NEW OSCE PA PRESIDENT READY TO CONTRIBUTE TO KARABAKH CONFLICT SETTLEMENT

Newly elected President of the OSCE Parliamentary Assembly is ready to
invest all possible efforts into the settlement of "frozen" Karabakh
conflict.

"We try to settle the issue with joint efforts. As the newly elected
President of the OSCE PA I will try to put all the possible efforts
and use all the available resources to find ways of settlement of
Karabakh conflict", OSCE PA President Joao Soares said on Thursday in
Astana.

According to him, the OSCE Parliamentary Assembly should play a
decisive role in the issue.

International Conference on Armenian-Ukrainian Relations
Held in L’viv, Ukraine
Co-sponsored by the Armenian Studies Program at the University of Michigan

The international conference on Armenian-Ukrainian
relations, sponsored jointly by the Armenian Studies Program at the
University of Michigan, Ann Arbor; the Peter Jacyk Centre for
Ukrainian Historical Research of the Canadian Institute of Ukrainian
Studies at the University of Alberta, Canada; the Ukrainian Catholic
University in L’viv; and the Institute of Ukrainian Archeography of
the Ukrainian Academy of Sciences, L’viv Branch, was held in L’viv,
Ukraine, from 28 to 31 May, 2008. The conference was made possible
with academic planning and contribution as well as financial support
by the sponsoring organizations.
Twenty papers were read by scholars from Armenia, Canada,
Germany, Hungary, Poland and Ukraine on various aspects of
Armenian-Ukrainian relations over the past five hundred years. The
papers covered such aspects
as the administrative structure and privileges of Armenian communities
in Ukraine, social realities, cultural influences, church and
religion, identity and literature, and art and architecture. Many of
the papers were based on archival materials or took a fresh look at
the field, at once reflecting an on-going lively interest, and one of
the major goals of the conference: to shed new light on the
Armenian-Ukrainian relations.
Originally conceived by Kevork B. Bardakjian of the
University of Michigan, Ann Arbor and Frank Sysyn of the Peter Jacyk
Centre for Ukrainian Historical Research, both of whom chaired
sessions and acted as discussants, the conference was an important
step towards realizing one of the fundamental and long-standing
elements of the mission of the Armenian Studies Program at Michigan to
act as a catalyst for promoting and fostering Armenian Studies in
various parts of the world. It is hoped that the precedent set in
L’viv will evolve into a pattern of periodically held conferences.
The papers will be posted on the websites of both the Armenian
Studies Program and the other sponsoring organizations at the same time as
plans are developed to publish the proceedings as a volume in English.

BAKU: Nagorno-Karabakh Communities May Join Talks Only After Azerbai

The official Baku believes that at the current stage the Azerbaijani
and Armenian communities of Nagorno-Karabakh can not join talks on the
settlement of the Armenian-Azerbaijani conflict. The Nagorno-Karabakh
communities can join the talks only after the occupied Azerbaijani
lands are returned, Khazar Ibrahim, the spokesman for the Foreign
Ministry of Azerbaijan said to media in Baku on 30 June.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

The government of the so-called Nagorno-Karabakh Republic recently
initiated to take part in the talks.

"Both of the communities can take part in the talks only after our
lands are liberated from occupation and refugees and internally
displaced persons return to their native lands," Ibrahim said.

Commenting on the last visit of the OSCE Minsk Group co-chairmen to
the region, Ibrahim said that Baku asked the mediators to call on
the official Yerevan to take more constructive position in the talks.

The co-chairmen visited Baku, Yerevan and Khankandi on 28 to 29 June
and held talks on ways of settlement of the conflict. The co-chairmen
will meet in Vienna today to hold consultations on the results of
the visit.

The price of gasoline grew by 6.2%, that of diesel fuel by 12.3%
in Armenia in June on May 2008.

According to the RA National Statistical Service, the growth in
gasoline and diesel fuel prices made 16% and 30% respectively in June
2008 on December 2007. The growth made 16.7% and 48.7% respectively
in June 2008 on June 2007.

Armenian, Swiss Foreign Ministers Hold Talks In Yerevan

ARMENIAN, SWISS FOREIGN MINISTERS HOLD TALKS IN YEREVAN

The Armenian-Swiss talks focused on bilateral relations and further
development of cooperation, Armenia’s Foreign Minister Edward
Nalbandian said at a joint news conference with Micheline Calmy-Rey,
head of the Swiss Federal Department of Foreign Affairs.

"Positions of Armenia and Switzerland coincide on many international
issues. We have outlined the ways to encourage bilateral relations,
to simplify the visa system and also referred to the Nagorno Karabakh
conflict settlement," Minister Nalbandian said.

For her part, Ms. Calmy-Rey remarked that the talks were
constructive. "There is a numerous Armenian diaspora in Switzerland. We
had a lot to speak about," she said.

On 27-29 "Myth of Noyyan Tapan" 145 minutes long documentary
produced by "Azd Production" is shown by the Public TV, said Hayk
Harutyunyan, the founder and producer of the production, to Panorama.am
reporter. "To shoot the film a good range of other films and documents
on the issue have been examined carefully, we have even climbed Ararat
and talked with the Kurds living there. The one, who was accompanying
us, gave worthy information too. And the result is a documentary rich
with detailed information," said H. Harutyunyan. According to him
the budget of the film is not so rich but they do have some supporters.

Armine Harutyunyan the author of the film said that the documentary
is about Noyyan Tapan and World Flood. "The film covers the mission,
meaning and the position of Armenian apostolic church in this
regard. Besdies some scientific approaches are presented," she said.

According to the author of the film, they have tried to prove that
Noyyan Tapan and its story is not just symbols as it is accepted in
the world, but it is a true story based on scientific research. The
authors have also included the stories of those who have tried to
climb the mount and think they have found and seen….

Note that "Azd Production" is founded in 1997 and have produced more
than 50 films. In recent 3 years "Welcome Karabakh" and "Western
Armenia" films are produced and another film about Javakhk is being
worked on. The production is specialized on producing documentaries
but they work on others also.

In September a film based on Shirvanzade’s "Chaos" will be shown by
Public TV.

Conflicts In Trans-Caucasus Must Be Settled Peacefully

President Dmitry Medvedev has reaffirmed Russia’s position in favor of
an exclusively peaceful settlement of conflicts in the Trans-Caucasus
and of further settlement talks in the existing format.

"Russia’s priorities remain unchanged here. The hotbeds of crises in
the Trans-Caucasus must be ‘put out’ by using exclusively peaceful
means, in the formats already tested and in strict accordance with
international law," Medvedev said at a news conference in the Kremlin
on Tuesday after talks with Armenian President Serzh Sargsyan.

Moscow and Yerevan have the same position on this issue, the Russian
president said.

Russia is "ready to facilitate the search for solutions that would meet
the interests of all peoples populating the region," Medvedev said.

"All this fully refers to the situation surrounding Nagorno Karabakh,"
he said.

The Russian president highly commended the mediatory role of the
Organization for Security and Cooperation in Europe’s Minsk Group in
the talks on Nagorno Karabakh.

Medvedev also said that he had held talks with the Armenian president
"on additional opportunities to intensify the talks on Nagorno
Karabakh, in which both parties are interested."

Russia is prepared to expand cooperation with Armenia in the
Commonwealth of Independent States and in the Collective Security
Treaty Organization, where Armenia will soon assume the rotating
presidency, he said.

Intensive Russia-Armenia interaction "guarantees stability and a
decent future for our common region," the Russian president said.

Russia and Armenia want the Nagorno Karabakh conflict to be settled
as soon as possible and will coordinate steps to ensure security in
the South Caucasus, says a joint statement capping the talks between
the Russian and Armenian presidents in Moscow on Tuesday.

"Russia and Armenia advocate the earliest possible settlement of
the Nagorno Karabakh conflict, using exclusively peaceful means,
on an equitable basis, acceptable to both parties, and welcome the
constructive efforts being made by the co-chairmen of the Organization
for Security and Cooperation in Europe’s Minsk Group to forge a
political-diplomatic solution to the conflict," the statement says.

Moscow and Yerevan "will coordinate their foreign policies in order
to make joint and synchronized steps to strengthen security, stability
and broader cooperation in the South Caucasus, the statement says.

Russia and Armenia will also "further develop bilateral military-
technical cooperation, not targeted against third countries," it says.

The parties stated that they "recognize the central role of the
United Nations in maintaining international peace and security with
the regional organizations’ growing role in preventing conflicts and
in settling them peacefully."

Moscow and Yerevan reaffirmed the role of the Collective Security
Treaty Organization as an important guarantor of security for its
member- states.

Fifty-Five Convicted In Relation To March Riots In Armenia’S Yerevan

FIFTY-FIVE CONVICTED IN RELATION TO MARCH RIOTS IN ARMENIA’S YEREVAN

As of June 20, Armenian courts had received over 100 criminal cases
related to the riots that rocked Yerevan last March, Alina Yengoyan,
the press secretary of the Armenian Court of Appeal, told Interfax.

"Fifty-six criminal cases against 63 people have been heard. Fifty-
five people have been sentenced. Twenty-five of them did not get
suspended sentences. Four not guilty verdicts were issued. Four
people received punishment other than imprisonment. Ten verdicts were
appealed," Yengoyan said.

Following the disputed presidential election of February 19, the
Armenian opposition led by former President Levon Ter-Petrosian
rejected the election results and began protests on Freedom Square. On
March 1, the protests degenerated into violent clashes with police,
leading to ten deaths and more than 250 people injured.

Armenia’s Prosecutor General Agvan Ovsepyan said earlier that a
total of 115 people were arrested in connection with the riots. Now
17 people are in custody and 78 criminal cases against 88 persons
have been sent to courts.

As of June 16, 35 people had been convicted, 14 had received prison
terms of between 1 and 5 years, 35 had been put on probation, while
three had been acquitted and 64 had pleaded guilty and testified,
Ovsepyan said.

On June 24 RA Defense Minister Seyran Ohanyan received the Ambassador
Extraordinary and Pleinotentiary of the People’s Republic of China
to Armenia Hong Jiuyin and Military Attaché Ma Yunbao.

At the beginning of the meeting Seyran Ohanyan extended condolences
to the people of China connected with the thousands of victims as a
result of the recent devastating earthquake in China and the crash
of the passenger train.

Thanking the Minister, Hong Jiuyin noted that the Government and the
Armed Forces of China pay great attention to the friendship between
our two countries and bilateral cooperation both in military and
other fields. He specially underlined the centuries-old history of the
Armenian and Chinese peoples, expressing hope that this friendship will
be permanent and beneficial. On behalf of the Minister of Defense of
China, the Ambassador conveyed an official invitation to RA Defense
Minister to visit China later this year.

During the meeting Seyran Ohanyan expressed gratitude to the Government
of China and the leadership of the banks for the assistance rendered
up until now and expressed willingness to be useful to China within
the frames of our country’s capacities.

The parties discussed the current state of bilateral relations in
the military sphere and issues related to the further deepening of
those, once again underlining that Armenia and China are friendly
states and China attaches special importance to the cooperation with
our country. It was noted also that this cooperation is put on good
bases and it is deepening day by day.

At the end of the meeting the parties wished success to the sportsmen
of the tw countries in the 29th Olympic Games to be held in China
this summer.

The current situation and perspectives of development of Artsakh’s
scientific sphere were discussed in Stepanakert on June 20 in the
course of the Nagorno-Karabakh Republic President Bako Sahakian’s
meeting with academician Radik Martirosian, President of the RA
National Academy of Sciences.

According to the Central Department of Information under the NKR
President, during the meeting the interlocutors underscored the
necessity of cooperation in the sphere of higher education and
preparation of qualified scientific cadres.

Bako Sahakian voiced confidence that using experience and potential
of Republic of Armenia would contribute to restoration of Artsakh’s
reputation as a country that had given renowned scientists to the
world.
