“Azerbaijan frustrated the negotiation process in Kazan, whereas
now it talks about working on a peace treaty. If Azerbaijan had
had political will, it would have shown resolve at the tripartite
meeting in Kazan in 2011 and would have agreed to the document on the
basic principles,” RPA board member Gagik Melikyan told Panorama.am,
commenting on Azerbaijani FM’s statement.

Azerbaijani FM Elmar Mammadyarov said that contact line casualties
have a negative impact on the process of peaceful settlement of
Nagorno-Karabakh conflict, and as long as the conflict is not resolved,
unfortunately, such incidents will continue. “That is why we urge
Armenia to start working on a peace treaty,” Mammadyarov said.

According to the speaker, Azerbaijan confesses that it was dissatisfied
with the developments in the negotiation process, therefore it carried
out a provocation.

“Azerbaijan in fact almost openly threatens to continue sabotage
operations unless the Nagorno-Karabakh conflict is resolved quickly.

The Azerbaijani FM’s statement is nothing but a threat to Armenia and
Artsakh. I am hopeful that the mediating countries will say decisive
word and will put an end to provocations,” Melikyan said.

“Azerbaijan speaks the language of blackmail, which has not so far
received any adequate response from the international community,”
he concluded.

8th Aram Khachaturian International Competition To Take Place In Yer

8TH ARAM KHACHATURIAN INTERNATIONAL COMPETITION TO TAKE PLACE IN YEREVAN JUNE 6-13

The 8th Aram Khachaturian International Competition will be held in
Yerevan from June 6 to 13. This year it will be open for “violin”
specialty.

Organizers of the competition are RA Ministry of Culture, the “Aram
Khachaturian-Competition” Cultural Foundation and Yerevan State
Conservatory after Komitas. The competition is held under the high
auspices of First Lady Rita Sargsyan, who is honorary president of
the Board of Trustees.

The geography of participants is very wide; the event will bring
together participants from about 20 countries, including Russia,
Kazakhstan, Georgia, Moldova, Ukraine, Belarus, Poland, China, Korea,
Colombia, Italy, Spain, USA, Japan, UK, and France.

The Organizing Committee of the Aram Khachaturian International
Competition determined the following prizes for the winners:

First prize – 15,000 U.S. dollars and a laureate diploma Second prize
– 10,000 U.S. dollars and a laureate diploma Third Prize – 5000
U.S. dollars and a laureate diploma Each of the non-prize-winning
finalists will receive a 2,000 U.S.

dollars grant and a diploma.

A number of honored guests will arrive in Yerevan within the framework
of the competition. Rector of the Moscow State Conservatory after
Tchaykovski Alexander Sokolov has already arrived in Armenia and has
signed a memorandum of cooperation with the rector of the Yerevan
State Conservatory after Komitas.

“Of course, this competition is special and it is connected with
one name, which is dear to all of us. Aram Khachaturian belongs to
the whole world, but there are points on the earth, where his name
is especially dear. First of all, it is Armenia. But Russia is also
among them. Our participation on this competition is traditional and
logical, and I’m confident that the agreement signed between the two
Conservatories will further reinforce and expand our cooperation,”
Alexander Sokolov said.

The first round of the competition will be held at the Komitas
Chamber Music Hall on June 7-8. The second round will take place at
Aram Khachaturian House-museum on June 10. The thirst and final round
will be held at Aram Khachaturin Concert Hall on June 12.

The award ceremony and the gala concert will be held at Aram
Khachaturian Concert Hall on June 13.

YEREVAN, JUNE 5, ARMENPRESS: The foundation of “Meghri” HPP on the
river Araks is scheduled in Meghri , on August 22.The construction
will be carried out within five year time, after which the produced
electric power is set to be transferred to Iran by 230 KV voltage
electric wiring built by the investor.

“In accordance with the financing scheme ” Meghri” HPP construction
will cost 323 milllion U.S. dollars” Ministry of Energy and Natural
Resources informed Armenpress.Armen Movsisyan Armenian Minister
of Energy and Natural Resources signed a permission contract
with his Iranian counterpart Majid Namjoo on the basis of ”
building-ownership-operation-transfer” of “Meghri” HPP in 2010.

This investment project was the first suchlike program implemented
in Armenia. In accordance with the memorandum feasibility study
of the hydro power plant was conducted by Iranian ” Mahab -khods”
consulting company, by the order of the Iran’s water and energy
development company.

ITF’s elaboration work was coordinated and monitored by
Armenian-Iranian Joint Technical Committees.

Two HPPs are scheduled to be built on Araks river; from Armenian side
” Meghri” HPP, from Iranian side HPP called ” Kharachilar”.

hold International Tournaments in 2013.” The tournament after Gagik

Political Science Association of Armenia drew the attention of the
international community to the fact that an official from the office
of the Azerbaijani President performing the order of the head of
the state issued a statement that meant the territorial claim to the
Republic of Armenia synchronized with the arrival to Baku on May 11,
2012 the OSCE Minsk Group Co-Chairs from Russia, the US and France.

Given the fact of the total control exercised by Ilham Aliyev’s regime
over the state and public institutions in Azerbaijan no one can doubt
that the given provocation was ordered by none other than President
Aliyev himself.

Yesterday – on the very day of the US Secretary of State’s arrival –
a raiding party Ïf Azerbaijan’s Armed Forces in accordance with the
order of Ilham Aliyev killed three Armenian military performing their
duty in the territory of the Republic of Armenia.

Under the condition of the arms race uncontrolled by the international
community in the Karabakh conflict zone, the treacherous killing of
the Armenian citizens in the territory of the Republic of Armenia
synchronized with the visit of one of the highest officials of the
US (Minsk group Co-Chair state) to the South Caucasus is a cynical
challenge to peace and stability in the South Caucasus and surrounding
region.

Political Science Association of Armenia calls upon the Honorable
Minsk Group Co-Chair States to condemn in possible strongest terms the
provocative actions of Azerbaijan and exert pressure on Aliev’s regime
demanding an unconditional implementation of the all international
obligations concerning preservation of cease-fire regime on the Line

Armenian nature still needs protection despite various events organized
by the Nature Protection Ministry on June 5, ecologist Inga Zarafyan
told media on June 5 on occasion of the World Environment Day.

She said the Governmental Council for Sustainable Development chaired
by the prime minister does not take sufficient measures to protect
green zones and agricultural lands.

“We have lost nearly 8,000 ha of lands because of desertification over
the last year only. 81% of the country’s lands are facing danger of
desertification,” the ecologist said.

Another alarming problem is protection of reserves and parks. “Over the
last 7 years we have become witnesses of public actions in protection
of Arevik, Khsrov and Shikahogh reserves. If the government has no
intention to protect flora and fauna, the public must tackle the
problem,” Zarafyan said.

The occasion of World Environment Day (WED) is celebrated every year
on the fifth of June since 1972, when the General Assembly of the
United Nations announced it. World Environment Day is the day for
global action and resolution toward keeping the environment healthy
for one and all. This day is special because it is the occasion when
the United Nations (UN) creates a worldwide awareness of preserving
the environment. However, it is not a public holiday.

a statement to U.S. Secretary of State Hillary Clinton and the OSCE
Minsk Group.

In its statement issued in May 2012, Political Science Association
of Armenia drew the attention of the international community to the
fact that an official from Azerbaijani President’s office issued a
statement which said that the territorial claim to the Republic of
Armenia synchronized with OSCE Minsk Group Co-Chairs’ arrival in Baku
on May 11, 2012.

The photochemical fog looming over Yerevan and other cities and
towns across Armenia is a major problem for the country, an Armenian
environmental expert has warned.

At a news conference devoted to the World Environment Day, Karine
Danielyan, the president of the association For Sustainable Human
Development, said the environmental emissions pose serious hazards
despite being infrequent, as they decompose under the sun’s rays,
developing into more poisonous chemical substances containing radical
oxygen.

“Its indicators are the ozone and nitrogen zones which reach high
levels in town,” she said, adding that they often add to the thick
dust caused by the active construction work in central Yerevan.

The expert said that the air pollution in Yerevan is caused chiefly by
reduced green areas and water expanses, and heavy traffic. According
to her, the green lands in the capital city have reduced by 60%-70%.

Danielyan yesterday met with the mayor of Yerevan, Taron Margaryan,
to consider plans for opening an environmental committee adjacent to
the City Hall.

As she told Tert.am, the committee’s administration will be represented
in the Urban Development Council and will be hopefully able to
influence its decision making process.

Nkr President Familiarizes Himself With Construction Work In Country

NKR President Bako Sahakyan together with PM Ara Harutyunyan and other
officials has visited several regions of the country. He familiarized
himself with the construction work of the local vegetable oil plant
in Taghavard village, Martuni.

According to him, it will have a great role in the development of
Artsakh’s agricultural and processing industry.

NKR’s president has also headed for Khachmach village, Askeran, where
he familiarized himself with the road construction work. Bako Sahakyan
noted that the construction approaches applied in Khachmach are quite
interesting and may be used also in other settlements benefiting the
whole country.
