relations with Syria compatible with US policy

Middle East issues are also expected to rank high on the list of
Erdo?an’s discussion points with Obama, as the officials of both sides
continue working to agree on a date.

`Turkey’s close relations with Syria can be useful to the United
States if there is close coordination and consultation about it,’ said
Larrabee. `There is a change of position from the Bush administration,
which was much more skeptical of dialogue with Syria.

`The fact that President Obama wants to establish dialogue with Syria
puts U.S. and Turkish policy much more in alignment,’ Larrabee added.
Lesser agreed that Turkey’s relations with Syria are not necessarily
incompatible with U.S. policy. `Everyone is opening with Syria. Turkey
is going faster, but this is not a concern,’ he said.

Meanwhile, both Larrabee and Lesser agreed that Iran is a potential
source of disagreement between Ankara and Washington. `For the U.S.
administration, the nuclear issue is very important, whereas economic
relations and cooperation on regional issues are more important for
Turkey ` we understand that,’ Lesser said.

The Obama administration is very serious about opening a dialogue with
Iran, according to Lesser, yet if it does not see progress on the
nuclear issue, the U.S. might become significantly tougher on Iran.

In the absence of progress, Obama will be pressured to impose harsher
sanctions on Iran, said Larrabee. `But Erdo?an seems opposed to
sanctions. If Turkey will not go along with the imposition of
sanctions, it will have negative consequences in it relations with
Europe and the U.S.,’ he said.

`The U.S. will expect Turkey to deliver tough messages to Tehran when
the Turks meet Iranian leaders,’ said Lesser.

Barkey had a similar view. Obama does not want Turkey to be conveying
a message to Iran that suggests Erdo?an has Iran’s back, Barkey said.
The administration might also be worried about Turkey-Iran relations
due to Turkey’s role on the U.N. Security Council, amid concerns over
whether Turkey will vote against or abstain from a potential
confrontation with Iran over sanctions, he said.

Today will take place the last concert and the solemn closing
ceremony of the third international Yerevan music festival. The
Armenian philharmonic band conducted by the Armenian prominent
conductor Edward Topchyan will play.

The art directors of the festival are conductor Edward Topchyan and
violoncellist Alexander Chaushyan. In the frameworks of the festival
which launched on September 11 were held 12 perfect concerts on which
were present many famous musicians.

In the concert program of today we’ll have an opportunity to enjoy
Beethoven’s "Piano concert number 4", Harutyunian’s "Concertino of
violoncello", and Prokofeev’s "Violin’s concert number 2". The concert
will take place at 19:00 in Aram Khachatryan concert hall.

The soloists of the concert are the pianist from the Great Britain
Ashley Woss, violinist Dayshin Kashimotto from Japan and Armenian
violoncellist from the Great Britain, art director of the festival
Alexander Chaushyan.
