YEREVAN, 11 AUGUST, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 11 August, USD exchange rate up by 0.31 drams to 406.09 drams. EUR exchange rate up by 4.30 drams to 419.78 drams. Russian Ruble exchange rate down by 0.01 drams to 6.70 drams. GBP exchange rate up by 4.92 drams to 495.67 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 15.28 drams to 23436.34 drams. Silver price down by 1.95 drams to 266.80 drams. Platinum price stood at 16414.1 drams.

Towering high above Artsakh’s capital of Stepanakert stands an iconic monument that symbolizes the intrinsic connection between Artsakh and her resilient people. “We are Our Mountains,” also known in Artsakh as “Tatik Papik,” is made of volcanic tufa. The structure represents the elders of Artsakh in traditional garments, proudly standing shoulder to shoulder. It does not rest on a pedestal; it’s as if the hill was cracked, and the grandmother and grandfather climbed up to stand with their feet firmly planted in their native land.

The symbolic nature of the statue is also expressed in the architectural design by sculptor Sargis Baghdasaryan and architect Yuri Hakobyan. The monument resembles the combination of Sis and Masis peaks of Mount Ararat, once again indicating the idea of Armenian pride. This was the first monument dedicated to longevity for which Artsakh is known. 

Others have put forth the idea that if the roof-shaped grandmother is placed on top of the grandfather, the structure would resemble a house. Perhaps this is why young couples, like Gevorg and Zarine, who get married in Stepanakert and neighboring villages receive their first “blessing” from “Tatik Papik.”

Before the 2020 Artsakh War, tourists would flock to this site. These days, the people of Artsakh, who lost Shushi’s Katarot, are now holding “Tatik Papik” close to their hearts, spending their summer days and nights in its shadow.

Little Marine, who just turned 10 months old, is seen celebrating with her proud parents, who got married immediately after the end of the war. They didn’t have a wedding; they said they couldn’t imagine such a celebration after the incurred losses. They just wanted to start building a family and revive Artsakh again. Their feelings of love and loss are intermixed. They can’t imagine living anywhere else but Artsakh. They want to believe that their daughter and future children will live in peace on their rightful land.

Milena is a guitarist who plays and sings in the band “Artsakhiks.” She often visits “Tatik Papik” with her sister Lina and her friends Yana and Lilit. The day before war broke out, they enjoyed a picnic at the monument. They never thought that the following day their world would no longer be the same. That is why they often visit “Tatik Papik.” The young women are studying in Yerevan, and they are looking forward to returning and applying what they have learned to form a band in Artsakh and develop Armenian culture in Artsakh. Lina, a director, produced a film about her grandfather and Artsakh. The young women do not believe in peace, but they do rely on its fragility.

Twins Aren and Arman were born during the war. Their parents were forcibly displaced from the village of Shekher in the region of Martuni. Their father works for The HALO Trust demining company, and their mother proudly states that her work is more important—raising two sons. The most difficult issue facing this young family is housing; they are uncertain about their future.

Anush Yengibaryan is an artist who works in Stepanakert children’s creative center, helping hundreds of children develop their artistic abilities. Anush often takes her students to draw outdoors for greater inspiration. Students said that, by painting here, they get more inspiration from their homeland and the paintings turn out more natural.

A group of children gather to play soccer. They say they dream of being a great soccer player, doctor and soldier. One child says he would like to open up the first tattoo parlor in Artsakh. They love “Tatik Papik” because it belongs to them. This is where their homeland begins.

Tensions remain high in the region following this week’s deadly attacks, as villagers in Aghavno face eviction. But just as the roots of “Tatik Papik” remain deeply buried in the soil, so are the roots of the people of Artsakh.

Siranush Sargsyan is a historian and political scientist. She’s earned her degrees from Artsakh State University and the Public Administration Academy of the Republic of Armenia. Her master thesis focused on the issues surrounding the development of the party system in Nagorno-Karabakh. She’s taught history in a village in Martuni and has served as the chief specialist of the Republic of Artsakh National Assembly in the Standing Committee on Science, Education, Culture, Youth and Sports. Siranush takes great interest in conflict resolution, gender equality and education.


Russian border guards in Armenia report “tense tactical situation” over drug trafficking attempts at Iran border

In the recent period a tense tactical situation is created at the Armenian-Iranian state border section due to the increased attempts of drug trafficking (hashish, methamphetamine, heroin) from Iran to Armenia, the Border Guards of the Russian Federal Security Service told Lurer news service.

 

In addition, the FSS said that they’ve recorded cases of trespassing into Armenia by representatives of extremist and terrorist organizations. In 2021, Russian border guards at the Meghri border detachment section arrested two militants armed with firearms, grenade launchers and large quantity of ammunition who had illegally trespassed into the country from Iran.

 

“With the purpose of ensuring the security of the Republic of Armenia, in accordance with the Armenian Law on State Border and as agreed with the Government of the Republic of Armenia, the National Security Service and other authorized bodies, a number of equipped positions for border surveillance service were formed since the beginning of this year for implementing selective (and in case of border trespasser search or pursue without exception) actions against persons and transport vehicles with the purpose of revealing, preventing and thwarting smuggling, illegal migration and other crimes. We ask citizens traveling in the border zone to display understanding towards the lawful demands of law enforcement agencies,” the Russian Border Guards stationed in Armenia said in a statement.

 

The Russian Border Guards are patrolling Armenia’s border with Turkey and Iran in accordance with a treaty signed between Yerevan and Moscow in 1992.

 

Earlier, Meghri Mayor Bagrat Zakaryan said that the Russian border guards have set up 5 modular checkpoints in Meghri. Zakaryan said that one of the positions is deployed on the Meghri-Agarak road on the banks of Araks, and the other on the road to Agarak, another one on the road to Shvanidzor and two positions on roads leading to villages.

Armenia’s Prime Minister Nikol Pashinian on Thursday called on Russia to thwart “any attempt” to violate the line of contact in the Nagorno-Karabakh region disputed with Azerbaijan and warned that the Azeri military deployed in the area will be withdrawn.

During a Cabinet meeting, Pashinian has indicated that “there are numerous institutional issues in connection with the issue” and recalled that “point 3 of the trilateral communique of November 9, 2020 clearly states that the line of contact exists and that the Russian military is deployed in the area.”

“It is an area of responsibility for the Russian contingent in Nagorno-Karabakh and we hope that any attempt to cross this line of contact will be prevented,” he has asserted in statements reported by Armenpress agency.

Pashinian thus referred to the Russian peacekeeping mission, which Azerbaijan refuses to sign. For him, the signature of the Azerbaijani authorities is not necessary as he considers the signature of Armenia and Russia sufficient to implement it.

“If not, it would be necessary to take steps to approve the mandate at the international level. I don’t want to give too many details about it now, but we have been concerned about this since November 2020 and we have moved forward to find solutions,” he asserted a day after new clashes between Armenian and Azeri soldiers near Nagorno Karabakh were reported.

Pashinian has used the occasion to insist on the importance of “clarifying” the details of the Russian peacekeeping operation and stressed that the Russian presence is a “key factor” in ensuring the safety of Armenians. “We appreciate Russia’s efforts to achieve stability in the region,” he has said.

“We have to admit that Azerbaijan has obstructed this process by refusing to sign the mandate of the Russian contingent in Nagorno-Karabakh when Armenia signed it in November 2020, but we hope that they will eventually agree,” he has asserted.

EXTREMELY TENSE” SITUATION

In this regard, he regretted that the situation remains “extremely tense” on the line of contact although he ruled out active combat operations in the area.

Therefore, he pointed out, “it is necessary to continue working to lower the tension”. “I want to emphasize that Armenia is pursuing a policy of constructive negotiations to strengthen peace in the region”, he said, although he stressed that if Azerbaijan maintains its refusal “we will have to activate international mechanisms”.

Currently there is no plan among the three parties to build a new traffic route through the Lachin corridor. According to Pashinian, Azerbaijan is using precisely this as a reason to provoke an increase in tension. “These kinds of issues are a serious violation of the trilateral agreements reached,” he said, referring to the roads built by Azerbaijan, which claims the territories they cross.

“The communiqué does not even name the construction of a new road. Many issues need to be clarified, including gas and electricity supplies to Nagorno-Karabakh and others related to security,” he said, while stressing that Azerbaijan is “falsely accusing Armenia of trying to avoid talks on these issues.”

“It is absurd because I have publicly announced all of the above,” he has stressed before pointing out that precisely the trilateral communique after the war was a “victory” for Armenia, which “has complicated its obligations.” “Azerbaijan has to accept the existence of the Nagorno-Karabakh entity and the line of contact,” he has maintained.

He also warned that if it does not do so, “an international process will be opened with a view to put pressure on Azerbaijan to respect its obligations and assume them”.

His words come a day after two Armenian soldiers were killed and almost twenty wounded in new clashes with Azeri military in the vicinity.

Baku, for its part, has indicated that at least one army personnel has died, while the Ministry of Defense has assured that the situation is completely “under control of the Azeri units”, according to information from the daily ‘Azarbaycan’.

The US government has expressed its “concern” about the new clashes near Nagorno Karabakh and, in a statement, the State Department spokesman, Ned Price, said that Washington is “closely monitoring the events”.

“We call for immediate action to prevent further escalation of tension in the area,” he asserted. “The increase in tension shows the need to take steps and start negotiations to resolve the issues that remain open in the framework of the Nagorno-Karabakh conflict,” he concluded.

Residents of Stepanakert called on Kremlin to put pressure on Azerbaijani authorities

At a rally, more than 50 Stepanakert townspeople have urged Russian authorities to influence Azerbaijan in order to achieve de-escalation of the Karabakh conflict and ensure local residents’ safety.

The “Caucasian Knot” has reported that on August 3, Azerbaijan announced a “Retribution” operation in Nagorno-Karabakh in response to the murder of an Azerbaijani serviceman. The MoD also reported that the Azerbaijani Army had captured a number of dominant heights. Baku demanded an immediate removal of Armenian militaries from Nagorno-Karabakh and threatened “even more destructive countermeasures” in case of provocations on the contact line. The authorities of Nagorno-Karabakh called for the world community to respond to Baku’s actions. In the evening on August 4, the Russian MoD announced that the peacemakers registered four violations of the ceasefire regime in Nagorno-Karabakh during the day.

The Stepanakert rally was held on August 5 in Renaissance Square, in front of the residence of the President of Nagorno-Karabakh. The participants came with posters and called on the Russian authorities to demand from Azerbaijan to fulfil all the points of the tripartite agreement dated November 9-10, 2020, the “Caucasian Knot” correspondent has reported.

More than 50 people gathered by the start of the rally, Arthur Osipyan, one of the organizers of the action, the leader of the “My Right” movement, told the “Caucasian Knot” correspondent.

“After the [2020] war, Russian President Vladimir Putin said that thanks to the Russian peacemaking contingent, Armenians of Nagorno-Karabakh would live in security and with dignity. Today, we want to understand Russia’s role in the region and demand from Russia to force Azerbaijan to comply with the provisions of the tripartite agreement,” Mr Osipyan has stated.

The concerns of the Armenian side regarding the need to increase the effectiveness of the activities of the Russian peacekeeping troops and the emergence of possible issues in the future, among other cases, were transferred in a written form to the top leadership of the Russian Federation in February 2021, ARMENPRESS reports the press secretary of the MFA Armenia Vahan Hunanyan said, answering the questions of the media.

Turkish press: Azerbaijani soldier killed in attack by Armenian forces

An Azerbaijani soldier was killed when “illegal Armenian armed detachments” opened fire in the border region of Lachin, authorities said on Wednesday. 

They targeted Azerbaijani military positions early on Wednesday, according to a statement by the Azerbaijani Defense Ministry.

An Azerbaijani soldier was killed due to a bullet wound, it added, noting that a Russian peacekeeping contingent had been deployed in the area where the attack took place.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

Their most recent clashes were in September 2020, during which Azerbaijan liberated several cities and nearly 300 settlements and villages that were occupied by Armenia for nearly three decades.

A Russia-brokered deal brought an end to 44 days of intense conflict in November 2020.

Following the official announcement about the Azerbaijani provocation in Artsakh, information was spread on the Internet that the situation in some bordering areas of Syunik and Gegharkunik is also tense.

Earlier today, the Defense Army of Artsakh had announced that in a number of sections of the northern and northwestern border zone of the Republic of Artsakh, on August 1, starting at 09:00, the Azerbaijani units resorted to provocation, making attempts to cross the contact line, which were stopped by the forces of the Defense Army of Artsakh.

Vahagn Vermishyan not being taken to hospital, lawyer says

Vahagn Vermishyan, the former head of the Armenian government’s Urban Development Committee, has been refused to be transferred from the penitentiary institution to a hospital, his lawyer Alexander Kochubaev said in a statement posted on social media on Wednesday.

Vermishyan felt ill during his trial on Monday, as a result of which the court hearing was interrupted.

“I have just talked to Vahagn Vermishyan and found out that he has submitted an application to be moved to a hospital, but it is not being addressed. Every effort is being made to conceal his health problems,” said Kochubaev.

The lawyer urged the Ministry of Justice to ensure that his client is transported to a hospital “instead of releasing meaningless statements.”

Vermishyan was arrested in February 2020 on bribery charges.
