PanARMENIAN.Net – In an attempt to secure votes for the upcoming
parliamentary elections, the ruling Republican Party of Armenia (RPA)
collects copies of citizens’ passports, Yerkir paper reports.

“Some may think that providing a passport copy is enough: the
authorities may believe you’ll vote for them and leave you alone;
but this is only the beginning,” paper says.

“First they [RPA] take your passport copy, then start bombing you with
telephone calls. Saying they represent RPA’s election office, they ask
people to confirm their willingness to vote for RPA at May elections.

They say they need a confirmation for their notes,” Yerkir says.

Then RPA representatives say they may call again.

According to Yerkir, this is a kind of psychological pressure on
voters prior to elections, and many people yield to this for fear of
losing their jobs.

armenien.

Monsieur le president,

Le 24 avril dernier, j’ai preside une ceremonie commemorant le 97e
anniversaire du genocide armenien. J’ai ete heureux de vous retrouver
a cette occasion et vous remercie a nouveau pour votre invitation.

Comme je l’avais dit a Erevan, où vous m’aviez accompagne lors de la
visite d’Etat, puis au moment de la remise des insignes d’Officier de
la Legion d’honneur a MK Arsène Tcharakarian, le peuple armenien a ete
victime de la première entreprise planifiee d’extermination de toute
une nation. Les Armeniens refugies dans notre pays en sont devenus
des enfants devoues, et, a leur tour, ils lui ont beaucoup apporte,
notamment par la richesse de leur culture.

Ce fut l’honneur de la France d’accueillir les Armeniens persecutes.

C’est aujourd’hui l’honneur de notre pays de lutter en faveur de la
reconnaissance du genocide.

Cette ceremonie m’a permis de rappeler mon engagement solennel en
faveur d’une loi qui protège la reconnaissance du genocide et penalise
sa negation. Tour en respectant la decision du Conseil Constitutionnel,
je souhaite qu’un nouveau texte soit present au Parlement dès le mois
de juin.

Soyez assure que je poursuivrai, au nom de la France, mon combat pour
faire reconnaitre la verite et la justice dues aux Armeniens.

Je vous prie de croire, Monsieur le President, a l’assurance de mes
sentiments les meilleurs.

blood of the killed freedom fighters was not shed in vain, RPA head
Serzh Sargsyan addressed residents of Hrazdan town in frame of the
election campaign in Kotayq province. Serzh Sargsyan stressed that
the strengthening of the victory gained by Armenian people in Artsakh
battle has been a primary issue during all these years, Armenpress
reports.

“The Republic of Armenia is already a consolidated and defended
country. It is so thanks to the consistent work we have carried out
in that direction. We have proved that Artsakh is Armenian, and must
independently determine its own future,” noted Serzh Sargsyan.

“Sure, our fellows- in-arms have changed their political views,
but it is not blameworthy, it is their right. It is high time to
stabilize our country together,” said RPA leader.

Commemorations On Armenian Genocide Are Continued In Various Parts O

COMMEMORATIONS ON ARMENIAN GENOCIDE ARE CONTINUED IN VARIOUS PARTS OF THE WORLD

On April 27 at Armenian Church St. Grigor Illuminator holy mass was
served devoted to the 97 anniversary of Armenian Genocide victims.

Press and information department of Armenian Ministry of Foreign
Affairs informs about this.

Armenian Ambassador to Iraq Murad Muradyan, Vatican Ambassador to
Iraq George Lingua, members of the Armenian Community and various
organizations attended the event.

Armenian Embassy and Armenian organizations put garlands at the
memorial of Armenian Genocide. After the holy mass the commemoration
event took place.

On April 28 literal evening took place devoted to the memory of
Armenian Genocide victims at Armenian Youth Organization’s hall,
Baghdad. Armenian Ambassador to Iraq M. Muradyan delivered a speech
on the end of the event.

On April 29 exhibition named “The publications about Armenian Genocide
in the world media” was opened in Beirut. The exhibition was organized
by the Armenian National Academy of Sciences and the central committee
of Armenian Genocide 100th anniversary and was assisted by the Beirut
municipality.

Armenian Ambassador to Lebanon Ashot Qocharyan, Armenian Ministers,
Parliament members, representatives of the municipality, clergymen,
members of the Armenian Community attended the event.

Nearly 50 big posters from French, Italian, British and Russian
newspapers which referred to the Armenian Genocide in articles and
by photos were presented at the exhibition.

After the exhibition concert took place. On April 30 holy mass was
served for the memory of the victims.

A la veille de l’Eurovision, qui doit se derouler en Azerbaïdjan, les
media europeens montrent du doigt le pays hôte, en denoncant son triste
bilan en matière de droits de l’homme. Ainsi, le journal allemand Der
Spiegel, se fondant sur un rapport secret du ministère allemand des
affaires etrangères, a denonce la ” repression d’Etat ” orchestree
par le clan Aliev qui dirige ce pays d’une main de fer. Le rapport
confidential de Berlin, indique l’article, concerne l’Azerbaïdjan, une
Republique du Caucase dans laquelle les prisonniers sont maltraites,
le debat parlementaire est “quasiment impossible” et les activites de
l’opposition sont “deliberement limitrees”, en vertu de mesures qui
en appellent meme a la “repression d’Etat”. C’est en ces termes que
le ministère allemand des affaires etrangères a designe l’Azerbaïdjan
dans son dernier rapport consacre a ce pays. Le rapport confidentiel
decrit un pays dont les organismes officiels charges de la repression
ont manifestement “maltraites les personnes arretees dans les locaux
de la police” par le passe. C’est ce meme pays qui accueillera les
finales du concours europeen de chansons, l’Eurovision, qui sera
retransmise par la television dans la plupart des pays d’Europe et
au-dela, le 26 mai. Tous les regards seront alors tournes vers ce
pays, une ouverture qui pourrait bien ecorner un peu plus l’image du
clan Aliev, qui aura du mal a dissimuler les violations des droits
de l’homme qui y sont perpetres. Ses opposants devraient a coup sûr
profite de l’occasion pour faire entendre eux aussi leurs voix.

A trois jours des elections legislatives du 6 mai, l’ancien president
armenien Robert Kotcharian a fait entendre sa voix, le jeudi 3 mai,
pour annoncer qu’il envisageait de faire son retour au devant de la
scène politique. Il en a profite pour critiquer le bilan, economique
notamment, de son successeur et dauphin, l’actuel president Serge
Sarkissian.

Dans un entretien accorde a l’agence de presse Mediamax, M.Kotcharian
a aussi maintenu le flou sur la realite des informations, vehiculees
par la presse et une partie de la classe politique, sur les liens qui
l’uniraient avec le Parti Armenie Prospère (BHK) de l’homme d’affaires
Gaguik Tsarukian, partenaire de la coalition gouvernementale dont les
relations se sont nettement degradees avec le Parti republicain de S.

Sarkissian, en s’en remettant aux resultats du scrutin du 6 mai.

“Mes relations avec le gouvernement ne sont pas monolithiques”, a
declare l’ancien president, qui a ajoute qu’il souhaitait “sincerement
le voir reussir”, mais ne pouvait ” se satisfaire des resultats de
sa politique , particulièrement dans le domaine economique. Je l’ai
d’ailleyrs fait savoir personnellement au president”, a-t-il ajoute.

M. Kocharian a accuse le gouvernement de M. Sarkissian d’avoir trompe
les Armeniens sur la situation economique reelle du pays, dont il
affirme quant a lui qu’elle n’a cesse de se degrader depuis qu’il
lui a laisse a presidence, au terme de deux mandats, en 2008.

“Les gens ne se rendent pas compte que [les autorites] cherchent a les
convaincre que leurs conditions de vie se sont ameliorees. Cela relève
finalement du plus haut cynisme et entretient la mefiance croissante
de l’opinion envers ses institutions”, a poursuivi M. Kotcharian,
en mettant en avant le regain de l’emigration au cours des dernières
annees, un nombre croissant d’Armeniens quittant le pays en quete de
travail a l’etranger.

Interroge sur ses intentions politiques et eventuellement ses
ambitions presidentielles, il a indique qu’ “en Armenie, on constate
une profonde aspiration de la population au chegement, ce qui signifie
que l’indifference de l’opinion publique pour la politique n’est
pas une fatalite, et on ne peut que s’en feliciter. La question
se presente pour moi en ces termes : dans quelle mesure cette
aspiration au changement exprimee par le peuple coïoncide-t-elle
avec mon retour dans l’arene politique ? Je n’ai pas encore trouve
de reponse definitive a cette question”.

M. Kotcharian avait deja exprime son intention de jouer a nouveau
un rôle de premier plan sur la scène politique dans un precedent
entretien accorde a Mediamax en septembre 2011. Quelques jours après la
publication de cet entretien, M. Tsarukian avait curieusement refuse
de reiterer son soutien a la candidature de M. Sarkissian pour les
prochaines elections presidentielles prevues en 2013. Les relations
entre le BHK et le HHK n’ont cesse de se deteriorer depuis.

Le parti de M. Tsarukian, ne cache desormais pas ses intentions de
se souastraire a l’emprise de son puissant partenaire en renforcant
ses assises parlementaires a la faveur du scrutin du 6 mai. Le
BHK n’a pasr ailleurs jamais cache les liens qui l’unissent a
M. Kotcharian, auquel il doit sa promotion politique. Ces liens ont
alimente les spceculations des media sur le fait que le BHK puisse
servir de tremplin a M. Kotcharian pour operer son retour politique,
speculations qui ont ete amplifiees quand Vartan Oskanian, l’ancien
ministre des affaires etrangères de M. Kotcharian, Vartan Oskanian,
et membre cle de son gouvernement, a rallie en mars les rangs du
BHK pour occuper la deuxième position sur les listes du parti pour
le scrutin a venir. M. Oskanian n’a jamais manque une occasion de
critiquer la politique de M. Sarkissian, au risque de remettre en
cause l’alliance entre le BHK et le HHK.

M. Kotcharian a pourtant insiste sur le fait que le BHK n’est que
“l’un des partis” politiques avec lesquels il a coopere durant
sa presidence de 1998 a 2008. “S’il n’en avait tenu qu’a mois, la
plumart des ministres et gouverneurs de regions auraient probablement
rallie [le BHK] plutôt que le HHK, lors des legislatives de 2007”, a
ajoute l’ancien president en exprimant toutefois sa satisfaction que
“dans l’ensemble, le BHK ait vu sa popularite renforcee”. “Je pense
que cela aura une nette influence sur la representation de ce parti
dans la prochaine legislature “, a poursuivi M. Kotcharian, qui ne
doute pas que c’est au seul detriment du HHK que le BHK gagnera de
l’influence dans la prochaine Assemblee nationale issue des urnes
du 6 mai. Le parti presidentiel, pour sa part, ne l’est pas laisse
intimider par les ambitions affichees par son encombrant partenaire,
et entend bien remporter la majorite absolue des sièges au Parlement.

Pourtant, les observateurs extiment qu’une victoire trop large dimanche
du parti de M. Sarkissian nuirait a la credibilite du chef de l’Etat,
qui s’est personnellement engage a assurer la regularite du scrutin,
et pourrait donc contrarier ses projets de reelection l’an prochain
a la presidence. M. Kotcharian a dans le meme temps voulu prendre
une certain distance, en recusant toute implication dans la campagne
actuelle des legislatives. “D’une manière generale, je pense que
cela ne relève pas de la mission d’un president, ayant exerce cette
fonction ou en exercice”, a-t-il souligne dans une allusion evidente
a M. Sarkissian qui a fait ouvertement campagne pour le HHK qu’il
dirige et qui venait, dans un geste de bonne volonte, d’appeler a
soutenir le BHK la où l’occasion s’en presentera.

L’ancien president Levon Ter-Petrosian, qui dirige le Congrès national
armenien (HAK), alliance de partis d’opposition non parlementaires
bien decides a entrer au Parlement, etait lui aussi vise, alors meme
que certains responsables du Parti Heritage, formation d’opposition
parlementaire, laissaient entendre que M. Ter Petrossian pourrait
bien faire le jeu de M. Kotcharian, malgre l’iminitie bien connue
entre les deux anciens chefs d’Etat.

“Israel will never recognize the independence of Nagrono Karabakh or
its annexation by Armenia”

be under the control of Azerbaijan, which has economic power in the
region”, Israeli political analyst, Senior Fellow at the Israel’s
Immigration Ministry Vladimir (Zeev) Khanin said in his interview
to APA. He said Israel would never recognize the independence of
Nagorno Karabakh or its annexation by Armenia: “Everyone knows that
Azerbaijan is the best partner of Israel in the region, but Armenia
is the best partner of Iran.

I consider that the new armed conflict is not within the interests of
both countries. This is a protracted conflict. The Nagorno Karabakh
conflict will be solved de facto. The economic integration will play
important role in this and finally Nagorno Karabakh will remain within
the country with strong economy because this country will offer better
economic opportunities to the population of Nagorno Karabakh and the
problem will be solved finally.

Today Azerbaijan is a large strategic partner for Israel. Armenia is a
partner of Iran, but the Jewish people have mutual sincere relations
with Armenians. However Israel-Armenia relations raises question in
the nationwide level.

In the contemporary world, the international law is without decision
after the wars and colonialism. To what degree it is just or unjust,
but everybody agrees with it. The regulation of relations between
Israel and Arab countries is based on colonial boundaries. For example,
Israel-Lebanon borders were drawn by Britain and France while they
were dividing the Ottoman Empire after the World War I.

Israel-Jordan borders were also drawn by Britain, but no one
recognized the green line between Israel and Palestinian Autonomy as
a border. Nagorno Karabakh belonged to Azerbaijan. If it declares
its independence today and claims that it has its borders, Israel
will never recognize its independence or its annexation by Armenia.

Tomorrow they will ask Israel why it doesn’t recognize the Palestinian
borders?!

The self-determination principle in the international law is
not based only on establishing of separate country. The form of
self-determination can be the national autonomy, national cultural or
national personal autonomy. Again, the question is about the political
will of the sides”.

According to Blabbermouth.net “Harakiri”, the new studio album from
singer, songwriter, multi-instrumentalist, poet and political activist
Serj Tankian, will be released July 10 on Reprise Records/Serjical
Strike. The official lyric video for the first single, “Figure It Out”,
is available below.

“Harakiri”, a Japanese word meaning ritual suicide, is the follow-up to
2010’s critically acclaimed “Imperfect Harmonies”, and the third solo
release from the System Of A Down frontman. As with 2007’s “Elect The
Dead” and “Imperfect Harmonies”, Serj produced “Harakiri” himself at
his home studio in Los Angeles. He tried to approach writing a little
differently this time around. “I used the Apple iPad as a songwriting
instrument to sketch out three of the songs on the record,” explains
Serj. “We must trick ourselves into writing in different ways to
get unexpected results.” The album will also feature performances by
Serj’s touring band, THE F.C.C. – Dan Monti on guitar, Mario Pagliarulo
on bass, and Troy Zeigler on drums. Dan Monti is also co-mixing and
co-engineering the album with Serj. The album was mastered by Vlado
Meller (Metallica, Red Hot Chili Peppers, Kanye West, Beastie Boys).

Serj reveals each of the songtitles in a statement describing
“Harakiri” below. The song names are in order and in bold:

“The Cornucopia of love/hate affairs with Gaia have made us scream
“Figure It Out! CEOs are the disease.” Where abusive capitalism’s only
fate is human/environmental devastation. The Ching Chime, diminutive
drama of a gangsta Butterfly revealed that humanity’s tears actually
outweigh yearly rainfall on the planet.

“We have witnessed Harakiri on a grand scale tearing out the Occupied
Tears of victims preyed on by victims turned aggressors creating
a Deafening Silence through which we hear a voice plead, “Forget Me
Knot, my child.’

“Reality TV has become the searing indictment of a society best
described as the Uneducated Democracy. The daughters of the evolution
Weave On with blood dripping down their guilty hands onto the flag
as the word republic is replaced by empire.”

Much of the new record was written in 2011, which was an incredibly
busy year for the diversely talented musician and what Serj describes
as “the busiest, most productive year of my life so far.” In February,
the rock musical “Prometheus Bound”, which he composed all of the
music for, opened at the Oberon Theater at Harvard in Boston to
rave reviews. 2011 also saw Serj release his second poetry book,
“Glaring Through Oblivion”. He toured with System Of A Down across
three continents, performed with the Opera Orchestra in Yerevan,
Armenia, where he also had political meetings with heads of state and
hosted non-profit events. He then performed his first ever concert in
Lebanon, the place of his birth, with the Lebanese National Symphony
Orchestra. When he returned to the U.S., he finished writing four
records: a jazz record, an electronic record he wrote with his friend
Jimmy Urine of Mindless Self Indulgence, a full classical symphony
called “Orca”, and the new solo rock record that he is currently
mastering.

“The year 2011 started with a fire. Some kids in Piha, New Zealand were
setting off fireworks that landed on my neighbor’s property and lit the
whole hill on fire. I knew it was going to be a hell of a year and it
certainly was,” says Tankian. “Within five days of that, reports came
out about birds and fish dying in massive numbers globally. The omen
was not lost on me. Varied creatures on earth were committing massive
hara-kiri (the Japanese term signifying ritualistic suicide.) Do they
know something we don’t about the coming times or the sustainability
of the environment? That is the day I started writing this record.”

The symbolism of entire species eradicating themselves on a large
scale struck Serj emotionally, and is an underlying theme on the entire
record. He took that idea and went to work writing, incorporating all
of the experiences of his chaotic year to make a different kind of
record. “The record is different than any I’ve made as a solo artist,”
he says. “It is much more driving and punk-oriented, with influences
ranging from goth to electronic to ’80s vibes, dynamically heavy rock
to epic melodic songs. Lyrically, it spans the gauntlet of themes from
personal, political and philosophical to spiritual, humor and love.”

He also tried to approach writing a little differently this time

Armenian Special Services To Provide Parties With Data On Voters

The National Security Service of Armenia has agreed to give political
parties updated information on voters, as stated by David Arutyunyan,
deputy head of the central electoral office of the Republican Party
of Armenia, News Armenia reports.

The National Security Service agreed and will give its final answer
on May 3. Political parties need to give guarantees that information
will only be used during the elections. Prosperous Armenia joined
the initiative.

Arutyunyan said on April 28 that the Republican Party, Dashnaktsutyun,
Democratic Party, Communist Party and Orinats Yerkir were negotiating
use of information of border guards to check citizens for presence
in Armenia.

Armenia will hold parliamentary polls on May 6 with 8 parties and a
bloc running.

They include the Republican Party, Prosperous Armenia, Orinats Yerkir,
Dashnaktsutyun, Heritage, Armenian National Congress, Democratic Party,
Communist Party and United Armenians. Experts expect the main struggle
between the Republican Party, Prosperous Armenia and the Armenian
National Congress.
