Sargsyan took part in the reception on occasion of the Day of Russia
in the Russian Embassy. Armenpress was informed from Press service of
Government that congratulating on the occasion of the holiday the head
of the Government wished Russian people peace, welfare and
implementation of proposed projects. “The Day of Russia is young but
important holiday which relates to the political, cultural and
spiritual life of Russian society. During 1930-es by our nations was
implemented historical choice for building civil society, development
of democratic institutions. We passed a difficult way but that way
opened new possibilities and perspectives of more effective
development for us. Today I confidently and at the same time with
satisfaction want to highlight that during the past 20 years we could
not only keep the friendship between our nations but also to raise it
to a new qualitative level. The result of that friendship became the
strategic partnership between our nations. Today Russia has a key role
in the security system of Armenia. It has leading positions in our
economy. We are interested in strengthening the relations with Russia.

We are sure that the intensive cooperation in various fields will be
new impetus for our bilateral economic cooperation. It will also give
new impetus to our strategic partnership. I am glad that during the
meeting with Dmitry Medvedev we discussed a wide range of issues”
mentioned Tigran Sargsyan.

The concert program includes works by Komitas/Aslamazyan, “Joys”
for Uri Caine’s piano and strings, Antonín Dvoøak’s Serenade for

Gohar Abgaryan, 14, lives in Hovtamej village in Armenia’s Armavir
province. In her childhood, she was confined inside the house and
was never allowed to go out of the gates. Gohar does not have a birth
certificate. Nor has she even gone to school.

The family lives in abject poverty. Gohar’s mother Sona Abgaryan
suffers from a mental illness. She is said to have fled the house
and spent several days in the fields. She gave birth to Gohar under
a bridge of neighboring Tsakhkunk village.

Former Armenian FM Vartan Oskanian Decides Not To Give Testimony

YEREVAN. – Armenia’s former FM and Prosperous Armenia Party MP Vartan
Oskanian was again summoned to the Armenian National Security Service
on Wednesday.

He posted on his Facebook wall that he was summoned to give testimony.

“The statement released by the Service on Tuesday proves that I am
no longer a witness but a suspect. Hence, I decided to use my right
set by the Constitution and not to answer any questions,” he said.

As Armenian News-NEWS.am informed earlier, Oskanian was called for
an interrogation as a witness for the criminal case instigated for
money laundering, i.e. legalizing finance received illegally. The
case referred to Oskanian and the Civilitas foundation set up by him.

Memorandum For Restoring Tatev Monastery

MEMORANDUM FOR RESTORING TATEV MONASTERY

YEREVAN, JUNE 13, ARMENPRESS: Armenian Apostolic church, ministry of
Culture of Armenian and Armenian national Competitiveness fund signed
memorandum on cooperation for restoring Tatev monastery. Armenpress was
informed form Armenian National Competitiveness fund that according to
the memorandum the sides highlight the exceptional role and importance
of Armenian Apostolic Church in the life of Armenian people.

The sides also are led by the principles of restoring, keeping
historical heritage. At the same time the planned cooperation aims
to secure the development of tourism in Armenia.

Led by all these Armenian Apostolic Church, Ministry of Culture
of Armenia and Armenian National Competitiveness fund considered it
necessary to unite their forces to carry out joint works for restoring
the monastery and putting in order the surrounding territory.

The cooperation under the memorandum will be implemented as long as
it is necessary for restoring the monastery.

Hovik Abrahamyan received Kuwait’s Ambassador to Armenia Bassam
Mohammed Al-Qabandi.

Welcoming the ambassador, NA Speaker underlined that Armenia attaches
high significance to development of relations with Arab states of
the Persian Gulf, National Assembly press service told Armenpress.

Hovik Abrahamyan highlighted cooperation with Kuwait in deferent
spheres, activation of ties between the parliaments of the two
countries, cooperation in international parliamentary structures.

Hovik Abrahamyan said in Armenia’s new parliament Armenia-Kuwait
parliamentary friendship group has been already set up.

The ambassador conveyed to Hovik Abrahamyan the congratulations and
good wishes of Speaker of the Kuwaiti National Assembly Ahmed Al-Sadoun
on the occasion of being reelected in the post of parliament speaker,
as well as the official invitation to visit Kuwait, noting that the
visit will promote boosting of friendly relations between the two
countries, activating inter-parliamentary ties.

Bassam Mohammed Al-Qabandi stressed his country attaches high
importance to development of cooperation with Armenia in all
directions, and said his mission is to promote development and
strengthening of relevant relations. The ambassador is sure development
of inter-parliamentary ties is of significance in regard to deepening
of inter-state relations.

During the meeting other issues concerning development of relations
between the countries were discussed as well.

A BOOK ABOUT ARMENIAN MONUMENTS OF SHAHUMIAN REGION TO BE PUBLISHED

YEREVAN, JUNE 13, ARMENPRESS: 20 years have passed from the collapse
of Shahumian Region. Deputy Chairman of M. Abeghyan Institute of
Literature Vardan Ghevrikyan said we should value our losses and
remember similar days from the viewpoint of preserving the historical
culture. “We should speak of losses too, or else impression is
formed that we have been an aggressor, and have only occupied without
conceding anything,” he said.

Monument expert Samvel Karapetyan has been to this region for three
times. “For the first time I have been here in 1978, from 1980 I have
studied the side more thoroughly, and my last visit was in 1989. I
have managed to be in all villages, and soon a large volume on that
topic will be published, as the territory is very rich in monuments,
even in Turkish-populated villages Armenian cross-stones were exhibited
in museums,” he said. Samvel Karapetyan noted that first of all every
Armenian should perfectly know his/her homeland not to lose an inch
of land in future.

In antiquity Shahumian Region was a part of Artsakh; in the Middle Ages
it was part of the principality of Khachen; in the 17-18th centuries
the territory formed part of Melik-Abovian dynasty’s melikdom of
Gulistan, with its capital in the fortress of that name.

During Soviet times in the area was renamed after the Armenian
Bolshevik Stepan Shahumyan, its administrative center taking the
same name.

By the 1990s the population of Shahumian district was almost
exclusively Armenian by language and ethnicity, though the area was
not included within the boundaries of theNagorno-Karabakh Autonomous
Oblast by the Soviet Union.

In the spring-summer of 1991, Soviet premier Mikhail Gorbachev ordered
Operation Ring, in which the Soviet Red Army surrounded some of the
area’s Armenian villages and violently deported their inhabitants
to Armenia.

Approximately 17,000 Armenians living in Shahumian’s twenty-three
villages were deported out of the region.

In December 1991 with the Soviet Union imploding, Shahumian was claimed
by the Nagorno-Karabakh Republic and became the focus for considerable
fighting. This reached a climax in summer 1992 when most of the area
was retaken by the Azerbaijan army. Damage was severe and the Armenian
population fled.

La Knesset se penche sur la reconnaissance du genocide armenien

Depuis plusieurs annees le gouvernement et la Knesset s’etaient
abstenus de discuter de ce sujet, craignant de nuire aux relations
avec la Turquie. La leader de Meretz a la Knesset, Zehava Gal-On,
avait demande une discussion de la question la semaine dernière,
mais le debat avait ete ecarte en raison du dossier brûlant de la
loi sur les implantations juives.

Le president de la Knesset qui a decide d’autoriser le debat sur le
sujet du genocide armenien rappelle : ” Je suis entre a la Knesset
en 88, et un an plus tard, nous avons fait une suggestion pour le
choix d’une journee de commemoration de la tragedie armenienne. On
nous a empeches d’evoquer un genocide. Mais en tant qu’etres humains,
en tant que Juifs, en tant que citoyens d’Israël, nous devons faire de
cette question un sujet parce que nous sommes dans l’obligation morale
d’empecher le deni de cette tragedie. Nous sommes debout devant tous
les peuples du monde, pour dire que le deni de la Shoah est quelque
chose que l’humanite ne peut pas accepter.”

Les ministres de la Defense armenien Seiran Oganian et kazakh Adilbek
Djaksybekov ont signe mardi a Erevan un accord intergouvernemental
de cooperation militaire et technique, rapporte le service de presse
du ministère armenien de la Defense.

“La cooperation entre les ministères de la Defense des deux pays se
situe a un niveau eleve, et les conditions sont favorables pour la
renforcer et la developper encore”, a declare M.Oganian au terme de
la signature de l’accord.

Selon lui, l’Armenie et le Kazakhstan coopèrent avec succès au sein
de l’Organisation du traite de securite collective (OTSC) ainsi
que dans un format bilateral, et l’accord signe est en mesure de
“jouer un rôle important dans ce domaine”. Le document favorisera le
partenariat dans de nombreux domaines, a-t-il ajoute.

L’accord donnera un nouvel elan aux relations entre les deux pays,
a a son tour insiste M.Djaksybekov. Lors de sa visite a Erevan,
capitale de l’Armenie, ce dernier s’est entretenu avec son homologue
armenien ainsi qu’avec plusieurs hauts responsables du ministère de
la Defense et de l’etat-major general.

Azerbaijani Human Rights Defender Says PACE Co-Rapporteurs Corrupted

Co-rapporteurs of the Monitoring Committee of the Parliamentary
Assembly of the Council of Europe (PACE) on Azerbaijan Joseph Debono
Grech and Pedro Agramunt are unwilling to accept the human rights
violation cases in Azerbaijan because of being bribed by Azerbaijani
authorities, director of Peace and Democracy Institute Leyla Yunus
said.

According to Regnum news agency, Yunus stated that the co-rapporteurs
have taken bribes from the Azerbaijani authorities and do not want
to see the “real situation.”

According to her, they have not even paid attention to the materials
they have presented on human rights’ violations and have not included
them in their report.

In particular, the report does not mention the arrest of two
journalists and fact of beating a third one.

As to the mass extradition of citizens, the co-rapporteurs insisted
that the “absolute majority” was satisfied with the received
compensation.

She insisted on replacement of “corrupted PACE representatives”
as their report does not reflect the real situation in Azerbaijan.

About twenty civil society activists sent a letter to PACE expressing
no confidence to the co-rapporteurs.
