YEREVAN, June 12. /TASS/. Azerbaijani troops opened mortar fire at Armenia’s positions near the village of Sotka in the Gegharkunik region, the press service of the Armenian defense ministry said on Monday.

“At 2:15 p.m. (1:15 p.m. Moscow time) on June 12, Azerbaijani army units opened fire from firearms of various caliber at the Armenian positions located near Sotka. They also used a mortar,” it said, adding that no one was hurt.

Modernization of Iran-Armenia Border Checkpoint by 2026

The process of modernizing the Meghri border checkpoint on the Armenian-Iranian border will continue until 2026, the State Revenue Committee of Armenia has said, according to Sputnik Armenia.

Work on the restructuring and modernization of the customs checkpoint in Meghri has already begun. According to the committee, a modern checkpoint will be built to meet international standards, PanARMENIAN.Net reported.

“To fully ensure the work of the border checkpoint in Meghri, it is planned to build a two-story administrative building with a building area of 4,000 square meters. The border checkpoint will have buildings for a thorough check of incoming vehicles, X-rays for trucks, customs and cars and other infrastructure,” the statement said.

Earlier, Rustam Badasyan, chairman of the committee, said that in 2022 it was planned to allocate 1.2 billion drams ($3.1 million) for the project, but there were delays in procedures for preparing for construction, and the project was postponed to 2023.

The customs checkpoint in Meghri is being renovated with an EU grant and a loan from the European Bank for Reconstruction and Development. Earlier, under the EU program, three border crossings on the border with Georgia were modernized – Bagratashen, Bavra and Gogavan-Privolnoe.

Ground for the new facility was broken earlier this month in a ceremony attended by Badasyan, the head of the Yerevan Office of the European Bank for Reconstruction and Development, George Akhalkatsi, Syunik Governor Robert Ghukasyan, representatives of international structures and other state bodies, Public Radio of Armenia reported.

The current infrastructure at the Meghri border checkpoint is outdated. Its operational, technical, engineering, environmental and safety conditions need to be improved to meet modern safety and security requirements and adhere to international border management standards.

The project aims to rebuild and modernize the road border checkpoint facilities at Meghri. The project involves demolition of outdated buildings, the construction of new modern facilities and installation of modern equipment for the performance of border, customs and other controls in line with modern standards.

Construction works will be carried out by Tana Energy Management Company, winner of an international tender. Roughton International Limited Company will carry out technical quality control of the construction works.

 

Azerbaijan has launched ethnic cleansing in Nagorno Karabakh with total blockade, warns Armenian Prime Minister

“The installation of an illegal checkpoint in the Lachin Corridor by Azerbaijan, the disruption of power and gas supply to Nagorno Karabakh, which is ongoing for six months, have extremely escalated the humanitarian situation in Nagorno Karabakh, and if Azerbaijan was ensuring some passage through Lachin Corridor last month for its propaganda purposes, through the Red Cross and Russian peacekeepers, starting yesterday this passage was also shut down and even the supplies of essential food products to Nagorno Karabakh have been suspended. That is, Nagorno Karabakh has no food supply from the outside world. The passage of citizens requiring urgent medical treatment is also banned. These actions once again confirm our fears that Azerbaijan is carrying out a policy of ethnic cleansing in Nagorno Karabakh. However in this case this is no longer a fear but already the launch of actions. What is this if not ethnic cleansing? The food, gas, electricity supplies to the Armenians of Nagorno Karabakh are cut off, farmers carrying out agricultural work are targeted with automatic gunfire, the possibility of movement is blocked even for critically-ill patients,” Pashinyan said.

The Armenian Prime Minister said that Armenia should increase international awareness not only among governments and organizations, but also societies.

Pashinyan reiterated that dialogue between Baku and Stepanakert within the framework of international mechanisms is extremely important for ensuring the rights and security of the Armenians of Nagorno Karabakh. “We must hope that concrete steps will be taken in this direction,” Pashinyan said.

The travel advisory specifically mentions Yeraskh and Jermuk.

“Travel to Nagorno-Karabakh continues to be prohibited,” the travel advisory said.

On Tuesday, Miller told reporters that the cancelation of a scheduled meeting on Monday between Armenian and Azerbaijani foreign ministers in Washington was due to scheduling issues.

“As we’ve said before, we believe direct dialogue is key to resolving the remaining issues. We believe an agreement is within reach. This meeting unfortunately couldn’t go forward 100 percent due to scheduling issues, and we look forward to rescheduling it as soon as we can,” Miller said at a press briefing when asked why the June 12 meeting was canceled. He did not disclose new possible dates for rescheduling the meeting.

Armenia’s foreign ministry reported last week that the June 12 meeting was canceled at Azerbaijan’s request.

The date coincided with a state visit by President Recep Tayyip Erdogan of Turkey to Baku.

Azerbaijan Asks for Postponement of US-Hosted Talks with Armenia

The timing of new U.S.-sponsored peace talks between Armenia and Azerbaijan, which had been expected to start Monday, is now uncertain despite the U.S. administration’s conviction that direct dialogue between the two nations is key to any stable peace agreement.

“At the request of the Azerbaijani side, the next round of discussions planned to take place next week in Washington D.C. is postponed,” Armenia’s foreign ministry spokesperson Ani Badalyan said in a statement Thursday on social media. “The public will be duly informed on the new timeframes of the meeting.”

Badalyan had previously stated that foreign ministerial talks between Armenia and Azerbaijan scheduled for June 12 would be aimed at stabilizing relations between the neighboring rivals and reaching a peace treaty.

The countries have had a decades-long conflict involving the Nagorno-Karabakh region, which is inside Azerbaijan but populated predominantly by ethnic Armenians.

When asked Thursday whether the talks have been postponed, a State Department spokesman told VOA, “Regarding the date of the next round of talks, we don’t have any specific dates to announce at this time.”

Experts predict difficult talks whenever they begin, saying there are many obstacles to a durable peace deal between the two countries.

“Even though the [Nagorno-Karabakh] region is recognized as a part of Azerbaijan, the Armenia government will likely not sign a peace treaty with Azerbaijan unless the Azerbaijan government provides assurances about the security and safety of the Karabakh Armenians,” said Heather Ashby, acting director for U.S. Institute of Peace’s Center for Russia and Europe program.

“Azerbaijan’s plan for incorporating Karabakh Armenians into Azerbaijan will play an important role in the peace talks,” Ashby told VOA on Thursday.

Armenia’s Ministry of Foreign Affairs on June 6 tweeted that Foreign Minister Ararat Mirzoyan and the State Department’s principal deputy assistant secretary in the Bureau of European and Eurasian affairs, Dereck Hogan, had “discussed key issues of normalization process” of Armenia-Azerbaijan relations ahead of the talks.

They discussed “border delimitation and security” as well as the “rights and security” of people living in the Nagorno-Karabakh region, the ministry tweeted.

Azerbaijani Foreign Minister Jeyhun Bayramov had acknowledged the coming meetings and the need to prepare an agreement to normalize relations with Armenia, while expressing uncertainty about the duration of the peace process, according to VOA’s Azerbaijani service.

At the State Department, deputy spokesperson Vedant Patel told reporters during a briefing this week that the United States looks “forward to hosting another round of talks in Washington as the parties continue to pursue a peaceful future in the South Caucasus region.”

“We continue to believe that direct dialogue is key towards reaching a durable and dignified peace,” said Patel, while declining to confirm the date that Secretary of State Antony Blinken would host the peace talks.

If the meetings take place next week, they will follow peace talks hosted by the State Department in early May, when Blinken said “tangible progress” had been made toward an agreement.

The top U.S. diplomat said he believed a peace deal was “within sight, within reach” at that time.

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev held face-to-face meetings hosted by Blinken on the sidelines of the Munich Security Conference in February.

“For any sustainable peace, the populations of Armenia and Azerbaijan also need to see the value of peace,” USIP’s Heather Ashby told VOA.

“For 30 years, they have lived through violence and conflict between the two countries. A peace agreement will have a significant impact on the populations of both countries and it is important not to lose sight on how they may respond and accept a treaty.”

Red Cross visits kidnapped Armenian servicemen in Azerbaijani detention

Macron states that Europe should not depend on the USA for security issues

French President Emmanuel Macron stated that Europe cannot rely on US support in security matters and must build its own military sovereignty, ARMENPRESS reports, citing “RIA Novosti”, the French president said in his speech at the session of the Globsec security forum in Bratislava.

“Today we should be happy that the US administration supports us and has made as much effort (to support Ukraine) as the Europeans, which increases our overall reputation. But will this administration always be like that? We cannot say that, we cannot leave the issues of our collective security to the choice of American citizens in the coming years,” Macron said.

He noted that it is not about replacing NATO with a “Franco-German condominium”.

Putin lauds Armenia’s GDP growth at EEU summit

YEREVAN, MAY 25, ARMENPRESS. Russian President Vladimir Putin has said that Armenia benefited the most as part of cooperation within the Eurasian Economic Union (EEU) and noted that the country has the highest pace of economic growth.

Putin made the remarks during the EEU summit, officially known as the Supreme Eurasian Economic Council session, in Moscow.

In his speech, the Russian President said that cooperation within the EEU is proceeding very successfully and emphasized Armenia’s role. He said that Armenia is the “main beneficiary” of the cooperation and asked Prime Minister Nikol Pashinyan, who is in attendance, to remind him how much the GDP has grown in Armenia.

Pashinyan said that in 2022 the GDP growth was 12,6%, and 12,1% this year. “12,1 percent GDP growth is certainly a serious number, a very serious number,” Putin said in response, adding that Russia highly appreciates cooperation with all EEU members.

U.S. Embassy visa fee increases effective May 30

YEREVAN, MAY 22, ARMENPRESS. The U.S. Department of State has increased certain nonimmigrant visa (NIV) application processing fees globally.  These fee increases are effective as of May 30, 2023, the U.S. Embassy in Armenia said in a press release.

The application fee for visitor visas for business or tourism (B1/B2s) and other non-petition based NIVs, such as student and exchange visitor visas, has increased from $160 to $185.  The application fee for certain petition-based nonimmigrant visas for temporary workers (H, L, O, P, Q, and R categories) has increased from $190 to $205.  The application fee for a treaty trader, treaty investor, and treaty applicant in a specialty occupation (E category) has increased from $205 to $315.

FBI and Investigative Committee organize joint training for Armenian detectives

Armenian detectives at the Investigative Committee have attended a joint lecture-training at the Justice Academy of Armenia on the work of the Federal Bureau of Investigation (FBI) of the United States, the specificities of mutual legal inquiries with the U.S. under criminal proceedings in Armenia, discussions on related issues and exchange of experience.

The training course was delivered jointly by the Deputy Chairman of the Investigative Committee of Armenia Arsen Ayvazyan and the FBI’s Attaché to Armenia and Georgia Heather Berg.

The purpose of the lecture-training is to increase the efficiency of legal inquiries, legal mutual assistance procedures, which in turn will lead to swift crime solving, faster data exchange on issues of interest to the investigation and fugitive recovery.

Ayvazyan and Berg attached importance to the training course in terms of deepening partnership between Armenian and U.S. law enforcement agencies, increasing the efficiency of the fight against transnational crime and exchange of experience and information.
