YEREVAN, FEBRUARY 10, NOYAN TAPAN: Safer Internet Month Program
launched on February 9. In the frame of the Safer Internet Month Media
Education Center in partnership with Microsoft Armenia, World Vision
and Internet Society of Armenia will hold a series of seminars and
public discussions.

The Safer Internet-Armenia program is developed now, the program will
be aimed at raising public awareness about safe and responsible usage
of the Internet and fighting illegal and obscene content on the world
wide web. According to coordinator of Safer Internet initiative in
Armenia, Narine Khachatryan, opening new unprecedented opportunities
the global communication network are accompanied with a number of
risks, especially for children. According to the information of UN,
children and youth spend their time in Internet where there are 750
vile people.

"The rules of conduct in virtual networks are similar to the norms
of behavior in usual real life," Microsoft Armenia Country Director
Grigor Barseghyan said. "The company created a new "Computer Security
and Personal Data Protection" manual, which armenian varient can be

A Safer Internet Armenia website has already been developed
() with links to and a collection of teaching
and learning resources devoted to e-safety and social networking.

According to the Director of Media Education Center, Haykaz Baghyan,
examined more than 10 000 educational websites and created Directory
of 3 000 safe links to educational sites.

Currently, activities are underway to wider involve educational
institutions, Armenian business community and local municipal
authorities, as well as to raise public awareness.

In the frame of the Safer Internet Program drawing/posters competitions
for 5-8 year-old children and the quiz for 9-15 year olds are to be
held focusing on this year theme "Think Be4 U Post"

Turkish Foreign Minister says that Armenia does not display good
intentions towards realization of the Ankara-Yerevan protocols.

"Armenia does not display good intentions towards the Turkey-Armenia
protocols," the Turkish FM said.

On Jan.12, 2009, the Armenian Constitutional Court approved the
compliance of the Ankara-Yerevan protocols with the Armenian
Constitution. However, after the approval the court reported that
creation of a joint commission to study the 1915 events is unnecessary
and Armenian will never refuse from the demand to recognize the
"genocide."

Davutoglu said he expressed his concern over the Armenian
Constitutional Court’s amendments to the protocols during his meeting
with his Armenian Counterpart in London.

Regarding upcoming submission of a bill on the so-called "Armenian
genocide" for consideration by the U.S Congress’ International
Relations Commission Chairman Howard Berman on March 4, Davutoglu
said Armenia impedes the normalization process by raising this issue.

message to his Turkish counterpart Abdullah Gul.

The message says,

"Our initiative aimed at normalization of bilateral relations
holds attention of the international community. This is a historic
moment for all, indeed. The efforts the countries engaged in regional
processes exert to help improvement of Armenian-Turkish relations are
indispensable. I am confident that it wouldn’t be possible to move
forward without their support. At the same time, I believe no matter
how interested friendly states might be in a positive resolution of
the impasse, there are certain things that can be done only by our
two nations.

Mr. President,

I hope you will agree that the Armenian and Turkish peoples assign the
main task of getting rid of the stereotypes regarding each other and
establishment of the atmosphere of mutual trust to their respective
governments. We can achieve results only if there is trust, resolve and
unfaltering stance. A situation when words are not supported by deeds
gives rise to mistrust and skepticism, providing ample opportunities
to counteract for those, who oppose the process. We should be mindful
of the fact that in this particular case, the time is working not
for but against the process.

If until now we have been able to bring our bilateral relations up to
a level which made the prospects of building normal relations between
our two countries more tangible and discernible, now the time has
come to manifest determination to make next major step and leave to
the coming generations a stable and secure region."

Construction Of New Subway Station In Yerevan To Begin In 2011

CONSTRUCTION OF NEW SUBWAY STATION IN YEREVAN TO BEGIN IN 2011

YEREVAN, February 8, /ARKA/. Paylak Yailoyan, director of Yerevan
subway, said last Friday construction of a new station to stretch to
Achapnyak quarter of the city will kick off in 2011.

He said the construction will be backed by a loan from the Asian
Development Bank and a government allocation. He said talks with the
bank were underway.

He said also car trucks and wheel pairs of the subway trains which
have been used for over 30 years will be replaced in 2010. The company
will buy also about 6,000 sleepers for the repair of the railroad.

Last year the Yerevan subway transported 20 million people, up from
19 million in 2008.

"Our citizens have eventually realized the advantage of subway-safety,
cleanliness and accuracy,’ he said.

The Yerevan Underground system was launched in 1981. It runs on a 13.4
km (8.37 miles) line and currently services 10 active stations.

In a recent interview with Euronews, Ilham Aliyev, president of
Azerbaijan, said that Azerbaijan doesn’t interfere in the internal
affairs of European countries, even though there are aspects they
might not like.

This, in the context of a March 2009 change in Azerbaijan’s
constitution which abolished presidential term limits, Euronews noted
that such legislation is not characteristic of democratic societies,
to which Aliyev responded:

`Well, it depends. If you have a king, which is a nominal head of
state, and a prime minister who can be elected five times, it’s not
that different to from what we have here. If you look at the European
countries you will see.’

Asked `You don’t consider yourself as a king, do you?’, Aliyev
responded by saying:

`No, no. I consider myself as the head of the executive branch, which
is, in the case of your countries, the prime minister, who can be
elected many times. So why people should be deprived from this right?
If they have a choice, if they have a chance to choose.’

Continuing, the Azerbaijani president said, `And the democratic
process in Azerbaijan is very active. We do not interfere in the
internal issues of your countries, though there are a lot of things
that we can not like, we can oppose, and we can consider to be
ridiculous. But we never say it.’

"A theoretical study is presented on the statistical properties
of conductivity fluctuations caused by concentration and mobility
fluctuations of the current carriers. It is established that mobility
fluctuations result from random deviations in the thermal equilibrium
distribution of the carriers," scientists in Yerevan, Armenia report
(see also Physics).

"It is shown that mobility fluctuations have generation-recombination
and shot components which do not satisfy the requirements of
the central limit theorem, in contrast to the current carrier’s
concentration fluctuation and intraband component of the mobility
fluctuation. It is shown that in general the mobility fluctuation
consist of thermal (or intraband) Gaussian and non-thermal (or
generation-recombination, shot, etc.) non-Gaussian components. The
analyses of theoretical results and experimental data from literature
show that the statistical properties of mobility fluctuation and
of 1/f-noise fully coincide," wrote S.V. Melkonyan and colleagues,
Yerevan State University.

The researchers concluded: "The deviation from Gaussian statistics of
the mobility or 1/f fluctuations goes hand in hand with the magnitude
of non-thermal noise (generation-recombination, shot, burst, pulse
noises, etc.)."

Melkonyan and colleagues published their study in Physica B
– Condensed Matter (Non-Gaussian conductivity fluctuations

Armenia’s foreign minister has slammed Azerbaijan for allegedly
going back on one of the principles for the settlement of
the Nagorno-Karabakh conflict discussed at a Russian- brokered
Armenian-Azeri summit last week, namely a postulate that the disputed
enclave’s participation in settlement talks is essential.

"This is evidence of one more instance of the destructive approach on
the part of Azerbaijan," Edward Nalbandian told Armenia’s parliament.

"We have asserted repeatedly that the settlement of the Nagorno-
Karabakh conflict is impossible without the participation of Nagorno-
Karabakh. Such is our position, which the co-chairmen of the Minsk
Group of the OSCE understand," he said.

The Minsk Group of the Organization for Security and Cooperation in
Europe is a body mediating in the conflict.

Earlier, a source close to Nagorno-Karabakh talks had told Interfax
that the disputed region’s participation in settlement talks was
among settlement principles discussed by the Armenian, Azeri and
Russian presidents at a meeting in Sochi, Russia, on January 25.

/PanARMENIAN.Net/ The global economy, battered by two years of crisis,
is recovering faster than previously anticipated, with world growth
bouncing back from negative territory in 2009 to a forecast 3.9 percent
this year and 4.3 percent in 2011, the International Monetary Fund
said in its latest forecast.

But the recovery is proceeding at different speeds around the world,
with emerging markets, led by Asia relatively vigorous, but advanced
economies remaining sluggish and still dependent on government stimulus
measures, the IMF said in an update to its World Economic Outlook,
published on January 26.

"For the moment, the recovery is very much based on policy decisions
and policy actions. The question is when does private demand come and
take over. Right now it’s ok, but a year down the line, it will be a
big question," IMF Chief Economist Olivier Blanchard said in an IMF
video interview.

IMF Managing Director Dominique Strauss-Kahn has warned that countries
risk a return to recession if anti-crisis measures are withdrawn
too soon.

The IMF said it had revised upwards its earlier forecast for global
growth by 3/4 percentage point from the October 2009 forecast.

The IMF report said that the varying pace of recovery across countries
called for a differentiated response in the unwinding of measures
used to stimulate the economy and combat the crisis.

Due to the still-fragile nature of the recovery, fiscal policies
need to remain supportive of economic activity in the near term,
and the fiscal stimulus planned for 2010 should be implemented fully.

However, given growing concerns about fiscal sustainability,
countries should also make progress in devising and communicating
exit strategies.
