Pashinyan: France’s Armenian Genocide move highlights special relations between two countries

Prime Minister Nikol Pashinyan of Armenia on Thursday received First Deputy Mayor of Lyon Georges Kepenekian. The meeting was attended by Ambassador Extraordinary and Plenipotentiary of France to Armenia Jonathan Lacôte, the PM’s office said.

Welcoming Mr. Kepenekian to Armenia, the PM hailed his personal contribution to the development and strengthening of Armenian-French relations. Pashinyan praised Kepenekian’s efforts aimed at promoting the international recognition of the Armenian Genocide.

“I wish to express my appreciation to French President Emmanuel Macron for declaring April 24 as the Day of Remembrance of the Armenian Genocide victims in France. This highlights the special character of relations between our peoples and countries,” Nikol Pashinyan said.

Noting that he is very enthusiastic about the events taking place in Armenia, Georges Kepenekian said Armenia ets a model of positive change. “We have a new chapter of history in Armenia, and the country is today perceived as a positive model of change,” he said. The first deputy mayor of Lyon said he had discussed the prospects and vectors of bilateral cooperation with the mayor of Yerevan.

During the meeting, reference was made to the Armenian-French decentralized cooperation and Armenia-Diaspora relations.

Touching upon the fire that devastated the Notre-Dame Cathedral in Paris, Prime Minister Pashinyan expressed confidence that the progressive humanity will come together to restore that unique value of civilization.

Our faith and solidarity with the people and the Government of Sri Lanka is as strong as ever, Armenia’s Foreign Minister Zohrab Mnatsakanyan tweeted.

“These mass murders and chaos are the very violation of the message of Love on the Glorious Day of Resurrection of Jesus Christ,” he tweeted.

Mnatsakanyan said he is devastated and heartbroken by the news of terrorism and multiple explosions in churches and other public places in Sri Lanka, claiming so many innocent lives.

According to the latest reports, 215 people were killed and 450 were injured in eight explosions in Sri Lanka. The citizens of the United States, Britain, China, Denmark, Bangladesh, Morocco, China, Turkey and India are among the casualties.

The following information was released by the Ministry of Foreign Affairs of the Republic of Turkey:

The motion, adopted on by the Chamber of Deputies of Italy, is a new example of using Armenian claims for domestic political interests. We condemn this motion in the strongest terms.

It is not surprising that this motion was drafted by the Lega Party, led by Matteo Salvini, who is committed to sabotaging the relations between Turkey and Italy.

What is surprising and upsetting is that the above-mentioned Chamber has become an instrument in the play staged by the Lega Party, which aims at strengthening its position in the European Parliament elections.

Actually, Armenian claims being continuously put forward before elections or in the context of anti-Turkish sentiments, clearly reveals the political nature of these claims and their incompatibility with historical facts. These efforts do not provide benefit to any party and also stonewall the way for all well-intentioned, forward-looking initiatives.

It is inevitable that this motion will have various repercussions on our relations with our strategic partner, Italy, with which we have historical bonds and considerable trade relations.

As all other initiatives politicizing history, this motion is null and void for Turkey.

Armenia does not plan to launch any military operations, but if anyone does it, Armenia will force peace, Prime Minister of Armenia Nikol Pashiyan told the reporters at the National Assembly. Speaking about his last meeting with Azerbaijani president Ilham Aliyev, Pashinyan said that it went on in a constructive atmosphere.

“It was mentioned in the joint statement of the Co-chairs, as well as the foreign ministers of Armenia and Azerbaijan that the meeting was constructive. An agreement was reached to respect and strengthen the ceasefire regime. If someone asks if there is any possibility that we will break the agreement, I will say “no”, but if anyone breaks that agreement, it does not mean we will not protect ourselves”, ARMENPRESS reports Pashinyan as saying.

The reporters asked Pashinyan to comment on the announcement of Defense Minister Davit Tonoyan, who had said that the principle of “territories for peace” will no longer exist. The Minister had even re-formulated it, saying “new lands in case of new war”.

“We say, do not threaten us by war, because we are not afraid of war. There is nothing illogical or unconstructive in the announcement of the Defense Minister. If someone wages war against us, do they think Armenia will surrender? Of course, not. We say that we are number one advocate for a peaceful settlement of Nagorno Karabakh conflict, and we have said that we will do everything to push forward the peace agenda. And if we always speak about the peace agenda, there should be no impressions that we will be threaten by war. Azerbaijan has to be threatened by war as much as we have, and the region has to be threatened in general. If we are forced into war, we will force peace. We do not plan to launch any military operations, but if anyone does it, Armenia will force peace”, Pashinyan said.

The defence minister in Baku has praised his country’s army and said it is capable of defeating Azerbaijan’s archfoe Armenia.

Zakir Hasanov made the remarks in an interview with the “Pulse of the day” (“Gunun nabzi”) programme on state-owned AzTV television channel. The interview, which appears to have been pre-recorded, aired on 3 April.

Throughout the interview, which lasted 42 minutes, Hasanov praised the military, political, and economic policies of and reforms by Ilham Aliyev, the president of the country and commander-in-chief of Azerbaijan’s Armed Forces.

Azerbaijan vs Armenia

Asked to comment on the phrase “new war in exchange for new territories”, uttered by Armenia’s defence minister regarding the Karabakh territorial conflict between the two countries, Hasanov said the remark was only meant for domestic consumption in Armenia. He said Armenia was “not in a position to attack” Azerbaijan because its economy and army were not good enough. He added that Azerbaijan would defeat Armenia if the latter attacked it.

Hasanov commented on the April 2016 fighting, in which Azerbaijan reclaimed some of its land held by ethnic Armenian troops. He said Azerbaijan’s economy and therefore its army got stronger “by the day” and that the president’s army reforms resulted in a “crushing blow” dealt to the Armenians. He said the results for the Armenians were “catastrophic” as “20 per cent of the Azerbaijani army” defeated the Armenian army within three or four days. He also praised the patriotism that he said Azerbaijani army officers and civilians demonstrated during the April fighting.

Army is taken care of

Hasanov said the president took care of the army, and rejected accusations that conditions in which army soldiers lived were bad. He said Azerbaijan completely met the demand of the army with weapons and that it was prepared to start fighting at any moment. He said more than 1,000 different kinds of weapons and munitions were produced in Azerbaijan.

Hasanov said personnel policy was one of the priorities in the army reform which he said covered soldiers’ trainings at different training centres, military schools, their education abroad and exchange of expertise. He said Azerbaijan learnt from the combat experience of foreign countries that conducted military operations, such as Turkey, and that Azerbaijani military specialists studied in military schools in more than 10 “leading countries”. “Most of our personnel-related issues have been resolved now,” he said.

He praised the fact that there was “strong public monitoring of the army”. He said “wonderful cantonments” had been built for soldiers, and that 90 per cent of military bases would be rebuilt by the end of the year and 100 per cent in the next couple of years. He said the cabinet, the president and different monitoring organisations monitored the spending of “the big amount of money” allocated to the army. “Today, the Azerbaijani state, the Azerbaijani people have created [good] conditions for their army that… probably the world’s leading states do not have,” he said, adding that he could say so based on what he had seen in other CIS counties and NATO countries. He also cited unnamed “military attaches of leading countries” as telling him that their countries did not have military bases like those in Azerbaijan. “The conditions created for Azerbaijani soldiers are at a high level,” he said, adding that very few other states provided free flats to officers with a perfect army service record. He said more than 1,000 soldiers had received free flats from the state since 1992 and that this was one of the priorities in the president’s army reform. “The Azerbaijani army’s fighting efficiency being high today is a result of the reforms in the Azerbaijan army,” he said.

International involvement

Hasanov also spoke about Azerbaijan’s international military exercises. He said there were plans to conduct joint drills with “fraternal Turkey” and “fraternal Pakistan”. He praised the performance of Azerbaijan’s Air Defence in a recent exercise in which it was “attacked” by Turkey’s Air Force.

He said there were “bilateral and trilateral plans” to protect Azerbaijan’s energy pipelines that ran through Georgia. He added that Baku used Nato’s experience to improve its army and that Azerbaijan participated in different Nato programmes that he said contributed to his country’s army’s combat readiness.

Hasanov added that Azerbaijan was a peace-loving country and its combat readiness was high. He said because the Azerbaijani army was so strong the UN had asked Baku to provide more military officers for international peacekeeping operations. “Azerbaijan is on the right path and we will make a contribution to peace in the future as well,” Hasanov concluded.

Artsakh reports 170 ceasefire violations over past week

The Azerbaijani armed forces violated the ceasefire along the Artsakh-Azerbaijan Line of Contact over 170 times in the past week.

In the period from 24 to 30 March, the adversary fired around 1,000 shots towards the Armenian defense positions from firearms of different calibres, the Artsakh Defense Ministry told Panorama.am.

The Defense Army’s frontline troops maintain full control over all directions of the frontline and continue fulfilling their military tasks.

Armenia will provide humanitarian aid to to flood-hit Iran, Minister of Emergency Situations Felix Tsolakyan said at a government sitting today.

“We are organizing it through the Russian-Armenian humanitarian center. We are going to send technical equipment and rescuers,” the Minister said.

Deputy Prime Minister Tigran Avinyan said the aid is extremely important.

Dozens were killed after heavy rains caused severe flooding across Iran. The flood waters blocked roads and triggered landslides. Infrastructures and houses were damaged, transport communication was disrupted.

VIENNA, March 29. /TASS/. Azerbaijan and Armenia have given a fresh impetus to the negotiating process during a meeting in Vienna on Friday, Azerbaijani President Ilham Aliyev said, replying to a question by TASS.

“We highly assessed our talks, which were conducted in a constructive atmosphere. This was the first official meeting between the leaders of Azerbaijan and Armenia after a long break. All the previous talks had been held mainly in the format of international meetings,” he said, adding, “The foreign ministers of the two countries have held several rounds of talks. The most important fact is that the current meeting gave another start to the negotiation process.”

“We have discussed the issues related to strengthening trust measures during contacts between people,” Aliyev continued. “Earlier, there had been contacts between members of the public. So it is too early to talk about this (the humanitarian measures – TASS).”

According to Aliyev, Baku has not conceded to any changes. “We are back to the situation when you have to conduct substantial talks. We instructed the foreign ministers to meet in order to continue the negotiating process, and they will do that in the near future, most probably,” the Azerbaijani leader noted.

 “The negotiating process should be supported by humanitarian measures. It is of huge importance that the format of talks remained unchanged – only Armenia and Azerbaijan discuss their problems as it was many years before,” he went on.

“The negotiating process received a fresh impetus. We highly assessed the statement made by co-chairs of the OSCE Minsk Group on March 9. The document reaffirms that every changes in the format of the negotiating process may occur only if both sides agree,” the president added.

Pashinyan said after the meeting the talks have been productive, however, there has been no breakthrough. 

“In general terms, I estimate the meeting as positive. However, I cannot say that there has been a breakthrough in the negotiation process, or an evolution,” he said. “However, the main thing is that the sides started to talk about the issues. I hope that President Aliyev will also see this meeting as positive.”

Aliyev and Pashinyan met in Vienna on Friday to discuss the regulation of the Nagorno-Karabakh conflict. This is their fourth one-on-one meeting. Earlier, they met on the sidelines of the CIS summits in Dushanbe and St. Petersburg (September and December 2018 respectively), as well as in Davos during the World Economic Forum (January 22, 2019).

During the talks, both leaders have stressed the importance of peaceful steps to resolve the conflict, the OSCE Minsk Group co-chairmen Igor Popov (Russia), Stefane Visconti (France) and Andres Schofer (USA) stated on the outcomes of the meeting.

“The meeting took place in a positive and constructive atmosphere and provided an opportunity for the two leaders to clarify their respective positions. They exchanged views about several key issues of the settlement process and ideas of substance,” the statement by the OSCE Minsk Group co-chairs informs. “The two leaders underlined the importance of building up an environment conducive to peace and taking further concrete and tangible steps in the negotiation process to find a peaceful solution to the conflict.”

The Azerbaijani president and the Armenian PM also agreed on humanitarian measures to resolve the Nagorno-Karabakh conflict.

“Recalling their conversation in Dushanbe, the leaders recommitted to strengthening the ceasefire and improving the mechanism for direct communication. They also agreed to develop a number of measures in the humanitarian field,” the OSCE informed.

“The Prime Minister and President instructed their Ministers to meet with the Co-Chairs again in the near future. They also agreed to continue their direct dialogue,” the statement added.

Nagorno-Karabakh, a disputed border region between Armenia and Azerbaijan, sought independence from Azerbaijan at the end of the 1980s, which resulted in a war between Azerbaijan and Armenia that claimed the lives of 25,000-30,000 people between 1988 and 1994. Since then, the territory has been under Armenia’s control.

Talks on the Nagorno-Karabakh settlement have been going on since 1992. Russia, the US and France are co-chairs of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) that acts as a mediator in resolving the crisis. The group also includes Azerbaijan, Armenia, Belarus, Germany, Italy, Portugal, the Netherlands, Sweden, Finland and Turkey.
