Exchange of views on the Nagorno-Karabakh conflict's settlement at the Tehran meeting was important for Azerbaijan, MP Hikmat Babaoglu told Trend Nov. 3.

"One of the most important things for Azerbaijan at the trilateral meeting of the Azerbaijani, Iranian and Russian presidents, held Nov. 1 in Tehran, was the exchange of views on the settlement of the Nagorno-Karabakh conflict and, most importantly, the reflection of this issue in the final declaration of the meeting," Babaoglu said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts. The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

“The Tehran declaration says the unresolved Nagorno-Karabakh issue is an obstacle to regional integration,” the MP noted. “It is also stressed that the issue should be resolved based on the decisions made so far on international level. This is an extremely important detail, as the resolutions adopted by the UN Security Council regarding the conflict’s settlement call for the withdrawal of Armenian occupation forces from Azerbaijan.”

The MP added that a number of important issues related to economy, transportation, combating terrorism and drug trafficking, and others were also discussed at the meeting.

Chief of the Police Department for Combating Organized Crime and Criminality has been informed that Zhirayr Hakobyan, the head of the Pokr Mantash community, Shirak region, does illegal actions.

In particular, the village mayor received 3 million 200 thousand drams for distributing to 62 people from the government as a compensation for the damages that the wind caused in 2015. While falsifying the signatures, the mayor managed to take almost all the money.

Zhirayr Hakobyan has also misappropriated money that was to be used for other needs of the village.

The investigation is completed into Iranian citizen’s illegally crossing the Turkish-Armenian border, one month ago.

According to the indictment, on the morning of September 22, Yargol Mohammadi Rezaei crossed the state border of Armenia without the specified documentation, and entered Armenia from Turkey. Half an hour later, however, he was apprehended by the Russian border guards that are stationed in Armenia.

A criminal charge has been filed against the Iranian citizen.

He is under arrest.

The case will be heard in court.

On 17 October the delegation headed by Artsakh Republic President Bako Sahakyan arrived in the Kingdom of Belgium on a working visit.

On 18 October President Bako Sahakyan partook in the opening of the 4th European Armenian Convention and delivered a welcoming speech.

The President emphasized the importance of such events, noting that they are a good platform for discussing national issues, marking ways of their solution, elaborating new plans and projects, implementing various programs to develop and strengthen the Diaspora communities, Mother Armenia and Artsakh on a consistent basis.

“It is crucial to have a constructive exchange of thoughts, express sound opinions and adopt mutually agreed decisions aimed at uniting different parts of our nation around the implementation of national programs,” the President underlined.

Bako Sahakyan expressed gratitude to all those who constantly support Artsakh, live with its problems, do everything possible for objective introduction of the Artsakh issue in various instances and protect the rights of its people.

During the event President Sahakyan handed in the “Gratitude” medal to the European Armenian Federation for Justice and Democracy for substantial contribution to the recognition of the Artsakh Republic.

Catholicos of the Great House of Cilicia Aram I, Minister Diaspora of the Republic of Armenia Hranoush Hakobyan and other officials partook in the congress.

Armenian businessman and benefactor Levon Hayrapetyan dies in Russia

Prominent Armenian benefactor, businessman Levon Hayrapetyan died aged 68 in Russia, local media sources reported, citing his relatives. According to the reports, Hayrapetyan’s last wish was to bury him next to relatives. 

Levon Hayrapetyan, who is known for number of charity programs realized in Artsakh, was found guilty for a controversial embezzlement of $700,000 by Zamoskvoretsky District Court verdict issued on April 14, 2016. Hayrapetyan had been charged with embezzling $700,000 from Bashkistan’s senator Igor Izmestyev who is currently serving a life term for terrorism. The businessman repeatedly pleaded not guilty. According to his lawyer, the case had been framed up.

While being under detention “Freedom to Levon Hayrapetyan” civil initiative numerously voiced the entrepreneur’s deteriorating health condition, expressing serious concern over threats to his life.  In one of episodes, he lost consciousness in a Moscow prison and was taken to the medical division.

Political fractions of Nagorno-Karabakh Republic parliaments later issued a statement urging Russian law enforcement bodies to release Levon Hayrapetyan saying his detention contradicts all humanitarian principles.
Hayrapetyan was first arrested in 2014, but in about a year his lawyers managed to get him placed under house arrest pending the investigation and trial.

Azerbaijani press: Azerbaijani, Armenian presidents agree to reduce tensions on line of contact

President of Azerbaijan Ilham Aliyev and President of Armenia Serzh Sargsyan agreed to take measures to intensify the negotiation process over the Nagorno-Karabakh conflict’s settlement and to take additional steps to reduce tensions on the line of contact between the two countries’ troops, reads a joint statement by the foreign ministers of Armenia and Azerbaijan and the co-chairs of the OSCE Minsk Group following the Geneva meeting of the presidents.

President Aliyev and President Sargsyan held a summit in Geneva, Switzerland on October 16. Foreign Ministers Edward Nalbandian and Elmar Mammadyarov also attended the meeting, which was organized under the auspices of the Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Stephane Visconti of France, and Andrew Schofer of the United States of America). The Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk also participated in the summit.

The meeting took place in a constructive atmosphere, according to the statement.

"The Co-Chairs expressed their satisfaction with these direct talks, which took place after a long interval," reads the statement. "They remain ready to work with the sides on mediating a peacefully negotiated settlement of the Nagorno-Karabakh conflict. As a next step, the Co-Chairs will organize working sessions with the Ministers in the near future."

Bako Sahakyan: Sooner or later Independence of Nagorno Karabakh will
be recognized-it is just a matter of time

Tatevik Shahunyan. The independence of Nagorno-Karabakh will sooner or
later be recognized - it's only a matter of time. This was stated in
the interview to the newspaper "Noah's Ark" by the President of
Nagorno-Karabakh Bako Sahakyan.

Assessing the mediation efforts of the OSCE Minsk Group, Sahakyan
noted that she is carrying out a large, very important work on the
settlement of the Azerbaijani-Karabakh conflict, maintaining peace and
stability in the region. "Stepanakert highly appreciates the role and
long-term work of the co-chair countries in this whole process," he
said.

Speaking about the possibility of Artsakh's return to the negotiating
table, he noted that it does not depend only on Stepanakert's desire.
"We have always advocated the restoration of a full negotiating
format. But it was violated because of the destructive policy of
official Baku.

Moreover, there was a very specific situation. The format of the
negotiations, where the Republic of Artsakh, along with Azerbaijan and
Armenia, is recognized as a full-fledged party to the conflict, was
determined through consensus at the 1994 Budapest Summit of the OSCE.
The format change should also be approved at the OSCE summit again on
the basis of a consensus decision. It was not. Thus, the destructive
behavior of Azerbaijan rudely violates the political and legal basis
of the negotiation process. Violates it and moral and ethical
standards. The fate of Artsakh cannot be solved without his
participation, "Saakyan said, while stressing that holding
negotiations even in a distorted format is better than stopping them
altogether. Nevertheless, the NKR leader emphasized, the restoration
of the negotiation format is uncontested and is only a matter of time.

He also stressed that one of the key components of the settlement of
the Azerbaijani-Karabakh conflict is the maintenance of peace and
stability in the region. "However, official Baku constantly violates
the ceasefire, resorts to sabotage, subversive and terrorist actions.
All this, of course, is stopped by the Army of Defense of the Artsakh
Republic, but, unfortunately, it does not do without losses.

Responsible for this is Azerbaijan, which by its actions causes
serious damage to the negotiation process and the efforts of
intermediaries, threatens the stability in our region. Even the
numerous human losses on the part of Azerbaijan itself do not hamper
the aggressive policy pursued by Baku, "Sahakyan said, stressing that
the international community, through the co-chairs of the OSCE Minsk
Group, must continue taking appropriate steps in this direction.

Chaos in the Caucasus exposes a gap in the frontier that the British must close

With an unguarded region that offered the Turks a route into the
Caucasus, the British had to safeguard a possible route through
neutral Persia to Afghanistan and on to India

The 500-mile wide neck of land between the Black Sea and the Caspian
is a natural breeding ground for conflict and chaos. It is a corridor
from Christian Europe to Muslim northwest Asia, an area crowded with
small nations competing for allies to help them take advantage of
their neighbours or exact revenge for age-old hatreds.

Allegiance to tsarist Russia was a nebulous concept, overshadowed by
the authority of the local strongman and his followers ready to string
up your menfolk and burn your house down. Yet news of the announcement
in far off Petrograd of the Provisional Government to succeed that of
the Tsar, on September 14, 1917, had an oddly unifying impact in the
Caucasus. Hitherto antagonistic groups met in the old tsarist
administrative centre, Tiflis (now Tbilisi) the capital of Georgia, to
form a government of their own.

Fair representation appears to have been the watchword. The
Transcaucasian Commissariat had a Georgian president, three other
Georgians, three Armenians, three Azerbaijanis and a couple of ethnic
Russians thrown in to be on the safe side, in case whoever was in
charge in Petrograd woke up to what was happening and decided to
assert control over what looked increasingly like a breakaway region.

Politically, the Tiflis government was broad-based, accepting
revolutionaries of most kinds, including the Mensheviks, but not the
other part of the Social Democratic Labour Party that had split off to
form the Bolsheviks. Each member of the cabinet, or "commissioner",
had a portfolio of responsibility for agriculture, education, finance
and so on. All seemed stable until the tsarist troops manning the
Caucasian front with Turkey began to withdraw.

Although the armistice on the Eastern Front was not to be agreed until
December 1917, fighting between the Russian and Turkish armies in
eastern Turkey had lapsed. This was because, hearing of the grants of
land available to military veterans, the Russian units began to melt
away northwards so as not to miss their shares. The result was an
unguarded frontier that offered the Turks a route into the Caucasus
and, as the British government suddenly became aware, a possible route
through neutral Persia to Afghanistan and thence to India.

At the same time a rival authority appeared in the port city of Baku
on the Caucasus east coast facing the Caspian. The Bolsheviks had
seized control of the city and surrounding countryside, much to the
alarm of the Muslim Azerbaijanis of the region, who feared that the
Bolshevik leader, an Armenian friend of Lenin's called Stepan
Shaumian, might use the arms left behind by the withdrawing Russians
for a pogrom against them. They would certainly be ready to act at
what would later be termed a "fifth column" if their coreligionist
Turks could be persuaded to take advantage of the open frontier and
invade.

In London the war cabinet pondered urgently as to what could be done
to plug the Caucasian gap before the Turks moved through it. No
British force was to hand, the nearest being General Sir Stanley
Maude's army 600 miles to the south in Baghdad, removal of which, even
if logistically feasible, would leave Mesopotamia wide open for the
Turks to reoccupy. Local allies had to be found and - without doubt -
generously funded. The Georgians were tough and resilient fighters,
but nationalistic to a fault, so unlikely to be interested in fighting
beyond their borders. As the Azerbaijanis would be supporting the
Turks, the only remaining option were the Christian Armenians,
hopefully without Stepan Shaumian, the Bolshevik leader in Baku,
hearing about it.

The next problem was how to persuade the Armenians to act - ostensibly
in part in their own defence - and deploy to the frontier. Their
acceptance of substantial financial support was not thought to be an
issue, but how to deliver the requisite roubles - still the main
currency in the region - most certainly was.

A small British military mission positioned to advise the tsarist army
on tactics and logistics lingered uselessly in Tiflis, but seemed more
likely to become a liability as hostages than a guileful negotiating
and money-handling team. Then someone remembered Aeneas Ranald
MacDonell, the British vice-consul at Baku, who knew the Caucasus as
well as any foreigner, had a reputation for a resolute disposition and
be could be supplied with all the roubles the British government
sought to provide through one or other of the international trading
banks in Baku. He was granted a commission as a major in the British
Army, presumably to give the Armenians an impression of sound British
military intention, and invited to get working on them.

Baku, as the capital of Azerbaijan, was no place for him to start so
he decided to consult the residual military mission in Tiflis to ask
whether they had useful Armenian contacts that he could exploit.

As the British vice-consul - in effect the local head man in the
consulate - one would expect him to have a prestigious British-made
automobile. However, motor roads outside the towns were infrequent, so
he had a private train comprising the engine, a coach as office and
living quarters, a second one for sleeping and a third to carry his
escort.

Arriving in Tiflis, he found that the Transcaucasian Commissariat had
failed to establish authority in the Georgian capital in any way
comparable to the Bolshevik grip on power in Baku. His first report to
London included depressing news: "The town is full of loafing
soldiers, the cafés, hotels and night clubs in the fashionable
Golivinsky Prospect are filled with officers in splendid uniforms and
beautiful dark-eyed Georgian women. As long as the wine and women last
the Georgians were content to enjoy themselves and no one else seems
to give a damn."

This was a discouraging start to a difficult mission, but Major
MacDonell went on to risk life and limb and distributed millions of
roubles from his private train while trying to close the Caucasian
gap.

Les stars savent se faire désirer. Et les fans sont prêts à tous les sacrifices pour attendre la vedette qu'ils adorent, tout le monde le sait. C'est avec plus d'une heure vingt de retard sur l'horaire prévu que Charles Aznavour a fait son apparition, hier, sur le stand de l'Arménie devant une nuée de photographes et dans une franche bousculade.

Lunettes sombres, blouson beige, le chanteur âgé de 93 ans s'est frayé difficilement un chemin parmi les personnalités présentes, souvent issues du monde politique et de la communauté arménienne de Marseille, ainsi que de nombreux anonymes. Sacrifiant à la tradition de l'hospitalité qui veut que l'on accueille ses invités avec le pain et le sel, en guise de bienvenue.

Accueilli par Garo Hovsepian, président de la Maison arménienne de la jeunesse et de la culture, l'artiste a fait une brève déclaration après les traditionnelles allocutions officielles. Il a notamment adressé un message à une communauté dynamique, fière de ses racines :"Depuis le temps que nous sommes en France, nous sommes aujourd'hui des Français Arméniens." S'amusant également à lancer une proposition pour changer la dénomination de la gare Saint-Charles ("Charles est un prénom que je partage avec mon ami Trenet") pour la rebaptiser "Marcel Pagnol". Un clin d'oeil adressé à Nicolas Pagnol, petit-fils du célébrissime académicien, présent sur le stand, à ses côtés.

Une exposante de la foire de Marseille braquée

Très sollicité par le public, le chanteur arménien le plus connu au monde avait annoncé cette semaine seulement sa venue à la Foire de Marseille pour marquer symboliquement de sa présence la Journée officielle de l'Arménie. Journée animée par une série d'initiatives qui a été consacrée à l'Artsakh, avec la présence de son représentant en France, Hovhannes Guevorkian, du Consul général d'Arménie à Marseille ainsi que de nombreux représentants du Conseil départemental.

Au mois d'août dernier, Charles Aznavour, classé"chanteur de variétés le plus important du XXe siècle"par Time et CNN avait inauguré son "étoile" sur le Walk of fame (Promenade de la célébrité) à Los Angeles. À la même période, il avait annoncé par la voix de son producteur Gérard Drouot reprendre le chemin d'une tournée française après sept ans de silence, entre le 20 janvier et le 6 février. Avec Paris, Lyon, Bordeaux, Toulouse, Nantes, Lille et Marseille comme étapes, ville dans laquelle il se présentera, au Dôme, le 23 janvier.

À l'étranger, on le verra encore en Israël (Tel Aviv), en Bulgarie (Sofia) et en Russie (Saint-Pétersbourg et Moscou). Un chanteur inaltérable on vous dit, à la carrière universelle.
