A number of processes on domestic (national), regional and global
levels rise inclination of Turkey for the creation of the nuclear
capabilities of its own.

1. Geopolitical factors

On this level following circumstances should be singled out:

* Though the 5th article of NATO agreement provides protection for
Turkey by means of a nuclear umbrella, B. Obama’s well-known “Provision
of global peace and security without nuclear weapons” initiative as
well as strengthening of isolationist moods among representatives of
both republican and democratic political wings, cause considerable
tension among the southern NATO member-countries and first of all
in Turkey (as well in Italy and partially in Greece). Besides, the
situation formed makes some Western European NATO partners (France and
Britain) form joint military strategic capabilities. Other countries
(Germany, the Netherlands) complying with the logic of intensification
of the tendencies (“no American bombs on our territories”, “say no
to nuclear energy”) are complied to free territory for the facilities
of their own, to create a fertile soil for the acknowledgment of the
necessity of their origination.

* The role in the creation of the US/NATO missile defence system
offered by the US to Turkey (and a number of Eastern European
countries) as a “consolation of their concern” cannot be considered as
good guarantee for national sovereignty provision as availability of
nuclear potential of its own. Even more, deployment of the elements
of missile defence by the US in Turkey causes serious concern in
Iran and Syria (in mid-term prospects in Saudi Arabia). It is known
from the lessons of the Cold War that missile defence contains
considerable destabilizing potential. This point is more than
reasonable in Turkey’s regard; * Obstacles which came forward on the
way of political integration with Europe, unsuccessful negotiations,
which lasted for years, deepen Turkey’s “disappointment in Europe” and
intensify its aspiration to rely only on its own powers, to establish
close cooperation with other regions (Asian-Pacific region) and powers
(Argentina, Brazil, Russia, China, Japan, etc.). All this questions
efficiency and geopolitical reasonability of Turkey’s staying in NATO
military sector.

2. Regional factors

Here the following circumstances should be singled out:

* For decades Israel has been a nuclear power which consecutively
denies exerting international control over its nuclear programme.

This military and technology capability and this stance have provided
the national sovereignty of Israel amid rapid developments in the
region for decades. On the other hand Israel’s example confirms the
steadiness of other countries to possess nuclear facilities of their
own as the highest guarantee of their national sovereignty.

* In recent decade Iran has consecutively developed elements of
the nuclear technologies and delivery means. Implementation of a
large-scale nuclear programme in Iran, technological progress and
other factors make Turkey realize necessity of balancing Iran in the
region, providing competitiveness and regional influence as well as
seeking for ways of carrying this all out [1]. The logic of symmetric
balancing makes Turkey acknowledge necessity for obtaining nuclear
capabilities of its own.

* Over a recent decade intensification of an armaments race or the
so-called “nuclear flourishing” has been observed in the region of Big
Middle East [2]. Nuclear energy, medical and other applied programmes
have been carried out in a number of Arab countries. Separate elements
of an appropriate infrastructure have been created. The development of
“Arab spring” in 2011 targeted first of all the countries of the region
which used to have and/or still have nuclear claims – Algeria, Tunisia,
Libya, Egypt, Syria and Iran. Moreover, in the expert community an
opinion was expressed that at the beginning of 2011 M. Kaddafi and
H. Mubarak regretted that they had renounced the idea of developing
nuclear military programmes of their own, i.e. they renounced the
only efficient leverage of their own national sovereignty amid the
“period of directed instability”.

This acknowledgment was also substantiated by the example of the
personal fate of S. Hussein and national fate of Iraq.

3. National factors

Ideological component – “Turkish Gaullism” – In today’s Turkey where
the processes of nationalization and Islamization can be observed,
acknowledgment of necessity of creation “strategic deterrence forces”
of its own, its ideological basis, political grounds and social order
are present.

According to some sources, the ruling JDP discusses Turkey’s prospects
as a military component of NATO and issue of necessity of creation
of the “strategic deterrence forces” of its own [3].

>From ideological point of view convergence of traditional pro-western
“kemalist” heritage with more pro-Islamist and eastern-oriented
powers and ideas is taking plays. This third political, world outlook
and geopolitical direction was characteristically called “Turkish
Gaullism”, which underlines its inheritance link to one of the mist
characteristic elements of Ch. De Gaulle’s policy – strong orientation
to nationalism, alienation of NATO military component, development
of national nuclear military and economic facilities [4, 5].

Such development of the Turkish ideological and political fields is
based upon auspicious public opinion on rising independent role of
their country, intensification of its capabilities, taking a bigger
regional influence. And they feed each other reciprocally. According
to some independent public opinion polls, in 2011 more than 60%
of the population in Turkey supported the idea of obtaining more
independent and more influential role in the region. Besides, according
to large-scale public opinion polls held in the Arab countries of the
Big Middle East, Turkey is the country which played most constructive
role during the “Arab spring”. Turkey received about 50% of votes of
the respondents, thus upstaging France, US and Russia [6].

Military component – The US/NATO nuclear and thermonuclear weapons
have been deployed in Turkey for decades. Currently there are several
dozens of B-61 tactical thermonuclear variable yield bombs1.

Turkey has accumulated experience of storage, security and service of
the nuclear weapons as well as experience of participation in NATO’s
“joint nuclear missions”. There is one active infrastructure of storage
of thermonuclear weapons (Icirlik) and four out of commission at four
air force bases2.

Infrastructural, scientific-technology and professional component –
Accumulation of critical mass of facilities and infrastructures,
satisfactory rate of economic development, which are enough for
developing nuclear capabilities, are observed in today’s Turkey.

1. Thus, in Turkey the experience of small-scale and/or experimental
production of all the stages of nuclear fuel cycle has been developed
and accumulated for more than 30 years – uranium ore production,
processing, (“yellow cake”3), enrichment, creation of pellets and
rods. There are also infrastructures for small-scale processing and
long-term storage of nuclear waste, radiation dosimetry and security
services. Ramified and integrated Turkish Atomic Energy Agency (TAEK)
with its two main national nuclear centers and separate stations –
Nuclear Fuel Pilot Factory, Nuclear Waste Processing and Storage
Station, two research reactors – is working.

Besides TAEK there is MTA Technologies Lab which is specialized in
the issues of production and processing of nuclear fuel. Large-scale
research and experimental-design studies in the basic and practice
areas of nuclear physics, nuclear synthesis, laser technologies and
various practical aspects of accelerator physics are carried out.

Personnel are trained.

2. In 1996 under the patronage of the Scientific and Technological
Research Council of Turkey (TUBİTAK) the Turkish Academic Network
and Information Centre (ULAKBIM) was founded. In 2003 TR-Grid Turkish
national network was established on ULAKBIM’s initiative. It is
oriented on consolidation of all the designed capacities necessary
for scientific researches, computer modeling, which demands vast
information volume, arrange superfast information sharing. TR-Grid
includes 7 Turkish universities where programmes on atomic and nuclear
physics and other related areas are centered, ULAKBIM center and TAEK
with its structure and nuclear research centers.

3. Judging by the information brought in the open sources, Turkish
scientific, technology and innovation areas underwent unprecedented
progress in 1998-2009. Thus, over the aforementioned period:

* Gross expenditure on R&D (GRED) has almost tripled. From $2 billion
in 1998 they grew up to $9 billion in 2009 (the data is specified in
accordance with purchasing power, PPP, $) * GRED and GDP ratio has
doubled – 0.37% in 1998 and 0.85% in 2009. According to some official
sources in 2013 the volume of GRED will reach 2% of GDP.

* The number of the personnel and researchers involved in the R&D
areas tripled, the rate of the young specialists grew.

* The number of scientific publications quadrupled. Turkey takes
2nd place on the rate growth of the number of scientific publication
(the fist is South Korea).

* The number of certified national patents has grown tenfold; the
number of international patents also grew * There is a distinct
programme of nuclear energy development, which is now being
implemented.

Conclusion

As a result of combination of a number of factors a practical
possibility of implementation of the programmes on military and
peaceful usage of nuclear technologies has considerably grown.

Turkey’s nuclear claims have almost a 50-years long history but current
situation should be considered unprecedented due to the simultaneous
availability of a number of factors and their synergy and reciprocal
intensification.

President Serzh Sargsyan sent today a congratulatory message to
Vladimir Putin on the occasion of assuming the office of the President
of the Russian Federation.

“Further development of the strategic partnership with Russia and
strengthening of our allied relations is an essential aspect of
Armenia’s foreign policy and is based on the centuries-long friendly
relations of our two nations and mutual trust.

In the period which followed the establishment of diplomatic relations,
through the joined efforts our two countries have been able to create a
broad legal base, form efficient mechanisms for a productive bilateral
cooperation which are manifested in all areas of the interstate
relations, in the implementation of joint economic projects, as well
as in the expansion of the humanitarian and interregional ties,”
President Sargsyan stated.

Serzh Sargsyan specially highlighted Vladimir Putin’s personal
contribution to the forming of this type of the Armenian-Russian
cooperation. “Your consistent efforts, which have further strengthened
the brotherhood of our two peoples, have multiplied the positive
experience of solving issues through mutual assistance,” he said.

I am hopeful that Your invariable attention toward the development
of the Armenian-Russian cooperation, our personal dialogue based on
mutual trust will continue to direct general efforts for the benefit
of our countries’ allied cooperation, for the benefit of the peoples
of Armenia and Russia, stability and enforced security in the South

Yesterday TV channels showed interviews with political scientists
and experts who assured the society that those were the most honest
elections in Armenia. As a proof they referred to better work of the
mass media, that all the parties had access to media for campaigning
and the CEC and other bodies received no complaints and nobody got
killed. They all knew that in these elections they bought people’s
votes without any ceremonies, the joint headquarters did not say
anything about it not to let the Prosperous Armenia Party down while
the RPA was silent not to let itself down

However, there was a sad smile in the eyes of those who asked questions
and answered them.

However, apparently, electoral bribe is not considered an electoral
breach. Moreover, some parties called voters not to refuse the money
but to accept and vote by consciousness. It is like prostitution,
accept the money, no need to love.

The electoral bribes were the central face in this election. It was
noticed that yesterday people paid in shops with brand new 10,000 dram
notes. It means that Armenia received a new consignment of banknotes
which are not guaranteed by anything. It means that soon the exchange
rate of the dram will change, and products will get more expensive.

So, those who accepted the bribes should think for themselves.

Interestingly, on the same day France, Greece and Serbia also held
elections. In none of these countries were breaches and election bribes
reported. And information on Armenian elections was colored with facts
of breaches. Nobody has counted them because all the information on
breaches was basically sent out into open space.

However, it is not important. It is important that there is no
confidence in the institution of elections. Those who accept money
say that the election return will be drawn anyway, and their votes
have no importance therefore there is no need to refuse the money.

In other countries confidence in elections is a primary condition
for democracy. There will be no democracy in Armenia unless there
is confidence.

YEREVAN, MAY 7, ARMENPRESS: Central Electoral Commission of Armenia
(CEC) has summed up the preliminary results of 1982 polling stations.

As Armenpress reports, 5 parties and one bloc have overcome the
threshold — 5 and 7% respectively. The preliminary image of the
results is as follows:

Prosperous Armenia Party – 30,20% (454 684)

Heritage Party – 5,79% (86 095)

Armenian National Congress – 7,10% (106 910)

Armenian Revolutionary Federation – 5,73% (86 296)

Armenian Democratic Party – 0,37 % (5 633)

Armenian Communist Party – 1,06% (15 933)

Republican Party of Armenia – 44,05% (663 066)

United Armenians Party – 0,20% (3 080)

Rule of Law Party – 5,49% (82 690)

62.26% of the citizens eligible to vote or 1 million 559 thousand
627 citizens participated in the Armenian parliamentary elections.

Central Electoral Commission of Armenia will sum up the preliminary
results of the majoritarian system elections on May 7, 14:00, and
the results of the proportional system elections will be publicized
on May 7 until 20:00

So, Republican Party of Armenia, Prosperous Armenia Party, Rule of
Law Party, Armenian Revolutionary Federation, Heritage and Armenian
National Congress secured their places in the National Assembly of
the 5th convocation.

Socialist presidential frontrunner Francois Hollande promised on the
eve of French elections that he will mend strained ties with Turkey,
which came to the brink of no return after a draft genocide bill
issued last year penalized the denial of Armenian of genocide in the
Ottoman Empire, Today’s Zaman reports.

In a letter sent on Friday, two days ahead of the elections, to Paris
Anatolia Cultural Center Chairman Demir Onger, Hollande, who is on
course to win this weekend’s presidential runoff against incumbent
President Nicolas Sarkozy, pledged to recreate positive ties with
Turkey, but added that he will redraft the genocide bill to make it
constitutional if elected. He rejected the idea that the genocide bill
targets Turkey or the Turkish community, saying that it only foresees
equal treatment for all crimes of genocide recognized in France. “My
view [on Turkey’s EU bid] has not changed since 2004. Premier Recep
Tayyip Erdogan said, in turn, Nicolas Sarzoky had promised to quit
politics if he lost the election, and noted that Sarkozy would most
probably be on holiday from now on.

“Turkey-France relations should be better, based on peace, solidarity
and sensitivity in this new era in France,” Erdogan held a press
conference in the southeastern province of Gaziantep before he left
for Slovenia. Erdogan said if populist messages in election campaigns
were reflected on implementations of the new administration in France,
it would have a negative impact on Turkey-France relations. “I hope
that they would just remain as remarks made at squares,” he said.

Le conseil municipal de Los Angelès va bientôt inclure la langue
armenienne dans les bulletins electoraux pour permettre aux 30000
electeurs d’origine armenienne de voter dans leur langue ;

Paul Krekorian, le premier Armeno-americain membre du Conseil
municipal de Los Angelès a soumis la proposition avec le President
de Conseil Herb Wesson. La proposition a ete faite pour coïncider
avec l’anniversaire du genocide armenien.

Ils demandent que les bulletins soient traduits en armenien pour les
elections de 2013.

La ville de Glendale, qui a une proportionnellement une plus grande
population armenienne fait deja cela.

General du Vaucluse,M.Calafatis ,adjoint au Maire de Morières ,Mme
la Deputee-Maire d’Avignon Marie Josee Roig, M.Michel Chirinian
adjoint au Maire d’Avignon, M.Lucien Stanzione maire d’Althen des
Paluds ,Messieurs les Presidents d’associations cultuelles, M.Claude
Nahoum president du Consistoire israelite ,les anciens combattants
d’Avignon et de Châteaurenard , la Ligue des Droits de l’Homme ,
Les Medailles de la Legion d’Honneur.

La Fanfare de l’Isle sur la Sorgue a joue l’Hymne armenien puis la
Marseillaise ,la Chorale “la Cascaîado” a termine la ceremonie par
EREVAN EREBOUNI devant un auditoire attentif et emu.

Le discours de la Presidente Veronique Bruna-Mardoyan a porte sur
la necessite d’une loi penalisant le negationnisme et a fustige tous
les fossoyeurs de la loi Boyer .

Les Armeniens de l’Empire Ottoman ont ete victimes d’un genocide
: l’extermination deliberee d’une culture et d’un peuple. Leurs
communautes du monde entier commemorent ce mois-ci ces evenements, pour
rappeler ce qui a ete perdu et placer ces evenements dans la lumière de
la verite historique. Dans les occasions telles que celles-la (et il y
en a trop dans le monde), nous cherchons un chemin pour tout a la fois,
honorer les morts et progresser dans la securite des vivants. Il y a
cinq ans, j’etais directeur executif de l’Anti-Defamation League de
la Nouvelle Angleterre. Dans une suite d’evenements qui commencèrent
a Watertown et finirent par interesser des communautes a travers
tout le Massachusetts et au-dela, j’ai recu une lecon douloureuse
sur la puissance des mots. J’ai passe l’annee 2007 a lutter pour
comprendre pourquoi ceux qui m’employaient refusaient de reconnaître
avec probite les evenements historiques factuels que nous pleurons et
les commemorer en tant que Genocide des Armeniens. Les details n’ont
pas d’importance. Il suffit de dire qu’etant donnee sa position sur
ce point, l’aptitude de l’ADL comme partenaire entre communautes a
suscite des interrogations dans nombre de cites et de villes. Après
beaucoup d’auditions, de lectures et le soutien de ma famille et de
mes amis, et du conseil d’administration regional, j’ai rompu avec
l’ADL et declare publiquement ce qui m’etait devenu insupportable
dans la position de mon organisation. J’ai dit alors a la communaute
et je pense toujours que nous devons nous comporter envers l’histoire
avec probite, deshonorant les morts et mettant en danger les vivants
si nous n’en etions pas capables.

S’interdire d’employer le mot genocide pour caracteriser la guerre
faite au peuple armenien dans l’Empire ottoman est un calcul delibere
qui privilegie la stabilite a court terme au lieu de la verite. Faire
ce marchandage une fois ou deux, dans quelques rares situations
extremes, cela permet peut etre de se tirer provisoirement d’affaire
; mais avant qu’il ne soit longtemps, cela ruinera le fondement de
tout ce en quoi nous croyons par ailleurs. Lorsque nous en serons
arrive a ce point la, il ne faudra plus compter sur ce qui pour nous
a de l’importance.

Le monde savait que ce qui arrivait aux Armeniens au moment où le
Genocide a eu lieu. Ne serait-ce qu’en 1915, il n’y a eu pas moins de
145 articles dans le “New York Times” sur la politique des campagnes
de deportation et de massacres de masse. Le regime turc ottoman,
sous couvert de la guerre, a intentionnellement et systematiquement
annihile plus d’un million de ses propres citoyens, il a fracasse la
culture armenienne et eparpille les survivants dans une diaspora. Des
annees d’efforts du gouvernement turc et la volonte de ses allies
d’entrer dans le jeu a mis le doute et la confusion sur ces evenements,
longtemps après qu’ils se soient produits.

Ce coup de projecteur de l’ADL me vaut une occasion et un privilège
dont je lui sais gre. La comprehension qui est la mienne des raisons
qui ont fait que ce genocide a eu lieu est tout aussi limitee que
celle de n’importe qui. Mais mon attention sur sa longevite et sur son
impact a travers les generations en a ete accrue. Au cours des cinq
dernières annees, j’ai eu le privilège de rendre visite aux diverses
communautes armeniennes a travers les Etats Unis, et au Canada et en
Israël. Je leur ai raconte mon histoire et participe aux discussions
sur le pouvoir des mots et sur le legs du Genocide des Armeniens, dans
les campus d’ universites, dans les synagogues, dans les programmes
de formation et au sein de la famille et des amis. J’ai rencontre le
patriarche armenien de Jerusalem et sa Saintete le Catholicos de Tous
les Armeniens lorsqu’il est venu a Boston. J’ai meme eu l’occasion de
partager mes experiences a la Cour Penale Internationale de la Haye,
où j’ai passe deux mois a suivre les procès de crimes de guerre et
entendus des avocats et des juges debattre sur l’application de ce
meme mot – genocide – a la destruction du peuple du Darfour au Soudan.

Cette annee, la commemoration annuelle m’a donne une occasion
d’exprimer a la communaute Armenienne-Americaine du Massachusetts
mes profondes condoleances et mon respect pour les pertes et les
insultes qu’elle a subies. Ensemble, nous appelons nos gouvernements
et nos institutions ethniques, religieuses et culturelles a tous les
niveaux a se joindre a nous pour dire a haute voix que nous savons
ce qui s’est passe et que nous savons que notre travail pour aborder
la question des dommages intergenerationnels ne fait que commencer.

Pendant plus de 200 ans, la Chambre des representants du Parlement du
Massachusetts a ete un lieu où les ideaux democratiques ont pris la
forme d’actions prises au nom du peuple du Massachusetts. Nous sommes
aujourd’hui pleins d’admiration pour sa beaute physique et pour la
vaste etendue des questions debattues en ce lieu et resolues le plus
souvent pour l’amelioration de notre societe. Je suis reconnaissant
envers le gouvernement du Commonwealth [c’est ainsi qu’est designe
l’Etat du Massachusetts, avec quelques autres etats des USA] parce
qu’il a reconnu et parce qu’il commemore le Genocide ensemble avec
ses citoyens dans un lieu aussi approprie.

Il nous faut aussi nous rappeler qu’une proclamation ou la decision
d’un gouvernement n’est qu’une petite partie de l’equation lorsqu’il
s’agit de se souvenir et de prevenir. Je me souviens de ce que le
President Truman avait dit un jour : “la charge la plus haut placee de
la terre est celle de citoyen.” Je pense que la mesure de la sante
d’une communaute, d’un etat ou d’une nation n’est pas seulement
[d’accepter] que des choses douloureuses ou laides arrivent, mais
c’est la facon dont ils y repondent.

Nous avons une obligation de vigilance et de diligence qui nous fait
honorer ceux que nous avons perdus, une obligation de proteger ceux
avec qui nous vivons mais aussi ceux qui nous suivront.

WASHINGTON – Just as Vladimir Putin prepares to regain the Russian
presidency on May 7, a blueprint of his foreign policy is emerging
that will have the effect of consolidating political, economic and
military influence in what was the former Soviet Union, according to
a report from Joseph Farah’s G2 Bulletin.

But it also will expand that influence throughout the Middle East.

Putin has ambitions of creating a customs-free area, called the
Eurasia Union, which initially will include Kazakhstan and Belarus
and maybe Ukraine.

For now, Armenia has turned down the offer, but that could change given
that small South Caucasus country’s increasing importance to Russia’s
interest in preventing any attack on Armenia’s southern neighbor, Iran.

However, Putin now wants to expand the Shanghai Cooperation
Organization, or SCO, which includes Russia, China, Kazakhstan,
Kyrgyzstan, Tajikistan and Uzbekistan.

The SCO, an intergovernmental mutual security group, now wants to
include two other allies of Russia, India and Pakistan, with Turkey
having so-called dialogue partner status.

While there had been initial trepidation about admitting India and
Pakistan because SCO rules forbid membership of countries either
subject to United Nations sanctions or are involved in armed conflict –
as India and Pakistan periodically are – Moscow has decided to include
them in the SCO.

Another country which seeks SCO membership – Iran – remains outside
because it is subject to U.N. sanctions but, like the case of India
and Pakistan, there has been movement to include the Islamic republic.

With Putin back in the driver’s seat, look for a more robust initiative
by the SCO to create a more unified Central Eurasian bloc whose
purpose is to oppose perceived U.S. global influence.

The United States for years has sought to extend its influence in
the Central Asian region and will continue to maintain a presence
especially in Afghanistan even after major U.S. troop departures at
the end of 2014.

The SCO also will be a forum for enhanced trade between Moscow and
Beijing with trade between the two countries expected to reach some
$80 billion this year.

The SCO also is looking at creating a multilateral reserve bank that
can serve as a hedge against any sanctions. Beijing already has pledged
massive loans to finance infrastructure development programs for the
SCO members.

To help consolidate the interaction of these countries, Putin wants
new incentives for road networks, with transportation corridors to
Europe and the Asia-Pacific region.

In time, Putin sees the Eurasia Union becoming a potential market for
the European Union countries and for potential investment from Europe
into the SCO countries. There even has been discussion of creating a
currency based on the gold standard to be used among the SCO members,
much like the Euro is used now among the 27-member E.U. countries.

While there may be many obstacles to achieving these political and
economic goals, the effort suggests an ambitious initiative by Putin
as he prepares to regain the Russian presidency and the potential
influence that Russia once again will be able to reassert in addition
to attempting to edge out U.S. influence.
