The newly appointed Ambassador of Benin to Armenia, Vissinto Ayi
d’Almeida (seat in Moscow) presented the copies of his credentials
to the Foreign Minister of Armenia, Edward Nalbandian.

Greeting the guest, Minister Nalbandian expressed hope that the
accreditation of the first Ambassador of Benin in Armenia would
contribute to the development of bilateral ties.

Ambassador d’Almeida underlined that his country was interested in the
establishment of multifaceted cooperation with Armenia in different
spheres, and his appointment was a sign of that desire.

During the conversation the parties attached importance to the
deepening of cooperation between Armenia and Benin within international
organizations, especially the UN and the International Organization
of the Francophonie.

The OSCE Minsk Group, which is seeking to resolve the Nagorno-Karabakh
conflict, has failed to make any progress toward a solution of the
dispute, Turkish Foreign Minister Ahmet Davutoglu said late Sunday.

He added it was hard to disagree with Azerbaijani President Ilham
Aliyev, who recently criticized the performance of the Minsk Group,
which was set up in 1992 and co-chaired by Russia, the United States
and France.

"The historic record shows it. There has been no progress. It is
time to revive this process. Turkey will continue its efforts,"
Davutoglu said.

Davutoglu also said Sunday that Aliyev and Sargsyan would meet
on numerous occasions in the coming period and expressed his wish
that those meetings bring a solution that would please all parties,
Hurriyet Daily News reported.

Armenian deputy foreign minister Shavarsh Kocharyan met today with his
Georgian counterpart David Jalaghania who heads the task group which
arrived in Yerevan to negotiate on Armenian-Georgian border zoning.

Today, a regular sitting of the state commission regulating habitation
programme conducted by the commission chairman, the Prime Minister Ara
Haroutyunyan was convened. Issues on improvement of housing conditions
of persons, inscribed in separate waiting lists were submitted to
the discussion of the commission. The NKR Minister of Social Welfare
Narine Azatyan noted housing problems of those families and persons
towards whom the state assumed a liability to improve their housing
conditions. The commission adopted a resolution on constructing houses
for families of two perished soldiers in the village Patar in Askeran
region. A perished soldier’s mother Ofelya Hakobyan’s flat in 21/2
Azatamartikneri Street in Martouni will be repaired. Seven adult
children without parental care will be rendered one-room flats. They
will be rendered flats in Toumanian Street and in buildings, which are
under construction in the territory of former Furniture Factory. The
Prime Minister inquired about the waiting list of children having
such status and had assigned a task to the Municipality to justify it
and asured that all the persons inscribed in the waiting list will be
provided with flats. A flat from the building being constructed at the
expense of Fund means will be rendered to Babayans family dwelling in
34A Ghondaghsazyan Street in Shoushi. Their former dwelling with the
adjunct lot like a state property will be handed over to the Tourism
Department with the aim of turning it into a memorial-museum. By
one another commission’s resolution a dwelling house being the state
property, where the family of Kajik Khachatryan consisting of five
members (village Getavan of Martakert region) was living for years,
was rendered to him for usage.

The members of the commission once again had attached importance to the
issue of justifying the waiting lists. For having no apprehensions
concerning decisions of courts it was proposed to involve the
commission members into such judicial sittings.

Two adopted resolutions were on providing habitation to families having
a status of a refugee. The Prime Minister noted that new profiles
for perfecting habitation conditions of refugees will be drafted.

During the sitting of the commission some issues to be included into
the next sitting agenda were also discussed.

The Prime Minister charged to realize all tasks in time and proper
to legal regulations.

of Armenia Serzh Sargsyan said he will go on an official visit to
Croatia by the end of this year.

"I accepted the invitation of the President of Croatia to have an
official visit to his country with pleasure," he said after his
meeting with his Croatian counterpart Stjepan Mesic.

Sargsyan believes his visit to Croatia will contribute to development
of bilateral relations between the two countries.

President of Croatia Stjepan Mesic, in his turn, expressed satisfaction
that the Head of the Armenian state will visit Croatia so soon.

President of Croatia Stjepan Mesic arrived in Yerevan at the invitation
of his Armenian counterpart on the evening of May 21 and will leave
on May 23.

During the first visit of the Croatian President to Armenia the sides
will set the main priorities and issues of economic cooperation between
the two countries. His visit is aimed at strengthening the bilateral
relations, as well as at spurring the development of Armenian-Croatian
scientific, educational and cultural relations.

In Yerevan Mesic will have meetings with Chairman of the Armenian
National Assembly Hovik Abrahamyan and RA Premier Tigran Sargsyan,
and will visit the Mother See of Holy Etchmiadzin where he will meet
with Catholicos of All Armenians Garegin II.

Mesic will also meet with the Yerevan State University lecturers
and students.

He also intends to visit the Institute of Ancient Manuscripts
Matenadaran.

On May 23 the President of Croatia will leave Armenia.

stabilizing, told a news conference Gagik Minasyan, chairman of the
NA Standing Committee on Finance-Credit, Budget and Economic Affairs
and deputy from RPA.

According to him, currently a very interesting situation has been
created not only in Armenia, but in the whole world. Economic decline
seems to approach its peak and we are likely to overcome it in the
nearest times," said Mr. Minasyan.

According to the forecast of international agencies, the world economy
will start stabilizing at the beginning of the forth quarter of 2009,
and it means Armenia’s economy will start rehabilitating at the end
of the forth quarter, NA deputy told.

As Mr.Minasyan explained, since Armenia has experienced the impact
of the world crisis later than other countries, therefore the
rehabilitation of Armenian economy will become later. "Armenian
reality lags behind of the world, therefore our the rehabilitation
of economy will be behind the world," Minasyan said.

The economic performance of four month seem to affirm that
assumption. Over the first four month the GDP has reduced by 9.8 per
cent, and decline has been observed in the all spheres of economy,
particularly, in the construction industry. The average monthly salary
grew by 13 per cent, and 3,9 per cent of inflation has been recorded
for the mentioned period due to devaluation of the Armenian Dram.

As Mr.Minasyan mentioned, this situation is consonant to the state
of European countries, where the decline reached 5 per cent for
a three-month period. He added, that Baltic countries experienced
two-figured recession.

Office, Counterpart International – Armenia, and Jinishian Memorial
Foundation Announce the Civil Society Fund 2009 Winners

YEREVAN — Today the World Bank Yervan Office, Counterpart
International-Armenia and the Jinishian Memorial Foundation announced
the results of the Civil Society Fund 2009 (CSF-09, formerly
known as the Small Grants Program), also as a part of Counterpart
International’s Limited Intervention Program Statement (LIPS) grants.

Eight Armenian non-profit, non-governmental organizations were
selected finalists to receive grant awards for the implementation of
civic engagement – focused projects. In total, 99 project proposals
were received from NGOs from all over Armenia. The proposals were
reviewed and selected by a committee comprising representatives from
the World Bank Country Office, Counterpart International-Armenia and
the Jinishian Memorial Foundation.

The following NGOs and their respective projects were selected under
the CSF-09/LIPS grants:

1. Investigative Journalists (IJ) for enhancing marginalized groups’
access to judicial assistance, and raising the voices of those
who need legal human-rights related consultancy. With the proposed
‘Effective Public Defenders’ project, the NGO aims to monitor the
reasons why generally people decline to use the services of the
Public Defender’s Office, concentrating on the regions of Kotayk,
Aragatsotn and Gegharkunik., and thus to improve free legal services
to the poor, and increase efficiency of use of budget resources. The
NGO will uncover the root-causes of the problem, through monitoring,
and investigative research in regions, produce analytical reports,
conduct round tables in the regions, publish and disseminate a booklet
on the Public Defender’s Office for public awareness, as well as a
guide with the findings and reports. The IJ will achieve the widest
possible media coverage sharing the outcomes, as well as communicate
them to the professional circles.

2. Armavir Development Center for strengthening civil society
locally and civic engagement of Armavir residents into community
decision-making processes. Through the ‘Transparent and Participatory
Community Budget’ project, the NGO will apply its pilot model of
participatory community budget conducted previously in several areas of
Armavir. As an outcome, the residents will be well-informed of their
rights to participate in budget formation and the channels of their
practical application; the process itself will become transparent, the
accountability of 2010 budget execution to the public will increase;
and the community budgets will reflect residents’ needs. These
will be achieved through focus groups discussions in 4 communities,
information dissemination. An overall number of 10 000 rural residents
will be involved in the project activities.

3. Women for Green Way for Generations for mainstreaming climate change
mitigation practices in the development strategies and policies. With
the project: ‘Climate Change: Each One of Us Has a Role to Play’,
the NGO will help enhancing public perception of the environmental
problems in Armenia and will generate participatory capacity and drive
for public action to engage in decision-making. Special emphasis is to
be given to information on country vulnerability, adaptation to climate
change impacts and greenhouse gas mitigation option in Armenia. The NGO
will aim at delivering findings in a language and format understandable
for wide strata of population. The broad activities will focus on
implementation of awareness raising programs, round table discussions
with all the interested parties, conduction of the final conference
along with creation of a Coalition of stakeholders on Climate Change,
involving NGOs especially in the backcountry regions.

4. Center for Community Dialogues and Initiatives for promoting civic
engagement at the local level, specifically through youth. The proposed
‘Youth Mobilization and Action’ project will reduce the traditional
gap in the level of awareness and civic engagement between the youth
in the regions and those in the capital. The team will mobilize the
youth in Vanadsor town and surrounding communities to develop a draft
policy addressing the various needs and prioritizing youth issues. The
policy will be presented to and actively promoted with the Municipal
Council for inclusion in the Four-Year Community Development Program,
with appropriate budget earmarks. In total of 4000 young people will
participate and benefit from the new youth policy. The NGO expects
gaining a full assessment of the youth problems and needs in Vanadzor,
and significantly increasing youth awareness and empowerment in the
community decision-making.

5. Khatutik NGO for addressing the issues of marginalized groups and
helping to educate tolerance and participation of the healthy and
disabled children in joint initiatives. Through the project ‘Talking
Books’, the NGO will also develop 20 pieces by Armenian and foreign
literary classics into audio books for multiplication and distribution
to schools with special needs (the Yerevan School for the Blind, and
the Yerevan School for children with breached-movement extremities),
as well as to Armenia’s main children’s library – Khnko Apor for
wider audiences. This will address the stark educational/cultural
need of the special schools for disabled students. Simultaneously, the
process of bringing together children within the framework of debate
clubs in the Khnko Apor Children’s Library, will seek to engage and
empower future citizens in an environment where the basis of civic
participation is laid in integration.

6. National RoadSafety Council for developing and engaging in advocacy
for improved road construction norms, in compliance with international
standards, and for conducting activities to raise general public
awareness about road safety. The ‘Make Roads Safe in Armenia’ project
will address the problem of roads being built in violation of safety
measures, and what the public is in the power of doing to influence
decision-making. In the meantime, since the sharp increase in road
accidents is also linked to general low awareness about rules and
good culture observing those rules, the project will aim at broader
awareness-raising. To achieve these, the NGO will disseminate awareness
raising materials and conduct other activities targeting the general;
do community mobilization through coalition formation; draft amendments
to the Orders of the Ministry of Urban Construction via expert working
groups, submit it to the Legislative and execute public pressure.

7. Socio-Economic Analysis Center’s ‘Why the Poor Do not Apply to
the Poverty Family Benefit System’ project will look to analyse the
reasons why the extreme poor remain out of the Poverty Family Benefits
System, and develop ways to improve the actual situation with regards
to identifying and registering the poor for state support. This is
of high urgency in times of economic crisis. The NGO will identify
and analyze reasons for low rate of registration, publish and highly
publicize the findings and share them with the Ministry of Social
and Labor Affairs.

The project will provide the extreme poor with the awareness and skills
to use the available state support channels, as well as will conduct
capacity-building with local NGOs, thus engaging and empowering them
for sustained action. The NGO will select a group of families and
follow closely their actual registration, publicize the results, and
will make their story public, along with the main research findings,
through a press-conference and a TV report.

8. Women’s Resource Center for striving to secure gender equality in
the NGO sector by way of ‘Gender Mainstreaming for Local NGOs.’ The
organization will address the issue of low representation of women in
decision-making process on different levels. It will target especially
NGOs in the regions who have difficulty implementing gender programs
or don’t have the necessary skills. The NGO will aim at ensuring that
the principles of gender equality and a rights-based framework are
incorporated into gender perspectives of planning and decision-making
and a gender-responsive budgeting. Through various activities, the
project will aim to raise awareness on gender issues among local
civil society leaders/staff, and developed capacity of regional NGOs
for gender mainstreaming and policy implementation, gender monitoring
and evaluation, as well as developing gender indicators for strategic
planning.

The WB Yerevan Office, Counterpart International-Armenia and the
Jinishian Memorial Foundation will be interacting with the Grant
recipients during the projects’ implementation to ensure that the
objectives and the goals of the agreed programs are met. Counterpart
Armenia will bear primary responsibility of project implementation
and financial oversight of the grants.

Based on the success of the projects the World Bank looks forward
to strengthening its cooperation with NGOs in Armenia on development
issues.

This is the eleventh year of implementation of the World Bank Civil
Society Fund in Armenia. During this period 61 local NGOs have
received grants. The amount of the disbursed funds totals $ 348.000
by the WB Yerevan Office, another $ 188.000 by the former partner
Open Society Institute Assistance Foundation Armenia, $ 30 000 by
Counterpart International -Armenia, and $ 10 000 by the Jinishian
Memorial Foundation. Counterpart International-Armenia’s projects are
generously supported by the United Agency for International Development
(USAID).

Croatian President To Visit Armenia

Croatia’s President Stjepan Mesic arrives in Armenia tonight on the
invitation of his Armenian counterpart Serzh Sargsyan.

The purpose of the Croatian leader’s first visit to Armenia is to
discuss economic cooperation between the two countries and to boost
bilateral ties, the RA president’s press service reports.

On May 22, Sargsyan will officially welcome Mesic in the presidential
headquarters, after which the two leaders will have a tête-a-tête
conversation. On the same day, official delegations of both countries
will meet to sign intergovernmental documents.

As part of his visit, the Croatian president will meet with RA NA
(National Assembly) Speaker Hovik Abrahamyan and RA Prime Minister
Tigran Sargsyan.

Mesic will also visit the Tsitsernakaberd Memorial to the Victims of
the Armenian Genocide and will meet with Catholicos of All-Armenian
Karegin Karekin II.

The Croatian president will visit the Matenadaran Institute of Ancient
Manuscripts in Yerevan. Mesic will leave for Croatia on May 23.

ANC Of Nevada Urges Governor To Retract Proclamation Of Azerbaijani

ANC OF NEVADA URGES GOVERNOR TO RETRACT PROCLAMATION OF AZERBAIJANI REMEMBRANCE DAY

The ANC of Nevada has responded to a proclamation issued by Nevada
Governor Jim Gibbons which proclaimed March 31 as Azerbaijani
Remembrance Day. The proclamation commemorates "the deaths of tens
of thousands of Azerbaijani civilians due to the Nagorno- Karabakh
conflict" and the so called "March Massacres" of 1918 in Baku,
Azerbaijan.

The proclamation, the timing of which is highly questionable, has
caused great consternation and substantial outrage in the Armenian
American community in Nevada and throughout the country. Based on
manipulative news coverage in the Azerbaijani and international press,
it appears this proclamation has been promoted by interests wishing
to oppose the self-determination of the Nagorno-Karabakh Republic
(NKR) and further to distract attention from efforts to recognize
the Armenian Genocide.

"The Armenian-American community throughout the state of Nevada is
shocked that Governor Gibbons was so easily misled and manipulated
by foreign interest groups representing the governments of Azerbaijan
and Turkey and their high priced lobbyists. We expect our Silver State
public officials to do their homework and represent the interests of
their constituents here in Nevada," stated ANC Nevada spokesperson
Razmik Ablo.

In a letter to the Governor, the ANC of Nevada expressed the
community’s outrage and disappointment over the proclamation’s wording
which refers to NKR as a part of Azerbaijan’s "territorial integrity"
when the US State Department and OSCE Minsk Group have made clear
that the right of self-determination for the people of NKR is an equal
priority. The letter also states that "this proclamation is currently
being offered as human rights activists around the world prepare for
the observation of the international day of commemoration of the
Armenian Genocide on April 24. As you are also aware, the Turkish
government and its foreign agents deny the historical reality of
this crime. Unfortunately, scores of news stories emanating from the
Azerbaijani press are utilizing your proclamation as a subterfuge for
genocide denial by stating that this proclamation supports the idea
that Armenians committed genocide against Azerbaijanis at the time."

The historical record regarding the period in question makes it clear
that civil war raged in the area. According to documents in the United
States Library of Congress and publications of that era such as the
New York Times, pro-Russian communist forces engaged in isolated acts
of violence. These acts were not systematic and widespread, such as
tactics implemented in the Armenian Genocide, Holocaust and Darfur.

"As committed human rights advocates, we do not minimize the suffering
of any people at any time – but instead call attention to the
politically motivated nature of the proclamation… …we feel it is
necessary to raise awareness of the true intentions of those interested
in securing such proclamations from the governor of our state."

ANC of Nevada advocates for the social, economic, cultural, and
political rights of the area’s Armenian American community and promotes
increased Armenian American civic participation at the grassroots
and public policy levels.
