US AMBASSADOR DENIES RUMOURS ABOUT HIS RESIGNATION
YEREVAN, MARCH 7.ARMINFO. John Evans, US Ambassador to RA, denies
rumours about his resignation.
“I serve to the President of my country.At present, I haven’t submitted
any documents for my resignation.I still carry out my mission in
Armenia,” Evans said. Matthew Byrza, Assistant of US Deputy State
Secretary, supported Evans, stating that he will not complete his
mission in Armenia soon. He called Evans a brilliant diplomate who
formed a prefect team.

“The territorial integrity of Azerbaijan is not subject of the peace
negotiations with Armenia on the settlement of the Nagorno-Karabakh
conflict,” Ilham Aliyev, the Azerbaijani President, said at the
Japanese International Relations Institute in Tokyo, Trend reports
referring to Azertaj.
According to Aliyev, the subject of the negotiations is liberation of
the occupied territories, repatriation of the victims of the ethnic
clearance and aggression, granting Nagorno-Karabakh with high status
of autonomy within Azerbaijan.
“All these must meet norms and principles of international law. We
hope for peaceful settlement of the conflict. International community
must play more active part in the solution of the conflict, which is
the largest hindrance for development of the region on the whole,”
the President stressed.
Touching upon development of oil and gas sphere, Aliyev noted that
Azerbaijan can play the role of energy source for Europe, experiencing
gas crisis and looking for alternative sources. He stated that
pipelines were being constructed to take Azerbaijani gas and oil to
the world markets.

ARMENIAN ARMED FORCES CONTINUE CEASE-FIRE VIOLATION IN GAZAKH

Armenian side keeps on breaking the cease-fire. Azerbaijani Defense
Ministry press service told APA that Armenian Armed Forces fired on the
Azerbaijani Armed Forces’ opposite positions from their positions near
Mezemli village, Gazakh, at 18.25 on March 7 and again they fired on
Azerbaijani Armed Forces’ positions in Gizil Hajili village, Gazakh,
from their positions in Berkaber village, Ijevan at 2.20p.m, March 8.
On March 8, they also fired on Azerbaijani Armed forces’ positions in
Jafarli village, Kazakh, from their positions near Mount Sarakpikash
in Ijevan from 10.40a.m to 10.45a.m.
The enemy forces fired on Azerbaijani Armed Forces’ positions in
Baganis Ayris village in Kazakh region from their opposite positions
at 12.26 p.m, they fired on Azerbaijani Armed Forces’ positions in
Kemerli village, Gazakh, from their positions in Berdavan village,
Noyemberan at 18.50.
They fired on Azerbaijani Armed forces’ positions in Gizil Hajili and
Ashagi Askipara village in Kazakh from their positions near Berkaber
village, Ijevan at 2.09pm.
The enemy was silenced by the counter-fire, no loss.

Araz Azimov: OSCE MG Has to Refrain from Statements

talks forced the OSCE Minsk Group Co-chairs to review
positions of the conflicting parties. It is clear that
the situation is very complicated and the Co-chairs
have to refrain from statements, Azerbaijani Deputy
Foreign Minister Araz Azimov stated. `The Co-chairs
have to refrain from any statements as they do not
want to run risks. Escape of information can aggravate
the situation and change the trend of developments,’
Azimov said adding that the present position of the
Co-chairs is correct. `After the consultations in
Washington the mediators wish to meet with the
representatives of Azerbaijan and Armenia,’ the Azeri
Deputy FM said, reported Trend news agency.

Army colonel to be laid to rest

MELBOURNE – A decorated U.S. Army intelligence officer whose portrait
hangs in the Hawaii Army Museum Gallery of Heroes will be
memorialized during a funeral this morning in Melbourne.
Col. John Kizirian, 77, died Feb. 26 after a brief illness at Holmes
Regional Medical Center. He fought nine battle campaigns in Korea and
Vietnam, earning dozens of medals and accolades for battlefield
bravery and behind-the-scenes brainpower far from the theater of
operation, family members said.
Kizirian spoke fluent Armenian — his parents were immigrants — plus
Persian, Indonesian, Spanish and English.
He was awarded a Distinguished Service Cross for “extraordinary
heroism and devotion to duty” during a prolonged May 1967 firefight
against Viet Cong forces, according to information provided by museum
curator Judy Bowman.
Family members say he helped predict the Tet Offensive, the
wide-ranging 1968 attack by North Vietnamese forces, by reporting the
massing of enemy troops in the vicinity.
“My three brothers were looking through this, and they were crying
because of all the lives that Jonathan saved,” said his wife, Carol
Kizirian, fighting back tears and flipping through a thick file
folder of military photographs and documents. “I didn’t even know. He
was very modest, and he didn’t talk about those things.”
The funeral service takes place at 11 a.m. today at St. Paul’s
Anglican Church, 7200 N. Wickham Road, Melbourne. He will be buried
March 24 in Arlington National Cemetery, Carol said.
Kizirian’s niece, Lesley Kissick of Montara, Calif., believes he
should receive the Congressional Medal of Honor. Last August, she
wrote a letter to U.S. Rep. Dave Weldon, R-Indialantic, asking for
legislative help on her uncle’s behalf.
“I really wish it would have happened when he was alive,” Kissick
said of the accolade. “But posthumously is OK.”
Weldon’s press secretary, Jaillene Hunter, said family members must
first sign a privacy waiver before background research can begin.
Kissick said she will contact Weldon’s office to do so.
Kizirian grew up in Whitinsville, Mass., where he became the tiny
city’s first-ever Eagle Scout. He quit high school during his junior
year and joined the military at age 17, right at the tail end of
World War II, according to a transcript of a 1993 interview provided
by his wife.
He retired from the Army in 1975 but returned to active duty in 1980,
serving as a defense official in the U.S. Embassy in
Jakarta-Indonesia. He retired for good in 1984. Then-Secretary of
Defense Alexander Haig later offered Kizirian a high-level defense
department job, but he declined the post so that he could care for
his ailing wife, Edith, his obituary states.
After Edith’s death, Kizirian moved from Hawaii to Melbourne seven
years ago. He asked Carol to the movies, they dated and then married
in May 2001, she said.
Kizirian commanded authority, even when socializing at the Eau Gallie
Yacht Club. Carol recalled how, when necessary, he spoke in “his
booming colonel voice that would scare the beejeebies out of anyone.”
But she also said he had a tender, loving side. An avid boater, he
enjoyed flying, storytelling and collecting ornate objects from
around the world.

United Javakhk Censures New Tide of Violence against
Armenian Population in Georgia

censures the new tide of violence on national ground
in Gugark region (Kvemo-Kartli) of Georgia, says a
statement of United Javakhk Alliance. The document
also notes, `March 9 evening 15 Georgian extremists
attacked residents of Ghushchii village, brutally
killing Gevorg Gevorgyan, 23, while two other
residents of the village were severely wounded and
thus hospitalized. Those attacking fled due to
idleness and permissiveness of law-enforcement bodies.
Instead of urgent measures to arrest those guilty
regional leadership ordered special destination forces
to block all roads, connecting the town with
neighboring Armenian villages. By force actions the
regional authorities tried to suppress the will of the
Armenian population.
United Javakhk Alliance condolences with the widow and
relatives of deceased G. Gevorgyan and draws the
attention of all political and public forces to the
circumstance that unceasing acts of violence and
murder on national ground are a direct consequence of
Georgian leaders’ course for artificial change of the
historically formed ethnic composition of the region.
Large-scale settlement of Georgians in territories
populated by Armenians upsets the ethnic balance in
the region and provokes artificial growth of ethnic
tension, thus forming a center for ethnopolitical
destabilization in the region.
United Javakhk Alliance urges Armenian population in
the region to reserve and composure, as well as
demands that law-enforcement and judicial bodies of
Georgia be guided by the law, irrespective of the
national identity of those, who attacked, and the
victims. It also calls to hold an impartial
investigation of all circumstances of the crime and
make a fair verdict.’

OSCE MINSK GROUP U.S. CO-CHAIR ARRIVED IN ARMENIA

Daniel Fried, U.S. Assistant Secretary of State for European and
Eurasian Affairs, visited Armenia on October 18 as part of regional
travel that included stops in Georgia and Azerbaijan. Joining
Assistant Secretary Fried’s delegation was U.S. Special Negotiator
for Nagorno-Karabakh and Eurasian Conflicts, Ambassador Steven Mann.
During these meetings, Ambassador Fried and Ambassador Mann discussed
a number of issues, including U.S.-Armenian relations, democratic
reforms in Armenia, U.S.-Armenian defense cooperation, U.S. Government
Assistance programs in Armenia and the Nagorno-Karabakh conflict.
U.S. Ambassador to Armenia John Evans hosted special roundtable
meetings on the topics of “Constitutional Reform and Armenia’s
Political Outlook” and “Preparing Civil Society for a Post-conflict
reality.” Commenting on the visit, Ambassador Evans said, “The
Assistant Secretary’s visit reinforces the high-level of interest that
the U.S. Government has in helping build peace and prosperity in the
South Caucasus. The visit comes at an opportune moment as Armenia
prepares for an historic referendum on its constitution and begins
planning now for free and fair elections in 2007 and 2008.”
This trip was Ambassador Fried’s first visit to Armenia since his
appointment as Assistant Secretary of State for European and Eurasian
Affairs in May 2005.

SINGAPORE AND ARMENIA DISCUSS KARABAKH ISSUE

Melek TUZCAN, JTW (SINGAPORE) – Armenian Foreign Minister Vardan
Oskanyan who is Asia on official visit met the Foreign Minister of
Singapore Mr. George Yeo. During the meeting both sides discussed the
possible development of bilateral relations and the regional problems.
Oskanyan represented the present state of negotiations of the Karabakh
conflict and Armenian perspectives.
Armenian forces have been occupying a large Azerbaijani territory
including the Karabakh region for more than a decade. The European
Union and OSCE named Armenia as occupier in Karabakh and urged Yerevan
to withdraw its forces. Armenia does not recognise neighboring Turkey’s
and Azerbaijan’s national borders.

The RA citizens do not believe that the sums deposited to the soviet
banks will be returned, even despite the promise made by Prime Minister
Andranik Margaryan to allocate 1 billion AMD for this purpose.
The compensation will be paid within the strategic program on poverty
reduction. It is not ruled out that the depositors will not be happy
to receive the sums, since it is already clear that the sum will make
no more that a month’s salary. It was proposed to return the deposits
in 1000:30 relation. ($30 for 1000 rubles). Is it more profitable to
receive little money now or it is worth to wait for better times? We
addressed 100 citizens with this question.
“The deposits should be compensated. People have worked for years
and saved money. I would better wait to receive more”, a man of 50
said. 28% of the respondent agree with him.
36% consider that the RA government should launch the compensation
process beginning with the next year. “It is better to take what they
offer and not to live in expectations”, a pensioner said.
26% think that the matter should be settled legislatively. 10%
were undecided.
