U.S. SAYS MILITARY INTERVENTION IN SYRIA “WILL LEAD TO GREATER CARNAGE”

PanARMENIAN.Net – Military intervention in Syria “is always an option”
but at this time it is not the right course as it “would lead to
greater chaos, greater carnage,” U.S. White House spokesman Jay Carney
said, according to RIA Novosti.

“We do not believe that militarization, further militarization of
the situation in Syria at this point is the right course of action,”
Carney told a daily press briefing.

President Barack Obama administration’s top spokesman said the United
States intends to keep working with the UN Security Council and UN
peace envoy Kofi Annan to find ways to pressure Syrian leader Bashar
al-Assad to end his military crackdown on citizens and resign from
his post.

Carney also called this weekend’s massacre in the Syrian town of Houla
“a horrifying testament to this regime’s depravity.”

Over 100 people, including dozens of children and women, were killed
in Houla in Homs province, in the May 25-26 attack that was one of
the deadliest single events since the uprising against Assad began in
March 2011. The UN Security Council on Sunday condemned the massacre,
which took place shortly before Tuesday’s visit to Syria by Annan.

In all, over 10,000 people have been killed in clashes between the
government and opposition forces in Syria since the start of the
anti-Assad uprising, according to UN estimates.

Aix-en-Provence and Stepanakert Can Become Partner Towns

Aix-en-Provence and Stepanakert Can Become Partner Towns

Saturday, 26 May 2012 14:14

inShare.00diggsdiggOn May 23, in her interview to journalists at the
NKR National Assembly French Senator Sophie Juasen, who is also the
Aix-en-Provence mayor’s assistant mentioned the possibility of
cooperation with Nagorno Karabakh, particularly Stepanakert and
explained that the idea existed before their visit to Karabakh and
after the visit the idea of establishing twin towns’ relationship
between Stepanakert and Aix-en-Provence became firmer.

To the question whether this time as well the French diplomacy will
interfere in the creation of such relations the French senators noted
that in case of need diplomatics allows devising new conceptions such
as calling the twin town relations close or cultural relations. In any
case the city authorities in France are autonomous, therefore free to
establish a relationship with any city they choose. And in this
respect no problem connected with the establishment of such kind of
relations is likely to arise, Philip Marini added.

Independence Day should be observed on May 28, political scientist says

tert.am
15:30 – 28.05.12

Armenia’s Independence Day should be observed not on September 21 but
May 28, as this is the day of restoration of Armenian state, its
recreation, political analyst Sergey Shakaryants said at a news
conference today.

September 21 is too justified with its significance as one of the
important days in Armenia’s history, but it is not the day of
recreation.

`Declaration of September 21 as Independence Day was the wish of a
group of people to increase their role in the history. While the
events of 1918 have reinforced the right of our nation on a territory
and this right was acquired as a result of very cruel war which was to
solve the issue of existence of the nation,’ the speaker said.

The analyst thinks the significance of holidays should be referred to
and the justice should be restored.

`It was not only a historic victory but we had psychological and moral
victory in Sardarapat, Karakilisa, Aparan,’ Shakaryants said.

According to him, the achievements of 1918 were much weightier –
`people believed that with joint forces they would break the
ottomans.’

`Armenian people were not guilty that certain circles were dividing
the territories of Russian empire. The history shows that the
competition of big powers is full of surprises for small peoples,’ he
said referring to why the first republic lasted for so short period.

In such conditions it is necessary to be strong and not rely on
foreign forces but only on the own ones.

Safaryan: Demolition of Yerevan covered market’s arch roof is a crim

Stepa Safaryan: ‘Demolition of Yerevan covered market’s arch roof is a crime’

arminfo
Monday, May 28, 16:44

Dozens of green activists have gathered near the covered market in
Yerevan today on May 28 to take the situation under control and save
the market after the arch roof of the market was demolished overnight.
It is noteworthy that the market is included in the list of historical
monument of Yerevan and
demolition of the roof was, inherently, illegal.

“Demolition of the market’s arch roof is a crime. The developer
company neglects relevant authorities and keeps destroying part of
Yerevan’s history,” Stepa Safaryan, a member of Heritage Party, told
media. “It is a developed illegal work style when construction is
carried out at nights, while there is no one on the construction site
in daytime to explain the illegal actions,” he said.

Safaryan recalled the first attempt to demolish the roof was in March
and resulted in a 200,000 drams fine imposed on the construction
company. In addition, the developer had no necessary documents.
Nevertheless, there is no poster of the future market on the
construction site. “It is not only violation of the law. It also shows
that there is not approved project of the future market yet,” Safaryan
said.

In this connection, activists will send a letter of the Yerevan
Police demanding punishment of those guilty for demolition of the arc
roof of the covered market. Earlier Mass Media reported that Armenian
parliamentarian Samvel Aleksanyan acquired the closed market from
Gagik Tsarukyan, Leader of Prosperous Armenia Party. The market is to
be transformed into a Yerevan City supermarket.

Caviar Diplomacy: How Azerbaijan Silenced the Council of Europe

Caviar Diplomacy: How Azerbaijan Silenced the Council of Europe

18:51 28/05/2012 » Politics

According to Golos Armenii, the European Stability Initiative
() published on May 24 an extremely interesting
document titled `Caviar Diplomacy: How Azerbaijan Silenced the Council
of Europe.’ This report looks really sensational, even on the
background of unprecedented squall of critical publications and
assessments in world press as well as those made by various
organizations regarding the holding of Eurovision Song Contest in
Baku.

Golos Armenii reports that The Financial Times expressed surprise at
the fact that Azerbaijan remains a member of the Council of Europe.
ESI report gives an exhaustive answer about its reasons. There is
evidence of it already at the beginning of the report, featuring
photos of members of PACE, who in various years were linked with
monitoring in Azerbaijan, divided into `apologists’ and `critics.’
Authors trace Azerbaijan’s 12-year membership in the Council of Europe
in the context of elections, showing the silencing process of European
MPs and giving shocking details of how corruption began to flourish
when Azerbaijan was admitted to the Council of Europe as well as
presenting the results of the spread of the practice of bribing PACE
members.

Many PACE members’ first greeting, after ‘Hello’, is ‘Where is the
caviar?” Giving presents is part of traditional Azerbaijani culture,
however, gifts often imply paying a high price later. A book dedicated
to the traditions and culture of Azerbaijan says that generosity to
guests and friends implies return. Azerbaijani officials refer to it
as “caviar diplomacy”: a policy that began in 2001, not long after
Azerbaijan joined the Council of Europe. It gathered speed after Ilham
Aliyev became president of Azerbaijan in 2003. Once the
Baku-Tbilisi-Ceyhan oil pipeline was completed in 2005 and the
Azerbaijani state coffers were awash in oil revenues, the “caviar
policy” shifted into top gear, the report said.

Also, the report dwells on the `worst’ elections in the history of
PACE in Azerbaijan in 2010 and presents Baku’s non-fulfilled
commitments towards the Council of Europe. Most importantly, the
report traces a fight between critics and apologists of Baku regime,
with Mevlut Cavusoglu and Mike Hancock mentioned among the apologists.
