association, Doctor of political sciences Hayk Kotanjian issued
statement addressed to U.S. Secretary of State Hillary Clinton and
OSCE Minsk Group Co- Chairmen States . Political Science Association
of Armenian informed Armenpress. The statement runs as follows:
Political Science Association of Armenia drew the attention of the
international community to the fact that an official from the office
of the Azerbaijani President performing the order of the head of
the state issued a statement that meant the territorial claim to the
Republic of Armenia synchronized with the arrival to Baku on May 11,
2012 the OSCE Minsk Group Co-Chairs from Russia, the US and France.

Given the fact of the total control exercised by Ilham Aliyev’s regime
over the state and public institutions in Azerbaijan no one can doubt
that the given provocation was ordered by none other than President
Aliyev himself.

Yesterday – on the very day of the US Secretary of State’s arrival –
a raiding party Ïf Azerbaijan’s Armed Forces in accordance with the
order of Ilham Aliyev killed three Armenian military performing their
duty in the territory of the Republic of Armenia.

Under the condition of the arms race uncontrolled by the international
community in the Karabakh conflict zone, the treacherous killing of
the Armenian citizens in the territory of the Republic of Armenia
synchronized with the visit of one of the highest officials of the
US (Minsk group Co-Chair state) to the South Caucasus is a cynical
challenge to peace and stability in the South Caucasus and surrounding
region.

Political Science Association of Armenia calls upon the Honorable
Minsk Group Co-Chair States to condemn in possible strongest terms the
provocative actions of Azerbaijan and exert pressure on Aliev’s regime
demanding an unconditional implementation of the all international
obligations concerning preservation of cease-fire regime on the Line
of Contact.

Moscow. Farid Akbarov – APA. “We are concerned about the violation
of ceasefire in the contact line of Armenian and Azerbaijani troops,
the incident resulting death of many soldiers from both sides on June
4 and 5”, said spokesman for the Russian Foreign Ministry Alexander
Lukashevich, APA’s Moscow correspondent reports.

He said that Russia, as a co-chair country in the settlement of
Nagorno Karabakh conflict, called the parties to settle the conflict
peacefully and refrain from use of force.

“I remind once again that the joint statements of Russian, Armenian
and Azerbaijani presidents at Sochi meeting on January 23, 2012. That
statement said that the peace negotiations should be continued. I want
to note that Armenian and Azerbaijani foreign ministers will meet with
the OSCE Minsk Group co-chairs on June 18 in Paris. We want to believe
that the latest incidents, ceasefire violation will be clarified at
that meeting. Russia, as a co-chair country, believes that the parties
would remain loyal to the results of Sochi meeting of the presidents”.

In his response to question on ineffectiveness of the OSCE Minsk
Group, Lukashevich said that Russia didn’t agree with this approach:
“Russia as the OSCE Minsk Group co-chair will continue its efforts
toward the peaceful settlement of the conflict”.

The following information was released by the Organization for Security
and Co-operation in Europe (OSCE):

The OSCE Chairperson-in-Office, Ireland’s Deputy Prime Minister and
Foreign Minister Eamon Gilmore, will travel to Armenia, Georgia and
Azerbaijan next week to meet government leaders, representatives of
political parties for discussions of the OSCE’s work in the region.

The Chairperson will be in Yerevan on 11 and 12, Tbilisi on 12 and
13 and Baku on 13 and 14 June.

Making progress towards lasting settlements of protracted conflicts in
the OSCE area is a key priority of the Irish OSCE Chairmanship. During
the visit the Chairperson-in-Office will discuss the Nagorno-Karabakh
settlement process, issues following the 2008 conflict in Georgia
and co-operation with the OSCE, in particular with its Offices in
Yerevan and Baku.

The Chairperson-in-Office will hold news conferences in Yerevan,
Tbilisi and Baku. For details, please contact the OSCE offices in
Yerevan and Baku, and Frane Maroevic, OSCE Deputy Spokesperson,
who will accompany the Chairperson-in-Office.

Azerbaijan and Armenia’s foreign ministers and co-chairs of the
OSCE Minsk Group will meet in Paris on June 18, Azerbaijani Foreign
Minister Elmar Mamedyarov told a news conference after the talks with
his Ukrainian counterpart Konstantin Grishchenko on Tuesday.

“We will meet with my Armenian counterpart Edvard Nalbandyan and
co-chairs of the OSCE Minsk Group on Nagorno Karabakh in Paris on
June 18,” he said.

At this meeting “Azerbaijan will try to persuade the Armenian side
that it is unacceptable to further maintain the status quo.”

“We’ve always realized that this theme is rather vulnerable and the
conflicting parties as well as international mediators need to search
for the ways out of the lingering conflict,” he said.

Mamedyarov noted that the armed accident, where five Azerbaijani
servicemen died, will exert a negative effect on the negotiating
process on Nagorno Karabakh.

“Until this conflict is resolved, such accidents like that one that
happened on Tuesday, unfortunately, will continue, therefore we
call on Armenia to start work on a comprehensive peace agreement,”
the diplomat said.

La Turquie rejette les appels d’Hillary Clinton a Ankara a normaliser
les relations avec l’Armenie, notant qu’une decision par une Cour
armenienne est l’obstacle principal a un degel.

Ankara a rejete une declaration des Etats-Unis appelant la Turquie
a prendre des mesures pour normaliser ses relations avec l’Armenie,
citant la decision de la Cour Constitutionnelle armenienne sur les
protocoles diplomatiques entre les deux pays.

” La position de la Turquie sur la question est claire ” a declare
un diplomate turc au Hurriyet Daily News, ajoutant que le 12 janvier,
la Cour armenienne avait etabli que les protocoles etaient conformes
a la Constitution du pays.

La Secretaire d’Etat americaine Hillary Clinton a exhorte la Turquie a
normaliser les relations avec l’Armenie, s’adressant aux journalistes
a Erevan le 4 juin et declarant : ” La balle est dans le camp de la
Turquie. ”

” Nous sommes determines a ce que l’Armenie et la Turquie normalisent
les relations, car nous pensons que c’est la meilleure facon d’avancer
pour les citoyens des deux pays et nous soutenons fermement la
ratification des protocoles [de normalisation] sans conditions
prealables “, a-t-elle dit. ” Nous croyons que ce sont des pays
qui devraient avoir des frontières ouvertes, devraient travailler
ensemble, devraient faire du commerce et devraient avoir des echanges
de peuple a peuple, parce que ce serait benefique pour toutes les
parties concernees. ”

Dans la decision de la Cour armenienne sur la constitutionnalite des
protocoles qui pourraient ouvrir la voie a des relations diplomatiques
avec la Turquie, la reference de la Cour Constitutionnelle armenienne
aux massacres des Armeniens en 1915, commis par l’Empire ottoman,
a declenche la colère d’Ankara. La reference aux massacres dans la
decision etait contre l’esprit du processus de normalisation avec
Erevan, a declare le Premier ministre Recep Tayyip Erdogan, après la
decision de la cour armenienne en 2010. ” Nous n’avons jamais porte
le protocole devant notre Cour Constitutionnelle. Nous l’avons porte
directement devant notre Parlement, sans faire de changements. Nous
n’avons pas employe de mediateur pour le texte. Nous n’avons
pas essaye de lire entre les lignes. Ceci est la preuve de notre
sincerite. L’Armenie a essaye de changer le texte “, a dit Erdogan.

Le cinquième article de la decision de la Cour fait reference a la
declaration d’independance de l’Armenie, d’une manière qui a irrite la
Turquie, tandis que le 11e paragraphe du document dit : ” La Republique
d’Armenie tient a soutenir le devoir de realisation de reconnaissance
internationale du genocide en 1915 en Turquie ottomane et en Armenie
de l’Ouest. ” Les accords, signes par les ministres des Affaires
etrangères de la Turquie et de l’Armenie en octobre 2009, ont besoin
de l’approbation parlementaire dans les deux pays pour etre ratifies.

La Turquie et l’Armenie n’ont actuellement aucune relation
diplomatique, car Ankara a ferme sa frontière avec le pays en 1993, a
cause de la guerre avec l’Azerbaïdjan concernant la region controversee
du Haut-Karabagh.

En 2009, les ministres des Affaires etrangères turc et armenien
ont signe des protocoles pour etablir des liens diplomatiques et
rouvrir leur frontière commune. Les protocoles appelaient aussi a la
creation d’une commission conjointe chargee d’examiner l’histoire
partagee des deux pays. Avec la decision de la Cour armenienne, le
processus de normalisation a cale, la Turquie ayant dû faire face
a une reaction negative de son allie traditionnel, l’Azerbaïdjan,
et a une opposition interieure.

Les Armeniens affirment que jusqu’a 1,5 million de leurs ancetres ont
ete tues dans les evenements de 1915 et 1916, tandis que la Turquie
dit que 500 000 personnes sont mortes et attribue le bilan aux combats
et a la famine, pendant la Première Guerre mondiale.

Entre-temps, Clinton a invite hier les dirigeants de la Georgie
a renforcer leur democratie pour s’assurer que les prochaines
elections parlementaires et presidentielles soient ” libres et justes
“. Elle s’exprimait de Batoumi sur la Mer Noire, avant une rencontre
avec le president Mikheil Saakashvili. Clinton a aussi reaffirme le
soutien americain a l’integrite territoriale de l’ancienne republique
sovietique, qui est un grand allie americain. Elle a invite la Russie
a retirer ses forces des regions dissidentes d’Abkhazie et d’Ossetie
du Sud en Georgie.

qui avec sa composition intitulee ” Etre armenien en Turquie ” a
gagne un concours national est au centre de L’interet des medias turcs.

Après sa victoire, Klara, qui a un père armenien et une mère turque,
a ete interviewee par Haberturk. Pendant l’interview, elle a fait
des declarations qui courtisent les Turcs et ces declarations ont
ete largement diffusees par les journaux et les medias du pays.

” Je vis très heureuse comme armenienne en Turquie. L’etat nous
aide pour toutes les questions. Comme armeniens en Turquie, nous ne
rencontrons pas de problèmes en Turquie, [malgre ] les revendication

official visit, had a working breakfast with representatives of the
Japanese business community.

The President of Armenia presented the priorities of our country’s
economy, the investment environment and prospective programs. Serzh
Sargsyan invited the Japanese businessmen to cooperate with Armenian
partners and make investments in Armenia’s economy, president’s press
service told Armenpress.

The interlocutors discussed the opportunities of cooperation in the
spheres of electrical equipments, high technologies, chemical industry,
agriculture, machinery, light industry.

President Serzh Sargsyan also visited Soka University of Tokyo,
met with the professors and students of the university. The students
handed to Armenia’s President the Order of Friendship of Peoples on
behalf of the student council, and the rector granted a decree of
honorary doctor of the university as well as handed a gold medal.

President Serzh Sargsyan delivered a speech in Soka University,
thanking for warm reception and expressing hope that Armenian-Japanese
cooperation will go on boosting.
