The end of October was marked by Russia’s serious achievements in
"pipeline politics". Denmark consented to the Nord Stream construction
in its territorial waters, Turkey greenlighted the research related
to South Stream in its exclusive marine zone, and deals on the
construction of the Serbian segment of South Stream and the upgrade of
the Banatski Dvor gas storage facility were penned during the visit of
Russian President Medvedev to Belgrade. As a result of the impressive
progress in promoting South Stream, Russian President V. Putin made a
sensational statement that the pipeline would possibly be constructed
earlier than Nord Stream. The implementation of pipeline projects in
Southern Europe should make it possible for Russia not only to keep
the role of the main transiter for the Central Asian gas export,
but potentially to channel across its territory most of the natural
gas exported by Azerbaijan as well.

Extracting from Turkey the license for the South Stream-related
research was certainly the biggest of the above accomplishments. While
the project to construct the pipeline across the Black Sea bed
linking Novorossiysk (Russia) and Varnu (Bulgaria) and then forking
to reach Italy and Austria appeared ambitious, until recently there
was no clarity as to in which country’s territorial waters it would
be located. Naturally, Ukraine as the country currently hosting
most of the gas export avenues to Europe was reluctant to issue a
license to construct a pipeline bypassing its territory. According
to the existing plan, South Stream – a pipeline costing Euro 25 bn
and ensuring the throughput of 63 bn cu m of gas annually – must be
phased in in 2013 and finalized by 2015. Now it transpired that the
pipeline is going to be constructed in Turkey’s exclusive marine
zone, while Russia has paid for the decision by consenting to the
construction of the Samsun-Ceyhan oil pipeline across Turkey.

The new oil pipeline will run from Samsun at the Black Sea to Ceyhan
at the Mediterranean Sea, have the target capacity of 60-70 mln tons
of oil annually, and serve as an alternative to both the transit via
the Bosporus and the Burgas-Alexandroupoli pipeline via Greece and
Bulgaria, concerning which the Bulgarian government remains undecided.

Russia’s Rosneft, Transneft, and Sovkomflot, Turkey’s Calik, and
Italy’s Eni (which is also Gazprom’s key partner in the South Stream
project) will cooperate in constructing the Samsun-Ceyhan pipeline.

Russia’s Lukoil also expressed interest in joining the project,
and Kazakhstan said it would be one of pipeline’s suppliers.

The pipeline situation in South Europe is taking one more turn
favorable to Russia. The increasingly likely recovery in the relations
between Armenia and Turkey is paralleled by emerging tensions between
Turkey and Azerbaijan. On October 16, Azerbaijani President I. Aliyev
said at a government meeting that Turkey impedes the export of natural
gas from Azerbaijan to Europe. He said Turkey’s transit fees are 70%
higher than the regional average, while Azerbaijan is selling gas
to Turkey at $120 per 1,000 cu m which is only a third of the normal
international market price. Azerbaijani President said that over the
past two years Baku has been trying to address the problem gently
and to have all disagreements settled via negotiations but everything
Turkey offered in response was unacceptable.

Currently Azerbaijan supplies to Turkey some 6 bn cu m of natural
gas via the Baku-Tbilisi-Erzerum pipeline phased in in 2006. The
disagreements over transit fees affect the implementation of a much
bigger project – the construction of the Nabucco pipeline with the
31 bn cu m annual throughput, which is to link the Caspian region and
Europe via Turkey. The plan of the project consortium is to initially
feed only half of the amount to the pipeline, with Northern Iraq and
Azerbaijan contributing 8 bn cu m of natural gas each. Commenting on
the position of Azerbaijan, Radio Free Europe – Radio Liberty said
"Aliyev’s move has heightened fears that Azerbaijan may be moving
quickly into Moscow’s orbit, some observers say he could be bluffing
in an attempt to influence Turkey’s parliament".

Azerbaijan is actively relying on Russia as a counterforce to Turkey.

Practically at the time when Russia and Turkey were holding talks over
South Stream, Gazprom and State Oil Company of Azerbaijan Republic
signed a deal to start supplying gas from Azerbaijan to Russia
starting January 1, 2010. Initially the amount to be supplied – 0.5
bn cu m annually – is relatively modest, but it is to reach 3 bn cu m
annually in the future. Russia already stated that it would gladly buy
all the gas produced at the second phase of the Shah Deniz field. The
Azerbaijani expert community seems keenly interested in opportunities
to broaden the country’s oil and gas export to Russia. Once the
relations between Turkey and Armenia started reverting to normalcy,
Baku was prompt to realize that the throughput of its currently idle
northern export outlet is about 7.7 bn cu m of gas annually, and
transit via the Baku-Novorossiysk pipeline is much cheaper that across
Georgia. Azerbaijan could act as the supplier for South Stream upon
the completion of the construction in the framework of the project.

The position of Turkmenistan, supposedly the main supplier for Nabucco,
contributes to the dire outlook for the project. Turkmen ambassador
to Russia Khalnagar Agakhanov said in an interview to Nezavisimaya
Gazeta that despite Ashgabat’s strategy of diversifying the country’s
export routes at present the disputes between it and Azerbaijan over a
number of Caspian offshore oil and gas fields inhibit the construction
of a gas pipeline across the Caspian seabed.

Western commentators say that due to the lack of precedents the
chances that the international arbitration invited by Turkmenistan
will help to resolve the disputes are fairly slim. At the same time,
Khalnagar Agakhanov, for example, sees no serious obstacles in the
way of constructing the Caspian pipeline along the Caspian shore,
stretching to Russia via Kazakhstan.

On the whole, there is an impression that, given the momentum gathered
by the Russian leadership’s pipeline initiatives in the south, South
Stream is likely to be constructed ahead of not only Nord Stream,
but also Nabucco which is supposed to become operational in 2014.

Embassy in Azerbaijan Terry Davidson visited Ganja City and met with
the head of executive power of Ganja Eldar Azizov, APA western bureau
reports. Davidson told journalists that they mentioned series important
issues at the meeting. "This is my first visit to Ganja. We discussed
mostly education issues with the head of Ganja executive power. I
was proud that one of the Ganja residents is getting education in
the United States, in the state where I was born. We decided to
invite certain people from the United States to Ganja and to create
opportunity for the Ganja students to get education in USA.

Such relations are strengthening understanding between the two
peoples".

Terry Davidson announced his country’s position on the Nagorno Karabakh
conflict. "U.S. understands that this is very important issue for
Azerbaijani peple, Washington is making efforts for peaceful and
fair solution to this conflict and supports peaceful solution within
the territorial integrity of Azerbaijan. President Barack Obama
and Secretary of State Hillary Clinton attach great importance to
this issue".

Terry Davidson said Turkish-Armenian rapprochement was giving only
technical dynamic to the solution of Nagorno Karabakh problem. The
embassy official said U.S. co-chair Robert Bradtke was in Baku together
with other co-chairs. He said Washington was continuing its efforts
toward the solution to the conflict.

Karabakh’s territory is the territory stipulated by NKR’s Constitution
and we are not ready to make any concessions in this regard. By ‘the
territory’ we mean the present actual territory of Artsakh. This is
our standpoint and we will stick to it," Ara Harutunyan, NKR Prime
Minister and Leader of "Azat Hayrenik" (Free Motherland) party,
told journalists.

Concerning the Madrid principles on settlement of the Karabakh
conflict, he said Artsakh has not received the document officially,
and "we know about them [the principles] only from press and news –
which cannot be considered as document."

"Both NKR and Armenia’s Presidents have stated that any document
would be signed by both authorities only when the nation approves
it. We have no right to doubt this – as the people has the final say"
the Premier stated.

As concerns the Armenia-Turkey normalization process, Harutunyan
admitted that Karabakh has some expectations in this regard, and
particularly economic ones – as Armenia’s economic development implies
NKR’s one as well.

"We all know that it will enable the country to develop. However,
this should happen without preconditions. Opening of the border does
not mean that the preconditions and claims are accepted," maintains
Harutunyan. He underlined that "Azat Hayrenik" absolutely trusts
RA President’s line. "His 20-years-old experience makes us believe
that every step that President of Armenia makes is well-balanced and
reasoned," he stated.

Masaharo Kono presented his credentials to Edward Nalbandyan, RA
Foreign Office press service informed NEWS.am. Nalbandyan made a
point of the multifaceted relations’ development with Japan, while the
Ambassador stated he will do his utmost for the further enhancement
of bilateral relations.

Nalbandyan thanked Kono for Japan’s support in Armenian economy
advancement since its independence. The officials also exchanged
views on Armenia-Turkey relations.

It is difficult to understand some individuals that decided to
consign to oblivion the Armenia people’s greatest tragedy, the
analyst Juan Gabriel Tokatlian says in an article published by Diario
Armenia. What is going on is not a usual thing, and the Armenian
Government’s position on the Genocide committed by Turks from 1915
to 1923 deserves a special analysis.

In this context he singles out negatives and positive premises. Among
the negative ones are the intellectual decline of the ancient people,
opportunistic policy and a potential new traumatic experience. Among
positive premises is the normal wish to get over the tragedy and
reach a true reconciliation of the nations. All the aforementioned
arguments are conducive to the historical facts passing into oblivion.

This unusual situation teaches lessons. Two-year "tactful"
negotiations through Swiss mediation were followed by the signing
of two Armenian-Turkish protocols. The first of them, which deals
with the establishment of bilateral diplomatic relations, can be
improved and pit into practice. No doubt, the two nations have to
improve their relations sooner or later. The second protocol, which
provides for a scientific study of historical facts and archives by
means of an intergovernmental commission, is unacceptable. The only
historical aspect is the undeniable fact of the Armenian Genocide,
which is common knowledge. It would be tantamount to calling the Jewish
Holocaust into question. This is great regress for the Armenian Cause.

This step does not heal the wounds. We can ask: do we have to prove the
events foreign diplomats, doctors, clergymen, and observers have proved
by having collected numerous facts, pictures, and documentaries? They
are ubiquitous, but the West never properly responded.

The Armenian Diaspora has always been supportive of the Armenian
Government in this matter. The Armenian Genocide has always been of
social, rather than state, nature for the Armenians It has always
been obvious that defending the fact of the Armenian Genocide is
immediately connected with Armenia’s destiny. In this respect, the
second Armenian-Turkish protocol is disgracefully absurd. Not only
does Turkey refuse to admit the Armenian Genocide, but the Armenian
Government is calling the fact into question by its actions, writes

contemporary and experimental study of English language teaching has
started today in Yerevan.

The objective is to introduce English language specialists with
innovative methods and approaches, promote experience exchange,
development and professional improvement.

Conference, which has brought together 100 specialists, focuses on 20
professional issues, including use of Internet and IT in teaching
process, international organizations’ educational programs,
contemporary issues, peculiarities of teaching the English language
etc.

Conference was attended by foreign specialists, including Professor
Sivakumar Sivasubramaniam from Abu Dhabi University of Art and
Sciences, representatives from US Embassy in Ukraine and senior
English language specialist Thomas Santos, and representative from US
Embassy in Georgia and senior English language specialist Judith
Elliott.

The event is organized by Association of English Language Teachers of
Armenia (AELTA) in cooperation with British Council, US Embassy in

President also met with RA NAS Presidium members. Mentioning that
education sphere had priority importance for the country, Mr. Sargsyan

Commission convened its regular session presided over by National
Security Council (NSC) Secretary Arthur Baghdasaryan.

Mr. Baghdasaryan introduced the results of CSTO Security Council
Secretaries’ session held in Brest on October 30.

Representatives from ministries of defense, economy, emergency
situations, as well as police and National Security Service introduced
the process of implementing action plan aimed at realization of
September 2008 decisions and ratification of treaties and agreements
signed within CSTO frameworks.

Discussion also focused on intensification of military-economic
cooperation. Participants also made decision on preparing a package

A film festival featuring Armenian films will run from October 22 to
November 4, 2009, at The Hague (Den Haag) in the Netherlands.

The Abovian Armenian Cultural Association (based in the Netherlands)
and Filmhuis Den Haag aim to present Armenian Cinema to the public
with a selection of eighteen feature films, documentaries, shorts,
classics, and experimental films, both from Armenia as well as from the
Diaspora. The festival opened on October 22 with a screening of Sergei
Parajanov’s forty years old The Colour of Pomegranates ("Nran Guiny").

The festival is realized thanks to the efforts of the National Cinema
Centre of Armenia, the Fifth Golden Apricot Yerevan International
Film Festival and with the assistance of the newly opened Armenian
Consulate in the Netherlands.

The festival line-up includes Don Askarian’s Komitas, Rouben
Mamoulian’s The Golden Age of Broadway and Hollywood, Albert
Mkrtchian’s Merry Bus, Atom Egoyan’s Calendar, Harutyun Khachatryan’s
Sahman ("Border"), Aram Shahbazian’s Akner ("Wheels"), Erik Nazarian’s
The Blue Hour and others.
