On 27 April, at the Permanent Representation of Artsakh (Nagorno Karabakh) in the Republic of Armenia, Minister of Foreign Affairs of Artsakh Sergey Ghazaryan received a group of journalists from leading Brazilian media who arrived in Armenia on an exploratory visit. 

The Foreign Minister presented the situation around Artsakh, touched upon the challenges facing the Artsakh Armenians, as well as answered questions raised by the journalists, the Artsakh foreign ministry said in a press release. 

Sergey Ghazaryan thanked the media representatives for their interest for Artsakh and emphasised that such meetings are of great importance in raising international awareness of besieged Artsakh.

SACRAMENTO—The Armenian National Committee of America-Western Region met with California Governor Gavin Newsom in Sacramento on Monday April 24, the108th anniversary of the Armenian Genocide. 

Governor Newsom has been a long-time supporter of Armenian-American issues since his time on the Board of Supervisors in San Francisco, as Mayor of San Francisco, Lieutenant Governor and finally Governor of California, where Newsom represents the voices of California’s large Armenian community. Governor Newsom has issued annual proclamations declaring April 24th as a “Day of Remembrance of the Armenian Genocide” in solemn remembrance of the 1.5 million innocent victims of this unpunished crime against humanity. 

In 2019, Newsom signed AB1320, the Divestment from Turkish Bonds Act into law, to divest public funds from Turkish government-owned investments and securities in response to Ankara’s enduring denial of the Armenian Genocide. 

Newsom also allocated $8 million for the Armenian American Museum in the California budget, allowing for Armenian cultural preservation in California.

Various issues were discussed in the meeting ranging from the current crisis in Artsakh and Armenia, the lack of accountability which has allowed Azerbaijan and Turkey to continue with their genocidal plans against the Armenian People, the escalation of anti-Armenian hate crimes in California, the importance of properly counting Armenian-Americans in the U.S. Census, the importance of Armenian Genocide education especially through the Governor’s Council on Holocaust & Genocide Education, and a host of other issues facing the Armenian community. 

Preceding the meeting, ANCA Western Region representatives participated in the Senate and Assembly sessions where resolutions introduced by Senator Anthony Portantino and Assemblymember Laura Friedman, who reaffirmed the State’s recognition and remembrance of the Armenian Genocide and highlighted the fact that the current crisis in Artsakh with Azerbaijan’s inhumane blockade of the Lachin Corridor is a continuation of the same genocidal intent which has existed for over a century.

Selective abortions on the rise

In Armenia about 80,000 girls have not been born over the past 30 years due to selective abortion, according to Minister of Health Anahit Avanesyan.

“In order to have a healthy and stable society, we need the sex ratio of newborns to be natural, without any artificial interference. We see the catastrophic demographic consequences that have occurred in other countries, and we do not want a repeat of this situation in our country,” she said.

According to the minister, until 2020 an improvement in this respect was observed in Armenia, but after the Karabakh war the situation changed.

Forty-year-old Anna Mkrtchyan (name changed) regularly resorted to the help of doctors in order to terminate the pregnancies over twenty years of marriage, as her family expected her to give birth to a boy. The mother of two daughters, she herself dreamed of having a son. But the dream came true only years later after numerous abortions and consequent health problems.

Now Anna recalls these events with regret:

“But then, many years ago, I could not make such a decision alone and give birth to girls. My husband and mother-in-law were against it, they needed a boy, a son, a successor to the family, who would preserve his father’s legacy.”

Due to selective abortion, the gender imbalance of newborns in Armenia has been far from international norms for many years.

According to the 2021 Global Gender Gap Report, this figure in Armenia is the highest in the region. Among 153 countries, Armenia is at 98th place, Georgia 74th, Azerbaijan 94th.

According to local statistics, the highest level of gender imbalance in Armenia was in 2000, with 120 boys per 100 girls.

In subsequent years this figure gradually decreased, reaching a ratio of 110 boys to 100 girls in 2020.

In post-war 2021, the lowest rate in recent years was recorded — 109 boys per 100 girls.

But in 2022, the gender imbalance of newborns in Armenia widened again, with 112 boys per 100 girls, whereas the sex ratio of newborns globally is 104-106 boys per 100 girls.

What exactly caused the growth of the gender imbalance index in 2022, experts cannot yet say.

“According to the data of 2022, we have a regression, the reasons for which have not yet been investigated,” the Ministry of Health responded to a request from JAMnews.

Demographer Artak Markosyan says the 2022 regression was unexpected:

“Since 2014 the gender imbalance index has been gradually, smoothly decreasing and has come close enough to international standards. I think the gap between 2021 and 2022 is impressive. And although now it is difficult to talk about all the reasons that led to such figures, I think the growth was due, among other things, to selective abortion.”

The Ministries of Health and Welfare are jointly undertaking a program to prevent discriminatory fetal sex selection for 2020-2023. It indicates the expected result of the sex ratio of newborns of 107 per 100 by 2023. Based on figures for 2022, the Ministry of Health believes that this indicator is “difficult to achieve”.

Zaruhi Tonoyan, Program Coordinator of the UN Population Fund’s Combating Gender Discrimination Program also considers this unrealistic:

“Unfortunately, we are seeing an increase in the gender imbalance index, and I do not think that we will be able to reach the ratio of 107/100. If we can return at least to the numbers of 2021, this will be a good result.”

In 2022, with the support of the European Union and the United Nations Population Fund, a study was conducted on the reasons for the “discriminatory choice of the sex of the fetus in Armenia”. And it turned out that the number of people who prefer the birth of boys has increased dramatically.

While in 2017, according to the results of a similar study, 38% of respondents said that people in their environment prefer boys, and in 2022 this figure was 53%.

In the same 2022 study, when asked why sons are preferred in the family, respondents answered:

91% – “the son is the successor of the family”,

83% – “the son is the defender of the motherland”,

67% – “the son is the heir to the property.”

According to a similar study in 2017 by the United Nations Population Fund:

64% – “the son is the successor of the family”,

33% – “son is the heir to property”,

17% – “the son is the defender of the motherland.”

Experts associate the increased percentage of justification “the son is the defender of the motherland” with the war of 2020 and security problems on the border of Armenia that followed it.

“Although we have had security problems for the past 30 years, since 2020 they have worsened. I suppose that this is the reason for the higher rating of male children as defenders of the homeland,” says Zaruhi Tonoyan, Program Coordinator of the United Nations Population Fund.

“Security issues certainly had a major impact on more people responding this way. On the other hand, I think that the post-war emotional background could also contribute to this,” says demographer Artak Markosyan.

According to the results of the study, in the Gegharkunik region preference was given to boys (33% of respondents).

Tavush region is the only one where families want more daughters (17%) than sons (13%).

In Yerevan, these figures are equal — 12% for girls and boys.

In 2022, the number of people giving equal preference to children of different sexes has sharply decreased compared to 2017.

“In 2017 56% of respondents gave equal preference to boys and girls, but in 2022 this figure fell to 36%,” Zaruhi Tonoyan says.

Demographer Artak Markosyan believes that if the gender imbalance grows in 2023, a serious study will need to be carried out:

“First you need to understand the reasons, then try to find solutions to reduce this imbalance.”

According to Zaruhi Tonyan, the problem should be attacked at the social level:

“We must emphasize the role of girls in society and in the family. We will not have a problem of preference only when our way of thinking changes and the importance of the child is not determined by gender.”

According to her, many state and international programs are currently underway, but:

“There is a need to introduce more precise monitoring and evaluation mechanisms at the national level, so that these actions can be properly monitored and their effectiveness evaluated.”

She also emphasizes the role of educational programs, the need for close work with primary health care workers, and media and information campaigns.

On the way, special units massacred the deportees; the last survivors were killed in camps in the desert near Deir ez-Zor. According to calculations by independent historians, at least one million, probably more than 1.5 million Armenians fell victim to the deportations and mass murders. In addition to the Armenians, around 600,000 Aramaic, Chaldean, Assyrian and Greek Christians were also affected by the murderous measures.”

Cessation of hostilities between Armenia and Azerbaijan, specifically in the Nagorno-Karabakh region, continues to be of great importance to United States Secretary of State Antony Blinken, State Department Principal Deputy spokesperson Vedant Patel said at a press briefing on April 20.

Patel was asked to comment on the recent unannounced trips of United States Senior Advisor for Caucasus Negotiations, United States Co-Chair of the OSCE Minsk Group Louis Bono and U.S. Deputy Assistant Secretary of State Erika Olson to Armenia and Azerbaijan.

“I don’t have any specific readout to offer,” Patel said. “You’ve heard me say this again – that ensuring a cessation of hostilities between Armenia and Azerbaijan, specifically in the Nagorno-Karabakh region, continues to be of great importance to Secretary Blinken. He had the opportunity to meet with the leaders of these countries a number of weeks ago on the margins of the Munich Security Conference. It’s something that we continue to be deeply engaged on. It’s something that Mr. Bono continues to be engaged on in addition to others in this department as well. But I just don’t have any specific updates to offer," he added. 

“I’m just not going to get ahead of any scheduling, but I’m sure we’ll have more to share soon,” the State Department spokesperson said when asked whether or not to expect a new ministerial meeting anytime soon.

Armenia "condemns" burning of Azerbaijan flag at European Weightlifting Championships

After two days of heated comments from the authorities and media in Azerbaijan, Armenia has condemned the burning of Azerbaijan’s flag at the Opening Ceremony of the European Weightlifting Championships in Yerevan, the Armenian capital.

Aram Nikolyan, a fashion designer who worked on the Opening Ceremony, grabbed the flag from a young woman during the parade of nations on Friday (April 14) and set it alight before being caught and detained by police.

He was released without charge early on Saturday (April 15) but the incident – described as "barbaric" by the Azerbaijan Government – is now being investigated by police, an Armenian Government official told insidethegames today.

Azerbaijan’s team received a heroes’ welcome at Baku airport on their return after withdrawing from the Championships before the first lift was made.

Its Government said it would be unsafe to stay, despite guarantees of enhanced security from Armenian authorities.

"The incident at the Opening Ceremony was hideous, and the Republic of Armenia Government condemns that act," said Karen Giloyan, deputy minister at the Armenian Ministry of Education, Science, Culture and Sport.

Speaking at the Karen Demirchyan Complex where the Opening Ceremony was held the night before the Championships began, Giloyan said: "It occurred not in sports but rather at the Opening Ceremony.

"No one was physically injured, and no one's safety was threatened.

"Now, an investigation is underway (into the flag-burning incident).

"Naturally, all circumstances must be taken into account.

"Armenia is a democratic country, and all the decisions are based on law.

"The progress in the investigation will give answers to all the questions."

In an earlier statement released by the Ministry, Giloyan said: "We regret the decision of the Azerbaijani team to leave the championship… the Government of the Republic of Armenia initially provided and continues to provide all security standards for delegations participating in the Championship.

"We will spare no efforts so that the leaving participants wish to return to Armenia again."

Armenia and Azerbaijan are neighbours without diplomatic relations, having fought two wars over the disputed Nagorno-Karabakh region.

Armenia also has no diplomatic relations with Turkey, another neighbour which has close ties with Azerbaijan.

Among complaints raised in the Azerbaijan media was one that the flags of Azerbaijan and Turkey had been torn and were left hanging in the arena while damaged.

This "provocation" did not happen – no flags are damaged at this venue, and Azerbaijan’s was removed along with those of Kosovo and San Marino because they entered but withdrew.

The poor-quality photos used as evidence of damage actually showed shadows or overhanging lights.

Azerbaijan's President and first lady have thanked Turkish weightlifters for dedicating their medals to the country over the weekend.

Cansu Bektas, Gamze Altun and Muammer Sahin were on the podium in Yerevan and said they dedicated their medals to their "friends and brothers" in Azerbaijan.

In an official statement, President Ilham Aliyev and first lady Mehriban Aliyeva congratulated the Turkish lifters and said the waving of their flag on the global stage while the Turkish anthem was played made "all the people of Azerbaijan happy".

He said the medal dedications “proved once again that where Azerbaijan is not, Turkey always represents us… This is another manifestation of the unbreakable Azerbaijan-Turkey brotherhood”.

A large crowd cheered loudly when Turkish lifters failed to make lifts tonight in the men’s 67kg category.

They cheered even louder when Gor Sahakyan gave Armenia its first win of the Championships.

"As you can see, the competitions are taking place in vivid colours, and the safety of all the participants is ensured," Giloyan had said earlier.

He highlighted the fact that a Turkish winner had been applauded and the Turkish anthem played without incident on Saturday in the "Olympic level" Karen Demirchyan arena.

"No issues would have arisen with the Azerbaijani team either," Giloyan added.

"If we didn't want them to participate, we would not have agreed to meet and would not have ensured the strict security conditions they set.

"You can ask the participants, including those from Turkey, to share their opinion and you will see that everyone is pleased.

"We have done everything and will do everything for this Championship to be considered the best one in the history of European weightlifting."

When asked if there would be a formal apology over the flag incident Giloyan did not give a yes-no answer but mentioned incidents in Azerbaijan when Armenian delegations were attacked or disrespected.

When an Armenian won gold at the 2007 Wrestling World Championships in Baku the host broadcasters showed the flags of the silver and bronze medallists but blocked out Armenia’s flag, Giloyan said.

"How is it better than this incident?" he asked.

"And at the 2011 World Boxing Championship in Baku, Azerbaijani fans attacked the Armenian athletes with stones.

"Was this how they ensured security?

"We have clarified that the (flag) incident has nothing to do with the sporting event.

"And we are currently discussing with the International Weightlifting Federation the issue of holding the 2024 World Championship in Yerevan."

Armenia is one of five nations bidding to host next year’s World Championships – the others are Peru, Venezuela, Albania and Bahrain.

YEREVAN, APRIL 18, ARMENPRESS. Stability and peace in the South Caucasus region could become the consensus between the West and Russia, Prime Minister Nikol Pashinyan has said.

“Azerbaijan is in euphoria after the 44-Day War and is thinking to take as much as possible, or , if possible, take everything. And its perception is being aggravated by the international situation. Basically, Azerbaijan has directly or indirectly become an energy and logistic crossroad and its importance for both Russia and some Western countries has increased. But this situation has both risks and opportunities,” Pashinyan said.

According to the Armenian PM, the risks are visible nearly every day, while the fact that South Caucasus itself is a big crossroad is the opportunity. And Armenia’s and Georgia’s role are no less important.

“In this context, the region’s stability and peace could become a consensus between the West and Russia. Because, if our region were to once again explode, it could become a problem for both Russia and the West at least in terms of energy, with other consequences stemming from energy,” Pashinyan said.

BAKU, April 15 (Reuters) – Azerbaijan lodged a strong protest on Saturday after its national flag was grabbed and set on fire during the opening ceremony of a weightlifting championship in neighbouring Armenia.

Azerbaijan said it had become impossible for its athletes to take part in the championships and they had already left Armenia to travel home via Georgia.

Video of the incident showed a man snatching the flag and setting it alight, prompting an angry joint statement by Azerbaijan's youth and sports ministry and its National Olympic Committee.

They condemned it as a "barbaric act" and as evidence of ethnic hatred and racism, saying Armenia was unfit to ensure the safety of athletes and host international sporting events.

Armenia rejected that criticism, saying the incident had been resolved quickly and without any danger to competitors at the European Weightlifting Championships.

The two countries have had hostile relations since the 1991 collapse of the Soviet Union, of which they were both part. In that time they have fought two major wars over Nagorno-Karabakh, a mountain enclave that is internationally recognised as part of Azerbaijan but is populated mainly by ethnic Armenians. Seven soldiers were killed in fighting within the past week.

Russia's RIA Novosti news agency quoted a lawyer for the man allegedly involved in the flag incident as saying he had been released without charge.

YEREVAN, APRIL 14, ARMENPRESS. A senior lawmaker has said that Russia played some role in neutralizing the April 11 Azeri aggression but that it was repelled first of all as a result of the Armenian military’s actions.

On April 12, Russian Foreign Ministry spokesperson Maria Zakharova said that Russian troops and Border Guards in Armenia took measures to de-escalate the situation on April 11 near the village of Tegh where an Azerbaijani attack left four Armenian troops dead and six wounded.

“I don’t question Maria Zakharova’s words, that Russia participated in some format, but, nevertheless, it is the Armenian military that fought. If we hadn’t fought, if not for the ultimate sacrifice, the issue wouldn’t have been solved no matter how many phone calls the Russian foreign ministry was to make. The objective was solved first of all as a result of the actions of our military,” MP Andranik Kocharyan (Civil Contract), the Chair of the Parliamentary Committee on Defense and Security Affairs said at a press briefing.

Meanwhile, another Civil Contract MP, Artur Hovhannisyan, who serves as Secretary of the ruling party’s parliamentary faction, commented on Zakharova’s statement that Russia has asked Armenia to explain its planned participation in NATO drills. Hovhannisyan said that Armenia is moving forward with its national interests and is doing everything for increasing the combat readiness of its military.

“Armenia continues warm, friendly and strategic relations with its strategic ally, and continues warm relations also with partners of other countries and is doing everything for the benefit of the development and increase of combat readiness of the Armenian military,” he said.
