AZERBAIJAN SENDS NOTE OF PROTEST TO FRENCH FOREIGN MINISTRY

Azerbaijan’s Foreign Ministry has included three French MPs, who have
recently visited Nagorno-Karabakh without permission of the country’s
relevant structures, on its “black list”, Azerbaijani Foreign Ministry
Spokesman Elman Abdullayev told journalists on Thursday, Trend reports.

“In this regard, the Azerbaijani Embassy in France sent a note to
the country’s Foreign Ministry,” Abdullayev said.

He said such visits do not serve to resolve the conflict but, on the
contrary, complicate this process.

“The Azerbaijani Embassy in France also sent a letter of protest to
the French Foreign Ministry, which indicates the inexpediency of such
visits,” Abdullayev said.

He said France is co-chair of the OSCE Minsk Group and therefore such
steps are unacceptable.

During the opening ceremony of “Syunik-2″hydro power station recently
held in the region of Qashatagh Davit Loqyan, the leader of the
initiative group on programmes of Artsakh development, who was among
the participants of the event called his colleagues to new enterprises.

There have already commenced two of such projects within the framework
of which two new refrigerating chambers were built in Stepanakert
and the new district foundation in Berdzor was announced.

According to the project the new district will have 50 dwelling houses,
a district administration office, a school, a kindergarten, recreation
areas, a sports complex and a sports ground and other infrastructure
units. The construction of the district amounts to AMD 1mlrd. 800 mln.

On May 18, the day of the 20th anniversary of Berdzor’s liberation,
the base of the first house in the future district was laid and the
first walnut-tree was planted.

A cybercrime mastermind who hijacked the PCs of more than 30 million
people has been jailed for four years.

Russian hi-tech criminal Georgiy Avanesov was found guilty of computer
sabotage by an Armenian court.

Mr Avanesov was tried and sentenced in Armenia, as he was arrested
at the country’s Yerevan airport in 2010.

The authorities closed in on Mr Avanesov after they took and dismantled
the network of computers he controlled.

Bredolab began operating in 2009 and Mr Avanesov used a variety of
techniques, including automated attacks and phishing messages, to
expand it. A network of hijacked machines run in this way is known
as a botnet and they have become the staple of many hi-tech criminals.

At its height, the Bredolab botnet – as it was called by security
investigators – was sending out more than three billion junk mail
messages a day. The network was also hired out to others cyber
criminals who used it to carry out attacks on websites, advertise
fake anti-virus programs and send out their own spam and viruses.

By sending out spam and doing work for hire, Bredolab reportedly
produced a revenue of about 100,000 euros (£80,000) a month for its
27-year-old creator.

In October 2010, Dutch police gained control of the Bredolab botnet and
began taking it apart to reveal who was controlling it. Mr Avanesov
tried to hamper this investigation using a web-based attack on the
police but the attempt to regain control of Bredolab failed.

His arrest followed soon after.

The trial is a milestone for Armenia as it is reportedly the first
time the country has convicted a computer criminal.

YEREVAN, MAY 24, ARMENPRESS: The building of railway line from metro
“Charbakh” station to “Zvatrnots” international airports” can be
implemented in a year. Armenpress reports that about this declared
Director General of CJSC “South Caucasus railway” Victor Rebets during
the press conference on May 24. In his words at present the preparation
of program’s design-pre-calculation documents is in process in result
of which will be done the total calculation of necessary costs.

The length of main projected railway is 7800 meters, from which 5350
meters are to be built. It is also planned to build 850 meters long
railway tunnel.

The implementation of the project will give the opportunity to join
the passenger terminal of the airport with railway line to metro
“Charbakh” station and cargo terminal with “Karmir blur” station.

YEREVAN. – The OSCE Office for Democratic Institutions and Human
Rights’ (ODIHR) preliminary assessment, with regard to Armenia’s
National Assembly elections on May 6, differ from the other reports
in the sense that it does not mention as to what extent the elections
met the international standards. Armenian Center for National and
International Studies analyst Edgar Vardanyan stated this during a
press conference on Thursday.

“In general, they [i.e., OSCE/ODIHR] pointed to certain positive
and negative occurrences. There are many negative assessments in
this report. Overall, these elections deserve a mediocre grade,”
Vardanyan noted, and added that the authorities once again presented
the report out of context.

In his view, television coverage of the 1999 elections was better
than during this year’s voting.

YEREVAN. – Orinats Yerkir Party respects Prosperous Armenia Party’s
(PAP) decision and values the work done within previous coalition,
the party’s spokesperson Harutyun Amiryan told Armenian News-NEWS.am.

He rejected rumors circulated in social networks and media outlets
that Orinats Yerkir is glad that PAP had withdrawn from the coalition.

“The reports are untrue. We do have votes and can form authority
based on them,” he said adding that the issue of getting additional
portfolios has not been discussed.

As the agency has informed earlier, the PAP leader Gagik Tsarukyan
had released a statement that the PAP considers it inexpedient to
take part in the formation of a coalition government in the country.

YEREVAN.- It is still unclear whether NATO is ready to fully entrust
the South Caucasus to unpredictable Turkey, says Armenian expert in
oriental studies.

Talking to journalists on Friday, Ruben Safrastyan said Turkey’s
policy has recently becoming unpredictable not only for Armenia but
also Ankara’s NATO allies.

“For instance, Turkey hampered Israel’s participation in the NATO
Chicago Summit. Ankara’s steps are beyond alliance’s logic. It is still
unclear whether NATO is ready to fully entrust the South Caucasus
to unpredictable Turkey,” he said commenting on press rumors saying
Turkish leader Abdullah Gul may be appointed NATO head.

During Thursday’s second semifinals in the Eurovision Song Contest
2012 being held in the Azerbaijani capital city Baku, the commentator
of the Dutch television once again reflected on Armenia.

“Armenia’s absence is fully noticed,” the commentator said, and added
that during an interview, Azerbaijan’s First Lady Mehriban Aliyeva-who
also chairs Eurovision 2012’s Organization Committee-stated that
Armenia did not come to Baku because it considers Azerbaijan its enemy.

Also, the Dutch commentator reflected on the position and wealth of
the Aliyev family, and informed that their correspondent had learned
that the Aliyev had made a very handsome amount from construction of
the Eurovision 2012 concert hall.

It is interesting why Mehriban Aliyeva decided to express a view
that runs counter to his husband’s-President Ilham Aliyev’s-logic,
since Aliyev had recently stated that all Armenians are their enemies.

Separately, the journalist of Dutch RTL 7 television presented a
report from Baku, where different groups of people clashed with
police. The TV camera showed how people were arrested and dragged
toward the police vehicles.

YEREVAN. – The Armenian side is committed to the international
principles in Nagorno-Karabakh talks, Republican Party of Armenia
(RPA) MP Gagik Minasyan said at a press conference on Wednesday adding
the conflict should be solved based on the principles of nations’
right to self-determination, territorial integrity and non-use of
force or threat of force.

“The Personal Representative of the Chairperson-in-Office, Ambassador
Andrzej Kasprzyk also claimed the aforesaid provisions in his latest
report,” Minasyan said adding Armenia is a negotiating side, as
Karabakh has no opportunity to be presented currently at negotiating
table.

“I think it is a matter of time,” Minasyan added.

To note, the 39th plenary session of the Parliamentary Assembly of the
Black Sea Economic Cooperation (PABSEC) has been launched in Yerevan,
Turkish and Azerbaijani delegations are also participating.

In addition, Azerbaijani MP Asef Hajiyev said that there can be no
economic cooperation between Armenia and Azerbaijan unless “Armenia
withdraws from the occupied lands.”

“I am not linking Armenian-Azerbaijani relations to the opening of
Armenian-Turkish border. This refers only to Armenia and Turkey,”
Hajiyev said.
