Heritage Party will at a late-evening session today decide whether
it will meet the Turkish national President of the Parliamentary
Assembly of the Council of Europe Mevlut Chavushoglu during his visit
to Armenia.

"At this moment the Heritage MPs are in favor of participating in
that meeting and expressing their views to Chavushoglu about the
statements made by himself and other Turkish officials," Heritage
faction leader Stepan Safaryan told Tert.am.

"While the Heritage administration reaches another decision, the MPs
will comply with that decision," added Safaryan.

The EU must steer a strategy for stability, prosperity and
conflict-resolution in the South Caucasus, MEPs insist in a draft
resolution adopted by the Foreign Affairs committee on Thursday. The
region is central to the EU’s energy interests as it hosts the South
Caucasus Pipeline, transporting gas from the Caspian to the Black Sea.

The implementation of the Eastern Partnership, which covers the three
South-Caucasian republics, and the entry into force of the Lisbon
Treaty offer the EU a prime opportunity to conceive a comprehensive
strategy for the region, says the report, drafted by Evgeni Kirilov
(Bulgaria, S&D). Europe will have to deal with a complex geopolitical
situation, however, in a region marked by conflict in the Nagorno
Karabakh area and in Georgia, as well as tensions between Armenia
and Turkey.

Although Armenia, Azerbaijan and Georgia are partners of the EU’s
Neighbourhood Policy since 2004, a comprehensive regional strategy is
still lacking for the region. MEPs had already underlined the need for
such a strategy, in 2006, when they recommended an EU stability pact
for the southern Caucasus, involving the EU (with the participation
of Turkey as an accession candidate), Russia, the United States and
the United Nations (the Quartet).

MEPs wish the EU strategy for the South Caucasus to concentrate on
three domains: conflict resolution, promotion of democracy, human
rights and the rule of law; and economic cooperation and social
development.

Hranush Hakobyan, accompanied by the Ambassador of Armenia in Lebanon
Ashot Kocharian and the Embassy staff visited the editorial office of
the Armenian newspaper Azdak in Beirut.

The meeting with the Editor-in-Chief of Azdak newspaper Shahan
Kandaharian was also attended by former director of Azdak Ervand
Pambukian and head of the Pyunik foundation Gabriel Jemperjian.

As Shahan Kandaharian told PanARMENIAN.Net, Minister of Diaspora
highly estimated the mission of the newspaper in preservation of the
Armenian language, culture and traditions and strengthening
Armenia-Diaspora relations. "We came to the conclusion that it is
necessary to create a single information field for Armenia and
Diaspora. Programs aimed to unite all media operating in Armenia and

ArmInfo. At today’s press-conference Georgian Ambassador to Armenia
Grigol Tabatadze promised that the Armenian Church Surb Grigor
Mughnetsots, which collapsed in Tbilisi last year, will be restored.

Touching on the issue of provision of an official status to the
Armenian Apostolic Church in Georgia, the ambassador said that at the
moment a draft law on religion is being worked out, which will meet
the interests of all the national minorities of the country. "Time
is of much significance in this matter. Georgia is a poly-ethnic
country, and the worked out law should meet the democratic standards
and interests of these ethnical groups living in the country",- said
Tabatadze. He also pointed out that the Armenian Apostolic Church
may receive the status today using the law on public organizations.

self-determination of Artsakh, Foreign Minister of Armenia Edward
Nalbandyan said in an interview with Radio Liberty.

"The process of self-determination of Karabakh started when Azerbaijan
was not an independent state but a Soviet republic. A must recall that
the European Parliament passed a statement in 1999 saying Azerbaijan
became independent in the same way Karabakh did, via adoption of a
similar declaration. Just open this statement and you will see",
Nalbandyan said. The minister also recalled that a statement was
passed during OSCE FMC in Athens, which fixed the peoples’ right for
self-determination, and there is the name of Azerbaijan under this
statement. According to the Armenian FM, if Azerbaijan avoided to
use, or did not wish to admit indication of the principle of self-
determination in any document and did not sign such a document,
now it happened differently.

Armenians are understandably distressed when they encounter statements
that distort or deny the facts of the Armenian Genocide, and feel
comforted when it is properly acknowledged, says Harut Sassounian,
Editor of the California Courier weekly.

While they are quick to castigate the deniers, they rarely take the
time to recognize those who speak the truth, he said.

In this context Sassounian refers to the Intermountain Jewish News
(IJN) and the commentator Burak Bekdil of Hurriyet Daily News.

IJN particularly writes: "We could use the word ‘diplomacy’ or
‘politics’ or ‘ignorance’ or ‘objectivity’ or ‘fairness.’ In truth,
there is only one word: lie. For many years, some national Jewish
organizations lied about the Armenian genocide, perpetrated by the
Ottoman Turks during WW I. These organizations said it didn’t happen,
or that it was a matter of ‘historical dispute.’

"…On the grounds that Israel had to maintain good relations with
Turkey, these national Jewish organizations-not to mention Israel
herself-accepted Turkey’s denial of the Armenian genocide, or said
it was ‘disputed.’ Good relations with Turkey could only be purchased
by acceptance of Turkey’s lying about the Armenian genocide, we were
told. It was disgraceful.

"…Lying about the Armenian genocide should not be part of the
currency of Israeli-or American Jewish-diplomacy with Turkey. Israel
and these national Jewish organizations should now see that, even
pragmatically, the lying did not help…

"Can you imagine anyone credibly claiming that the Warsaw Ghetto
revolt in 1943 shows that the Holocaust was just a ‘civil war’ between
the Jews and the Germans? That’s how ridiculous the ‘civil war’
characterization of the Turkish prosecution of the Armenian genocide
is coming to look…

Liberal Turkish commentator Burak Bekdil particularly says: ""First,
let’s make a list of the Turkish atrocities of the past century… For
a start, I shall also propose the Armenian genocide; war crimes against
Greeks during the War of Independence; pogroms and other violence
against Greeks, Armenians and Jews during the earlier years of the
Republic; the deaths of 40,000 Kurds… Kurdish atrocities [from]
1984 to 2002. Of course, these sorrowful events can be multiplied
endlessly… I would urge our pro-AKP liberals to pen a draft text in
recognition of a full list of Turkish atrocities in the 20th century,
decorated further with an official apology to the victims and their
relatives."

Armenian organizations should pay tribute to the persons for daring
to condemn their own leaders and expose their lies on the Armenian
Genocide, Sassounian concluded.

failed to demonstrate an adequate approach to Tbilisi’s discrimination
policy against the Armenian population of Samtskhe Javakheti, an
Armenian MP said.

"There is no separatism in Javakhk. Armenians are just trying to defend
their rights," Shirak Torosyan told a news conference in Yerevan.

"Opening of the Armenian-Turkish border will make Georgia alleviate

Serzh Sargsyan continues his pan-Armenian tour in support of the
pre-signed Armenian-Turkish Protocols. Mr. Sargsyan made the second
stop in New York, where he met with representatives of the Armenian
communities of the East Coast and Canada.

Serzh Sargsyan is escorted by President of the RA Constitutional Court
Gagik harutiunian, NKR’s ex President Arkadi Ghukasian, Minister of
Diaspora Hranush Hakobian.

Turning to the process of normalization of the Armenian-Turkish
relations and the concerns connected with the pre-signed Protocols,
Serzh Sargsyan once again underlined that Armenia moves forward to
establish relations with Turkey without preconditions.

"I think we have managed to get the maximum at this point," said Serzh
Sargsyan, referring to the concerns that it was possible to arrive at
a more-pro-Armenian document as a result of the Armenian-Turkish talks.

"When we voted for Armenia’s independence most of us had concerns about
the future as nothing was calculated to the end. Similarly, during
the Karabakh war we fought for Karabakh’s independence and right to
self-determination with many concerns left behind. But we believed our
cause and the struggle was crowned with success," noted Mr. Sargsyan.

Serzh Sargsyan underlined that the fact of the Genocide could not
be discussed within the framework of normalization of relations
with Turkey.

Summing up the meeting in New York, Serzh Sargsyan said: "The most
important for us is to be able to be strong enough to understand each
other in this responsible phase. I believe in the bright future of
Armenia. I believe because I see the correct path."

Armenian President Uses Yerevan Election To Cement Hold On Power

ARMENIAN PRESIDENT USES YEREVAN ELECTION TO CEMENT HOLD ON POWER

Armenian President Serzh Sarksyan has tightened his grip on power
after municipal elections in Yerevan were controversially won by his
Republican Party of Armenia (HHK). The country’s main opposition
groups have rejected the official results of the May 31 vote as
fraudulent. The largest of them, led by former President Levon
Ter-Petrosian, has pledged to intensify its efforts to topple the
Sarksyan administration. However, it is unlikely to make the type of
push for power that followed the disputed presidential election of
February 2008.

The polls were conducted in accordance with a 2005 constitutional
amendment, which enabled the residents of the Armenian capital to
choose their mayor through a municipal assembly elected by universal
suffrage. Yerevan mayors were previously presidentially appointed. The
65 seats in the new Council of Elders were contested on the party
list basis, with six political parties and one alliance in the
running. Under Armenian law, a party or bloc securing more than 40
percent of the vote will see the person leading its electoral list
automatically become mayor.

According to the government-controlled Central Election Commission
(CEC), the ruling HHK garnered 47.4 percent of the vote, and
thus reinstalled its main candidate -the incumbent Mayor Gagik
Beglarian. The Prosperous Armenia Party (BHK), the HHK’s most
important partner within the governing coalition, finished in
distant second place with 22.7 percent, followed by Ter-Petrosian’s
Armenian National Congress (HAK) alliance (17.4 percent) (Armenian
Public Television, June 1). None of the other candidates cleared
the required 7 percent threshold for being represented in the city
council. For two of them, the Orinats Yerkir (Country of Law) party
and the Armenian Revolutionary Federation (ARF, also known as the
Dashnak Party) that was a particularly bitter experience. Orinats
Yerkir holds four ministerial portfolios in the central government,
while the ARF quit the ruling coalition in late April in protest over
Sarksyan’s conciliatory policy on Turkey. Both parties are now facing
an uncertain future.

Sarksyan was quick to welcome the elections as a "really serious
step forward" in Armenia’s democratization and elimination of its
post-Soviet culture of electoral fraud (Statement by the Armenian
president, June 1). This claim was echoed by a 12-member election
observation mission deployed by the Council of Europe. In a statement
issued on June 1, the mission concluded that the Armenian authorities’
handling of the polls was largely "in compliance with European
standards." The monitors said "serious deficiencies" observed in some
polling stations did not call into question the overall legitimacy
of the official vote.

In what is becoming a pattern within the former Soviet republics,
the findings of the European observers sharply contrasted with
widespread vote rigging and other cases of fraud reported by opposition
representatives, the Armenian media and local election monitors. The
country’s largest vote-monitoring organization "It’s Your Choice,"
reported a plethora of irregularities, which had marred previous
Armenian elections. In its preliminary report, the group said "there
are insufficient grounds to believe that these elections passed the
threshold of being democratic, fair and transparent" (Aravot, June 3).

Not surprisingly, the main opposition HAK demanded a re-run of what
Ter-Petrosian called "the ugliest election in Armenia’s history." The
18-party alliance decided against taking up its 13 seats within the
municipal assembly. The normally cautious ARF also denounced the
elections as undemocratic (RFE/RL’s Armenian service, June 1). Even
the pro-government BHK has not officially recognized their disputed
outcome. The party, widely seen as the support base for Sarksyan’s
predecessor Robert Kocharian, is reportedly dragging its feet over
such recognition in the hope of gaining control over several Yerevan
districts.

The BHK has few other bargaining chips in its ongoing haggling with
the HHK and Sarksyan. Local commentators agreed that the Armenian
president has cemented his power, and is now less dependent on his
establishment allies. As the Yerevan daily Kapital characterized it
in a June 5 editorial, "The elections in the capital have made Serzh
Sarksyan’s authority more monolithic."

Accordingly, even assuming that the vote was rigged, the HHK landslide
was a setback for the Ter-Petrosian-led opposition. Armenians
have traditionally shown strong interest in national politics only
during presidential races and have proven far more indifferent to
parliamentary and local elections. Ter-Petrosian’s HAK clearly failed
to reverse this phenomenon, despite conducting a vigorous election
campaign. According to the CEC, only around 53 percent of Yerevan’s
770,000 eligible voters went to the polls on May 31. The real voter
turnout might well have been even lower.

Official figures suggest Ter-Petrosian won in absolute terms, more than
twice as many votes in Yerevan than during the 2008 presidential ballot
as the HAK gained in the local elections. On June 1 Aravot another
daily generally sympathetic to the opposition, claimed that this had
resulted from, "bad political management and a lack of elementary
organization." Leaders of the Heritage Party, another major opposition
force that chose not to contest the mayoral elections, criticized
the HAK in equally strong terms on June 5 (Hayots Ashkhar, June 6).

In an apparent effort to broaden its appeal, on June 3 the HAK urged
all "democratic" forces, notably the ARF, to support its efforts
to effect regime change in Armenia (, June 3). The call
was extraordinary given the long history of hostility between the
Ter-Petrosian camp and the ARF. The nationalist party, which was
controversially banned by Ter-Petrosian in 1994, has yet to respond
to the call.

As he again rallied thousands of supporters in downtown Yerevan on
June 1, the charismatic ex-president promised to formulate a plan of
further opposition activities at the next HAK rally scheduled for June
12. Jamestown witnessed him declaring: "Until we seriously analyze the
situation, and the trends relating to our chances and those of the
authorities, we will not lead the people into any adventure." This
was an additional indication that Ter-Petrosian will avoid staging
the type of non-stop anti-government protests that almost brought
him back to power in the aftermath of the 2008 election.
