CBA ISSUES "TAURUS" SILVER COMMEMORATIVE COIN

YEREVAN, FEBRUARY 26, NOYAN TAPAN. The Central Bank of Armenia (CBA)
has issued the "Taurus" silver commemorative coin with a depiction of
the Taurus zodiacal sign under the international numismatic program
"The Zodiacal Signs".

The coat of arms of the Republic of Armenia is depicted in the middle
of the obverse of the coin. Below the coat of arms, the nominal value
of the coin is inscribed: "100" and "DRAMS" in Armenian and English
in a circle. The date of the coin’s issue – "2008" is inscribed above
the coat of arms. All this is enclosed in a striped circle, between
which and the edge there is another striped circle. The surface of the
coin’s obverse between the two circles is divided into 12 equal parts,
in which the 12 zodiacal symbols are depicted. "REPUBLIC OF ARMENIA"
in Armenian and English is inscribed in a circle along the edge of
the coin.

The reverse of the coin has a depiction of the Taurus against the
background of the starry sky. There is also a star made of orange
zirconium above on the right. Below on the right, the Taurus zodiacal
sign is depicted. All this is enclosed in a striped circle. In the
surface between this circle and the edge, the name of the zodiacal
sign is inscribed in Latin (Taurus) in the top part of the coin and
its name is inscribed in Russian (Telets) – in the bottom part.

Color paints have been used for the design of the reverse. The author
of the design is U. Valezhak. The commemorative coin was minted at
the Polish Mint.

The nominal value of the commemorative coin is 100 drams, it is made
of silver (925 alloy). Its weight is 28.28 grams, diameter – 38.61 mm,
the number of the coins – 12 thousand.

YEREVAN, February 25. /ARKA/. European Bank for Reconstruction and
Development corrects Armenia’s economic growth indicator for 2007.

EBRD Yerevan office says in the press release sent Monday to
Novosti-Armenia News Agency that the bank voices regret at the
inaccuracy made in its report – 8.5% GDP growth was mentioned instead
of 13.8%.

According to the press release given to media outlets on Monday,
during the EBRD report presentation in Yerevan, expected real GDP
growth is 8.5% in 2007 against 13.4% in 2006.

Official figures show that 13.7% economic growth was recorded in
Armenia in 2007, compared with 2006.

GDP totaled 3139353.9 million (in current prices) in 2007.

GDP index deflator was recorded at 103.9% and per-capita GDP $2844
in 2007.

Ten-percent economic growth is planned for 2008.

An Azerbaijan official has said that his country will defend its
national interests and security in the antiterrorfight.

At a news conference broadcast by private Azad Azarbaycan TV on 25
February, the press secretary of the AzerbaijaniForeign Ministry,
Xazar Ibrahim, said: "There are reports and cases of PKK [Kurdistan
Workers’ Party]terrorists having been deployed on occupied
Azerbaijani territories. Terrorists are the point here. Azerbaijan
willalways fight terrorism continuously and defend its national
interests and security."

Ibrahim stressed: "The point here is not the movement of Kurds [to
Armenian-controlled Azerbaijani territories].The point is terrorism
here. These two issues should be distinguished."

Ibrahim added that the duty of every state in the present-day world
is to fight terrorism.

"The international community continuously fights global terrorism.
Azerbaijan is also a member of this[antiterrorist] international
coalition," he said.

YEREVAN, FEBRUARY 25, NOYAN TAPAN. Aram Sargsian, the Leader of the
Hanrapetutiun (Republic) party, informed Radio Liberty late in the
evening of February 24 that the body guards and cars of Khachatur
Sukiasian, an MP of the RA National Assembly and the the Head of
the pre-electoral headquarters of Yerevan of Levon Ter-Petrosian,
have been taken to the police.

Aram Sargsian also stated that the police collaborators are sealing
the pre-electoral headquarters of Levon Ter-Petrosian.

Sayat Shirinian, the Chief of the Information and Public Relations
Department of the RA Police, affirmed that "at the suggestion of
the police, the headquarters of RA presidential candidate Levon
Ter-Petrosian have been sealed in regions as dangerous and full of
unpredictable consequences."

California. Husniyya Hasanova-APA. Members of Turkish and Azerbaijani
community of Northern California have today met with Robert Wexler,
co-chair of the Congress’ working group on Turkey, congressman of
19th district of Florida. APA reports that the meeting was organized
by American Turkish Alliance for Justice.

The aim of the meeting was to demonstrate support of Turkish and
Azerbaijani community to the congressman in the forthcoming
elections. The event was held in Menlo Park city of Northern
California, founder of Northern Azerbaijanis’ Cultural Center Samir
Lutvaliyev represented Azerbaijan. Prior to the event, answering the
question of APA’s US bureau Robert Wexler highly appreciated the
results of his visit to Azerbaijan two weeks ago. He mentioned that
Azerbaijan, neighbor of such giant countries as Iran and Russia,
allied with the West and was an important energy source for both
Europe and the US. Speaking about his day and a half visit to
Azerbaijan, the congressman said Turkish embassy had a very beautiful
building in Baku. According to the congressman, Turkish embassy is
the largest in Baku and this is the symbol of eternal fraternity
between the two states. Addressing the meeting, Robert Wexler said
Turkish Diaspora was on the stage of development and over 72
congressmen were represented in the working group on Turkey in the
Congress.
According to Robert Wexler, the main attention in connection with the
Diaspora formation should be focused on California.
`Because the biggest Armenian community of the US lives here,’ he
said.
The congressman said those who support Armenian Genocide Resolution
(H.Res.106) damaged the image of the US. Robert Wexler said Turkey
was a democratic state and 75 percent of the equipment, supplies and
food for military operations were delivered to Iraq through this
country.

On Friday, I hosted the CBC Radio program The Current, which is
quarterbacked Monday to Thursday by Anna Maria Tremonti.

The most interesting discussion turned out to be on a topic long
explored in this space: how our changing demography changes the
national narrative and public policy.

One in five Canadians, and half of Torontonians, were born outside
Canada. They are the most-educated immigrants in our history, according
to Statistics Canada. Attuned to Canadian and world affairs, they want
and deserve a say in both domestic and foreign policies.

Most diaspora communities keep close contacts with their homelands.
They always have, starting with the English and the French.

But the more-established communities have historically tended to
delegitimize the "diaspora politics" of the newer ones. This, however,
is changing with the greater "internationalization" of Canada.

Canada is host to people from both sides of almost every conflict in
the world. Also, Canadians in general are taking greater interest in
global affairs ` a function of the communications revolution and ease
of travel. Or of the possible direct impact on Canada of geopolitics.
Hence, the strong views on Iraq and Afghanistan.

Opposition to the 2003 Iraq war began with Canadian Arabs and with
South Asians and others, whose sensibility to American hegemony and
wars is not unlike that of Quebecers.

At the end of the Cold War, Canadian Ukrainians, Lithuanians,
Slovenians, Croatians, Bosnians and Macedonians celebrated the birth of
new states in their homelands. Serb Canadians and Greek Canadians did
not.

Canadian Armenians have won greater acknowledgment of the Armenian
genocide in Turkey. Canadian Tamils successfully lobbied federal
politicians, especially Liberals, until the Tamil Tigers were declared
a terrorist entity.

Different segments of Chinese Canadians have spoken out about Tibet or
the Falun Gong or for greater economic ties with China. Indo Canadians
have helped improve our economic, academic and political relations with
India.

Jewish Canadians have always been concerned about anti-Semitism and
Israel. Bernie Farber of the Canadian Jewish Congress notes that after
years of lobbying, the community has been successful with the Stephen
Harper government on prosecuting "Nazi enablers" who have long lived in
Canada.

Last week, Canadian Kosovars and Albanians held a joyful rally at
Queen’s Park to mark the unilateral declaration of independence by
Kosovo. They called on Ottawa to recognize the new state. Serb
Canadians have a different view.

The greater demands of different communities prompt some to say that
"ethnics" had better keep "old country" troubles out of Canada. That’s
not realistic. We see second- and third-generation Canadians taking a
keen interest in ancestral nations. And newer diaspora communities are
even more connected to where they came from.

Their input into foreign policy is perfectly legitimate, so long as it
is done peacefully and within rules. Those who don’t, make little or no
headway or run afoul of the law.

Some feel that Ottawa listens only to powerful groups with strong
lobbies. It should not be so but is. Democracy belongs to those who
actively participate in it. However, the Canadian polity is far more
amenable to change than others.

Foreign policy is an extension of domestic policy, a reflection of our
collective values and, above all, our strategic and economic interests.

How this balance is, or should be, achieved is debated in a new book,
The World in Canada: Diaspora, Demography and Domestic Politics
(McGill-Queen’s University Press), a collection of essays by experts.

Our demographic transformation is more and more of a factor, note
co-editors David Bercuson of the University of Calgary and David
Carment of Carleton University.

"Canadian foreign policy cannot be considered viable if it contradicts
the preferences of ordinary Canadians."

A government may pay a political price for letting a democratic deficit
develop on foreign policy. Which is what partially explains the
inability of the Harper Tories to make inroads into urban Canada.

driven by the sense of responsibility for the Republic of Armenia and

presidential contender Levon Ter-Petrosyan said at today’s
thousand-strong rally of his supporters. He said that the present
authorities’ strategy is purposed to wear out the mobilized resource of
the people and show their satellites, by force actions, that not
everything has been yet lost. "Robert Kocharyan and Serzh Sargsyan
demonstrate their surrounding that they are strong, therefore, no one
should pass to the people’s side. However, all these efforts are
useless, what we are convinced of every day", Ter-Petrosyan said.

He emphasized that nothing threatens to the arrested Gagik Jhangiryan,
Aram Karapetyan and Smbat Ayvazyan. Moreover, these arrests and
detentions are of no serious danger for the present all-national
movement in the country. L. Ter-Petrosyan also said that the Liberty
Square has turned these days into a flat where he lives. "Let the
authorities not hope that I shall leave the Liberty Square until move
to the presidential residence", L. Ter-Petrosyan said.

the square for two weeks for Levon Ter-Petrosian’s victory. Alexander
Iskandarian, the Director of the Caucasian Media Institute, expressed
such an opinion during the February 22 dispute. According to him,
much will also depend on the authorities’ actions and their mistakes.

His opponent Stepan Safarian, a member of the RA National Assembly
Zharangutiun/ Heritage faction, said that a "striking power" has
gathered in Liberty Square and the result depends on only use of
efficient technologies.

He emphasized that no accidental people, but the most active and
ideologically committed part of society has gathered in the square.

According to A. Iskandarian, returning to politics after 10 years’
silence Levon Ter-Petrosian received the vote of every 5th voter. In
his words, this phenomenon is explained by the circumstance that the
Armenian public is "pregnant with opposition" and is in no way able to
"bear." Existence of a real ruling party is needed for forming a real
opposition. "The problem is not that there are many parties in Armenia,
the problem is that there is none," the political scientist stated.

According to S. Safarian, the control of the process of elections by
Zharangutiun showed that the electoral system is completely destroyed
in the country: not an electoral process, but confrontation of two
sides was taking place. In his words, what happened in Yerevan’s
Malatia-Sebastia, Erebuni communities or in Syunik can be hardly
named election.

16th CIS Summit Opens In Moscow

MOSCOW, February 22 (Itar-Tass) – The leaders of the Commonwealth of
Independent States met for their 16th summit in Moscow on Friday. Two
of its participants – Russian President Vladimir Putin and Armenian
President Robert Kocharyan are taking place in the forum for the last
time in the capacity of heads of states.

Putin’s term in office expires in early May. Russia will hold the
presidential election on March 2.

In Armenia, incumbent Prime Minister Serzh Sarkisyan won the
presidential election on Tuesday.

Russian First Deputy Prime Minister Dmitry Medvedev will meet with
heads of CIS states on Friday.

A high-ranking Kremlin official told Itar-Tass that "First Deputy
Prime Minister Dmitry Medvedev will make a report at the forum,
per preliminary agreement with the CIS leaders."

The summiteers are planning to consider "interaction in the
implementation of joint projects in the social and humanitarian sphere
which are consonant with the national projects in Russia supervised
by Medvedev."

The forum will be opened by incumbent CIS chairman Kurmanbek Bakiyev,
and summit host Vladimir Putin will briefly address his colleagues.

Taking part in the CIS top-level meeting will be Presidents Alexander
Lukashenko (Belarus), Nursultan Nazarbayev (Kazakhstan), Viktor
Yushchenko (Ukraine), Gurbanguly Berdymukhamedov (Turkmenistan),
Emomali Rakhmon (Tajikistan), Vladimir Voronin (Moldova), Mikhail
Saakashvili (Georgia), Ilkham Aliyev (Azerbaijan) and Islam Karimov
(Uzbekistan).

The upcoming event will be the 16th forum brining together CIS
leaders in which Russian President Vladimir Putin will participate,
the Kremlin said.

"Up to date, there have been 15 meetings the Council of CIS leaders
since January 2000, including four informal ones," a Kremlin insider
said.

He underlined that the "development of interaction with CIS states
remains a most important priority in Russia’s foreign and economic
policies for a long-term perspective."

The Kremlin representative also said that "during the informal meting
(in accordance with the establish practice, there’s no rigid agenda),
the parties are expected to consider the pressing issues of cooperation
within the CIS framework in the economic and political fields."
