Foreign Ministers of CSTO states to discuss international, regional security at upcoming Yerevan session

YEREVAN, JUNE 7, ARMENPRESS. The Foreign Ministers of the member states of the Collective Security Treaty Organization (CSTO) are going to discuss international and regional security and its impact on the security of the CSTO states at their upcoming session in Yerevan, the CSTO said in a statement.

“The session of the CSTO Foreign Ministers, which will take place in Yerevan on June 10 chaired by Foreign Minister of Armenia Ararat Mirzoyan, will be attended also by CSTO Secretary General Stanislav Zas.

Information on the actions being taken by the CSTO secretariat and the Joint Staff aimed at improving the organization’s crisis response mechanisms in the contemporary geopolitical realities will be presented to the members of the Council of Foreign Ministers”, the statement says.

Resistance movement participants to gather tomorrow on France Square

The participants of Resistance movement will gather in France Square tomorrow at 09:00 a.m. to express their protest to the participants of the regular session of the Council of Foreign Ministers of the CSTO, Parliament Vice-Speaker Ishkhan Saghatelyan said during the rally.

“We will make the same demands as today because it is very important. We agreed together that we must make our voice heard by any delegation coming to Armenia,” he said.

According to him, working discussions are underway to give a new impetus to the movement, to bring the struggle to the final victory, and detailed program provisions for future actions will be drawn up.

HGTV launches in Armenia

EBRD’s $20 million loan will help finance telecoms growth in Armenia

Armenians will see their fixed and mobile phone services improve as a result of a US$ 20 million loan from the European Bank for Reconstruction and Development (EBRD) to leading Armenian telecoms company Telecom Armenia to finance growth, including network expansion in rural areas, and refinance existing debt.

Telecom Armenia is undertaking a seven-year multi-million network improvement programme to upgrade fixed and mobile networks around the country, including in rural areas. Additional financing is provided by the International Finance Corporation (IFC) and Ameriabank, amounting to a total financing package of $45 million.

The investment comes in the wake of the Covid-19 pandemic, which emphasised the need for faster and more reliable internet connections. The project supports 4G mobile network expansion and the rollout of a state-of-the-art fibre to the home network across the capital Yerevan, secondary cities and rural areas, increasing the digital connectivity and competitiveness of businesses across Armenia and making the network greener and more energy efficient.

“As well as enhancing digitalisation and energy efficiency, the project is consistent with the EBRD’s two strategic priorities for Armenia, strengthening private sector competitiveness and promoting sustainable infrastructure through commercialisation and green economy transition,” said Dirk Werner, the EBRD’s Director for Telecoms, Media and Technology.

Aleksandr Yesayan, Team Telecom Armenia’s Chairman and co-founder said: “We welcome our long-term partnership with the EBRD, especially given the reduced investor appetite amid global developments. This support will enable us to accelerate our capital investment program and expand and upgrade both our fixed and mobile networks and improve service quality to both individual subscribers and business clients, which will spur competitiveness, innovation, and economic growth in Armenia.”

Hayk Yesayan, Team Telecom Armenia’s CEO and co-founder said: “This funding will significantly speed up the region’s best 25 GB/s Next Generation Network construction. Bringing this network to life is our strategic project. As part of the building process, we are going to connect our mobile system to the new fixed broadband infrastructure and greatly increase the quality of mobile and fixed communications throughout all Armenia.”

This is the first major signing since EBRD’s recently appointed Head of Yerevan Resident Office. George Akhalkatsi started the role in early May. He said: “I am excited to sign this important transaction with a major private sector player in Armenia. We believe the project will bring tangible benefits to Team Telecom customers and have a positive effect on wider economy.”

Telecom Armenia is the leading fixed-line operator in Armenia and the country’s second largest mobile operator. It was acquired in October 2020 by telecom entrepreneurs Hayk and Aleksandr Yesayan. The project’s refinancing component will be used to refinance Telecom Armenia’s existing debt, incurred during the company’s leveraged buyout in 2020, and simplify its capital structure. 

Armenia Security Council head: We have proposed to take troops out in mirror to ensure stability at border

Secretary of the Security Council, Armen Grigoryan, stated this during a press briefing Thursday at the government of Armenia.

Answering the question about the disagreements between Armenia and Azerbaijan, and the ongoing incidents on the border of the two countries, the secretary of the Security Council said: “Any tension at the border has a negative impact on all processes. This is the reason why before the [border] delimitation and demarcation process begins, we have proposed to take the troops out in the mirror to ensure stability at the border. Border security remains on the agenda. We will discuss the issue, and we hope to find solutions to not allow tensions at the border.

As for the disagreements, I believe that the public statements of the Armenian side correspond to what was discussed in Brussels and the process. In this matter, we strive to be as transparent as possible and inform the public what has been discussed—nothing else is reported. Naturally, negotiations are underway also because there are disagreements. We hope that it will be possible to overcome those disagreements through negotiations.”

Armenian court upholds arrest of five ARF activists

A court in Armenia has upheld the arrest of five young members of the Armenian Revolutionary Federation (ARF) party involved in a brawl in the city of Gyumri at anti-government protests.

“Despite the lack of grounds, the court has upheld the unlawful arrest for five members of the ARF Youth Union of Armenia,” it said on Thursday, adding, “we will overcome these trials too.”

The young opposition activists are accused of assaulting four elderly men, aged between 74 and 84 years old, during a motorcade rally in Gyumri on May 8.

Two other protesters have been charged with hooliganism as part of a criminal probe into the incident.

YEREVAN, JUNE 3, ARMENPRESS. Minister of Foreign Affairs of Armenia Ararat Mirzoyan received European Union’s Special Representative for the South Caucasus and the Crisis in Georgia, Toivo Klaar, the foreign ministry said.

During the meeting FM Mirzoyan presented Armenia’s position on the establishment of regional peace and stability and the peaceful settlement of the Nagorno Karabakh conflict and in this context reaffirmed the importance of restoring the activities of the OSCE Minsk Group Co-Chairmanship.

The sides discussed the implementation process of the agreements reached with the results of the Brussels meetings. Minister Mirzoyan stressed the impermissibility of comments made over the agreements that have nothing to do with the reality and emphasized the necessity of the rhetoric and practical steps for ensuring a constructive environment.

The sides exchanged views also on the activities of the commission on delimitation and border security between Armenia and Azerbaijan, the unblocking of economic and transportation infrastructure in the region.

Minister Mirzoyan considered unacceptable Azerbaijan’s continuous attempts to destabilize the situation in South Caucasus through militaristic statements and border provocations.

YEREVAN (Azatutyun.am)—The Armenian opposition will not end or suspend its month-long street protests despite failing so far to oust Prime Minister Nikol Pashinyan, one of its leaders said on Thursday.

Ishkhan Saghatelyan, the main speaker at the anti-government protests, insisted that they are not dying down and are on the contrary gaining momentum.

Armenia’s main opposition groups represented in the parliament have rallied thousands of supporters on a virtually daily basis since setting up a tent camp in a central Yerevan square on May 1. They accuse Pashinyan of renouncing Armenian control of Nagorno-Karabakh and making other concessions to Azerbaijan that will jeopardize the very existence of Armenia.

Pashinyan and his political allies dismiss the demands for his resignation. They say that the opposition has failed to attract popular support for its “civil disobedience” campaign.

Opposition frontman Ishkhan Saghatelyan vows to continue campaign against Pashinyan

“The main question preoccupying our fellow citizens is how we are going to achieve regime change,” Saghatelyan told reporters. “There is only way to achieve this … The disobedience actions, the protests must reach a scale that will make it impossible for the current authorities to cling to power through the use of brute police force.”

“It’s now time to increase the number of tents,” he said. “A deep disappointment awaits all those who have prepared texts to play the blame game in case the movement doesn’t succeed.”

As part of their campaign, the opposition Hayastan and Pativ Unem blocs drafted last week a parliamentary resolution rejecting any peace accord that would restore Azerbaijan’s control over Nagorno-Karabakh.

The pro-government majority in the Armenian parliament has made clear that it will boycott and thus thwart an emergency debate on the draft resolution slated for Friday afternoon. It has accused the opposition of exploiting the Karabakh conflict for political purposes.

Saghatelyan said that he and other opposition lawmakers will go to the National Assembly on Friday despite the announced boycott.

In a Facebook post, Saghatelyan urged opposition supporters to gather at Yerevan’s France Square, the site of the protest camp, in time for the scheduled parliament session. He said the protest leaders “will decide our next actions depending on processes that will take place in the parliament.”

“Dear compatriots, this is a battle of nerves,” he wrote. “We are now obliged to stay strong and continue the process of dismantling these authorities.”

More Armenian Opposition Supporters Prosecuted
Law-enforcement authorities are pressing criminal charges against eight more participants of anti-government rallies organized by the Armenian opposition for the past month.

They were among more than a hundred protesters detained on Monday while clashing with riot police outside a government building in Yerevan.

The clashes broke out after the police did not allow opposition lawmakers leading hundreds of supporters to enter the building to raise their concerns with government ministries.

Several protesters claimed to have been beaten up by police officers after being dragged away and forced into the sprawling building. No policeman has been prosecuted or suspended in connection with that.

Armenia’s Investigative Committee has indicted instead the eight men, who have not been released from custody unlike the other detainees. They are accused of assaulting police officers and refusing to obey their orders.

The arrested suspects include a nephew of former President Serzh Sarkisian and a son of Surik Khachatryan, a fugitive former governor of Syunik province. They both deny any wrongdoing.

Opposition leaders likewise reject as politically motivated charges leveled against these and more than a dozen other supporters arrested since the start on May 1 of the daily street protests in Yerevan aimed forcing Pashinyan to resign.

The opposition as well as the country’s human rights ombudswoman, Kristine Grigoryan, and some civic activists have accused the police of using disproportionate force against protesters throughout the month-long demonstrations.

Grigoryan said on Thursday that her office documented several cases of police brutality during Monday’s clashes and petitioned the leadership of the national police service to take appropriate action.

The police claim to have launched internal inquiries into some officers. None of them has been prosecuted so far.

Justice Minister Karen Andreasyan insisted that this fact does not testify to a cover-up of unlawful police actions. He argued that internal police inquiries typically last for months.

Andreasyan also claimed that barring “several unacceptable incidents” security forces’ handling of the continuing anti-government protests has been “brilliant and professional.”

The U.S. ambassador to Armenia, Lynne Tracy, assured reporters on May 20 that the Armenian government is “taking heed of the need to investigate” the disproportionate use of force against protesters. She said the protests should be peaceful and not create “chaos” in the streets.

Response from Javakhk to Georgian president’s statements

Armenia’s President Vahagn Khachaturyan paid an official visit to Georgia in late May. At a private meeting with Georgian President Salome Zourabichvili, issues concerning Armenian-Georgian relations and the prospects for their development were discussed. Zourabichvili highlighted that the visit took place on the 30th anniversary of establishment of diplomatic relations between Armenia. Also, she made statements regarding Georgia’s Armenian community.

Panorama.am has reached out to Eduard Ayvazyan, Director of the Samtskhe-Javakhk (Javakheti) Media and Analysis Center, for comments on the Georgian leader’s statements.

Panorama.am: At a meeting with Vahagn Khachaturyan, Georgian President Salome Zourabichvili said that “all conditions have been created in Georgia to preserve the national identity, language and culture of Armenians living there. Georgian Armenians can actively participate in the public life of the country. Efforts in this regard continue unabated. Peaceful coexistence of ethnic Armenians and Azerbaijanis in Georgia indicates the tolerant environment created in the country and is a good example for the Caucasus region.”

Is the situation as the president of Georgia has presented it? What problems pending settlement for years have you identified? Are any steps being taken to solve them?

Eduard Ayvazyan: In fact, the problem of preservation of the Armenian language has always been. Years ago, before Zourabichvili took office as president, the number of Armenian language classes in Armenian schools decreased from five to three. True, school principals can add an extra class, but not everyone does it.

Armenian language teachers need refresher courses, which should be organized jointly by the Armenian and Georgian authorities. In general, there are no serious obstacles to teaching Armenian, but there is no encouragement either. Young people have no desire to become teachers of the Armenian language and literature, thus their number is falling. The Armenian authorities should work hard to tackle the issue.

As for textbooks, the problem has not yet been completely solved. There is a shortage of textbooks, which also affects the teaching of the Armenian language. In addition, there is an issue of raising the qualification of teachers. Teachers are required to pass an exam and get the status of a senior teacher so that their salaries are increased. Armenia should help Armenian language teachers to pass these exams for raising their qualification and, as far as I know, it’s all under consideration. To the best of my knowledge, Shirak Torosyan, who represents Javakhk in the Armenian parliament, is dealing with these issues and results are already visible.

As far as the involvement of Armenians in the internal life of Georgia is concerned, the Georgian authorities need to work on it. I believe there is a very serious problem here: Armenians are not integrated into Georgian society, they are not involved in the processes taking place in the country. It’s for the state to deal with the issue, but whether they want it or not is another question.

The claims about peaceful coexistence of Armenians and Azerbaijanis in Georgia is also only partially true. Before the 44-day war [in Artsakh in 2020], when tensions escalated in Tavush Province in summer, the Azeris held a rally and then a group of them attacked an Armenian. After the 44-day war, Armenian drivers passing through the Azeri-populated areas were stoned. Finally, last year in Adjara, chanting slogans like “Karabakh is ours or yours”, Azerbaijanis attacked with knives the schoolchildren from Akhalkalaki, who were on an excursion in Adjara. You know, Georgia’s Ministry of Internal Affairs did not properly respond to these incidents, while our requests were almost always left unanswered.

We know that an arrest has been made, but no one knows anything about the punishment, which suggests that such incidents may reoccur because they will not be afraid of law enforcement.

However, in general, Armenians and Azerbaijanis live peacefully in Georgia, but I reiterate that such incidents must be punished so that the others are not tempted.

Panorama.am: Is there a problem of Turkification of the Samtskhe-Javakheti region? If yes, what is being done to solve or alleviate the issue?

Eduard Ayvazyan: The threat of Turkification exists not only in Samtskhe-Javakheti, but also in the entire region. Look at the number of Azeris and Turks in our region. Armenia and Georgia have become small islands in the Turkic world, and we should all draw conclusions from it. It seems that very good relations are now being formed between Armenia and Georgia, which inspires fresh hope that the countries, being aware of the common challenges, will solve these problems together.

Fresno: Armenian Church celebrates 125th anniversary on Memorial Day

FRESNO, Calif. (KGPE/KSEE) – A church that’s a staple in the Fresno community celebrated 125 years on the Memorial Day Holiday.

The First Armenian Presbyterian Church was founded on May 30, 1897. It’s the oldest church of its kind in California.

The church put on not only a celebration for the church’s anniversary but for the Memorial Day holiday, that their anniversary landed on.

“What this picnic represents is not only coming out after COVID, but its huge arms welcoming the community,” said Lead Pastor at First Presbyterian Church, Greg Haroutunian.

He and his team put together this Memorial Day and anniversary event filled with food, activities for children and the train at Hillcrest Farms.

He says this event isn’t just to celebrate the Armenian community.

“Also the valley community,” he said. “We’re really excited about it. The church started 124 years ago and we came in as immigrants, and now it’s open for everybody.”

“I’ve been a part of the church forever. I worked for the church for 22 years as the music director. Then I worked in the office back in the 70s in the church so it is close to my heart,” said Jane, an event attendee, and church go-er.

On this Memorial Day, those enjoying the event are not forgetting why they celebrate.

“What goes through my mind is those who have sacrificed their lives for the freedom of our country, and mind you, freedom isn’t free,” added Jane.

This day meant a lot to many, especially those who hold it so close to their hearts.

“We want to honor them. My own son is a cadet at West Point right now,” said Haroutunian.

“Having a son who is [serving] makes the reality of that sacrifice or that potential sacrifice… boy it hits home, it hits home,” he concluded.

There are a total of seven churches in all of Fresno.

The event was completely free including all the food, drinks, and activities.
