The Georgian government has a negative attitude to the Armenians in
Georgia, in particular, to the Armenians of Javahkh, international
expert on human rights, Dr.Fernand de Varennes, said at today’s
press-conference in Yerevan when replying to Arminfo correspondent’s
question. He also added that fear is the reason of such an attitude.

“The problem of national minorities has always been painful for
Georgia which has got territorial integrity problems. Georgia has
ratified the frame agreement on national minorities, but linked
fulfillment of this document with settlement of Abkhazian and South
Ossetian issues. This circumstance is leading to impossibility of
resolving of the problem of national minorities, first of all, of the
Armenians and Azerbaijanis, which have occupies large territories in
the south of Georgia”,- the expert said.

However, the authorities of Georgia do not notice these problems, he
said and added that dozens of innocent journalists and photographers
were arrested on the basis of groundless suspicion for espionage, as
well as the persons which met representatives of the EU, although only
problems of national minorities were discussed over those meetings.

The expert said that Georgia does not have a certain programme
regarding the national minorities, although it needs that very much,
as such problems are linked with those of the national security.

As it was informed yesterday Israeli Knesset is going to have a debate
on the recognition of Armenian Genocide.

continue to deteriorate, on Tuesday the Knesset marked the Armenian
genocide with a special session to debate recognition of the genocide.

“The Israeli parliament has in the past refrained from public debates
on the subject for fear of alienating the Turkish government, one of
the Jewish state’s few allies in a hostile Middle East.

However, the timing of the discussion about the Armenian genocide,
perpetrated by the Ottomans about a century ago, coincides with the
release of the state comptroller’s report about the 2010 raid on
the Mavi Marmara, a Turkish ship attempting to break the blockade
of the Gaza Strip, in which the IDF killed nine Turkish nationals,
as well as the Turkish decision to indict senior IDF officials in
absentia over the incident.

Knesset Speaker Reuven Rivlin said that the discussion of the genocide,
promoted by MK Zahava Gal-On (Meretz), was not connected to the current
strained relations between Israel and Turkey”, the source writes.

Rivlin also told Globes: “As Jews, and as human beings, we cannot
ignore this issue and we must not turn away from our commitment to
morality… As [a country] struggling in the international arena with
Holocaust denial, we cannot deny the tragedy of another people.”

In December 2011, the Knesset Education Committee discussed the
Armenian genocide for the first time. Gal-On, who also initiated that
discussion, said then: “For years, Israel always took into account
its relations with Turkey. That is the central issue in terms of
recognition of the murder of the Armenian people, which has yet to
take place in Israel’s Knesset,” Haaretz.com wrote.

Speaker of Armenian Parliament Hovik Abrahamyan received today OSCE
Chairperson-in-Office, Ireland’s Deputy Prime Minister and Foreign
Minister Eamon Gilmore.

Hovik Abrahamyan highly assessed OSCE’s role in the establishment of
democratic institutions in our country. He expressed his gratitude to
OSCE PA and OSCE/ODIHR for being unbiased while carrying out election
observation mission in Armenia and noted that Armenia appreciates the
unbiased report of OSCE/ODIHR.

Parties also discussed regional issues. Hovik Abrahamyan noted that
Armenia places a high value on the mediation mission of the OSCE Minsk
Group Co-Chairs in Nagorno-Karabakh settlement process as the only
efficient negotiation format.

The Speaker of Armenian Parliament expressed concern over the recent
incidents at the line of contact between Armenian and Azerbaijani
armed forces, stressing that the international community must
adequately assess Azerbaijan’s conduct.

OSCE Chairperson-in-Office Eamon Gilmore also attached importance to
peaceful settlement of the Nagorno-Karabakh conflict within OSCE Minsk
Group format, based on the right of nations to self-determination,
territorial integrity and non-use of force.

Mr. Gilmore also noted that OSCE supports Armenia-Turkey
rapprochement, parliament’s press office reported.

YEREVAN, June 11 (Xinhua) — Top prosecutors of Armenia and
China signed a deal here Monday to boost bilateral cooperation in
prosecutorial affairs.

The document crafted to guide the two countries’ 2012-2013
cooperation in this field was inked during a meeting between Armenian
Prosecutor-General Aghvan Hovsepyan and Procurator-General Cao Jianming
of the Supreme People’s Procuratorate of China.

Cao, now in Armenia for an official visit, said that China-Armenia
cooperation in the economic field has lasted for 20 years, and “now
we will try to deepen our cooperation in legal framework.”

The two sides signed a similar agreement in 1999.

Several days after apparent widespread skirmishes all along the
Armenia-Azerbaijan border and the Nagorno-Karabakh “line of contact,”
there is still very little information about what actually happened.

For a while, though, at least on the internet, it seemed that a
serious escalation of violence was imminent.

It’s a bit odd that, amid all the rumors of massive fighting, there
doesn’t seem to have been any casualties on either side, suggesting
that the reports may have been some sort of deliberate disinformation
campaign. And that’s what the Armenian Defense Ministry has suggested:

The rumors spread by Azerbaijani mass media on the possible combat
operations on NKR-Azerbaijan line of contact towards Aghdam and
Fizulai are nothing but imagination.

In comparison to June 7-8, the ceasefire violations in different parts
of the front line have become more frequent and have increased. This,
however, did not affect and will not affect the general state.

All the usual suspects issued the usual statements calling on both
sides to settle the conflict peacefully, etc. But one international
reaction was especially notable: Russia’s. A Russian military
spokesman noted that airmen at the Russian military base in Armenia
have been stepping up their training flights since the beginning of
the year. From the New York Times:

Russian fighter jets stationed at a base in Armenia have conducted
about 300 training flights since the beginning of 2012, and have
increased the number of flying hours by more than 20 percent from
last year…

Colonel Gorbul said Russian fighter pilots were preparing for combat.

“The main emphasis in performing aerobatic elements is made on the
ability to apply them in real-life air combat conditions,” he said.

Since the increase in flights began at the beginning of the year, it
doesn’t seem like it’s in reaction to the flareup in violence. But
the statement does seem like a reaction to the flareup. Russia is
of course a crucial factor in any potential conflict over Karabakh:
while Azerbaijan is on the way to gaining military superiority over
Armenia, if Russia intervened on Armenia’s side it would be a whole
different story. (And whether they do may depend on whether the
conflict is limited to Karabakh itself, or if it spreads to Armenia,
as these recent skirmishes have.) It’s of course easy for Russia to
drop a hint like this that it might get involved than to actually get
involved if push came to shove, but you can guess that this statement
is being closely analyzed in Baku.

Armenia’s ex-FM and founder of the Civilitas Foundation Vartan Oskanian
made a statement on Monday that the National Security Service of the
Republic of Armenia had summoned him to offer testimony in relation
to a criminal case regarding money laundering and illegally acquired
funds.

“With respect to Mr Oskanian’s statement, I would like to note that
we are going to keep track of the developments. If we notice any
unlawful actions, we will immediately make a statement andf take
necessary steps,” Urikhanyan said.

EU To Provide Medical Aid For Armenian Immigrants

YEREVAN. – World Vision Armenia announces about the new project
financed by the EU. The aim of the project is to unite all state
organizations and NGOs and to provide medical insurance, preventive
consultations and support for immigrant workers.

The project will kick off on Tuesday in Yerevan. The project is
meant for the South Caucasus region. It will be conducted in Armenia,
Georgia, Azerbaijan as well as in Russia. In Armenia the main targets
are Gegharkunik and Lori regions where migration rates are highest.

The EU allocated ~@ 1,217,951 for the project against AIDS prevention
in the South Caucasus region and Russia. In Armenia the program will
be implemented with the support of ‘Real world, real people’ NGO.

after his three-week pilgrimage to Armenia, German journalist Jochen
Mangelsen has shared his impressions and presented the book “Planet
Armenia”.

The journalist noted that he would repeat his travel with pleasure.

“During my former visits I one more time visited Dadivanq in Nagorno
Karabakh, after which I decided to come here again, but as a pilgrim.

>From Etchmiadzin – Center of the Armenian Apostolic Church, from
Vatican I traveled to that beautiful church located between mountains,”
said Mangelsen, according to Armenpress.

He noted that the goal of the pilgrimage was not to get rid
of pains, sins, but “a psychological travel, self-revelation,
self-determination”.

“The name of my book has a very simple grounding. From the very first
day I lost my mobile. I had the feeling that I am cut from the world: I
was in a foreign country, I did not know the language and had a little
information. It seemed I was in another planet,” the journalist said.

“Planet” name has another explanation as well. “Armenia is not
only the name of the country we see on the map, it is much more:
Armenia also owns its small neighbor Nagorno Karabakh Republic,
Armenian Diaspora, over 10 million Armenians in the whole world,
as well as the Historical Armenia, where Armenians lived till 1915,
and which ispart of Turkey now.

“While traveling in Armenia, one should know its history. We recognize
and condemn the Holocaust, while one more pogrom – the Genocide,
had taken place before that, which we – the German, did not condemn
but welcomed,” said the journalist. He left Armenia impressed by kind
attitude and hospitability.

The interview of the OSCE Chairperson-in-Office Eamon Gilmore,
Ireland’s Deputy Prime Minister & Minister for Foreign Affairs and
Trade to Armenian News-NEWS.am.

Q.: What are Ireland’s priorities and plans for the second part
of 2012?

Our Chairmanship priorities are for the whole year so we are
continuing the work we started in the months before we took over the
OSCE Chairmanship. One of the reasons for my visit to Armenia and
Azerbaijan is to discuss with the political leadership how we can
make progress in resolving the Nagorno-Karabakh conflict.

This is an important priority for me. I know well the devastating
cost of conflict; it affects not just the people in the proximity of
the line of contact, but all citizens. My own country suffered for
many years from conflict. I am proud that together with political
and community leaders in Ireland and the United Kingdom we turned
the conflict into a successful peace process.

During our OSCE Chairmanship we have seen some progress in the
Transdniestrian settlement process. Official negotiations resumed
at the end of last year and two months ago the sides agreed on the
principles and procedures for the conduct of the negotiations. This
is an important step.

Another priority is internet freedom. Today the internet is a vital
communication tool, allowing billions of people to exercise their
freedom of expression. Next week (on 18 June) I am hosting an important
conference where politicians, diplomats and experts from civil society
and the public and private sectors will discuss how the internet can
remain a free and open resource for communication and information in
the OSCE region.

In the economic sphere we are continuing to promote security and
stability through good governance, with a particular focus on measures
to counter corruption, money laundering and terrorist financing.

Together with the other OSCE participating States we are exchanging
good practices. In April, Ireland presented the work of our Criminal
Assets Bureau as a possible model for other countries.

We are half-way into our OSCE Chairmanship and are very focused on not
just the next six months but on the future work of the organization.

We are working closely with the incoming Ukrainian Chairmanship as
well as the future Swiss and Serbian Chairmanships on priorities
stretching into 2015.

Q.: Ireland has stated a number of times in the course of its
Chairmanship in the OSCE about its readiness to support resolution
of frozen conflicts. What steps are possible in this respect, and how
do you see the resolution of Nagorno-Karabakh conflict, in particular?

Escalation of violence is not the answer. The first step is to refrain
from the use or threat of force and to abstain from retaliatory
measures.

The OSCE Minsk Group Co-Chairs (France, Russia, US) are working hard
in strengthening the ceasefire and in finding a negotiated solution
and the OSCE Chairmanship fully supports their efforts.

Our experience in Ireland is that it takes a combination of steps
in many different areas to make real progress. It is hard and takes
leadership and courage from all sides.

The people living in these areas deserve peace and stability, not a
fragile and unsustainable status quo.

Q.: In your view, how important it is to create an atmosphere of trust
between the sides, and in this context what do you think about the
continuous militaristic rhetoric and armament race, as well as the
refusal to withdraw snipers from the line of the contact from the
side of Azerbaijan?

Building confidence and trust is the only way to have a sustainable
resolution of the conflict. This takes time and requires efforts
by all sides to create the conditions. This needs to be done in
parallel on many levels. There need to be increased people-to-people
contacts and clear efforts to preserve places of worship, cultural
sites, and cemeteries. There needs to be increased dialogue and
communication between the political leadership from all sides. A
successful process needs to be inclusive. On the military side there
needs to be consistent adherence to the ceasefire agreement. All
parties, all actors must refrain from the use or threat of force and
from retaliation. As an important step in confidence building and
preventing further casualties, the OSCE has been calling repeatedly
for both sides to remove snipers from the line of contact and to agree
on a mechanism for investigating incidents on the line of contact.

Q.: Statistical data of recent years shows a continuous growth of
violations of ceasefire. In this respect, what is the situation with
the investigation of incidents on the line of the contact by the
Personal Representative of the OSCE Chairperson-in-Office Ambassador
Andrzej Kasprzyk, in line with the agreements reached on a high level?

The Presidents agreed in their meeting in Sochi in March of 2011 to
carry out investigations of incidents on the Line of Contact, under
the auspices of the Minsk Group Co-Chairs. The Co-Chairs presented a
proposal to the sides, but they have still not provided comments to
it. Ambassador Kasprzyk has no mandate or the resources to conduct
investigation of the violations of the ceasefire.

Q.: In your opinion, how much is it acceptable for one OSCE
participating State to try and isolate another OSCE participating
State not allowing its participation in regional projects?

The OSCE works to bridge differences between countries and people.

Through our work we are promoting co-operation on political, military,
economic, environmental and human rights issues as essential elements
of security.

Q.: What steps does the Ireland take as an OSCE chair to prevent new
conflicts near the OSCE borders – in Syria and Iran?

By strengthening security in the OSCE region we are helping
our participating States also strengthen the security in their
neighborhood. Other organizations are working on the situation in
Syria and on Iran as they are outside of the OSCE region.

Prosperous Armenia is in the coalition with its body and soul, but we
need time yet to see who it actually is – for having broken away from
the coalition without proclaiming itself as opposition, that party
has become something inconceivable, the deputy leader of the Free
Democrats party Anush Sedrakyan said during a joint press-conference
with member of the ruling Republican Party of Armenia, MP Vardan
Ayvazyan on Monday.

She said that the coalition between the RPA and Orinats Yerkir is
not equal as OY plays a secondary role in it.

“It is easy to say that you no longer have anything to do with the
government, it is much harder to give up the economic benefits your
post gives you. But the problem is that in Armenia business cannot
prosper without the government’s patronage,” Sedrakyan said.

Ayvazyan retorted that the rich men in the government have earned
their money honestly. “In the opposition you also have successful
businessmen,” the Republican said.
