LITTLE ARMENIA, Calif.-Any agreement between Turkey and Armenia on
normalizing relations cannot come at the expense of future generations
or our collective national interests, said Armenian Revolutionary
Federation (ARF) Bureau member Dr. Viken Hovsepian on April 6, during
a live interview on Horizon 180.

The issue of opening the Armenian-Turkish border is a critical and
complex one, Hovsepian told host Armen Dilanian, explaining that
the ARF has, on numerous occasions, expressed its concerns both in
government circles and through public announcements.

"It is unacceptable for us that any agreement-be that the opening
of the border or normalizing relations-contain concessions that will
impact future generations," said Hovsepian, adding that any document,
for example, that is signed by the governments that casts a shadow
on the veracity of the Armenian Genocide is deemed objectionable by
his party.

The ARF leader said that President Serge Sarkisian will bear all
responsibility for any decision, because he is the one leading the
government and its foreign policy.

He explained that despite the fact the ARF is part of the ruling
coalition, the party’s position is more principled, as it stems from
the national aspirations of the Armenian people as well as concerns
for the national security of Armenia.

Hovsepian emphasized the need for the Armenian state and the Armenian
nation to be pursuing the same interests, because at the very sign
of diverging approaches "we will be on the brink of defeat."

Hovsepian said that the U.S. is pushing for the opening of the
Turkish-Armenian border to weaken Russia’s influence in the region,
as well as to diminish Iran’s.

He emphasized that the US has been prudent-if not cautious-in its
approaches toward Armenia, because the U.S. government often has taken
into consideration the Armenian constituency and the Armenian lobby.

"We have succeeded in emphasizing to successive U.S. administrations
that Turkey cannot be used as an agent-a mediator-because for us the
Turkish government is not an acceptable entity or player vis-a-vis
our issues, given that there still remain unresolved matters such as
the Genocide issue and other historical, legal and political concerns.

We are not willing or ready to accept Turkey’s role as an honest
broker in the region," said Hovsepian.

The ARF leader said that while it is always desirable to have friendly
relations with one’s neighbors, the border opening posed quite a few
complexities among them an opportunity for Turkey to close the border
on a whim.

He explained that any decision that impacts Turkish-Armenia relations
should be well thought out, because the opening of the border would
automatically create situations for dependence, be they economic
or otherwise.

"This will make us all hostage, if we are not properly prepared for
it," added Hovsepian.

In discussing President Obama’s announcements in Ankara on April 6,
Hovsepian explained that one of the reasons the Armenian-American
community supported Obama’s candidacy was his decisive views and
pledges on the recognition of the Genocide.

The circuitous manner in which he addressed the issue in Turkey was
a missed opportunity for Obama to set the record straight, explained
Hovsepian, adding that he was hopeful that the president would issue a
more unequivocal and principled acknowledgement as April 24 approaches.

Hovsepian called on the community to re-double its efforts in pursuing
this issue by calling on the White House and signaling the elevation
of expectations by the Armenian American community on this very
crucial matter.

As anticipated, Barack Obama has broken his campaign promise to
officially recognize the nine-decade-old genocide of Armenians as a
"genocide."

Barack Obama today downplayed his support for a controversial US
Congress resolution accusing Turkey of carrying out a genocide against
the Armenian people in 1915.

Speaking during a visit to Ankara, the US president – who
has previously described the deaths of 1.5 million Armenians as
"genocide" – said he had not changed his view but had been encouraged
by negotiations between Turkey and Armenia on the issue.

Obama told a joint news conference with the Turkish president, Abdullah
Gul, that he did not want to focus on his own views but wanted to be
a partner in efforts between Armenia and Turkey to come to terms with
what happened.

Presidents, once in office, are always "encouraged" by bilateral
progress on the issue. Even if, just one year previous, they say
stuff like this: I also share with Armenian Americans – so many of
whom are descended from genocide survivors – a principled commitment
to commemorating and ending genocide. That starts with acknowledging
the tragic instances of genocide in world history. As a U.S. Senator,
I have stood with the Armenian American community in calling for
Turkey’s acknowledgement of the Armenian Genocide. Two years ago, I
criticized the Secretary of State for the firing of U.S. Ambassador
to Armenia, John Evans, after he properly used the term "genocide"
to describe Turkey’s slaughter of thousands of Armenians starting in
1915. I shared with Secretary Rice my firmly held conviction that
the Armenian Genocide is not an allegation, a personal opinion, or
a point of view, but rather a widely documented fact supported by an
overwhelming body of historical evidence. The facts are undeniable. An
official policy that calls on diplomats to distort the historical facts
is an untenable policy. As a senator, I strongly support passage of
the Armenian Genocide Resolution (H.Res.106 and S.Res.106), and as
President I will recognize the Armenian Genocide.

documentation.

OBAMA MISSES OPPORTUNITY TO HONOR ARMENIAN GENOCIDE PLEDGE

WASHINGTON, DC – Armenian National Committee of America Executive
Director Aram Hamparian issued the following statement following
President Obama’s remarks before the Turkish Parliament.

"In his remarks today in Ankara, President Obama missed a valuable
opportunity to honor his public pledge to recognize the Armenian
Genocide.

The President’s willingness to raise his commitment to recognizing
the Armenian Genocide, even indirectly, in his remarks before the
Turkish Parliament represents a step in the right direction, but
far short of the clear promise he made as a candidate that he
would, as President, fully and unequivocally recognize this crime
against humanity. We expect that the President will, during
Genocide Prevention Month this April, stand by his word, signaling
to the world that America’s commitment to the cause of genocide
prevention will never again be held hostage to pressures from a
foreign government."

Obama urges EU to welcome Turkey

On the eve of his first visit to Turkey, US President Barack Obama on
Sunday urged European leaders to overcome their reservations and grant
the country full admission to the European Union as a way to build
stronger ties to the Muslim world.

`Moving towards Turkish membership in the EU would be an important
signal of your commitment to this agenda and ensure that we continue
to anchor Turkey firmly in Europe,’ Mr Obama told fellow heads of
state at an EU-US summit in Prague.

Mr Obama’s plea restated a well-known US position but had special
resonance since it came just hours before he was due to leave for
Ankara as part of his first visit to a mostly Muslim country. It was
swiftly rejected by two of the EU’s biggest member states ` France and
Germany ` however.

`I have always been opposed to this entry and I still am,’ French
president Nicolas Sarkozy said in a television interview. `When it
comes to EU matters, it’s for member-states of the European Union to
decide,’ Mr Sarkozy added.

Angela Merkel, the German chancellor, said she believed it was `in all
our interests’ that Turkey develop close ties to the EU, but
suggesting that this could take the form of a `privileged partnership’
rather than full membership.

The exchanges over Turkey stood out at a summit meeting that was
largely dedicated to emphasising the renewed health of a transatlantic
relationship frayed by the Iraq war.

Appearing beside José Manuel Barroso, the president of the
European Commission, Mr Obama called the EU-US relationship `one of
the key foundations for progress in the world’ and vowed to `pursue it
and strengthen it’ in the future.

That sentiment, endorsed by a beaming Mr Barroso, appeared to trump
lingering differences between the two parties on fundamental issues `
such as how to tackle the economic crisis effort in Afghanistan.

Mr Obama also called on EU members to accept some detainees from the
US prison in Guantánamo Bay to help him meet his pledge to
close the centre by January next year. The US President said it was
`urgent that the European Council issue a common position supporting
the right of your member states to accept detainees if they so
choose’.

EU members have been split on how far they are prepared to go and
whether they would accept Guantánamo inmates ` particularly
those with no link to their own countries.

Mr Barroso offered special praise for the Obama administration’s
commitment to fight global warming, saying that the `EU was now much
more on a convergence path with our American friends’ heading into a
December meeting in Copenhagen aimed at achieving a global pact on
climate change.

A FAMILY threatened with deportation have spoken of their sheer relief
at being allowed to stay in the UK.

Armenian Venera Aliyeva feared she and her two children would be
killed if they were returned to Azerbaijan.

Immigration officials have now granted them indefinite leave to
remain — much to the delight of the St Thomas mother-of-two and
her supporters.

Venera, aged 48, said: "It is a massive relief for my family.

"I have to say a massive thank you to the people of Swansea for their
help and support. It kept us going through a very, very difficult
time."

over 58 000 safety controls were installed in gas distribution systems,

ArmRosGazprom CJSC has monopoly rights for supply and distribution
of Russian natural gas on the Armenian market.

The company was founded in 1997. Gazprom Public Corporation authorized
capital share comprises 80%. Armenian Government holds 20% of capital
share.

Tashnaq MP Hagop Pakradounian said that the Armenians in Lebanon
represent the "most valuable political and popular supporters of the
President," Michel Sleiman.

In an interview with Al- Osboa Al-Arabi magazine to be published on
Friday, Pakradounian said that "deliberations with Free Patriotic
Movement MP Michel Aoun were meant to avoid fierce electoral battles
in Metn, Beirut I and Zahle."

"Our alliances are set with the Free Patriotic Movement and with MP

He said that the Armenian candidates were chosen according to their

from Turkey’s external policy and won’t be used as a precondition
for normalization of ties with Armenia, Armenian turkologist Artak
Shakaryan told a news conference in Yerevan.

"In recent years Turkey is trying to act as an intermediary in all
regional conflicts: NKR, US-Iranian, Georgian- Russian. Yet, Ankara
understands that until it supports pro-Azeri position in NKR conflict,
it can’t act as an intermediary in the settlement of the issue,"
the Armenian turkologist noted.

According to Artak Shakaryan, if Turkey wishes to be a leader in the
implementation of collaboration and stability platform in the Caucasus,
it will stop using Karabakh as a precondition for normalization of
ties with Armenia.
