Plans Underway in Syunik for Community Credit Consultants

Before I could even get my foot in the door of the Babayan house,
three year-old Davit yelled out, "Kamo was here. He tore the rug from
the wall and took off with it." He repeated this a few times, probably
hoping to hear some words of consolation from the unknown guest.

Grandpa Samvel Babayan finally explained what the young boy was
blabbering about. "We owe someone money. The creditor came and took
the rug, saying that he’d bring it back once we paid the debt."

The debt owed by the Babayan family was paid off with just the
rug. In 2008, the family put their home in the village of Verishen,
Syunik Marz, up for collateral in exchange for a 2 million AMD loan
from ACBA Credit Agricole Bank. They wanted the money to invest in
the family business.

Babayan family loses house in bank seizure

Samvel Babayan says that they used the loan to purchase 220 head
of sheep from a man named Melik in the village of Tegh. Mr. Babayan
says that the only revenue they got were the sixty lambs born from
the herd. In an unfortunate twist of fate, the rest of the herd was
soon infected with brucellosis and had to be put down. He says the
village veterinarian was informed about the incident.

The Babayan family was caught in a bind. The first payment on the loan
was due but the family was still trying to find out if the livestock
were indeed infected before the actual sale took place.

For a long time, the Babayan’s never paid off the loan principal or
the interest. For violating the terms of the loan, ACBA’s Goris branch
took the matter to the courts last year. In May, the court ordered
that the house, put up as collateral by the Babayan’s, be seized.

According to Gagik Ohanyan, an official with the Syunik Compulsory
Enforcement Service (CES), the court established the debt owed by
the family at 1.752 million AMD.

All the while, the bank and the Babayan’s had entered into
negotiations. Nvart, Samvel Babayan’s wife, says that they sold off
the rest of their livestock and went to another credit agency for a
loan in order to pay off the interest on the ACBA loan. The family
also borrowed money from individual creditors.

Mrs. Nvart notes that while credit officials with the bank’s Goris
branch and CES personnel gave them a certain "grace period" to pay off
the loan, the family just wasn’t able to pay it all off. As a result,
their house was put on the auction block.

The family held out hope that the house could still be saved even
though only one member of the household was working. This was the
father, who worked at a private farm.

Agricultural loans pose specific risks

The question of whether or not the Babayan’s used the loan money
judiciously is perhaps another matter. We should remember, though,
that Edgar Tokhsats, who heads the Syunik Foodstuff Safety and
Veterinary Department, denied claims that the 200 heads of sheep had
been infected by the disease.

At the heart of the matter is the fact that the credit agency never
took such a risk factor into account, even though one could argue
that making loans in the agricultural sector carries an inherent risk.

According to Gagik Petrosyan, who was selected to head ACBA’s Credit
Department at the Goris branch one month ago, such evidence was never
included in the loan contract. He didn’t deny the fact that there were
many outstanding agricultural loans in the area where the deadline for
payment had expired and that the bank had entered into negotiations
with the loan recipients in order to avert taking the cases to court.

The Babayan’s aren’t the only family in the region that have ended
up in the clutches of the "credit web".

The criminal case involving the former head of Ardshininvest Bank’s
Gyumri branch office is still under investigation. Due to the bank
official’s actions, scores of local families suffered losses.

There’s also the case involving the ex-head of "SEF International’s"
Gyumri branch. The representative of this credit agency was found
guilty last year of expropriating customer loan payments.

Avert Harutyunyan, SEF’s Regional Director, said that while some
people have been found guilty in the case involving the unpaid 32
million AMD loans, the investigation is continuing given that the
fate of seventy debtors is still undecided.

Mr. Harutyunyan added that loan recipients often violate the terms of
their contracts and that unpaid loans constitute 12% of total loans
made; six times the norm.

Syunik plans advisory agency for farmers

It thus becomes apparent that a large segment of potential loan
applicants do not possess enough information before signing on the
dotted line. The issue was raised by the Swiss Agency for Development
and Cooperation, an official aid organization of Switzerland, during
the preliminary stages of several agricultural programs being drafted
by the Syunik Regional Administration.

One of the projects, the "Farmers’ Revenue and Credit Advisory
Program", envisages the training of one consultant per sixteen regional
communities and the creation of a financial/advisory agency.

In the opinion of Mr. Harutyunyan from SEF, this isn’t an effective
approach to address the credit issue.

However, many local community government heads, who often sign as
guarantors for loan applicants, believe that such measures might
serve to educate villagers regarding the loan process and what they
need to take into account before assuming such financial obligations.

Mr. Harutyunyan says that in the near future SEF is planning to offer
local government heads credit funds to make up their municipal budget
deficits.

In the meantime, he’s convinced that what’s needed is a broad-based
informational campaign aimed at potential rural loan applicants,
explaining both the risks and advantages of credit financing.

Mr.Harutyunyan is sure such a campaign will be launched.

Nabucco pipeline to consider GDF Suez participation

Partners in the Nabucco pipeline will consider an application by
France’s GDF Suez SA to join the project, Turkish Energy Minister
Taner Yildiz said today, according to neftegaz.ru.

Note that Christian Dolezal, a spokeswoman for OMV AG said in Vienna:
`The doors are open to France — a possible participation of GDF Suez
in this project would definitely be welcomed.’

`The consortium is open for a seventh partner if he further
strengthens the project,’ Christian Dolezal said.

Nabucco is intended to cut Europe’s dependence on Russian gas, helping
to avoid a repeat of the cutoffs that reduced supplies to the region
twice in the last three years. The link is due to send as much as 31
billion cubic meters of Caspian- region fuel a year via Turkey to
Austria starting in 2014.

France applied to join the project September 14, 2007, though, in
February, 2008 Turkey blocked France’s Nabucco partnership over the
approval of draft project on criminal punishment of questioning the
fact of the Armenian Genocide by the low house of the French
parliament.

World Bank improves GDP forecast for Armenia in 2010 to 2% growth

The World Bank forecast that Armenia’s GDP 2010 to increase by 2%, the
head of the World Bank’s Yerevan office, Aristomene Varoudakis, said
at a press conference on Friday.

At the end of 2009, the bank put GDP growth in 2010 at 1.5%.

Varoudakis said that in 2011, GDP growth could come to 3%-4%.

He added that Armenia had already surpassed the peak of the crisis and
the country’s economy has already started to recover as indicated by
statistics for 2010. According to official stats, Armenian GDP in
January increased by 2.4% year-on-year.

The country’s GDP in 2009 contracted by 14.4% according to preliminary
information. The World Bank puts the decrease in Armenia’s GDP at
12%-14% for last year.

Armenia’s state budget for 2010 puts GDP growth this year at 1.2%.

gathered in front of the French Parliament to protest against the
alleged ‘genocide’ of Khojalu. They left 20 minutes later, because
the rain started in Paris. Then at around 12:30 am (time France),
they were in front of the Armenian embassy.

ArmInfo Russia is ready to open regular air communication with Georgia,
and the Upper Lars-Kazbegi land check-point on the Russian-Georgian
border may be launched starting March 1, said Russian Foreign Minister
Sergey Lavrov in his interview with Russian mass media, particularly,
RIA Novosti, Golos Rossii radio company and Russia Today TV company.

"You know that charter flights were carried over the period of
Orthodox Christmas. This was the request of the Georgian party, and
we considered it would be right to do that. Moreover, we are ready to
open regular air communication as well, and the relevant services of
the two countries could discuss this. I hope the land check-point,
which is brought in proper order by both parties, will be launched
starting March 1",- said Lavrov and added that Russia is ready to
implement the existing agreements.

are in Armenia within the framework of the process on reviewing the
defense strategy.

Defense Ministry’s press department told Armenpress that welcoming
the guests the minister said that quite an extended advisory work
has been carried out by the experts.

Referring to the process of reviewing of the defense strategy,
the minister noted that an order of regulating the works related to
the military provision of this process has been approved which will
promote the implementation of the 3rd and 4th rounds of the process
of reviewing.

At the end of the meeting the experts presented the results of
discussions and meetings in Armenia, their suggestions on reviewing
the defense strategy, assessments.

Chergui (residence-Moscow) presented his credentials to RA Foreign
Minister Edward Nalbandian.

RA Foreign Minister put emphasis on the development of Armenia-Algeria
relations, expressing hope that the newly appointed Ambassador will
contribute to it, Foreign office press service informed NEWS.am.

The officials made a point of forming contractual underpinnings
between the states, as well as the steps towards the economic and
cultural cooperation enhancement.

Nalbandian and Chergui also referred to Armenia-Algeria collaboration
within international organizations and exchanged views on a number

The vicinity of the Armenian government building was again overcrowded
today.

Despite the heavy rainfall, employees of a gold market owned by
Vagharsh and Sons Ltd, Tashir and Malatia fairs today staged a protest
action against the amendments to the tax legislation by which they
must pay 11% of their annual turnover.

Hiding under umbrellas and polyethylene sacks the protesters were
shouting out, "Shame on You, Prime Minister!"

They demanded that the Prime Minister go out and talk to them
tete-a-tete.

"We do not evade the fixed payment but we cannot pay in this way
otherwise we shall lose our houses pawned in banks," said Marine
Minasyan.

"We are subjected to tax terror," they said.

The protesters are determined to take their claim to the street until
the issue is tackled.

Investors have paid the highest price for an inner-city plot in
Nicosia when they bought a parcel of 2,000 sq.m. off Makarios Ave. for
a record EUR 18.25 mln.

The plot that looks on to Stassicratous, Mnassiadou and Princess De
Tyra streets, has a market value of EUR 22 mln, as per two different
valuers. It is currently being used as a parking lot next to the
Enosi Neon Trust house.

In addition to a transfer fee of EUR 1.45 mln, the purchase from
Takis Kazolides also generated EUR 3.2 mln in capital gains tax,
which left the Inland Revenue Service and Finance Minister Charilaos
Stavrakis very pleased.

The deal went ahead despite the economic crisis, suggesting that
there are bargain deals to be made and reinforcing the principle that
property in Cyprus hardly ever loses value.

The buyer, HAYASA Properties Ltd, along with its sister company,
HAYASA Productions, a music and digital media company of French and
Cypriot Armenians, also holds another property on Stasikratous street
that will be transformed into a premium parking project to provide
luxury and secure facility on monthly corporate agreements and will
also be available for event hosting .

A company official said that the new purchase will be developed into
a multi-storey venture that will include a modern boutique hotel,
commercial and residential space and the capability to rise up to 18
floors with five underground levels. However, plans are still at an
early stage and a development project has not yet been finalised.

The announcement comes at a time when other developers have postponed
plans to put up a multi-storey building near the GSP area, while the
Chapo building and the new Deloitte head offices on Spyrou Kyprianou
Ave. (formerly Santa Rosa) are about to be completed.

The Nicosia municipality got itself into trouble by asking its citizens
what they wanted to develop on the former GSP plot, with everybody
calling for more green and underground parking, only to have a change
of heart and opt for a 25-storey high rise instead. The issue now lies
with the Ministry of Interior that says it owns the land, generating
a sense of disgust among Nicosia citizens who believe they were duped
by their mayor.

The Italian Parliament has voted to adopt a resolution supporting

MPs held debates on the Armenia-Azerbaijan conflict.

Italy is the second European country after Germany to adopt a
resolution in Azerbaijan`s favor.
