"Application of double standards is unacceptable in such issues as
democracy and human rights observance. The only standard, set by
different human rights conventions, can be applied in such cases".

The due announcement was made by US ambassador to Azerbaijan Anne
Derse, commenting on the recent announcement of US Secretary of State
Condoleezza Rice regarding democratic development of our country.

"The US Department of State and US Embassy to Azerbaijan had voiced
their position and anxiety over the events in Armenia and Georgia:
anti-democratic processes, disorder and called on restoration of
democratic vales", said Derse.

Azerbaijan, Baku, 29 April / corr Trend News E.Huseynli / The
Azerbaijani Defense Ministry announced that four Armenian citizens.were
detained in the Azerbaijani state border in the territory of the
Nakhchivan Autonomous Republic for attempting to cause provocation
in the Azerbaijani territory.

Last week the Azerbaijani military detained the Armenian citizens,
namely Vanik Zmboyan, Artem Zograbian, Karen Torosian and Agasi
Enokian.

Eldar Sabiroglu, the spokesman for the Azerbaijani Defense Ministry,
said that the detained were serving in the special formation of the
Armenian Armed Forces.

An investigation has been launched into the case.

The Armenian Defense Ministry refuted the reports on the arrest of
the Armenian diversification group by the Azerbaijani armed forces.

"The Armenian citizens traveled to the military town located in Khachik
village to meet their military friends, but lost their the way back and
to all appearance passed the territory of Nakhchivan, Colonel Seyran
Shahsuvarian, the spokesman for the Armenian Defense Ministry, said.

He said that these people were detained by the special service
organizations of Azerbaijan and their health condition is quite normal,
as per Armenia’s data.

Shahsuvarian said that Armenia had appealed to the office of the
International Red Cross Committee with a request to organize, jointly
with the Baku office, the extradition of the Armenian citizens,
Novosti Armenia reported.

YEREVAN, April 28. /ARKA/. Armenia will not be able to restore the
reputation of science by only increasing funding, RA President Serge
Sargsyan stated at the annual general meeting of the Armenian National
Academy of Sciences (ANAS) last Friday.

He pointed out that, to make progress, Armenia’s scientific sector
must be accepted and understood by foreign scientific communities.

"If the authorities try to bind scientists to themselves, they will
never have future. The Academy itself must seek the authorities
as the authorities must be concerned with scientific development,"
Sargsyan said.

The RA President pointed out that the Government will increase the
funding of science year by year.

"However, we must be sure that the funds will be effectively used
and that we do not play the role of a ministry of social security at
scientific establishments," Sargsyan said.

The president pointed out that the budgetary financing of Armenia’s
scientific sector has increased by nearly 18% this year.

The funding of the scientific sector has not decreased even by a cent
this year. On the contrary, continuous increase in funding is expected
simultaneously with reforms of the scientific sector, Sargsyan said.

The RA president pointed out that the Government managed to double
the bonuses for academic degrees and increase the average allocations
from the projecting financing fund by 50%.

"I assure you that we will constantly increase the funding of science.

However, to enable the Government to resolve the problems of science
and technology in the future, the Academy must modernize its system,"
Sargsyan said.

The President pointed out the necessity for supervision of scientific
programs to dispel pessimistic forecasts that increased funding will
not produce essential results.

A total of 6.8bln AMD has been budgeted for Armenia’s scientific
sector this year against 5.9bln AMD last year, which is attributed
to the increase in salaries and in funding of scientific projects.

MP VICTOR DALLAKYAN is also against the idea of neutralizing the
post-electoral tension through extra-ordinary parliamentary elections,
but his considerations are different.

`During the hour of parliamentary announcements, I clearly introduced
my approaches, and I still stick to the opinion that it is first of all
necessary to set up an interim committee with the purpose of
investigating the March 1-2 events, and I have already proposed a
relevant legal initiative. It should be mentioned that the PACE
proposals are actually in harmony with that approach. This is the first
thing to say.

The second thing is that it is necessary to implement political
reforms; in particular, to set up a political council under the
President, with the involvement of the representatives of the
pro-Government, parliamentary and extra-parliamentary parties.

The third step is to set up a public chamber. In this connection, I
submitted a draft legislation consisting of more than 30 articles in
May 2007. I consider this one of the most important preconditions for
the accomplishment of civil society.

The fourth step is to release the individuals who did not participate
in the acts of violence but just expressed their political views. That
is, to grant them pardon.

The next step is to introduce relevant changes in the Electoral Code
and make a transition to a 100 percent proportional system. At the same
time, it is necessary to change the procedure of forming electoral
commissions, envisaging mechanisms which enable the parliamentary and
extra-parliamentary factions to be represented in the commissions on
consensual bases.

As regards holding extra-ordinary elections, I don’t think this is an
end in itself. This may be the last accord of the chain of actions
conditioned by political reforms. And to dissolve the National Assembly
now, a few months after the elections, and holding extraordinary
elections would not be serious, in my opinion.’

`The political forces supporting Ter-Petrosyan which did participate in
the parliamentary elections or dispersed the votes of their proponents
by running for election on their own, demand that the parliament be
dissolved and a new parliament be elected. Isn’t this nonsense from the
point of view of political culture?’

`My approach towards holding extraordinary elections in not conditioned
by a single individual or the appearance of a single political force. I
repeat, this may be one of the steps towards implementing serious
political reforms.

I have already said that it is necessary to amend the Electoral Code
and why not, introduce changes to the Constitution, employ the system
of electing the regional governors, etc

Only after the implementation of so many steps, should extra-ordinary
parliamentary elections be appointed. That’s to say, the issue should
be viewed on a strategic plane: not from the standpoint of solving
situational problems but from the standpoint of perspective solutions.’

Turkish foreign ministry spokesman declared Friday necessary
initiatives were underway in relation to a new text adopted by the
Argentine Senate, recognizing events from 1915 as genocide over the
Armenian people.

"The Argentine Senate has approved a new text supporting the baseless
Armenian allegations, which we strongly condemn and fully reject,"
the Turkish foreign ministry said, as cited by Hurriyet.

Following the adoption of the resolution, Turkish State Minister
Mehmet Aydin cancelled a planned visit to Buenos Aires.

In Sofia, the proposed voting of a declaration expressing sympathy
with the tragedy of the Armenian people in the Ottoman Empire ended
in a scandal on the international Armenian Genocide Remembrance Day
(April 24).

The members of the Sofia City Council from the Democrats for Strong
Bulgaria party left in protest as the majority voted to remove the
voting of the proposed Declaration from the agenda of Thursday’s
meeting.

"Sabah" newspaper on April 22 informed that "Le Monde" newspaper,
France, commented on Turkish Foreign Minister Ali Babacan’s call upon
Armenian authorities to start dialogue with Turkey. "Le Monde" also
drew attention to the fact that the Turkish side made that statement
right on the eve of April 24.

"Le Monde" noted that Babacan’s initiative was not a novelty and
reminded of Prime Minister Erdogan’s proposal to establish a joint
Armenian-Turkish commission for studying the 1915 events. Then
the newspaper continues, "At that time Turkey offered Armenia two
preconditions for starting dialogue.

Armenia was supposed to stop agitating foreign states to adopt the
Genocide and to return to Azerbaijan the occupied territories adjacent
to Karabakh. No information is available, whether the last message
of Babacan contained any preconditions or no. Armenia in its turn
never offered turkey any preconditions."

And finally the French newspaper concluded, "One day after the
presidential elections in Armenia President of Turkey Abdullah Gul
surprised all the international observers by being among the first
to congratulate Serge Sarkisian".

During the commemoration of the 93rd Anniversary of the Armenian
Genocide, the Las Vegas Armenian community honored Congresswoman Shelly
Berkley with a plaque for her relentless efforts for congressional
recognition of the Armenian Genocide of 1915.

The packed audience at the University of Nevada, Las Vegas (UNLV)
applauded Congresswoman Berkley’s strong position on the issue. After
accepting the plaque from the event chair, Hriyr John Dadaian,
Congresswoman Berkley noted, "as a Jew, it is a shame to deny somebody
else’s genocide and that it is why I cannot deny what happened to
the Armenians and I will continue to support recognition."

EVENT COMMEMORATING SWISS HUMANIST JACOB KUNZLER TO BE HELD IN YEREVAN

/PanARMENIAN.Net/ An event dedicated to Swiss humanist Jacob Kunzler,
representative of German Eastern Mission and doctor at local Swiss
Mission Hospital in Western Armenia, will he held in Armenian Genocide
Museum Institute on April 22.

"A handful of soil from Kunzler’s grave will be buried under the Wall
of Memory in Tsitsernakaberd.

Catholicos of Al Armenians Garegin II and Kunzler’s heirs will attend
the event," Armenian Genocide Museum Institute Director Hayk Demoyan
told a news conference today.

On January 1, 1922, Dr Kunzler with assistance of American Near
East Relief Organization conveyed 8000 Armenian orphans from Turkey
to Syria and Lebanon. The same year he founded an asylum for 1400
Armenian girls in Syria and then a hospital in Beirut, Lebanon.

Jacob Kunzler died in 1949 and was buried at the Protestant Cemetery
in Beirut.
