FITCH: PROPOSED IMF PROGRAM WOULD SUPPORT ARMENIA’S RATINGS

/PanARMENIAN.Net/ Fitch Ratings says today that a proposed IMF
loan facility for USD 540 million would support the adjustment of
Armenia’s economy in the face of a global and regional economic shock,
and support the outlook for its sovereign ratings.

Armenia’s foreign and local currency Issuer Default Ratings (IDRs)
are ‘BB’ with Stable Outlooks. The Country Ceiling is ‘BB+’ and the
country’s Short-term rating is ‘B’.

"Armenia’s decision to seek a precautionary IMF program and allow a
freer float for the currency is a welcome signal of the authorities’
cautious approach to managing current difficulties," says Andrew
Colquhoun, Director in Fitch’s Sovereigns Group. "However, the
reserves loss to end-January indicates the scale of the shock,
and suggests there is little room for policy missteps which could
undermine macroeconomic stability and increase downwards pressure on
the ratings."

IMF Managing Director Dominique Strauss-Kahn has requested that
the IMF’s Board approve a USD 540 million ,28-month Stand-By
Arrangement for Armenia, at a planned 6 March meeting. A program
approval would follow a 24% fall in official reserves to USD1.26bn
by end-January 2009, from USD1.66bn at end-2007. The central bank
(CBA) has said it spent USD360 million supporting the Armenian dram
(AMD) at around 305 to 1 USD during 2008, to support confidence
in the partly-dollarised financial system amid global financial
turmoil and political tensions. The CBA says it will now permit
greater exchange-rate flexibility, and expects the AMD to settle
around 370 to the USD. However, the CBA has held back from formally
committing to an AMD target or band. The IMF program will include
support to Armenia’s banks, enabling them to absorb the consequences
of AMD depreciation for the 38% of loans in the system denominated in
foreign currency. With bank credit to the private sector of only 17%
of GDP at end-2008, any potential problems in the still relatively
well-capitalized banking sector should be more manageable than for
most of Armenia’s regional peers. Armenia’s GDP growth slowed to 6.8%
in 2008, from 13.8% in 2007. The economy contracted by 0.2% in Q408,
hit by an 11% fall in construction. The sharp downturn in the Russian
economy in Q408 is likely to have affected remittance receipts, an
important source of foreign exchange and demand. The IMF projects that
Armenia’s economy could shrink 1.5% in 2009, although the authorities
expect growth of around 2% driven mainly by fiscal stimulus, partly
funded from official sources. In addition to the likely IMF program,
Armenia is expected to receive a USD500 million credit from Russia,
and up to USD525 million from the World Bank for SME financing
over four years. Securing and successfully implementing the IMF
program and sustained domestic policy discipline would support the
ratings. Geopolitical risk remains a background feature in a volatile
region, although there have been signs of progress towards a resolution
of Armenia’s frozen conflict with neighboring Azerbaijan. Domestic
political risk appears to have eased after the election-related
violence of March 2008, although a downturn in the economy could
spark further unrest. The public finances remain a rating strength,
with government debt projected by Fitch at around only 14% of GDP
by end-2008.

and personnel.

met a delegation headed by chief of the Central department of civil
aviation under the Cabinet of Ministers of Republic of Armenia
Artyom Movsesyan that encompassed representatives of architectural
and construction organizations.

Issues related to reopening of Stepanakert airport were discussed at
the meeting. The Head of the State expressed his satisfaction with the
successful completion of the first stage of the airport’s reopening
activities. Bako Sahakyan underlined that the same paces should
be kept while realizing the second stage of activities directed to
launch and complete a passenger complex corresponding to international
standards in due time. Special attention was paid to preparation
of cadres. The President noted that the NKR authorities will keep
providing all possible assistance to carry out this strategically
important for Artsakh project. NKR premier Ara Haroutyunyan and
other officials partook at the meeting.

ISTANBUL – The presidents of Azerbaijan and Armenia are expected to
meet in the upcoming months, said Bernard Fassier, co-chair of the
Organization for Security and Cooperation in Europe Minsk Group,
the Azeri Press Agency reported yesterday.

Fassier said a mission report is being drafted and will be presented
to Minsk Group members, including Turkey. The Minsk Group aims at
settling the Nagorno-Karabakh conflict between Azerbaijan and Armenia.

CHRISTIAN REPRESENTATIVES OF POLITICAL COALITIONS VISIT ANTELIAS
TO EXPRESS THEIR OUTRAGE AT THE ANTI-CHRISTIAN SATIRE ON ISRAELI TELEVISION

On Monday 2 March 2009, Christian representatives of the main political
coalitions in Lebanon, visited His Holiness Aram I to express their outrage
against the anti-Christian satire attacking Virgin Mary and Jesus, on a
private television channel in Israel.

After condemning the anti-Christian comments made on the Israeli television,
Aram I said that respect for religious values is primordial to any
interfaith dialogue. He then informed his guests that he had already asked
the General Secretariat of the Middle East Council of Churches to publicly
condemn this irresponsible act.

The visit also provided the opportunity for the representatives to discuss
the situation in the country prior to forthcoming parliamentary elections.
His Holiness Aram I encouraged the representatives to organize their
campaigns around issues that unite the Lebanese people.

Embassy in Tbilisi will grant Russian entry visas to Georgian citizens
from March 5.

"On March 4, Russian and Swiss diplomats will exchange
notes. Afterwards, the consulate sections will resume work," said
Igor Lyapin-Frolov, deputy head of information and press department
at the RF MFA, Lenta.ru reports.

Russia and Georgia broke off diplomatic relations in August after
the clashes in South Ossetia.

On March 2 the Foreign Minister of Armenia, Edward Nalbandian,
had a meeting with the OSCE Minsk Group Co-Chairs Yuri Merzlyakov
(Russia), Bernard Fassier (France) and Matthew Bryza (USA), as
well as the Personal representative of the OSCE Chairman-in-Office,
Andrzej Kasprzyk.

The process of negotiations on the settlement of the Artsakh issue
was discussed. The Co-Chairs presented the results of their meetings
in Baku and Stepanakert.

Edward Nalbandian welcomed the statement of the Co-chairs dated
February 19, which, according to the Minister’s assessment, excludes
any alternative to the peaceful settlement of the Artsakh issue and
is fully in line with the Moscow Declaration and the statements issued
during the OSCE Ministerial meeting in Helsinki in 2008.

Damascus (UNN)President Bashar al-Assad received on Thursday Armenian
Foreign Minister, Edward Nalbandian who handed him an invitation
extended by Armenian President, Serzh Sargsyan to visit Armenia.

The president promised to visit Armenia as soon as possible, according
to a Presidential statement.

The statement said that the talks during the meeting dealt with
bilateral relations between the two friendly countries and ways of
boosting them further.

President al-Assad was briefed by Nalbandian on the Armenian-Turkish
dialogue which aims at normalization of relations between Turkey and
Armenia, reflecting positively on the region.

The issue of Nagorno-Karabakh and the efforts exerted in this framework
were also discussed.

YEREVAN, FEBRUARY 26, NOYAN TAPAN. Although the Armenian government
has taken some steps to overcome the global economic crisis, they
are not sufficient, economist Tatul Manaserian expressed an opinion
at the February 26 press conference.

According to him, in addition to general programs, national programs
should be developed which will allow forming an efficient structure
of national economy in the country. T. Manaserian believes that it
is important to assess own resources in Armenia at this stage. In his
words, Armenia can get out of the crisis only by means of non-standard
approaches, otherwise even when the economic crisis is over in the
world, "we will remain in this situation for a long time".

In this respect the economist underlined the necessity to create
national models of economic development for each region of the
republic. For example, to develop tourism in Jermuk by using natural
resources there, to develop agriculture in some other region.

As regards the credits given to Armenia by the World Bank and Russia,
T. Manaserian said that it is necessary to create definite mechanisms
to spend these sums correctly. In his words, the conditions and goals
of the World Bank’s credit are clear, which cannot be said about
the stabilization credit of Russia. At the same time T. Manaserian
expressed a hope that these credits of over 1 billion dollars will
be efficiently spent.

Participants Of "Eurovision 2009" Should Present Their Final Songs

European Broadcast Union (EBU) defined that the songs of the
"Eurovision 2009" song contest should be presented till 16 March. The
rules of the contest state that the singers can change their songs
as they wish up to that day.

According to Russian media the EBU does not comment on the anti-Russian
song to be presented by Georgia, taking into account that "political
songs have never been allowed and will not be allowed to be performed
in "Eurovision"".

Remind: Georgian "Stefane and 3G" group is going to present "We
don’t wanna put in" song and the co-author of the song accepted that
"the chorus is a pun which is directed to the Russian Prime Minister
Vladimir Putin".
