YEREVAN, MAY 23, ARMENPRESS: Musician Ara Gevorgyan’s new international
project “Love each other” is in the stage of recording.

Armenpress reports that Ara Gevorgyan mentioned during the press
conference on May 23 that it would probably be ready from two months.

“The world won’t become peace from my word but we must speak about
peace. I would like very much Charles Aznavour to join the project
and lead it” mentioned Gevorgyan. In his words the project “Love each
other” will unite famous singers from different side of the world
who will sing parts of the same name song in their countries then
will come to Armenia and sing the finish part of the song here. Now
negotiations are held with Celine Dion. The song has already been
recorded by Swedish, German, Indian and Arab singers.

“My efforts of looking for best singers if the world will be more
successful if ambassadors in different countries join me. I am going
to apply to Ministry of foreign affairs of Armenia” said the musician.

The end of the song will be sounded by famous Armenian singers Shushan
Petrosyan, Leyla Saribakyan, Arsen Grigoryan and etc. Gevorgyan
informed that the participation of Filip Kirkorov in the project
is possible only in case he sang “Adana” song rising the issue of
international recognition of Armenian genocide. “The negotiations
with Kirkorov are also in the process” he highlighted.

Serzh Tankyan has been suggested to perform the rock version of the
song. The author of the music is Ara Gevorgyan and lyrics – American
singer Daniel Decker the singer of song “Adana”.

both sides must make great efforts. Armenpress reports that about
this mentioned head of the Turkish delegation in Black Sea Economic
Cooperation Organization’s Parliamentary Assembly Ismail Safi during
the briefing with journalists in Yerevan. “Besides closed borders we
have many other problems and must consider them in total and try to
find solutions” said Safi.

The deputy did not refuse the traditional Turkish destructive position
continuing to insist that Nagorno-Karabakh issue and Armenian-Turkish

that Armenian Diaspora impedes the regulation of Armenian-Turkish
relations too.

Safi, however, mentioned that international cooperation as in framework
of BSEC PA could be favorable for the regulation of two countries.

YEREVAN. – Irrigation water must be supplied to Armenia’s villagers
free of charge, Union of Domestic Goods Producers Chairman and
Progressive United Communist Party President Vazgen Safaryan said
during a press conference on Wednesday.

In his words, it is solely in this way that a 170,000-heactare
non-cultivated land can be cultivated in the country.

In addition, as per Safaryan, the Chemical Plant of Vanadzor City
needs to be re-operated so that there would not be a need to import
fertilizers from Georgia and to sell them to the villagers as overhead.

Remaining faithful to the Communist ideology, Vazgen Safaryan also
proposed that the country’s Constitution must specify that the state
is obligated to provide jobs to the people.

Viktor Soghomonyan, spokesman for Armenia’s second president Robert
Kocharyan, dismissed the news about Kocharyan’s Moscow visit.

However, speaking to Tert.am, Soghomonyan confirmed that Kocharyan
is not in the republic currently, saying he has left abroad for a
private visit.

Zhoghovurd paper wrote today that Armenia’s second president is in
Moscow for already three days failing to meet with Russian President
Vladimir Putin. “Though Kocharyan is in Moscow for already three days
no decision over Armenia has been made yet. He has been told to wait.

The meeting may take place today to decide whether the Prosperous
Armenia party should form a coalition or not,” the paper wrote.

Repenser la turcisation des biens armeniens confisques / Revisiting
the Turkification of Confiscated Armenian Assets

Si quelqu’un assassine quelqu’un d’autre, puis s’empare des biens
et des proprietes de cette personne assassinee, il est probable
qu’il vivra des benefices de son crime. Dès lors que les autorites
decouvrent son crime, il est probable qu’il sera reconnu coupable –
par n’importe quel tribunal, n’importe où -, puis condamne, puni et
oblige de restituer ces biens et proprietes illegalement obtenus. Or,
si un peuple en massacre un autre, et s’empare des biens et des
proprietes du peuple massacre, il semble que des règles differentes
s’appliquent, et que les coupables – et leurs enfants – puissent
continuer a vivre des benefices de ce crime. Il semble aussi que leurs
heritiers puissent continuer a menacer les heritiers du peuple massacre
de nouveaux massacres, au cas où, precisons, ils osent faire etat du
massacre ou exiger la restitution de leurs biens et proprietes. Telle
fut la saga des peuples turc et armenien, de 1915 a nos jours.

Le massacre en 1915 d’un peuple – ou, peut-etre, plus exactement,
la tentative de massacre d’un peuple – n’eut pas seulement pour
resultat l’elimination des Armeniens de leur patrie vieille de 4
000 ans en l’espace de moins de deux ans, mais inaugura aussi un
processus toujours en cours de transfert de richesses, de biens et
d’avoirs des Armeniens vers les Turcs. Ce processus, lance en 1915 par
les dirigeants ittihadistes de la Turquie ottomane, a perdure sans
interruption avec la republique de Turquie, qui lui succeda, durant
des decennies, via divers decrets legislatifs. Processus acheve par
la turcisation complète et juridique de l’ensemble des biens et des
proprietes des Armeniens – a savoir de la presence economique des
Armeniens – en Anatolie.

Cette etude tentera d’expliquer le processus juridique de turcisation,
livre des exemples illustrant l’enormite des biens concernes, et aborde
des initiatives recentes pour inverser ce processus (y compris des
mesures prises par les Armeniens et d’autres annoncees par l’actuel
gouvernement de Turquie).

parfaite du processus legislatif de la turcisation des biens armeniens.

Le 27 mai 1915, quelques semaines seulement après le debut de
la deportation des Armeniens en avril 1915, le Parlement ottoman
vota la legislation relative aux deportations. A laquelle succeda
la legislation sur les liquidations, qui tenta de conferer une
apparence de legalite au pillage des biens des Armeniens, qui eut
lieu après les deportations. Cette legislation, en date du 10 juin
1915, renforcee, qui plus est, le 26 septembre 1915, orchestra la
formation des Commissions de liquidation au sein des provinces où
se produisirent les deportations. Cette legislation definit les
Armeniens comme des > et leurs biens en
tant que >, comme si les Armeniens les avaient
deliberement abandonnes. Elle livre les premières mesures pour
liquider ces biens et donne a l’Etat le pouvoir de decider a qui
ces biens doivent etre attribues, ou vendus, et pour quel montant,
sans l’approbation de leurs proprietaires (mais en leur nom). En
janvier 1916, 33 commissions de liquidation furent constituees,
couvrant l’ensemble de l’Anatolie, recensant, etablissant des listes,
evaluant et versant en depôt certains avoirs pour un retour ulterieur
des Armeniens, mais aussi vendant ou repartissant d’autres biens auprès
de refugies musulmans. La legislation stipulait de meme que les biens
appartenant a des fondations caritatives armeniennes, comme les eglises
ou les ecoles, fussent transferes au Directoire d’Etat en charge des
Fondations caritatives ou au Tresor Public. L’argent comptant et les
biens meubles des deportes devaient etre collectes et conserves sur un
compte bancaire special au nom des proprietaires. Naturellement, ayant
deja fait leurs choix, des milliers d’officiels du gouvernement et de
membres des Commissions de Liquidation s’enrichirent, comme le firent
des milliers de Turcs et de Kurdes dans ces regions, s’emparant des
maisons, des fermes, des vergers, des entrepôts, des manufactures,
des mines, des hôtels, des magasins, des reserves, des outils de
travail et du betail, possedes auparavant par les Armeniens.

Le sort des dossiers appartenant a ces 33 commissions de liquidation
reste un mystère. L’Etat turc, qui se vante que toutes ses archives
sont ouvertes (et qui persiste a demander que les archives armeniennes
soient ouvertes, alors qu’elles sont, de fait, ouvertes), continue
de garder secrètes ces archives cruciales relatives aux biens des
Armeniens. Chose interessante, en 2005, lorsque l’actuel gouvernement
turc tenta de satisfaire aux initiatives de modernisation de l’Union
Europeenne en traduisant, numerisant et rendant publics l’ancien
cadastre et les archives notariales ottomanes, il fut empeche de
le faire par un sevère rappel a l’ordre – en date du 26 août 2005 –
emanant du Conseil a la Securite Nationale des Forces armees turques.

revue le 29 avril 1923, accordant aux personnes disparues ou en fuite,
ou aux precedents proprietaires, quatre mois (s’ils se trouvaient dans
le pays) ou six mois (s’ils etaient a l’etranger) pour reclamer leurs
biens. En septembre 1923, le Parlement vota une legislation interdisant
le retour des Armeniens en Cilicie et en Anatolie Orientale. Via
d’autres amendements figurant dans une nouvelle legislation en date
du 13 mars 1926, l’Etat vendit les biens a des investisseurs turcs
locaux moyennant une estimation basse, et non actualisee, datant de
la guerre en 1915, de ces memes biens. (L’on estime que la valeur de
ces biens a ete multipliee plus de 12 fois entre 1915 et 1926.) Il
etait aussi specifie que tout Armenien de retour ne se verrait pas
remettre des biens physiques, mais de l’argent comptant, en se basant
sur une estimation legiferee en 1915.

Cette legislation fut effective jusqu’en 1988 ; au cas où, jusqu’a
cette date, n’importe quel Armenien venait reclamer des compensations,
celles-ci etaient censees etre etablies d’après l’estimation operee en
1915. En août 1926, la legislation fut introduite au nom de l’Etat,
afin de nationaliser chaque bien abandonne, et non reclame par les
Armeniens, avant le traite de Lausanne de 1924.

Une autre legislation, en date du 31 mai 1926, permit aux familles et

Le numero deux allemand de l’energie RWE a confirme lundi une
information de presse selon laquelle il etudie un eventuel retrait
du projet de gazoduc Nabucco, qui a deja du plomb dans l’aile.

Nous etudions ce projet afin de voir si nos objectifs strategiques
et commerciaux sont toujours respectes, a dit une porte-parole a l’AFP.

Elle confirmait ainsi partiellement une information du magazine
Der Spiegel.

Le groupe petrolier hongrois Mol, un autre partenaire dans ce projet
de gazoduc cense permettre aux Europeens de reduire leur dependance
au gaz russe, a deja prevenu qu’il allait se retirer.

La societe Nabucco Gas Pipeline International GmbH, qui gère le projet,
a ete fondee a Vienne en 2004 par l’autrichien OMV, le hongrois Mol,
le roumain Transgaz, le bulgare Bulgargaz, le turc Botas. RWE y
participe egalement.

Nabucco, qui doit acheminer en Europe le gaz de la mer Caspienne a
partir de 2018, peine depuis des annees a s’assurer des fournisseurs.

La decision en decembre de la Turquie d’autoriser la Russie a faire
passer son gazoduc South Stream par les eaux de la Mer noire lui a
porte un nouveau coup.

Reactions to a recent arson attack on a gay-friendly bar in Yerevan
are raising concerns among civil liberties advocates that Armenia’s
political establishment is indirectly encouraging intolerance and
violence toward lesbians, gays, bisexuals and transsexuals.

The DIY (Do It Yourself) Rock Pub, a hangout owned by Armenian punk
rocker Tsomak (a play on the Armenian word for “mosquito”), went up
in flames in the early morning of May 8, when three young men smashed
a bar window and tossed a Molotov cocktail inside. Two of the three,
brothers identified only by their first names (Arameh, 20, and Hambik,
19), were detained on charges of premeditated arson. The third suspect
has not yet been apprehended.

The pair in custody, reportedly the grandsons of an Iranian
Diaspora member of the nationalist Armenian Revolutionary
Federation-Dashnaktsutiun party, was released after ARF
parliamentarians Artsvik Minasian and Hrayr Karapetian came up with
1 million drams ($2,530) for bail.

The accused face a fine of 50,000-100,000 drams ($125 – $253) in
addition to compensation for the damage, or a prison term ranging
from two months to two years. A trial date has not been set.

Rights activists say the maximum potential punishment is too mild for
what they see as a hate crime against a sexual minority, an act not
covered under Armenia’s criminal code. Amnesty International condemned
the government’s response to the attack as “utterly shocking” and a
violation of Armenia’s commitments “under international law.”

In remarks to reporters, Minasian asserted that the young men “acted
in accordance with our society’s values and national ideology, and
in an appropriate manner.” “It was wrong to cause material damage,
of course, and it will be compensated, but I have repeatedly said
that Tsomak and her ilk are destructive for our society,” he added.

A majority of Armenians most likely agree. A 2011 survey by the Public
Information and Need for Knowledge (PINK) organization, a human
rights group working primarily on LGBT and other minority issues,
in Yerevan, along with the regional towns of Gyumri and Vanadzor,
found that 72 percent of the 1,189 respondents believe that the state
should take measures to “fight against homosexuals.”

Many Facebook users in Armenia have turned the three alleged arsonists
into heroes, calling the trio’s actions “the only true way of fighting
against homosexuals.” Some users of the social network have also
posted photos of Armine Oganezova — the real name of Tsomak, the
DIY club’s owner.

Perhaps the show of popular support on Facebook explains why senior
members of the governing Republican Party of Armenia have sided with
the alleged arsonists. MP Eduard Sharmazanov, the party’s longtime
spokesperson, called the attack “completely right and justified,”
and claimed that those who support the rights of LGBT Armenians “are
perverting our society, are defaming the Armenian national identity.”

He dismissed human rights activists as “trying to earn cheap dividends”
from the attack, the gay-rights blog Unzipped reported.

Lara Aharonian, the director of Yerevan’s Women’s Resource Center,
which addresses women’s rights issues, warns that such declarations
might have a destructive backlash.

“The indifference and silence of society and state bodies [toward
displays of hatred against LGBT Armenians] is giving a green light to
such groups and it’s extremely dangerous,” Aharonian charged. “They
think they can do whatever they want and get away with it unpunished.”

PINK project coordinator Marine Margarian noted that the attack
on DIY was not the first in Yerevan. “Other clubs and pubs that are
open to people of other nationalities and representatives of different
cultures have been subjected to minor attacks such as breaking bottles,
throwing eggs at the doors,” Margarian said.

For the past several years, one nationalist organization, Meg Azg
(One Nation), has posted posters on apartment buildings and bus
stops in Yerevan urging Armenians to “fight against homosexuals,”
warning that “homosexuals are leading our country to destruction.” In
2011, PINK petitioned the Ministry of Justice to remove the posters;
ministry representatives responded that the posters are an expression
of freedom of speech, Margarian said. “This means that such fascist,
fanatical and nationalistic extremist propaganda is acceptable on an
institutional level,” she alleged. The ministry has responded that
it can take no action against the posters since, it claims, they do
not violate the law.

PINK and the Women’s Resource Center co-sponsored what was billed
as a Diversity March on May 21 in Yerevan. The marchers were met
by roughly 100 counter-demonstrators, some carrying placards with
slogans like “Send Gays to Baku” and “Armenia without Gays.” At
one point, counter-demonstrators attempted to disrupt the march and
scuffling broke out. Some marchers suffered minor injuries before
police intervened.

Oganezova, the DIY club owner, claims that since the May 8 attack
various groups of youngsters have warned her that such a bar will never
reopen in Yerevan. Since the bar’s opening a year ago, the suspects
themselves, whom she believes to be members of a small underground
nationalist group (seen on Facebook wearing t-shirts bearing the name
“The Black Ravens of Armenia” and “The Dark Forces of Armenia”),
frequently pestered her, she recounted.

After Oganezova’s band, the all-female punk rock group Pincet, staged
a concert in Istanbul and took part in a gay pride parade there,
“they [the young nationalists] took it as high treason against our
country and decided to punish me for it,” she claimed.

“They would show up periodically and spit on the door, make fascist
remarks, say that we have no right to live, that we are perverting
the nation,” Oganezova said in reference to the suspects.

Because ARF-Dashnak representatives provided bail money for the
accused, the political party has come under suspicion of having
some sort of political connection to the incident. ARF members,
however, have denied any active involvement with the Black Ravens,
or any other such ultra-nationalist splinter group. “Dashnaktsutiun
has no underground groupings. If and when we have things to say or
do, we do that explicitly, without hiding behind anything,” declared
Vahan Hovhannisian, a former presidential candidate and parliamentary
speaker.

The Armenian Revolutionary Federation’s Central Committee in the
United States has condemned the violence, calling the attack’s “root
impetus of homophobia and intolerance” to be “reprehensible.”

Meanwhile, the US-born leader of the tiny opposition Heritage Party,
Raffi Hovhannissian, who attended a May 11 concert to raise money
for rebuilding the DIY bar, also asserted that “such things cannot
be done for the national interest.”

The mother of the two young men detained in the attack has similarly
condemned the violence. “Their regretful act brought no honor to us,”
she said, giving her name only as Ani. “We are really sorry.”

YEREVAN, MAY 21, ARMENPRESS: The enthusiasm of Turkey in relation
to election of Francois Hollande in the post of French president is
gradually fading.

If at the beginning Turkey was worried about the election of Laurent
Fabius who is well known for anti-Turkish moods as French FM, now
Turkey is concerned that the newly-elected president of France is
not giving up the idea of criminalizing the denial of the Armenian
Genocide.

Earlier French ambassador to Turkey Laurent Bili had told Armenpress
that the adoption of the bill making the Armenian genocide denial
a crime is directed not against Turkey, but deniers of the Armenian
genocide in general

According to Turkish “Sabakh”, Turkey is concerned both about the
above-mentioned expression of Bili and Hollande’s statement, that
France will continue its endeavourers aimed at criminalizing the
denial of the Armenian genocide.

That is, Turkey’s joy was short-lasting and in the foreseeable future
the Turkish society will continue suffering from “the French syndrome”.
