WORKING VISIT OF DELEGATION HEADED BY RA PRIME MINISTER TO THE U.S. STARTS

LOS ANGELES, NOVEMBER 5, NOYAN TAPAN. The working visit of the
delegation headed by RA Prime Minister Tigran Sargsyan to the U.S.

started on November 5. The delegation has arrived in the U.S. in
order to participate in the ArmTech 2009 Congress being held in the
city of San Jose in Silicon Valley.

The Armenian delegation is composed of Head of the RA Government
Staff David Sargsyan, Minister of Economy Nerses Yeritsian, other
high-ranking officials.

According to the press service of the RA government, on the first day
of the visit, T. Sargsyan met with the Lincy Foundation’s President
Jay Rakow and Vice President Harut Sassounian. They discussed issues
of cooperation between Armenia and the Lincy Foundation.

Today in the frameworks of the events dedicated to the 50th anniversary
of Arts’ institute’s foundation of the National Academy of Science
of the Armenian Republic launched the 9th republican scientific
session. In the scientific session partake the head of the Arts
institution of the RA NAS Ararat Aghasyan, the chairman, of State
Committee of Science of the National Academy of Science Samvel
Harutyunyan, Academician-vice Chairman of the Armenian National
Academy of Sciences Dr. Vladimir Barkhudaryan.

The opening speech was made by the director of the Art institute Ararat
Aghasyan. He congratulated everyone on the 50th anniversary of the
Arts Institute, and mentioned that "this 50 year old session sums up
the activity of the institution and this jubilee is characteristic as
it sums up the achievements of the institute, and the session helps
us to see what they have gor at present and what expectations can
they have in the future."

He also stressed that due to the scientific reports will be promoted
the artistic mind and the issues that are faced by the study of art
will be revealed.

On his turn Academician-vice Chairman of the Armenian National Academy
of Sciences Dr. Vladimir Barkhudaryan said that "the scientific
discussions will rise the level of the art criticism as sometimes
there are works published where the required quality is not preserved
and these scientific discussions will promote to rise the quality of
such kind of works."

On the session was present also Karo Vardanyan, the deputy chief
of the department of modern and folk arts of the Ministy of Culture
of the Republic of Armenia. He awarded Doctor of Architecture Murad
Hasratyan and the head of the music department of the Arts institute,
deputy director Gevorg Gyodakyan with the "Golden Medal" of the
Culture Ministry of Armenia.

The session works will last for two days during which 40 art critics
will appear with reports about different branches of art.

Armenia’s orphanages receive financing not only from the state budget,
but also from donators, Armine Tanashyan of the RA Ministry of Labor
and Social Security, told NEWS.am.

She reported that eight state-run and four privately-owned orphanages
are currently operating in Armenia, with 950 and 250 children
respectively being in their charge.

Tanashyan pointed out that the RA Government allocates 1,500 AMD a
day for each child.

Asked about the orphans’ future after they leave the orphanages,
Tanashyan said that special housing and employment programs are
implemented in Armenia for this social group.

While extending Slovakia’s full support for Turkey’s bid to become a
full member of the European Union, Slovak Foreign Minister Miroslav
Lajcak has cautioned that changing preconditions set for accession to
the bloc when Turkey has already started negotiations for membership
is completely out of the question.

Lajcak’s remarks, during an interview with a group of journalists
who were in the Slovak capital of Bratislava for President Abdullah
Gul’s official visit to the city, came as an implicit reference to
Turkey-critics within the EU who are led by France and Germany.

The EU opened accession talks with Ankara — an EU candidate since
1999 — in October 2005, but these have been progressing slowly amid
opposition from France and Germany. The unresolved Cyprus dispute
and a slowdown of reforms in Turkey are other factors hampering the
accession process.

French President Nicolas Sarkozy and German Chancellor Angela
Merkel are the most high-profile European politicians opposed to
Turkey’s accession. Sarkozy claims Turkey does not belong in Europe,
while Merkel promotes a "privileged partnership" that falls short of
membership, a formula Ankara categorically rejects. In Berlin in May,
Merkel and Sarkozy made a joint statement declaring that they shared
a common position regarding Turkey’s accession to the EU, in that it
should be offered a privileged partnership, not full EU membership.

"When it fulfills the required criteria, Turkey should be accepted as
a full member. Conditions should not be changed while negotiations
are continuing," Lajcak said Tuesday. The Slovak minister’s remarks
are reminiscent of the stance displayed by Turkish Prime Minister
Recep Tayyip Erdogan vis-a-vis the leaders of Germany and France,
as he constantly warns the two leaders that the rules of the game
cannot be changed halfway through.

"Turkey is an influential country which plays a constructive role in
its region. It has a deep knowledge of Iraq, Afghanistan and the Middle
East. As the EU, we want to take advantage of Turkey’s knowledge and
experiences," Lajcak said, noting that he had observed Turkey’s clout
in the Balkans when he served as an EU representative in Bosnia.

Lajcak, whose country entered the EU in 2004, was critical of the
union’s performance.

"The EU should revive persuasiveness of the enlargement process. The
union has recently focused so much on internal reforms, leading to a
negative impact on enlargement perspectives. In the last six-seven
years, the EU has been struggling with its internal matters," the
minister said.

Referring to the fact that during a Brussels summit last week, EU
leaders approved a key concession to the Czech Republic that appears
to clear the way for the adoption of the Lisbon Treaty, Lajcak said
the time was now ripe for refocusing on the enlargement process. As of
Tuesday, the Czech top court cleared the EU-reforming Lisbon Treaty,
one of the last hurdles to its ratification.

"Our answer to the question of from where the borders of the EU will
pass is: the Balkans and Turkey," Lajcak went on to say.

The minister, meanwhile, also lent support to Turkey’s efforts to
normalize its relations with its estranged neighbor Armenia, while
urging swift resolution to the Cyprus issue.

Lajcak said he believed that the normalization of relations between
Armenia and Turkey would help in the resolution of other regional
issues in the Caucasus, including the Nagorno-Karabakh dispute
between Armenia and Azerbaijan. He noted that his government has
been closely following the government’s democratization initiative,
which is expected to expand freedoms for Turkey’s Kurds.

In Bratislava, Merkel and Sarkozy got their share of criticism from
Gul in a speech delivered at the Turkey-Slovakia Business Council
meeting held on Tuesday. "Some of the big countries of the EU have
forgotten the principle of pacta sunt servanda," Gul said, referring to
a principle of international law in Latin which means that agreements
must be kept. "We haven’t seen support from these countries on our way
to EU membership. Such manners by these countries have been harming
confidence in the EU," he added, in apparent reference to France
and Germany.

A recent survey has revealed the impact of the French and German
leaders’ constant objection to Turkey’s EU bid, with a significant
loss of confidence in these two countries among the public. According
to the survey, conducted in August by the Ankara-based International
Strategic Research Organization (USAK), France is third on the list
of countries regarded as a threat by the public, while there has
been a large decrease in Turkish people’s opinion of Germany as a
friendly country.

"Armenian-Turkish relations are discussed in Europe providing
opportunities to learn these countries’ position related to this
process," told journalists head of Heritage Parliamentary Faction,
Stepan Safaryan. In his opinion, European states welcome process
of normalization relations with Turkey, but "have no clear approach
or views on involvement in this process." And this indetermination
raises a number of issues.

"It is in Armenia’s interest Europe to express its position. In this
case, Armenia could smooth out the relations and move some issues to
European agenda."

Chair Naira Zohrabyan met the head of EU consulting group Rolf Benke
and Head of EC European neighborhood policy department head Uffe
Gostel Janssen.

The parties focused on Euronest pioneer forum within Eastern
Partnership parliamentary format and appointment of EU counselor into
Armenian Parliament.

Naira Zohrabyan briefed the guest on Euronest pioneer forum held in
Stockholm, expressing a hope that the Eastern Partnership parliamentary
format will develop collaboration in the region, without regional
conflicts involved.

RA NA European Integration Committee Chair noted Azerbaijan’s
non-constructive position on the issue and intention of non
-collaborating with Armenia within Eastern Partnership program
frameworks.

Naira Zohrabyan emphasized the importance of EU counselor’s appointment
into RA NA, bringing Armenian legislation in accordance with European
standards being an important eurointegration issue.

Rolf Benke and Uffe Gostel Janssen reported that 2 EU counselors
appointed have long years’ experience, adding that OSCE, jointly with
JTZ expressed their readiness to collaborate with Armenia on the issue.

Most likely, negotiations with Armenia on associate membership to
the European Union will begin soon, EU Special Representative for
the South Caucasus Peter Semneby stated in his interview to Russian
daily Vremia Novostey.

He said that the process will continue irrespective of the fact
whether the border with Turkey is opened or not.

The Commander of the Turkish Land Forces, General of the Army, Ishik
Koshaner, who is on official visit to Azerbaijan, met with Azerbaijani
Defense Minister Colonel General Safar Abiyev, the press service of
Defense Ministry told Trend News on Nov. 2.

The main topic of the meeting, attended by the delegations,
was to preserve the Turkish-Azerbaijani friendship and even more
strengthening.

Also, an exchange of views was held on the prospects of new
military-technical cooperation, situation in the South Caucasus and
ways of resolving the Armenian-Azerbaijani Nagorno-Karabakh conflict.

The meeting was attended by the Ambassador Extraordinary and
Plenipotentiary of Turkey to Azerbaijan Hulusi Kilich.

Senior military representatives of Turkey began visiting Azerbaijan
on Nov. 2. The Commander of the Turkish Land Forces, General of the
Army, Ishik Koshaner, will hold a series of meetings in Baku, said
the Defense Ministry of Azerbaijan.

ArmInfo. On October 28-30 the Lebanese city of Antilias held activities
dedicated to the 100th anniversary of Armenian pogroms in Adana.

The Armenian Foreign Ministry press-service reports that on October
29-30 a conference with participation of delegates and rapporteurs
from Armenia and Diaspora took place in Lebanon. Catholicos of All
Armenians Karekin II made a greeting speech. Director of Armenian
Genocide Museum-Institute Hayk Demoyan presented a report on "The
take-over of Young Turks and the pogroms in Adana in the light of
psychology". The forum also covered presentation of 4 monographs by
H.Demoyan. Armenian Ambassador to Lebanon Ashot Kocharyan took part
in the activities.

Two protesters interfered with a speech given by the Turkish
ambassador to Israel Sunday during a ceremony marking 92 years since
the city was liberated from the control of the Ottoman Turks by
General Allenby during World War 1. The protesters demanded that
Turkey admit its role in the deaths of Armenians before and after the
war.

In his speech, the ambassador said that there was no anti-Semitism in
Turkey, but that the relationship between Israel and Turkey had its
"ups and downs. I am sure we will be able to repair our relationship,"
he said.
