series of meetings, visits, and events kicked off on May 17 at the
Rhode Island State House, where Armenian Americans gathered to witness
the vote on a resolution in support of Artsakh’s independence. The
House passed a resolution calling on the U.S. President and Congress
to recognize the independence of the Nagorno Karabakh Republic (NKR).

The resolution also encouraged the republic’s “continued efforts to
develop as a free and independent nation,” and praised Artsakh’s
“constructive involvement with the international community and
its efforts to reach a lasting solution to the existing regional
problems.” (Read full text here.)

The resolution was voted on the House floor in the presence of Robert
Avetisyan, the permanent representative of NKR to the U.S. and Canada.

Prior to the vote, Avedisyan visited the Armenian Genocide Memorial
in Providence and laid wreaths in memory of the victims.

After the vote, Avetisyan headed to the Armenian Apostolic Sts.

Vartanantz Church’s hall, where members of the community gathered to
meet and greet him. During the reception, Avetisyan delivered comments
and answered questions.

State House Vote Sets Example

The vote at the State House set the stage for the further integration
of the NKR into the international community. In an interview with
Armenian Weekly editor Khatchig Mouradian, Avetisyan said, “I thank
the Rhode Island House for passing this resolution in support of
Karabakh’s aspirations for freedom, and hope that the legislature’s
commitment to our shared values of human rights and justice will set
an example for other legislatures in the U.S. and beyond.”

RI Congressmen in Washington Support Karabakh

Within a few hours of the R.I. House vote, on Capitol Hill,
Congressmen James Langevin (D-R.I.) and Congressman David Cicilline
(D-R.I.) made statements on the House floor in support of the people
of NKR. Senators Sheldon Whitehouse (D-R.I.) and Jack Reed (D-R.I.),
in turn, issued statements.

“It is more important than ever that the United States maintain
a principled stand for peace in this region, show that democracy
can be born from conflict, and support Nagorno-Karabakh,” said
Langevin. “It is my sincerest hope that Nagorno-Karabakh’s right to
self-determination can be affirmed without further loss of life.”

“20 years ago, the people of Nagorno Karabakh fought and died for their
independence from Soviet Azeri repression and discrimination,” said
Cicilline. “I join the people of Nagorno Karabakh today in recognizing
the 20th anniversary of their independence and the formation of the
Republic’s Army and the liberation of Shushi.”

COMMUNIST PARTY OF ARMENIA DOES NOT RECOGNIZE THE RESULTS OF THE MAY 6 PARLIAMENTARY ELECTIONS

arminfo
Friday, May 18, 20:35

The Communist Party of Armenia does not recognize the results of
the May 6 parliamentary elections since they do not reflect the real
political picture, First Secretary of the CPA Ruben Tovmasyan told
journalists on Friday.

Quoting Armenian poet Paruyr Sevak, Tovmasyan said that in Armenia they
“sell a handmade truth.” He believes that the international observers
have also been bribed.

Tovmasyan thanked the 16,000 voters who gave their “crystal-clear”
votes for his party. “We believe that there were more votes given for
us, but under such a regime, who have robbed the country for over 20
years and continues doing it, there can be no truth,” the leader of
the Armenian Communists said.

To remind, during the elections the CPA secured just 1.06% of the
votes.

Expert On Iran: Invasion In Iran May Trigger A War In Nagorno-Karaba

EXPERT ON IRAN: INVASION IN IRAN MAY TRIGGER A WAR IN NAGORNO-KARABAKH

arminfo
Friday, May 18, 20:42

US Ambassador to Israel Daniel Shapiro was somewhat exaggerating
when he said that the United States has already finalized its plan to
attack Iran’s nuclear facilities and is ready to realize it. It was
just one more attempt to pressure Iran before the Baghdad meeting,
expert on Iran Rudik Yaralyan told journalists on Friday.

Many people in the US administration would prefer to solve this problem
diplomatically, especially considering the moods inside the United
States and the growing number of Americans urging their authorities
to focus on domestic problems.

Yaralyan said that the Azeris’ growing intolerance towards Iran should
put the Iranians on the alert. No coincidence that the latter are
reinforcing their borders with Azerbaijan.

Yaralyan believes that an invasion in Iran may trigger a new war in
Nagorno-Karabakh. “The Azeris will hardly miss a chance to attack
Nagorno-Karabakh, but it will be hard for them to fight on two fronts
at one and the same time,” the expert said.

Another expert on Iran Armen Israelyan said that Azerbaijan’s
cooperation with Israel should bother not only Armenia but the whole
region. He believes that the West would rather undermine Iran’s
economy than start a war against it.

I will go again.”

What’S The Point Of Coalition?

WHAT’S THE POINT OF COALITION?
Naira Hayrumyan

Story from Lragir.am News:

Published: 15:51:39 – 18/05/2012

Eduard Sharmazanov has overcome the psychological barrier and stated
that the coalition is not an end in itself and it is possible to do
without it. So, if Gagik Tsarukyan does not state to support Serzh
Sargsyan’s candidacy in the elections, a coalition government may
not be formed.

Why does Armenia need a coalition? This question has been asked but
not answered. The ruling Republican Party has enough votes to form
government and it does not need the coalition for the solution of
issues of local importance. A coalition may be necessary if national
issues will be on stake, like the Karabakh conflict and the Armenian
and Turkish relations.

The next parliament will have to deal with these issues, in particular
the Karabakh issue. One of the American states has suddenly called
on the president to recognize the independence of Karabakh. It is
evident that there are countries which are ready to do that. The
European Union also demands free access to Karabakh, and it means
that the developments regarding the Karabakh issue may activate. Is
it connected with escalation in Iran or is it the wish of the West to
withdraw Armenia from the Russian zone of influence while the essence
is not important?

The important thing is that despite negotiations on recognition, i.e.
a positive trend for Armenians, in reality the issue of the territories
which were not part of the former Nagorno-Karabakh Autonomous Region
have not been solved. How will Armenia react if those eager to
recognize the independence of Karabakh are found to do that within
the former NKAR borders?

It is unlikely that Serzh Sargsyan wishes to take responsibility
for such a tough decision. The coalition would not only share
responsibility but also justify refusal. For example, just
like it happened with the Armenian-Turkish relations when Serge
Sargsyan allowed himself to be “persuaded”, but then the Armenian
diplomats repeatedly referred to the backlash of the society to such
normalization, and the ARF even left the coalition for this reason.

Perhaps, Serzh Sargsyan cannot agree with Gagik Tsarukyan on this
issue. Besides, prior to the elections on April 26 Tsarukyan himself
told the “Russian newspaper”: “We are happy that the Russian Federation
has again become one of the world poles of attraction and influence
under Vladimir Putin. We have already issued readiness to cooperate
in all directions to spread the idea of the Eurasian Union”.

On May 16 Tigran Sargsyan’s article was published which dwells on
the ineffectiveness for Armenia to enter the Eurasian Union and that
“Armenians face Europe”.

Most probably, these are the questions Tsarukyan and Sargsyan cannot
agree since it is possible to agree on the presidential candidates
first and then renege on the agreements. They can ensure that Tsarukyan
agrees to form a coalition and support Sargsyan, Vartan Oskanian and
others leave the PAP faction and nominate their own candidate.

But here is the snag of the coalition. Perhaps, foreign political
factors are stronger than domestic issues.

Not Military Threats But Embargo More Dangerous For Iran – Armenian

NOT MILITARY THREATS BUT EMBARGO MORE DANGEROUS FOR IRAN – ARMENIAN EXPERTS

news.am
May 18, 2012 | 15:22

YEREVAN. – Not military threats but economic sanctions are more
dangerous for Iran, expert on Iranian studies Armen Israelyan told
the journalists on Friday.

“The sanctions will make Iran suffer more losses than threats on
using military force. Price for food products has increased twice,
gas and oil prices are expected to go up as well which brings forth
the discontent with the authorities. It is more beneficial for the
United States than military actions,” the expert added.

“No need to try to inspire disagreement between Ayatollah Khomeini and
the President of Iran,” the other expert Rudik Yaralyan said. “There
are no serious religious-political disagreements, which could have
caused for a change in the situation.”

At the same time Yaralyan believes that the West has hardly changed
position regarding Tehran. Its goal is to create a controllable chaos,
which is hardly to lead to serious geopolitical steps and military
actions against Iran.

In case of a military aggression, the experts believe that Armenia
will not get a fatal blow on its economy. However, Armenia may have
an indirect influence, for example migration of refugees to Armenia
from Iran.

FEAST OF ASCENSION CELEBRATED
WITHIN THE PRELACY

On Thursday, May 17, 2012, the Feast of Ascension of our Lord Jesus
Christ was celebrated within the Prelacy with Divine Liturgy and the
traditional Ladies Auxiliary luncheon. The Feast of Ascension, celebrated
40 days after the Resurrection, is fundamental in the Christian faith, and
the Armenian Apostolic Church has its unique traditions for celebrating this
Feast.
The festivities began in the morning with Divine Liturgy at St.
Mary’s Church in Glendale presided over by H.E. Archbishop Moushegh
Mardirossian, Prelate, and celebrated by Rev. Fr. Razmig Khatchadourian, who
also delivered the sermon. Clergy members participated in the service.
Consul General of Armenia, the honorable Grigor Hovhannissian, attended both
the service and the luncheon.
In his sermon, Fr. Razmig referred to biblical passages telling how
Jesus Christ ascended to heaven and sat at the right side of the Father. He
noted that after the Resurrection Jesus, had appeared to His disciples many
times and had commanded them to be the preachers of His good news. The last
appearance was on the day of Ascension, on the Olive Mount, where Jesus once
more commanded His apostles, telling them that just as the Father sent Him,
He was now sending them to go out and preach His gospel to all the peoples
of the world. And whoever believed and was baptized in the faith would
receive salvation, while the non-believers would be condemned. Jesus also
promised that He would be with them and with all His followers until the end
of time, and added that His disciples would be inspired by the Holy Spirit
and only to start their mission after receiving the Holy Spirit at
Pentecost.
Speaking of the unique traditions of the Armenian people relating to
the Feast of the Ascension, Fr. Razmig noted that the drawing of lots has a
biblical basis, as it was through this means that the apostles chose
Matthias to replace Judas Iscariot. He then invited and urged the faithful
to incorporate the life-giving messages of Jesus Christ in their daily
lives, saying “Jesus was sent to this earth and He ascended from this earth
to save mankind. This is the greatest promise of the Gospels. We must
glorify Him by heeding His commandments and living God-pleasing lives so
that we too may be worthy of His eternal kingdom. As faithful believers and
followers of Christ, let us kneel before Him, vowing to continue to serve
Him and fulfill our duties for the splendor of the Armenian Apostolic Church
and the Armenian people”, concluded the Prelate.
The luncheon followed at Brandview Ballroom in Glendale, under the
auspices of and with the attendnace of the Prelate. This year’s luncheon
was hosted by Mrs. Nora Bezdikian, Mrs. Satig Der Ohanessian, Mrs. Maro
Fermanian, and Mrs. Mirna Kacharian. Ladies Auxiliary member Mrs. Hourig
Abdoulian served as the Master of Ceremonies
Deacon Khatchig Shannakian, who next month will be ordained a
priest, was then invited to speak about the history and traditions
associated with the Feast of the Ascension. He referred to events of the
Holy Resurrection and Ascension and their significance in our lives today,
concluding by mentioning the traditions and ceremonies of the Feast of
Ascension within the Armenian culture.
In his remarks, the Prelate spoke of the significance and meaning of
the Feast of Ascension then commended the Ladies Auxiliary and all those who
contribute to the preservation of our culture and traditions. His Eminence
also thanked and commended the luncheon sponsors for their financial
support, noting that their sponsorship of the luncheon is a demonstration of
their encouragement and faith in the mission of the Prelacy. In conclusion,
the Prelate commended Deacon Khatchig for his presentation.
The luncheon continued with a cultural program including a
performance by singer Gagik Badalyan. Guests also joined in the singing of
Ascension songs and participated in the drawing of lots.

The ANC-WR and Asbarez Newspaper had jointly organized the event,

responded favorably.

AUA Restructures the Organization of Its Academic Units

On April 23, Interim Provost Der Kiureghian announced a major
restructuring of the organization of academic and research units of
the American University of Armenia (AUA). The new organizational
structure is a result of extensive discussions involving a broad
spectrum of the University community, starting during the strategic
planning meetings in the summer of 2011 and continuing through the
fall and winter quarters of the current academic year. The details of
the new organizational structure were worked out during a series of
meetings of the university administration including the president, the
provost and vice presidents of finance and operations.
The Board of Trustees of the University has endorsed the
reorganization plan, which will become effective July 1, 2012, in
anticipation of the start of three new undergraduate programs and one
graduate program in the fall of 2013.

The new organizational structure collects the academic units of the
University in three Colleges: The College of Business and Economics
(CBE), the College of Humanities and Social Sciences (CHSS), and the
College of Science and Engineering (CSE). The CBE will house the
existing MBA programs, the planned MS program in Economics, the
planned BA program in Business, as well as the Center for Business
Research and Development (CBRD). The CHSS will house the existing
master’s programs in Law, Political Science and International Affairs,
and Teaching English as a Foreign Language, the planned undergraduate
program in English and Communications, as well as three research
centers: the Legal Resource Center (LRC), the Turpanjian Center for
Policy Analysis (TCPA), and the Center for Research in Applied
Linguistics (CRAL). The CHSS will also oversee General Education
courses of the undergraduate programs. The CSE will house the existing
master’s programs in Industrial Engineering and Systems Management and
in Computer and Information Science, the planned undergraduate program
in Computational Sciences, and the Engineering Research Center
(ERC). The disposition of the master’s program in Public Health as
well as the Center for Health Services Research and Development (CHSR)
and the Acopian Center for the Environment (ACE) is still under
discussion. One possibility is that an expanded Public Health program
together with the two centers will form a fourth college, tentatively
named the College of Health and Environmental Sciences.

The new organizational structure offers significant advantages. First,
it is a scalable model that will allow the University to grow as it
introduces new programs, both at the undergraduate and graduate
levels. Second, having multiple academic programs within the umbrella
of a single college will enhance interdisciplinary teaching and
research, which are keys to high-quality education and scholarship. In
fact, to further encourage interdisciplinary interactions, artificial
boundaries between the disciplines will be avoided by not creating
departments for the degree programs. Rather, the faculty within each
college will “belong” to the college and not to the specific degree
programs. However, each degree program will have a “Program Chair,”
who will work with the dean of the college to administer the teaching
and curricular activities of the program. This structure will foster
interactions among the faculty with diverse backgrounds and create an
environment that encourages collaborative teaching and
research. Third, the new structure will enhance the diversity of the
teaching programs. The present “silo-like” organizational structure of
the degree programs into separate departments and colleges does not
allow recruitment of full-time faculty. This is because programs are
small and no individual instructor can teach more than a few of the
diverse set of courses within the program; furthermore, it is not
desirable for students to take too many courses from the same
instructor. Collecting a set of degree programs into a single college
will allow sharing of faculty resources. As a result, students will
benefit by experiencing a more diverse set of faculty expertise and
teaching styles. No doubt, the new organizational structure will also
enhance interactions among students with diverse backgrounds.
Finally, the new structure will allow sharing of human and material
resources for both degree programs and research centers, thus
permitting economies of scale and growth.

In his April 23 letter, the Provost also announced the following
appointments effective July 1, 2012:
Dr. Tom Samuelian as the Dean of the College of Humanities and Social
Sciences,
Dr. Aram Hajian as the Dean of the College of Science and Engineering,
Dr. Catherine Buon as the Associate Dean of CHSS for General Education.

A search for the Dean of the College of Business and Economics is
currently underway. Program Chairs for each of the degree programs
will be appointed in due time. All these academic leaders will serve
in residence.

“We strongly believe that the new organizational structure will
significantly enhance the quality of our teaching and research
programs and improve our academic administrative operations,” says
Interim Provost Der Kiureghian. President Boghosian adds, “Our
strategic plan calls for a fourfold increase in our student population
and a threefold increase in the number of our faculty by 2017. It was
important to put in place an organizational structure that could scale
with that kind of growth. At the same time, it is important for all
to realize that none of our existing degree programs are changing. We
will continue to offer all of the master’s degrees we do now, and
more. The changes are designed to ensure that the students in those
programs are exposed to more faculty, and more interdisciplinary
scholarship. The goal is to create a richer educational experience
for all our students.”
