HOVANNISIAN SAYS CONFIDENT OF ELECTION WIN

Opposition leader Raffi Hovannisian claimed on Tuesday that his
Zharangutyun (Heritage) party is popular enough to win a majority of
seats in Armenia’s next parliament.

Some local commentators question the relatively young party’s ability
to win at least 5 percent of the vote needed for winning parliament
seats under the system of proportional representation.

Hovannisian insisted, however, that Zharangutyun will fare much better
in the elections slated for May 12 as he presented its campaign
manifesto to some 300 party activists and supporters who gathered
in a conference hall in Yerevan. "I believe that our party will win
an absolute majority in case of a level playing field and a relative
majority in the existing unequal conditions," he told reporters.

The presentation began with the rendition of Armenia’s national anthem
and ended with a concert by a popular folk jazz band. The unveiled
party platform stresses the importance of establishing the rule of
law, fighting against government corruption and reducing poverty in
Armenia. The party also promises to create as many as 150,000 new
jobs if it comes to power.

"We set out to become the masters of our Fatherland and our rights,
our heritage and our liberty," Hovannisian told the audience. "We
are on our way to victory."

Zharangutyun was among several pro-Western opposition parties that
tried unsuccessfully to form an electoral bloc earlier this year.

Their failure to join forces was widely construed as a serious blow
to opposition hopes of defeating President Robert Kocharian and his
political allies.

Lori marz Court of First Instance examined the election application
deemed null and void in the election station # 30. Last week
the committee refused to register the mayor of Vanadzor. The
committee justified his decision based on the RA law about "Local
Referendum". Due to one of its clauses, the distrust towards the
Community leader is exceptional and it belongs to the aldermen.

The initiative group demanded the court to annul the decision and
register the mayor. Arthur Saqunts insisted on their appeal and
announced that the impeachment of the community leader could not be
considered exceptional, as far as the regional governor had the same
right based on RA Constitution.

Representative of Vanadzor Municipality and committee member
of election station # 30 Ararat Karapetyan found the application
unsubstantiated and subject to rejection just because it was a matter
of exceptional competence.

‘The mayor impeachment is possible if he does not carry out his
responsibilities properly. This is again something that both the
aldermen and regional government should be engaged.’

Ararat Karapetyan did not see any legal bases for it.

There will be people to be against Samvel Darbinyan’s impeachment. He
recollected the elections of self-government institutions in 2005,
when Samvel Darbinyan gathered approximately 24000 votes for, and 19000
votes against. On this account Ararat Karapetyan believes that some
day 5 people might form a group and protest against it. Signatures
will be gathered and presented to the aldermen.

‘ Even if the aldermen refute the very group cannot reapply; the number
of such groups can be more and more. ‘Ararat Karapetyan explains.

He thinks this will greatly damage the competences the self-gevernment
institutions, as well as the community budget.

Lori Marz Court of First Instance will bring its verdict on April
13. Hence only afterwards the matter will clear up.

YEREVAN, APRIL 9, NOYAN TAPAN. The armed attack on the mayor of
Gyumri Vardan Ghukasian and people accompanying him on April 2 can
be considered as a "political slaughter". Chairman of the "New Times"
party Aram Karapetian expressed this opinion during a interview to NT
corrrespondenr. In his words, this attempted murder was a "warning
to some people currently in power." In response to the question
"who are those who ordered and committed this act", A. Karapetian
said that in the given case several forces could be interested in
liquidating V. Ghukasian. According to the leader of the "New Times"
party, this might happen because of a clash of 2-3 groupings in power,
as well as a result of instructions given from "outside".

A. Karapetian said that in recent years the number of murders and
attempted murders has sharply increased in Armenia, at the same time
the crime detection rate has declined. In his opinion, this low crime
detection rate and impunity are the reasons of the current criminal
atmosphere.

Speaking about activities of the Anticriminal Movement, Aram Karapetian
noted that over the eight months of the organization’s work, the
greatest success registered has been making public the names of
criminal elements in politics and presenting facts about their criminal
activities to the RA Prosecutor General’s Office. He reminded that
among these persons are the RA minister of territorial governance
Hovik Abrahamian, the justice minister Davit Harutyunian, the head
of the National Security Service Gorik Hakobian and other officials.

Dashnaktsutyun will start on April 9 at 19:00 next to the `Moscow’
cinema.

Speeches will be delivered by representative of the ARF Bureau Hrant
Margaryan, member of the ARF Bureau, Vice Speaker of RA National
Assembly Vahan Hovhannisyan, representative of the ARF Supreme Body in
Armenia Armen Rustamyan and Head of the ARF faction Hrayr Karapetyan.

According to the Press Service of ARF Supreme Body in Armenia, there
will be a gala concerr, featuring popular Armenian singers.

Charles Aznavour will start his farewell world concert tour from the
State Kremlin Palace on April 20, the organizers of the concert told
`Interfax,’ referring to the world known singer’s official statement
to French media. `I think it’s better to protract the tour rather than
take a break, especially because it is very hard to part with the
audience,’ representative of the PR service Viktoria Lemyakina quotes
Aznavour as saying.

She said that in response to the question about his future plans, the
singer stated: `Plans are drawn at the age of 20, when the whole life
is ahead. At the age of 82 I rather arrange my affairs and think what
else I can achieve in the current year.’

Armenian President Robert Kocharian Armenian President Robert Kocharian
has appointed his longtime influential associate, Defense Minister
Serge Sarkisian, as prime minister, formalizing the latter’s status
as Armenia’s second-most powerful leader. The appointment, officially
announced on April 4, has been widely anticipated ever since the sudden
death on March 25 of the previous prime minister, Andranik Markarian,
which had heightened political uncertainty in the country ahead of
the upcoming parliamentary elections. Its impact on the outcome of the
elections, crucial for Kocharian’s and Sarkisian’s political future,
is unlikely to be significant though.

Sarkisian, 52, had already been expected to occupy the post of prime
minister after the May 12 vote as part of his apparent plans to become
Armenia’s next president after Kocharian completes his second and final
term in office less than one year from now. Markarian’s death from
a heart attack simply hastened the implementation of that putative
scenario. It also allowed Sarkisian to complete his smooth takeover
of the governing Republican Party of Armenia (HHK) of which the late
prime minister was the chairman. The HHK is looking to retain the
largest faction in parliament by capitalizing on its control of many
government bodies and other "administrative resources" that remain
key to winning Armenian elections.

Sarkisian always wielded far more power than Markarian, who had little
say on defense, foreign policy, law enforcement, tax collection, and
other key policy areas. The post of defense minister, which Sarkisian
has held for the past seven years, has enabled him to control some
lucrative sectors of the Armenian economy through loyal businessmen
without bearing responsibility for the government’s economic policy. He
will now have to deal with socioeconomic issues and be responsible
for the government’s failure to address them.

Whether or not that will reflect positively on the HHK’s electoral
chances remains to be seen. As the Yerevan newspaper Azg noted, the
ruling party would gain even greater political clout but at the same
time run the risk of losing popular support because many Armenians
dislike Sarkisian.

Kocharian and leaders of his loyal parliament majority essentially
decided Sarkisian’s appointment the day after Markarian’s death. They
agreed that the HHK should continue to control the post. The party’s
governing board unanimously nominated the defense chief for the job
on April 2.

Kocharian signed and announced a corresponding decree just before the
expiry of a constitutional deadline for replacing a prime minister
who has resigned, died, or been incapacitated. He appears to have
deliberately delayed the appointment until the last minute in order
to spare Sarkisian the need for a parliamentary approval of the new
government. Under Armenia’s constitution, the new prime minister has
20 days to form his cabinet and another 20 days to submit its program
to the National Assembly, which will in turn have to approve it or
vote no confidence within five days. This means that the current
legislature will almost certainly be unable to debate the matter
before completing its four-year tenure on May 12. The pivotal post
of defense minister will thus likely remain vacant until then.

The Armenian constitution stipulates that the prime minister must step
down right after legislative elections so that the president of the
republic can pick a new prime minister backed by the new parliament
majority. Assuming that the HHK will win the polls (by whatever
means), Sarkisian will likely be re-appointed prime minister later in
May. Even before Markarian’s death he was believed to be eyeing the
job and planning to use it as a launch pad for the presidency. Few
in Armenia doubt that Kocharian will not or cannot try to thwart his
presidential bid.

What Kocharian is trying to do instead is to retain a key role
in government affairs after the end of his 10-year presidency. The
Armenian press has for months speculated that he has set his sights on
the post of prime minister. Whatever his real intentions, Kocharian
is clearly trying to secure his political future through his thinly
veiled sponsorship of the Prosperous Armenia Party (BHK) of Gagik
Tsarukian, a millionaire businessman close to the president.

The BHK has emerged in recent months as another election frontrunner,
owing to what critics regard as massive vote buying and Tsarukian’s
populist appeal.

The key question now is whether Sarkisian is willing to share power
with Kocharian and be a less powerful president than the latter has
been. The two men are natives of Karabakh who governed the disputed
territory during its secessionist war with Azerbaijan and ended up in
top government positions in Yerevan as a result. Working in tandem,
they rose to power in 1998 and have since jointly warded off numerous
challenges to their rule. "Believe us, the two will sort out their
differences and cut a deal at the last moment," a commentator for
the pro-opposition newspaper Chorrord Ishkhanutyun exhorted readers
on April 3.

But other analysts and politicians see potential for a serious
conflict between Sarkisian and Kocharian, pointing to an increasingly
obvious rivalry between the HHK and the BHK. The two establishment
parties openly clashed in a March 25 local election in the southern
Armenian town of Armavir, whose incumbent Republican mayor narrowly
and controversially defeated a BHK candidate. The latter refused
to concede defeat, alleging widespread fraud. But he unexpectedly
withdrew his appeal against the official vote results just as a local
court looked set to invalidate them, suggesting that the party leaders
had agreed to avoid a further confrontation — for now.

The report of the "Election is Yours" NGO will cover part of the
violations of the election campaign. To remind, the official campaign
kicks off April 12.

Under the acting legislation, organizations conducting observers’
mission, can take up their responsibilities after the official start
of the campaign.

"RA Electoral Code has been amended five times since 1995 but it
still needs to be amended," Haroutyun Hambardzumyan, chairman of the
"Election is Yours" NGO announced today.

He reminded that under Clause 18 of the Electoral Code, "The
candidates and parties running for the parliament have no right to
promise citizens money, food, and services personally or via other
people during the pre-election campaign."

In their return the journalists reminded Mr. Hambardzumyan of the
potato seeds, clothes, money and even flats distributed by April 8.

Haroutyun Hambardzumyan explains the acts via legislative drawbacks
which give the RA political forces an opportunity to do whatever they
want under the guise of charity.

He promised to observe the election process in electoral district 37
where the struggle will be between Samvel Haroutyunyan and Alexandre
Sargsyan, brother of Serge Sargsyan. Haroutyun Hambardzumyan will
try to find out the cases of encroachments and pressure.

To note, Mr. Hambardzumyan was indignant at the fact that the
CEC president and members aren’t as nice to local observers as to
international observers.

Mr. Haroutyun Hambardzumyan agrees that all the rough violations were
made by April 8.

To note, the NGO will have representatives in all 41 constituencies.

Council of commander-in-chiefs of NIS frontier troops will hold a
session in Armenia from April 10-13 in a resort town of Tsaghkadzor,
national security services report.

Several institutions applied for participation including Executive
Committee of NIS, Secretariat of Council of Defense Ministers,
Organization of Collective Security Treaty, EurAzES.

The session agenda includes international terrorism and extremism,
regulation of crises situation on the frontiers, combat of illegal

YEREVAN, APRIL 4, ARMENPRESS: Transport and communication minister
Andranik manukian said Armenia is seeking investors for construction
of a railway to connect it with neighboring Iran. He said if built
the railway would also provide Armenia with a railway communication
to the Middle East countries.

Manukian said this would make Armenia a transit railway country
for transportation of goods to Europe and Russia and an alternative
to Kars-Tbilisi-Baku railway, which Georgia, Azerbaijan and Turkey
are building. But he said construction of the railway to Iran would
require some $1 billion.

He said the tender for concessional management of the Armenian Railways
will be announced in July.

Earlier Manukian said Russian, French, Ukrainian and Kazakh companies
showed interest in the Armenian Railways. He said World Bank experts
suggest that the winner transfer $10 million as concessional payment
and pay 2 percent of its incomes to the government. He said railway
tariffs will be set by the Pubic Services Regulatory Commission and
the Railway will remain under the government’s ownership.

"In a couple of years Armenian Railways will lose its carriages and
locomotives as they are in their last days," he said.

"Armenia does not have extra $170 million to repair the railroads
and buy new carriages and this is the main reason that prompted the
decision to hand it to a confessional management,’ Manukian said.

Yerevan, 3 April: There is no split in the Republican Party of Armenia.

Despite media reports the party has not split into an old and a new
wing, the party’s press secretary Eduard Sharmazanov told a news
conference today.

The party is working with cohesiveness, decisiveness and purpose as
party leader [late Prime Minister] Andranik Margaryan bequeathed,
Sharmazanov said.

"Margaryan proved with his life that politics and morals are compatible
concepts," he said.

After Margaryan’s death the tactics of the party will change because
Margaryan had the main function as the party leader, Sharmazanov
said. However, the strategy, and moreover the ideology of the party,
will not change.

Andranik Margaryan died of a heart attack at the age of 56 on 25 March
[2007]. After his death the duties of the chairman of the Republican
Party have been assigned to the chairman of the party’s board,
Defence Minister Serzh Sargsyan. The board of the party nominated
Sargsyan to the post of prime minister late at night on 2 April.
