Day on May 21.
In Samtshe Javakheti, monk Manuk Zeynalyan chanted a liturgy in the
Armenian Church of Tsakhrut village.
As a PanARMENIAN.Net reporter came to know from Mitq analytical center
expert Vahe Sargsyan, villagers and representatives of Youth Center of
Akhaltsikhe were present at the event, where the faithful were shown a
handwritten Gospel According to St. John.

YEREVAN, March 23 (Itar-Tass) –The ceasefire was broken repeatedly
last night and on Monday on several sections of the disengagement line
separating the armies of Azerbaijan and Nagorno-Karabakh, the press
service of the Defence Ministry of the unrecognised republic said.

"The foe used small calibre weapons and sniper rifles to attack the
positions of the Karabakh troops," conducting fire in the direction
of several populated localities, the press service said.

"The foe stopped the fire after retaliatory actions undertaken by
forward-deployed units of the Defence Army of the Nagorno-Karabakh
Republic," the report said.

On February 22, 1988, the first direct confrontation occurred
in the enclave when a big group of Azeris marched towards the
Armenian-populated town of Askeran, "wreaking destruction en
route." A large number of refugees fled Armenia and Azerbaijan
as violence erupted against the minority populations in the two
countries. In the autumn of 1989, intensified inter-ethnic conflict
in and around Nagorno-Karabakh prodded the Soviet government into
granting Azerbaijani authorities greater leeway in controlling the
region. On November 29, 1989 direct rule in Nagorno-Karabakh was
ended and Azerbaijan regained control of the region. However later a
joint session of the Armenian parliament and the top legislative body
of Nagorno-Karabakh proclaimed the unification of Nagorno-Karabakh
with Armenia.

On December 10, 1991, Armenians in Nagorno-Karabakh held a referendum,
boycotted by local Azeris, that approved the creation of an independent
state. A Soviet proposal for enhanced autonomy for Nagorno-Karabakh
within Azerbaijan satisfied neither side, and a full-scale war
subsequently started | between Azerbaijan and Nagorno-Karabakh,
the latter receiving support from Armenia.

The struggle over Nagorno-Karabakh escalated after both Armenia and
Azerbaijan obtained independence from the Soviet Union in 1991. In
the post-Soviet power vacuum, hostilities between Azerbaijan and
Armenia were heavily influenced by the Russian military, and both the
Armenian and Azerbajani military used a large number of mercenaries
from Ukraine and Russia.

By the end of 1993, the conflict had caused thousands of casualties and
created hundreds of thousands of refugees on both sides. By May 1994,
the Armenians controlled 14 percent of the territory of Azerbaijan. At
that point, the Azerbaijani government for the first time during the
conflict recognised Nagorno-Karabakh as a third party in the war and
began direct negotiations with the Karabakh authorities. As a result,
an unofficial ceasefire was reached on May 12, 1994.

Despite the ceasefire, fatalities due to armed conflicts between
Armenian and Azerbaijani soldiers continued. As of August, 2008, the
United States, France, and Russia (the co-chairmen of the OSCE Minsk
Group) were attempting to negotiate a full settlement of the conflict,
proposing a referendum on the status of the area, which culminated
in Azerbaijani President Ilkham Aliyev and Armenian President Serzh
Sargsyan travelling to Moscow for talks with Russian President Dmitry
Medvedev on 2 November 2008. As a result, the three presidents signed
an agreement that calls for talks on a political settlement of the
Nagorno-Karabakh conflict.

government in its annual human rights report. According to the report
"Individuals could not criticize the state or government publicly
without fear of reprisal, and the government continued to restrict
expression by individuals sympathetic to some religious, political,
and Kurdish nationalist or cultural viewpoints. Active debates on
human rights and government policies continued, particularly on
issues relating to the country’s EU membership process, the role
of the military, Islam, political Islam, the question of Turks of
Kurdish and other ethnic or religious origins as "minorities," and the
history of the Turkish-Armenian conflict at the end of the Ottoman
Empire. However, persons who wrote or spoke out on such topics,
particularly on the Armenian issue, risked prosecution. The TPA
reported that serious restrictions on freedom of expression continued
despite legal reforms related to the country’s EU candidacy.

According to the Turkish government, there were no journalists held on
speech violations during the year. However, the TPA reported there were
21 journalists in jail for the content of their reporting, including
Kurdish media members and those accused of being leftist dissidents."

It is mentioned in the report "in October 2008 the Ministry of Justice
approved continuance of the case against publisher and writer Temel
Demirer under Article 301. Demirer had been charged for a statement he
made after Dink’s killing, calling for the recognition of the tragic
events of 1915 as "genocide."

The case against Atilla Tuygan for translating two books dealing with
Turkish-Armenian relations continued at year’s end. The case was
opened in May 2007 after the books’ publisher, Ragip Zarakolu, was
acquitted, and the court ruled that Tuygan should be tried instead. In
a second case, Raqip Zarakolu was convicted on June 19 and sentenced
to five months in prison for publishing The Truth Will Set Us Free,
a book describing the experience of the author’s grandmother during
the tragic events of 1915. The court postponed the imposition of
punishment, and Zarakolu and his lawyer appealed the verdict," the

Turkish, Azerbaijani, and Armenian foreign ministers will meet
to discuss the Nagorno-Karabakh conflict in early 2009, while the
agreement on the proposed Caucasus platform could also be signed in
the coming year, news reports said.

Hulusi Kilic, Turkey’ Ambassador to Azerbaijan, told at a press
conference in Baku late on Thursday that the diplomats from countries
in the region have been holding talks to draw the draft agreement on
the Caucasus Security and Cooperation Platform.

The agreement could be signed in 2009, he added, Azerbaijani news
agency Day.Az reported on Friday.

Turkey proposed to format a platform in the Caucasus to boost dialogue
and to seek peaceful solutions to the conflicts in the region after a
war between Russia and Georgia erupted in August. Turkey has increased
its diplomatic campaign towards countries in the region. Russia,
Georgia, Turkey, Armenia, as well as Azerbaijan, are expected to join
the platform.

Turkey wants the Nagorno-Karabakh issue to be solved through peaceful
means under international law, Kilic added. "Turkey has been waiting
for the problem to be solved for 15 years. It does not have the
patience to wait another 15 years," he was quoted as saying by
state-run Anatolian Agency.

Nagorno-Karabakh, a frozen conflict legacy of the Soviet Union, has
been standing at the center of Azerbaijan-Armenia and Turkey-Armenia
relations. Turkey has closed its borders with Armenia due to Yerevan’s
aggression against Azerbaijan.

The conflict between Azerbaijan and Armenia began in 1988 on Armenian
territorial claims over Azerbaijan. Since 1992 Armenian Armed Forces
have occupied 20 percent of Azerbaijan including the Nagorno-Karabakh
region and its seven surrounding districts.

Both countries continue with fruitless peace negotiations. The OSCE
Minsk Group, co-chaired by the United States, Russia, and France,
is engaged in peace settling of the conflict.

Kilic said Turkey advocated Azerbaijan’s territorial integrity and
rightful stance of Azerbaijan on the matter, noting, "The Upper
Karabakh problem should be solved soon and the occupation should end."

The issue would dominate the agenda of the meeting between Turkish,
Armenian and Azerbaijani foreign ministers planned to be held in
January or February, Azerbaijani TrendNews reported Kilic as saying.

Ali Babacan of Turkey, Elmar Mammadyarov of Azerbaijan and Edward
Nalbandian of Armenia will also discuss the Caucasus Platform which
was initiated by Turkish Prime Minister Tayyip Erdogan, he said.

a number of events on the 15th anniversary of introduction of Armenian
national currency – Dram.

On the occasion, IMF Deputy Managing Director Murilo Portugal and
IMF Executive Director Age Bakker are expected to visit Armenia on
November 21-22 invited by the Chairman of the Central Bank of Armenia
(CBA) Artur Javadyan, the CBA Press Service reported.

Among invitees are also chairmen of the central banks of Albania,
Bosnia and Herzegovina, Serbia, Georgia, vice-chairmen of the central
banks of Belarus, Kazakhstan, Russian Federation, Tajikistan, as
well as top officials from the central banks of Bulgaria, Greece,
Montenegro, Holland and the Bank of International Settlements.

According to the report, Murilo Portugal and Age Bakker are expected
to make reports at the round-table discussion on financial stability
in changing world to be held on November 21. Foreign guests, Armenian
government officials and representatives of the Central Bank of
Armenia are also to participate in the discussion.

A monument to the Armenian Dram is to be opened on November 22,
followed by the official reception by the Chairman of the Central
Bank of Armenia Artur Javadyan.

Armenian Dram was officially introduced as the national currency
of Armenia on November 22 1993 at 00:00. The rate for exchange was
1Dram=200 rubles.

Since 1994 Armenia has remained loyal to its floating exchange
rate policy.

Gönül blunders in remark on history

ANKARA – With remarks in honor of Atatürk, the ruling AKP’s defense
minister recalls the population exchanges between Greece and Turkey
after World War I, attracting criticism for his nationalist language
and the drift toward pro-state stances.

The population exchange between Greece and Turkey in 1923, which led
hundreds of thousands of people to leave their ancestral homelands,
was revisited by a politician recently, putting the controversial
85-year process under scrutiny.

At the Turkish Embassy in Brussels on Monday, Defense Minister Vecdi
Gönül said the population exchange between Greece and Turkey in 1923
was a necessary step toward building a nation-state at the time.

The Prime Minister has recently come under fire for his use of more
nationalist language and pro-state policies on some critical political
issues, including the Kurdish problem, but this time it was Gönül who
embraced the nationalist discourse.

"One of the great achievements of Atatürk, who abolished the caliphate
to establish a nation, is the population exchange between Greece and
Turkey in 1923," he said, speaking at the commemoration of the 70th
anniversary of the death of modern Turkey’s founder Mustafa Kemal
Atatürk. "Could Turkey be the same national country had the Greek
community still lived in the Aegean or Armenians lived in many parts
of Turkey. We can’t ignore the contribution of those [the Armenians]
who feel themselves victim due to the expulsion that resulted in the
removal of many Armenians from Anatolia."

Although Gönül made a public excuse saying his words were
misunderstood, the experts reacted strongly to his remarks.

"A nation-building process is
a homogeneity project and was what all the world’s countries were
trying to do at that time. He didn’t bring attention to this fact,
instead he presented the issue as if the population exchange was a
desirable and positive thing," Soli Özel, political science professor
at Bilgi University told the Hurriyet Daily News & Economic
Review. "He was expected to say that after 80 years the move has
resulted in social and cultural impoverishment for Turkey," he said.

Gönül also said neither Greece nor Turkey wanted different religious
elements in their societies as they formed their identity at the time,
implying that it wasn’t a one-sided event and the exchange was
desirable by both communities.

The exchange took place between Turkish citizens of the Greek Orthodox
religion established in Turkish territory and of Greek citizens of the
Muslim religion established in Greek territory under the Treaty of
Lausanne signed by the Greek and Turkish governments in 1923. About
400,000 Turks moved from Greece to Anatolia and about 1.1 million
Greeks moved from Anatolia and Eastern Thrace to Greece in the
exchange.

Racist discourse

For retired ambassador Yalým Eralp, Gönül’s remarks were unfortunate
as his remarks echoed of racist language. "Should the existence of
Turks in Germany disturb Germany, for instance?" he said.

"Turkey was a war-weary country at the time and it had some concerns
about its unity. The exchange was vital in the social and political
context of the time. Gönül however ignores these facts; his intention
is totally different. His remarks are racist," Eralp said.

Criticizing Gönül’s remarks, Professor Baskýn Oran said the
displacement of Greeks and Armenians from Anatolia delayed Turkey’s
industrialization, economically speaking, by at least 50 years and the
ethnic and religious cleanups eliminated Turkey’s pluralism,
politically speaking.

Oran implied it was the deep conservatism and limited worldview
embraced by both the founders of and voters for the ruling Justice and
Development Party that have inspired its politicians to reveal such
thoughts. Other political scientists related the population exchange
to the 14 points, a peace program presented at the end of World War I
by U.S. President Woodrow Wilson is defense of autonomous development
for non-Turkish people of the Ottoman Empire.

Homogeneus society
For Nilüfer Narlý, sociology professor at Bahçeþehir University, the
story had two sides and its historical context should be considered.
"In the 1920’s we didn’t talk about multi-cultural societies. It is
something that we talk about right now, in the 21st century. The
concepts of nation-state and nationalism were the dominating ideas at
the time," she said. "Likewise not only Turkey but Greece tried to
establish an identity and society based on homogeneity. Greece sought
a new national identity and developed one by differentiating itself
from all elements related to the Ottoman Empire and the Turkish
Republic. Even the hostility became part of their new identity," she
said.

Foreign policy expert Mensur Akgün, meanwhile, said Gönül had no right
to make such sociological and political comments on population
exchange, a topic current international law considers a crime. "He
praises a Turkish nation that hosts no minorities. He doesn’t see the
multi-cultural composition of the society," he said.

Premier: Armenia’s Sustainable Development Program May Be Reviewed

be periodically reviewed, Armenian Premier Tigran Sargsyan said.

Today the Armenian Government approved the program of Sustainable
Development of Armenia till 2021. It continues the poverty reduction
program that was completed in the country and shifts the emphasis
from poverty reduction to sustainable economic development.It is an
extensive document and many of its provisions may be clarified and
changed in the course of the time, he said at the government meeting.

The Premier said that the government will periodically go back to
the document and make the required amendments taking into account
the new programs and legislative changes.

Sargsyan also expressed his gratitude to local and international
organizations that participated in the development of the program.

I’m a U.K.-born artist of Armenian descent who’s been living in Hong
Kong for many years. I came there by accident, and was able to make
enough money, working construction, to finance the staging of my
own exhibitions of figurative oil paintings. Within a few years I
was selling well enough to quit the day job and signed with a great
contemporary gallery, 10 Chancery Lane Gallery, which I’m still
with today.

Though the bulk of my work is still figurative, large oil paintings,
over the last few years I’ve ventured into film and installation work
culminating in two particularly notable large-scale projects. They
are 2007’s Azhanti High Lightning at Singapore’s Nanyang Academy of
Fine Arts, an installation in seven parts squeezed into a 50-meter
long gallery, and This Brutal House in April of 2008 at 10 Chancery
Lane’s new project space in Hong Kong, a show spread over three
large galleries and divided into many parts. These large multiple
media projects included film, paintings, installation, sculpture,
and performance housed in many different spaces.

I’m interested in ideas of transition, the ambiguous moment between
an initiation and a conclusion. I choose to represent this in an
environment of theater and spectacle. I want the environment where
my works are housed to envelop the viewer, so the process of viewing
becomes experiential. Painting is the foundation of the multiple media
works. I find the labor and energy involved in the oil and pigment
informs those other visual processes. It’s exciting for me to live
in a time where all these mediums are so accessible and possible,
with my imagination only limited by money and space.

I try to give the viewer the experience that I would want from an
exhibition: overwhelming and complex, a spectacle, an adventure and a
visual aesthetic. I work obsessively in my Hong Kong studio spending
half my time painting and the other half, planning and scheming,
designing and coordinating production, or hunched over my Mac editing
film. I’m currently preparing work for a number of upcoming art fairs,
including the Melbourne Art Fair, Shanghai Art fair, and the Armory
show in New York City, as well as producing a large installation
for the Hong Kong Museum of Art, and planning my next solo show,
which will be another multiple medium spectacle.

Further to this I’m finishing an autobiography/documentation in
collaboration with a couple of Chinese photographers, which focuses
on my survival of cancer this year, a condition from which I was
not expected to live beyond a few months, which I’ve now gratefully
overcome.

New York – APA. Turkish President Abdullah Gul addressed the 63rd
session of the UN General Assembly. APA reports quoting Turkish media
that Abdullah Gul especially touched upon his country’s initiative
on Caucasus Stability and Cooperation Platform.

"During my visits to Armenia and Azerbaijan and Prime Minister
Erdogan’s visits to Georgia and Russia we saw that all the parties
approved this idea", he said, The Turkish President considers that
establishment of the Caucasus Stability and Cooperation Platform
will help solve "frozen conflicts" including Nagorno Karabakh problem
within the framework of the principle of territorial integrity.

Touching upon the problem of Cyprus Abdullah Gul underlined that it
was time to put an end to the international isolation against Turks
on the island.

Today the session of "Millennium Challenges" foundation took place
in the Government leaded by the Prime Minister Tigran Sargsyan,
reported the press service of the Government.

According to the source the authorities have discussed some
agricultural issues, financial report plans, monitoring and assessment
issues for the agricultural field.

It was mentioned that in March 27, 2006 the Government of Armenia and
the "Millennium Challenges" of the US have signed a grant contract for
implementing agricultural activities. Taking into account that the US
dollar has much reduced in the last year currently it is impossible to
conduct all the points mentioned in the contract, hence the Committee
made a decision to revise the points correspondently to the contract.
