Pashinian Again Defends Government’s Record

Prime Minister Nikol Pashinian insisted on Thursday that his government
performed “brilliantly” after taking office as a result of last spring’s
“velvet revolution” in Armenia.
Pashinian argued that despite political upheavals in the country the Armenian
economy grew by 5.2 percent last year and beat a 4.5 percent growth forecast
that had been set by the former government. He also said the new government
managed to meet revenue and spending targets set by the 2018 state budget.
“Macroeconomic stability was ensured in full,” Pashinian told the Armenian
government. “If we look at things in this sense, we can say that the government
did its job brilliantly because in the context of these political shocks it
fully ensured the normal life of the Republic of Armenia.”
He spoke as the parliament dominated by the ruling My Step alliance debated and
approved a government report on the execution of the 2018 budget.
Pashinian similarly defended his and his government’s track record at a May 8
news conference held on the first anniversary of his election as prime
minister. In particular, he claimed to be already delivering on his repeated
pledges to carry out an “economic revolution” that will significantly boost
living standards in Armenia.
Pashinian’s political opponents and other critics take a dim view of his
tenure, however. They say that he has failed to improve the socioeconomic
situation in the country.
Deputies from the opposition Prosperous Armenia Party (BHK) voted against the
government report. One of them, Gevorg Petrosian, criticized the government’s
economic policies.
Bright Armenia (LHK), the other opposition party represented in the National
Assembly, voted for the document presented by Pashinian. Still, LHK leader
Edmon Marukian said that the government has not fulfilled some of its promises.
“Could the [government’s] results have been much better?” said Marukian. “I do
think that they could if the government had been a bit more responsive and
cooperative.”
In his speech, Pashinian also put an optimistic spin on ongoing economic
developments in Armenia. “I think that everyone’s mood must be good because
issues are being solved in Armenia,” he said.
Government Wants Much Higher Pay For Armenian Judges

International donors have agreed to finance a sharp increase in the salaries of
Armenia’s judges sought by the Armenian government, Prime Minister Nikol
Pashinian said on Thursday.
Pashinian said that a roughly fivefold pay rise is vital for reforming Armenian
courts and making them independent and free from corruption.
He argued that judges are no longer able to take bribes or engage in business
en masse and have to live off their current salaries ranging from 400,000 to
600,000 drams ($830-$1,250) per month. These wages also discourage well-paid
lawyers working for private firms from seeking to take the bench, he said.
“Our partners, international donors will support Armenia on this issue,”
Pashinian told the parliament. “For two or three years we will be able to keep
these high salaries of the current judges and new judges at between 2.5 million
and 3 million drams ($5,200-$6,200). That will have no direct impact on our
state budget.”
“In the meantime, the opposition, government, civil society and the public will
see that it’s good to have an independent judicial system,” he said, adding
that the favorable public opinion will then allow the government to finance the
much higher wages from the state budget.
Pashinian did not specify which international organizations or foreign
governments are ready to allocate such funding for the 229 judges of various
Armenian courts.
Both the European Union and the Council of Europe have expressed readiness to
assist in sweeping judicial reforms planned by Pashinian’s government. They
have stressed that the reforms must conform to Armenia’s constitution and
international commitments.
Pashinian last month called for a mandatory vetting of all judges after a court
in Yerevan released from prison his bitter foe and former President Robert
Kocharian, who is facing serious criminal charges. The premier insisted that he
wants to make the judicial system “truly independent.” His critics claim he is
on the contrary seeking to gain control over the courts.
New Judge Stakes Claim To Constitutional Court Chairmanship

Vahe Grigorian, a newly elected Constitutional Court judge, declared on
Thursday that he can now also act as chairman of Armenia’s highest court.
Grigorian challenged the legitimacy of Hrayr Tovmasian, the court chairman
since March 2018, and six other members of the nine-strong body as he was sworn
in during a session of the Armenian parliament, which elected him on Tuesday.
Addressing lawmakers, Grigorian argued that under constitutional amendments
which took effect last year the Constitutional Court now consists of “judges,”
rather than “members,” as was the case until then. He said that only he and
Arman Dilanian, who was elected by the parliament last year, can therefore
serve as judges and make decisions.
“The Constitutional Court comprises solely judges and only judges take part in
its decision making,” Grigorian said, suggesting that the six other officials
have no such authority.
Grigorian added that since Dilanian is absent from Armenia at the moment he is
single-handedly “taking over the powers and duties of the Constitutional Court
chairman.”
The statement clearly took many lawmakers by surprise. Vladimir Hakobian, the
chairman of the parliament committee on legal affairs, pointedly declined to
comment on it.
But Nikolay Baghdasarian, another pro-government parliamentarian, effectively
backed Grigorian’s claims.
“My view is that after hearing Vahe Grigorian’s speech Hrayr Tovmasian must not
go to work tomorrow morning because he realized that he is no longer the
chairman of the Constitutional Court,” said Baghdasarian.
But Edmon Marukian, the leader of the opposition Bright Armenia Party,
disagreed with this interpretation of the amended constitution. He said the
amendments cannot have a retroactive impact on Tovmasian and the six other
court members.
The latter did not immediately react to Grigorian’s declaration. The
Constitutional Court’s updated website on Thursday continued to refer to
Tovmasian as the chairman of the court.
Grigorian’s appointment to a vacant seat in the court was backed by 99
lawmakers and opposed by 22 others in secret ballot. Some opposition lawmakers
questioned Grigorian’s impartiality, citing his warm relations with the
country’s current leadership. The nominee admitted having “friends” in the
ruling My Step alliance but insisted that this fact will not influence his
judicial activities.

According to “Zhamanak,” Finance Minister Atom Janjughazian has revealed that
the Armenian government can borrow as much as $1.5 billion in fresh foreign
loans.
“Zhoghovurd” says that the current Armenian government has already managed to
solve problems that had for decades been ignored by the previous authorities.
In particular, the paper says, the government has made it mandatory for all gas
stations operating in Armenia to open public toilets for travellers. “There are
many thorny issues in other areas which need a solution,” it says. “For many
years they were not solved because of logistical ineptness or inactivity.”
“Aravot” says that the head of Russia’s External Intelligence Service, Sergey
Naryshkin, has spoken out against LGBT rights and called for a strong defense
of “traditional values” at a meeting of fellow security officials from various
parts of the world. “This means that it is a reflection of the country’s
policy, rather the opinion of a private individual or an organization,” writes
the paper. “Russia’s concern is not about those phenomena but a resulting
decline of the state’s authority and the danger of color revolutions which
Naryshkin talked about … The state’s authority declines not because of
conspiracies hatched by [U.S. billionaire George] Soros or LGBT people but
because of the abusive behavior and extreme corruption of rulers. Color and
other revolutions happen for the same reason.”
According to “Zhamanak,” Finance Minister Atom Janjughazian has revealed that

loans. “Janjughazian sees nothing tragic about the fact that Armenia’s foreign
debt could reach 60 percent of GDP,” writes the paper. “The question is how
efficiently the state uses and spends loans and to what extent that contributes
to development, instead of merely ensuring subsistence.” It notes that
Armenia’s foreign debt has already doubled in the past decade.

Sports: Brit Will Thompson dreams of Europa League after rocking up in Armenia as a tourist, founding a team… and reaching top division

WILL THOMPSON’S greatest achievement in the game had been to take Preston to the Champions League final on computer smash-hit Football Manager.
But after pitching up in Armenia as a tourist last summer and falling in love, he now dreams of a real-life European fairytale.
Having set up a youth team for fun, the country’s FA fast-tracked the club he founded out of nothing, Dilijan FC, into the country’s second tier next season.
And with a guaranteed spot in their Premier League the following year thanks to the Armenian FA’s vice-president, Crystal Palace fan Thompson sees no reason why they cannot soon be taking on Europe’s big guns.
The Londoner, 31, said: “I left a recruitment job to go travelling. I had been in Costa Rica for six months and wanted to go somewhere off the beaten track before backpacking around Asia.
“I thought Armenia was going to be Arabic and surrounded by desert – I didn’t really have a clue where it was.
“When I arrived, the country was gripped by revolution where the government was overthrown.
“But living was crazy cheap – you can live off just £75-a-month – and I met a local girl who worked in the Peace Corps helping kids, so I decided to stay a bit.”
Thompson’s new love was based in Dilijan, an old Soviet town of 17,000 in the mountainous north known as ‘Little Switzerland’ for its stunning scenery and hiking trails.
An avid football fan, before long he set up a youth side. He added: “If I had £100,000 in the bank I’m sure I would have gone straight to Thailand.

“It’s lovely here but an English person would think it’s the Third World.
“People sell raw meat out of their car boots, horses walk freely down the street. It’s what you imagine life was like 100 years ago.”
On the youth team’s first day just eight kids turned up for a kickabout, some wearing slippers to play in.
But after putting up posters in local schools and community centres, around 40 came for the second session.
To give these poor kids the enjoyment of winning a medal, Thompson fruitlessly searched high and wide for a tournament.
He was eventually put in touch with the Armenian FA, where many staff had been purged following the revolution.
Thompson said: “They’d heard about what we were doing and the vice-president wanted to meet me.
“He showed me his plans of how they are investing millions. They only had nine teams in the men’s first division and wanted to emulate other European leagues with 20.
“He loves English football and is a huge Arsenal fan. He loves Henrikh Mkhitaryan, who is a god out here, and asked if we wanted to join the league.
“Teams usually have to have seven youth teams and a minimum of three A-level Uefa coaches to meet the criteria.
“We just had the children who had come off the street and I hadn’t done any coaching before – but after one quick call he said we were straight in!”
Faced with starting a team from scratch and getting them up to speed to compete over a season, Thompson put the feelers out locally and immediately had six ex-pros who had played in the Armenian league sign up.
Working with numerous agents – one brought flop Jaroslaw Jach to Crystal Palace from Poland in 2018 – they sifted through countless videos of players around the world.
And before long they had footballers from Nigeria, Portugal, Russia and Belarus jetting in for pre-season.
Dilijan FC work alongside the town’s United World College – one of 17 globally – and they provided a stadium.
Thompson hopes for gates of around 700 in their first campaign, which begins in August.
He added: “A lot of them have played professional football and I have been taken back by their quality, which I’d say is about League One level.
“We have had £100,000 invested in us through sponsors, which is a big deal considering a squad of 22 costs around £50,000.
“The average salary in Dilijan is around £150-a-month, so that’s what we are paying the players.
“The average budget in the First League is £500,000, which is what we are hoping to get next season.
“We’re recruiting up to seven full-time coaches and the players will get housing. They are all here as professionals to create something serious.”
Thompson is the owner-manager and also plans on making cameo appearances throughout the season.
His Armenian is patchy and he struggles to communicate with players and coaches, often relying on hand gestures and the few English speakers translating.
He still has another job working remotely as a recruitment manager for an online teaching company based in China, but hopes to quit soon.
What started as a few days in Armenia has turned into Thompson’s obsession.
He said: “It is a dream for any man to build and manage a squad in a competition where you could qualify for Europe. This is my life.
“We could finish first and qualify for the Europa League or we could lose 12-0 every game. If we don’t come last or in the bottom half it would be a huge achievement.
“More realistically the goal is to reach the qualification stages within three years. But maybe we could win the domestic cup next season!”
As for Mkhitaryan, Thompson admitted it would be a “dream come true” to get an endorsement from the local hero.
But, as Thompson added: “Arsenal are very tough to deal with in terms of getting anything. Hopefully when he leaves!”

Asbarez: Another Class Graduates from Gars Academy

During a ceremony on June 6, the second class of the Armenian Revolutionary Federation Western United States Central Committee’s Gars Academy graduated having completed three trimesters of classes aimed at enhancing the participants’ organizational skills.
The certificates were presented to the graduates by ARF Western U.S. Central Committee co-chair Dr. Carmen Ohanian who congratulated the participants who emphasized the importance of the Gars Academy and the role it plays in the community.
After the short ceremony, the participants took in their last educational and celebrated their accomplishments during a reception.

“I learned a great deal in a short period of time,” said Gars graduate and a long-time member of the Armenian Relief Society.
Another graduate, Donig Donabedian praised the effort expressed his gratitude to all those who delivered lectured and led class discussions.
The director of Gars Academy is former Chamlian Armenian School principal Vazken Madenlian.
Gars Academy opened its doors in September 2017, and was conceived by the ARF Western US Central Committee, which believed that community organizations were in need of professional and capable leaders, who are well-versed in issues of concern to the community, our collective national interests, which require the proper historic context and an in-depth knowledge of challenges facing our nation and community.
“The Gars Academy is a unique opportunity for our activists to gain information and perspective on issues that concern all Armenians,” Dr. Ohanian said at the time of the academy’s opening. “We are providing cutting-edge information that will help our organizational leaders to make the proper decisions when advancing their respective missions.”
The pertinent subjects covered by the Gars Academy include international political affairs, US governmental structures, ARF ideology and history and leadership skills taught by professionals specialized in the subjects.

SAN FRANCISCO—A delegation from the Armenian National Committee of America – Western Region, together with the ANCA San Francisco chapter and the Southern California Armenian Democrats, participated in the 2019 California Democratic Party State Convention from May 31 to June 2, meeting elected officials and candidates throughout the Golden State to advance the public policy priorities of the Armenian-American community.
“As a nonpartisan grassroots advocacy organization, it is important for us to be present at a variety of political gatherings bringing together people of different political ideologies, to ensure our community’s collective voice is heard loud and clear by elected officials and candidates alike,” remarked ANCA Western Region Chair Nora Hovsepian, Esq. “Our Cause is not and cannot be partisan. We always have worked with Democratic, Republican, and Independent politicians and candidates to advance the Armenian Cause, and we will continue to do so not just in California, but throughout the Western Region and beyond.”
Over the course of three days, ANCA-WR delegation members met with a number of Democratic candidates for U.S. President, federal and state elected officials, as well as county and city politicians. At this year’s convention, Armenian-Americans were the only ethnic group to have an exhibit booth, thereby providing the opportunity to educate hundreds of convention attendees, delegates, politicians, and candidates on the Armenian Cause and the community’s immediate legislative priorities.
The ANCA Western Region will also be present at the upcoming California State Republican Convention.

YEREVAN, MAY 26, ARMENPRESS. Prime Minister Nikol Pashinyan received on May 26th China’s Minister of Foreign Affairs and State Councilor Wang Yi.
Pashinyan welcomed Yi in Armenia and warmly recalled his recent visit to China.
“I had very productive and good meetings with China’s President, Prime Minister and Chinese businessmen, and I am happy that as a result of our discussions we reached concrete agreements in the direction of developing mutually beneficial cooperation. Once again thank you for the invitation to participate in the Dialogue of Asian Civilizations Conference. This initiative has important significance in terms of strengthening cooperation, mutual trust between peoples and global stability. I would also like to emphasize that the Armenian and Chinese nations are united by firm human relations and warm hospitality,” Pashinyan said at the meeting.
Wang Yi thanked the Armenian Premier for the reception and participation in the Dialogue of Asian Civilizations Conference. He noted that China attaches importance to strengthening dialogue, developing mutually beneficial partnership and that Pashinyan’s meetings with China’s top leadership in Beijing and subsequent agreements once more emphasized the importance that both sides attach to the Armenian-Chinese relations and their continuous enhancement and strengthening.
The Chinese FM noted that since the establishment of diplomatic relations the cooperation between Armenia and China is developing effectively, based on the two people’s mutual respect and friendship.
“We’re ready and set to deepen mutually beneficial partnership with Armenia, under your leadership,” Yi said.
PM Pashinyan said that the recent frequent high-level official mutual visits and meetings prove the positive dynamics of the Armenian-Chinese relations’ development, which the Armenian society is treating very well. Pashinyan attached importance to the visa waiver that was signed on May 26 between Armenia and China, which in his words will contribute to the development of not only humanitarian, but also business ties, and attraction of investments. In this context, the Armenian Premier also offered to consider prospects of establishing direct air communication.
The sides discussed issues concerning the enhancement of ties in a number of sectors within the framework of the reached bilateral agreements. Particularly, they discussed the possibilities for developing cooperation in road construction, infrastructure, IT, machinery, and enhancement of export markets for businesses and implementation of investment programs.
Both sides attached importance to cooperation in the construction of the North-South Highway. Pashinyan said the Armenian Government views the project to be not only a road infrastructure development program, but an opportunity of forming a communication corridor which can be an important ring in the context of the One Belt One Road initiative.
Wang Yi noted that China is interested in participating in the construction of the North-South Highway, given the project’s importance both for One Belt One Road initiative, as well as ensuring regional development and stability.
Pashinyan said that the Government of Armenia is taking steps to boost technological industry, and in this context is interested in deepening cooperation in the IT sector as well. The Armenian PM invited Chinese companies to participate in the upcoming Yerevan World Congress of Information Technologies (WCIT), which will take place October 6-9.
The Chinese FM noted that the high-tech sector is developing rapidly in his country, and being familiar with Armenia’s potential in this sector they are ready to discuss prospects of exchange of experience and development of partnership.
Yi thanked for the invitation to participate in the WCIT and noted that China will consider the level and opportunities of participation.
Nikol Pashinyan and Wang Yi also exchanged ideas over global and regional security challenges and attached importance to cooperation in the direction of strengthening global and regional stability.
Pashinyan expressed gratitude to Yi for China’s balanced stance over the Nagorno Karabakh conflict.

Areni Agbabian: Bloom review – ethereal contralto explorer

Surrounded by muted piano, gongs and brushed drums, Agbabian’s experimental songs are creepy but tuneful and beguiling

Areni Agbabian is best known as a featured vocalist with the Armenian jazz pianist Tigran Hamasyan, although her debut for ECM Records is most assuredly not a jazz album. She was born and bred in California, but rarely sounds American: her cut-glass delivery is more akin to a European arthouse singer, and she has certainly absorbed the folk songs and microtonal scales of her Armenian heritage.

The opener, Patience, sets the tone: it’s a sorrowful melody that starts like a Gregorian chant and ends oddly reminiscent of Radiohead’s Karma Police, sung in a pure, frictionless timbre at the upper end of a contralto range. This is not a voice that gets down and dirty: it floats a few inches above the earth on a higher, more rarefied plane, unsullied by the elements.
Instead of being accompanied by Tigran’s florid improvisations, Agbabian accompanies herself, with a piano style that is fugal, sparing and minimal. Sometimes she mutes the piano strings, which meshes well with the textural percussion of Nicolas Stocker, a Swiss drummer who uses brushes on drums and cymbals and teases out gentle noises on bells, gongs and Tibetan singing bowls.
Agbabian can write strong, effortlessly hummable melodies. A haunting theme is repeated on Petal One, Petal Two and Full Bloom as the album’s leitmotif. Mother is an intense, slow-burning ballad, like an old Celtic folksong played in ultra slow-motion, while two songs explore the unusual modal intervals of an ancient Armenian hymn. Most interesting of all may be The River, where Agbabian improvises melismatically over Stocker’s clattering drums, like a malfunctioning soul-singing robot.
Often she is more interested in exploring sound and texture for its own sake. Yearning sees percussionist Stocker creating a gentle, gamelan-like pulse on a West African thumb piano, while Agbabian plays zither-like riffs on a prepared piano. Sear sounds like a rigorous avant-garde piece by Morton Feldman, accompanied by the slow, intense rumble of Stocker’s drums. It is a creepy and beguiling collection from a real talent.
If Agbabian’s voice is smooth and unadorned, Leïla Martial’s voice is all sharp angles and wobbly shapes. Five individuals are currently under criminal investigation in Armenia for suspected illicit enrichment, while 8-9 criminal cases have been launched on money laundering in 2018, Prosecutor General Arthur Davtyan told lawmakers in parliament while presenting his annual report.
“These two crimes are new in our legal practice. And these two have problematic legal interpretations around the world. Nevertheless the illicit enrichment article in the criminal law is functioning in our country for already one and a half year. As of this moment we have five individuals who are under criminal investigation,” he said.
He said money laundering investigations in 2018 have been activates, and in 2017 no such proceedings took place at all. He said very often money laundering charges come up while investigating other charges.
