Richard Morningstar likely to be appointed U.S. Ambassador to Azerbaijan
Morningstar’s designation seems to be quite reasoned: the envoy for
Eurasian Energy must become a U.S. ambassador.

The U.S. Senate Foreign Relations Committee held confirmation hearing
for U.S. Ambassador-Designate to Azerbaijan Richard Morningstar.

PanARMENIAN.Net – Sen. Robert Menendez and Jeanne Shaheen brought to
designee’s attention the recent escalation of violence by Azerbaijan
at the border with Armenia and Nagorno Karabakh. It is worth noting
that in addition to its energy significance, U.S views Azerbaijan as
an important instrument against Russia’s presence in the Caucasus.This
is the reason the U.S. is reluctant to clearly respond to Azerbaijan’s
continuing provocations against Armenia. Jeanne Shaheen and Robert
Menendez sent a clear message that U.S. – Azerbaijan relations should
not solely be founded on energy concerns and must reflect the
fundamental issues of democracy building and human rights as well as
finding a peaceful and lasting resolution to the Nagorno Karabakh
conflict.

However good the senator’s intentions might be, since Bill Clinton’s
tenure, the White House administration has hoped for Azerbaijani oil
supply to Europe, aiming to use it for reducing Iran’s supply to a
minimum. A question emerges on how Azerbaijan, placed 19th with its
oil reserves can compete with Iran, holder of a third of all global
oil stock. Anyway, this is a rhetoric question; the U.S. just sees and
hears what it wants to.

In this regard, Morningstar’s designation seems to be quite reasoned:
the envoy for Eurasian Energy must become a U.S. ambassador. While
Matthew Bryza was a person too notorious to become an envoy to Baku,
Morningstar’s candidacy is a more serious one, and he will hardly
fail. Being a career diplomat, Richard Morningstar will demonstrate
more responsibility in voicing his statements. This, at least, seems
quite likely.

Speaking at the testimony, Sen. Menendez called specific attention to
recent cross-border attacks by Azerbaijan against Armenia, threats by
Azerbaijani president Ilham Aliyev to unleash a war, and his statement
saying that `Azerbaijan’s main enemies are Armenians.’

`Do you think, based upon those types of statements that the proposed
sale of military hardware to Azerbaijan is really in the national
interest of the United States?’ Menendez asked.

Morningstar responded that `any language that is counterproductive
creates increased tensions and makes even more difficult the task of
achieving the settlement in Nagorno Karabakh.’ He stopped short,
however, of expressly calling out Azerbaijan’s provocations against
Armenia.

In terms of military sales to Azerbaijan, Morningstar said: `There are
increasing tensions with Iran. And we have to provide military
assistance in ways that cannot be used to exacerbate any situation
with respect to Armenia or Nagorno Karabakh.’

Menendez was quick to respond:`I didn’t hear President Aliyev say `My
main enemy or security concern is Iran,’ he said that, `Our main
enemies are the Armenians of the world.’ I have a real problem with
going ahead and selling military hardware to the Azerbaijanis based
upon what has happened.’

Morningstar further stated that he is going to personally visit Djugha
and `make every effort to’ look into Azerbaijani destruction of the
Armenian cemetery there.

In response to Sen. Menendez’s question whether the envoy nominee is
really determined to do so Morningstar replied, `If I am confirmed I
will make every effort to visit the cemetery and I will do my best to
get there, and soon.’ Menendez continued:`I would assume the only
impediment to your best effort will be the Azerbaijanis not letting
you go? I’m trying to understand what your `best effort’ is? You’re
going to do everything possible to go?’. `Yes,’ replied Morningstar.

Sen. Menendez also pressed Morningstar regarding his position on the
proper recognition of the Armenian Genocide. `I have to ask you
whether or not you contest any of the facts what transpired in 1915 as
it relates to 1.5 million Armenians who were brutally massacred in the
Ottoman Empire?’ he said. Morningstar replied: `No, I do not.’

The Senate Committee will most likely approve of this nomination to
Baku. Of course, the senators may again find some reason to veto this
candidacy; there will be plenty of causes to do so. Yet there is
another circumstance as well: Obama’s rating is steadily declining,
and he may well suspend the appointment, unless there is pressure by
the Turkish-Azerbaijani lobby. However, Turkey and Azerbaijan recently
face serious disagreements; these are not publicly voiced since the
Turkish Foreign Ministry believes time has not come yet. Appointment
of the ambassador may be linked to this somehow. In any case, one
thing is clear; the U.S. is taking Azerbaijan and Ilham Aliyev
seriously, and the appointment must take place.

Aliyev’s unpredictability and passion for shady deals may push him to
resumption of hostilities, which by no means is in the interests of
either the U.S. or the international community.

acting US Military Attaché to Armenia, Deputy Military Attaché, Major
Justin Budd, who is completing his mission in our country.

David Tonoyan expressed gratitude to Mr. Budd for his prioductive
activity throughout his tenure in office and wished success in his
future activity.

Justin Budd was awarded with a `Military Cooperation’ Medal of the
Ministry of Defense for his significant contribution to the
Armenian-American Defense cooperation.

La manne gazière de Chypre suscite de fortes tensions entre Israël et la Turquie

La découverte de gaz dans les eaux territoriales chypriotes fait
monter la tension dans la région. La Turquie voit effectivement d’un
très mauvais `il la lune de miel entre Chypre et Israël, qui s’est
rapproché de Nicosie pour exploiter et protéger ses ressources
gazières. Israël et Chypre ont contracté un mariage de raison avec
comme dote commune une manne sous-marine inespérée. Les deux pays
distants de quelques centaines de kilomètres ont, en effet, découvert
en Méditerranée orientale d’énormes champs gaziers, dont la valeur
estimée se chiffre en dizaine de milliards de dollars. Aucun des deux
n’a les moyens d’exploiter ces richesses sans l’aide de
multinationales ou sans coopérer, y compris dans le domaine de la
défense pour contrer les appétits notamment de la Turquie qui occupe
la partie nord de Chypre.

Sur le terrain, l’heure est à lune de miel entre l’Etat hébreu et
Chypre. Signe des temps : Delek, un des plus important groupe
énergétique israélien vient de faire acte de candidature pour des
appels d’offres lancés à la mi-mai pour de nouvelles licences
d’exploration dans les eaux chypriotes. Cette entreprise envisage de
collaborer avec Total, également en lice, pour les futurs projets de
construction d’une usine de liquéfaction de gaz à Chypre. Cet intérêt
s’est traduit également par l’envoi d’une importante délégations
d’hommes d’affaires israéliens à un séminaire international organisé
le week-end dernier à Nicosie sur le marché du gaz. Auparavant, les
deux pays avait préparé le terrain en signant à la fin de 2010 un
accord sur la délimitation de leur zone d”exploitation économique
exclusive. Tout aussi symbolique, depuis avril le plus long cble
électrique du monde relie Israël, Chypre et la Grèce au réseau
européen pour faire face à d’éventuelles pénuries dans ces trois pays.

Les marines israéliennes et turques sur le pied de guerre

Sur le front politique Benjamin Netanyahu, a effectué au début de
l’année la première visite d’un chef de gouvernement israélien à
Chype, un pays longtemps considéré par les responsables israéliens
comme `pro-arabe`. Ce rapprochement n’est toutefois pas du goût de la
Turquie. Ankara qui estime avoir son mot à dire dans la répartition
des richesses a fait monter la tension en évoquant une possible
intervention de sa marine de guerre. Cette escalade verbale a pris un
ton d’autant plus virulent que les relations entre Israël et la
Turquie longtemps alliés stratégiques traversent une crise aigue
depuis deux ans.

Résultat : les responsables israéliens tentent de constituer une
alliance avec la Grèce, la Roumanie, la Bulgarie et Chypre, histoire
de faire contre-poids à la Turquie. Cette stratégie suscite une
nervosité croissante à Ankara. Des médias turcs ont récemment fait
état du possible déploiement de plusieurs milliers de soldats
israéliens à Chypre. L’Etat hébreu et Chypre ont démenti
catégoriquement. `Nous avons des intérêts à défendre mais il n’existe
aucun pacte militaire entre les deux pays`, assure un proche
collaborateur de Benjamin Netanyahu.

Les militaires israéliens demandent une rallonge budgétaire

Seule certitude en tout cas : les mesures de sécurité autour des
plate-formes off-shore israéliennes ont été renforcées. La marine
multiplie les patrouilles en mer, utilise des avions et surtout des
drones pour mener des missions de surveillances. Les militaires ne
veulent pas en rester là et réclament une rallonge de 200 millions
d’euros pour acquérir de nouvelles vedettes super-équipées. Ce
déploiement de force pourrait difficilement resté inactif si
d’aventure des champs gaziers et pétroliers chypriotes voisins étaient
menacés ou attaqués.

Ed. Nalbandyan discussed the tensions on border with the European Ambassadors

On June 15 Armenian Minister of Foreign Affairs Edward Nalbandyan had
a working dinner with the Ambassadors of European countries in Armenia
and with the leader of the EU delegation in Armenia. Press and
information department of Armenian MFA informs about this.

During the meeting the sides discussed the current round of the
Armenia-EU cooperation and spoke about the planned steps.
Armenian MFA presented the last events which took place on
Armenian-Azerbaijani border last week and spoke about the situation
which is created because of Azerbaijani provocations and diversions.

As the source informs the sides also have discussed some regions issues.

Islamic Factor in The Foreign Policy of Turkey

ISLAMIC FACTOR IN THE FOREIGN POLICY OF TURKEY

Recently the intelligence service of Israel – Mossad – presented to the
cabinet of Benjamin Netanyahu a report on the situation and possible
developments in Syria. According to the Israeli sources one of the main
conclusions was that due to the active measures taken by the western
governments alongside with continuous weakening of Bashar al-Assad’s
regime, the strengthening and expansion of Islamist network in Syria was
taking place and that in case of such developments the Islamist would the
most probable become the substitute of the al-Assads.

However, the Mossad analysts advice to pay attention also to the fact that
the main supporter and sponsor of the Islamist network in Syria is Turkey’s
intelligence service – MIT – which is followed by intelligence services of
Saudi Arabia, Qatar and UAE. The Israeli intelligence concludes that the
decision of the political leadership of Turkey to render assistance in
strengthening of Islamist network in Syria reflects an important shift in
the considerations of Ankara strategists. After the events in Egypt, when
alongside with overthrowing of the Mubarak regime Turkey set active
connection with the local Islamist movements first of all by rendering them
financial assistance, Turkey’s actions in Syria come to prove that the
Islamist factor becomes one of the main tools of the foreign policy of
Turkey. At the same time, in Mossad they draw to the conclusion that in the
foreseeable future the influence of this factor in the foreign policy of
Turkey will only rise, taking into consideration claims of Ankara on
becoming a leader of the Muslim world.
Rebranding of the Islamist Factor on the International Scene

It is characteristic that over the recent period revaluation of Islamist
factor in the international policy has been proceeding. If over the last
several decades it had been marginal and then it had been associated with
world terrorism, today the western information and diplomatic efforts are
directed to the rebranding of the Islamist factor.

This is very important alternation and if we take into consideration the
volume of those changes (e.g. the number of the states where despite the
elites, which have been ruling for decades, the Islamists manage to pave
their way; the financial, information and human resources they have at
their disposal), probably it would be possible to state that this factor is
acquiring geopolitical significance.

Probably, the main result of the `Arab spring’ should be considered in this
context. We can see that in consequence of Arab revolutions in Tunisia,
Egypt, Libya, Yemen (it is expected in Syria and even in the countries
where it was repressed, such as Algeria, Morocco, Jordan) first of all
Islamists get access to power.

Turkey’s New Approach to the World

The decision of Turkey to position itself by means of a new strategy, based
on an Islamist factor, is not a novelty. But it is interesting with what
new proposals Turkey will come forward in the nearest future. How far is
Ankara ready to go in implementing their Islamic agenda as it is clear that
the current transformation of Turkish strategy is still on the initial
stage, so one can expect new initiatives of Ankara in both domestic and
foreign policies?

There are three factors which caused Ankara’s shift to the new strategy.

First one is that after the end of the Cold War the American-Turkish
relations underwent considerable changes. Even some contradictions around
some issues on regional and international policy aroused and they are still
vibrant. At the same time Turkey failed the process of Euro integration.
The process of integration into the EU which has been lasting for several
decades, most probably, can be considered to be over and even Turkish
leaders do not avoid speaking about it.

As a second factor the financial and economic growth of Turkey which has
been observed for recent 20 years is mentioned. The continuing economic and
financial growth of Turkey not only turned Turkey into a country which has
a weight in the world economy, but also created serious resources for
Ankara to come forward with regional and even global political initiatives.

The third factor is the arising of the conditions in the neighboring
regions which promote expansionist moods. Collapse of the Soviet Union
promoted such a possibility in the Balkans, Black Sea region, Caucasus,
Caspian region and Central Asia. Overthrowing of Saddam Hussein, Hosni
Mubarak and Muammar Gaddafi regimes, increasing American pressure on Iran
and financial and economic crisis in Greece create such an opportunity in
the Middle East, eastern part of the Mediterranean and North Africa.

Here we speak about the regions which not so long ago were part of the
Ottoman Empire or were under the Ottoman influence. And the Islamist factor
here plays crucial role because from the point of view of ideology, as a
matter of fact, it is a factor which can substantiate Turkish policy in
those regions.

Situational Review

In order to show that Turkey is the number one and most influential
protector of the Muslim nations in the aforementioned regions, it has
recently initiated a number of image-building measures. Those measures are
well-known – from protecting the rights of Muslim Uyghurs in the west of
China and starting a public argument with official Beijing(July 2009), to
establishment of special flotilla for delivering humanitarian aid to the
Palestinians and deliberate deterioration of the relations with Israel
after the incident connected with that flotilla (May 2010).

But over the recent years Turkey has been applying more extra force to
expand its influence in the Islamic networks and organizations,
particularly in the neighboring regions. This is not a part of public
policy and media do not speak much about these Turkish initiatives, but
Israeli and American security experts, presenting some episodes, position
it as an important indicator proving new Turkish foreign policy.

During the panel session of Turkey’s intelligence service, where president
Gul and prime-minister Erdogan were present, the director of the service
Hakan Fidan, while speaking about the programmes of the MIT, stated that
`in the next few years Turkish National Intelligence Service will become
world class intelligence organization’. Western experts, making reference
to Fidan’s words, conclude that Ankara tends to shift its presence in the
regions it is interested in and especially in the neighboring countries to
a new more substantial level. It is mentioned that changes in the way the
Turkish intelligence works are observed. If previously it was directed to
the operational intelligence collection and reaction to it, today
preferences are acquiring mid-term and long-term character – thus their aim
is to create networks of influence. The American and Israeli experts
connect those changes with the shift in the foreign policy of Ankara.

At the end of April Iraq, which is third trade partner of Turkey after
Germany and Russia (last year bilateral turnover was about $12 billion),
stated that it halted oil transit through the territory of Turkey (Iraq
transits through Turkey up to 500 thousand barrels per day). The reason is
the situation round the Sunnite vice-president Tariq al-Hashemi. Since last
December Hashemi has been under the accusation of organizing terrorist
actions in Iraq. He repels accusations stating that the aim of the Shiite
elite of Iraq is to weaken Sunnites. In this story the fact that Iraq’s
Shiite prime-minster Nuri al-Maliki’s office accused Turkish special
services of organizing al-Hashemi’s escape first to Qatar and then to
Turkey catches the eye. Things came to such a pitch that the prime-minister
al-Maliki called Turkey `enemy state’ which constantly interfered into the
domestic affairs of Iraq. In response, the prime-minister of Turkey Recep
Tayyip Erdogan stated that they could not leave Iraqi Sunnites without
support.

Turkish president Abdullah Gul was the first among the leaders of the
countries who visited Cairo after overthrowing of Mubarak’s regime in March
2011. And Erdogan was the first among the leaders of the Muslim countries
who pled Mubarak to leave. In consequence of the parliamentary elections in
Egypt held at the end of last year and in January-February 2012 more than a
half of the seats in Lower and Upper chambers were taken by the Islamists.
Their opponents stated that financial and information support received from
Saudi Arabia and Turkey played a big role in their victory. The statement
made by Tariq Ramadan – one of the influential Islamists in Egypt and
grandson of the founder of `Muslim Brothers’ organization – that Turkey
could make a `road map’ for Egypt on how to combine Islam, democracy and
strong economy is remarkable. Ramadan made this statement after the
elections and today when many in Egypt and on the West consider which model
can work in the Arab countries under the new conditions, in the first
instance remember the example of Turkey.

interrogated at the National Security Service. Note that she was
invited to the NSS in connection with the money laundering issue
involving Civilitas. Salpi Ghazarian said though she was invited as a
witness, she was actually a suspect.

Civilitas Founder, MP Vartan Oskanian, PAP, also refused to be
interrogated for the same reason.

The session of RPA’s executive body ended just a few minutes ago. Our
correspondent waiting for the developments in RPA office informed
almost all the related to the government composition have already been
clarified.

All the proposals of RA president and RPA leader Serzh Sargsyan on the
candidacies of new ministers have passed unanimously. Particularly,
the president proposed Yerevan’s former mayor Gagik Beglaryan to the
post of the minister of transport and communication, the present
deputy minister of labour and social issues Artem Asatryan to the post
of the minister of labour and social issues and the rector of Yerevan
State Medical University after M. Heratsi, Derenik Dumanyan to the
post of the minister of health.

According to RPA press spokesperson Edward Sharmazanov, a person
belonging to no party but who has had a great contribution in the
sphere will be appointed minister of sport. However, his name is not
published for now. The minister of urban development will be from
Orinats Yerkir Party and according to Sharmazanov, the party will
publicise his name.

The other ministers from RPA will continue to hold their posts. The
whole composition of the government will be made public on June 18.

The issue of governors was not discussed during the session.

The tourism sector in the Nagorno-Karabakh (Artsakh) Republic has seen
a 40% growth in comparison with last year, according a tourism
official.

Speaking to Tert.am, the head of the NKR Government’s Tourism
Department, Sergey Shahverdyan, said such progress is very important
and encouraging for the country.

`In comparison with these months of last year, tourism can be said to
have grown by 40% in Artsakh,’ he said, adding that the trend is
likely to continue.

Asked what tempts tourists into visiting Artsakh, he said they most of
all praise the local population’s hospitality.

`People remain content with the local residents’ treatment and say
they are very affable to them,’ he noted.

As for the most popular tourist attractions, Shahverdyan said that the
guests commonly prefer to visit the Gandzasar Monastery, the ancient
capital Tigranakert (which was excavated recently), the Aras valley
and other historical sites.

According to him, the country now has 33 places of rest, including
hotel complexes and tourist cottages.

Scholarship recipients with ARS Regional Executive members

GLENDALE – Twenty-one graduating public high school seniors were
selected as scholarship recipients by chapters of the Armenian Relief
Society (ARS) of Western USA for the 2011-2012 academic year. Selected
for their excellence in scholastic achievement and community service,
the students gathered by the invitation of the ARS-WUSA Regional
Executive at the Regional Headquarters on Monday, June 4, 2012 before
family and ARS members to receive their Merit Recognition Awards and
scholarships ($500 per student).

Guests also included ARS Central Executive Board member Annie
Kechichian; Tamar Kataroyan, Assistant Principal of Glendale High
School; Tricia Byron, Counselor at John Marshall High School; and
Sirvart Mouradian, Counselor at Hoover High School.

The Awards Night began with an informative video presentation
regarding ARS programs and activities. Thereafter, Chairperson of the
ARS-WUSA Regional Executive Dr. Nyree Derderian welcomed guests and
congratulated all of the deserving students. `Since its inception, the
Armenian Relief Society has believed that it needs to be the backbone
of the Armenian community and it knows that our youth are the future…
Therefore, we try to help fund education in order for our youth to
become better representatives of the Armenian community,’ Derderian
stated.

Following the welcoming remarks, Derderian introduced the keynote
speaker, Vache Thomassian, and provided a brief biographical sketch.
Thomassian, Chairperson of the `Shant’ Student Association and Editor
of the Haytoug Magazine, recently received his Juris Doctorate from
Loyola Law School and will continue his education at Columbia
University, where he has been accepted to pursue his Master’s Degree
in International Affairs.

JUDr. Thomassian began his remarks by commending the scholarship
recipients for their achievements and encouraged future successes. He
paid special mention to the importance of education and defined
success as `leaving an impact in this world that is greater than you
as an individual. Success is taking your talents, skills, and
interests and using them in a way that gives back to your community,
your people, and your homeland.’ He further provided a formula for
success, including setting goals for oneself, having conviction, and
acquiring the competence necessary to achieve the goals one sets for
himself.

The program concluded with Dr. Derderian and Regional Executive Board
Member Seta Hagopian introducing and presenting each of the students
with their Merit Recognition Awards. Local ARS chapters, which
selected the recipients from the public high schools in their
communities, had representatives in attendance to present the
scholarships. Some students, including those in San Francisco,
received their recognition during their respective high schools’
awards ceremonies. Students showed their appreciation by publicly
thanking the ARS for their awards.

La Turquie compte clairement parmi les pays emergents. Sa croissance
est très forte et elle représente un poids de plus en plus fort aussi
bien économiquement, que militairement et donc politiquement. En
revanche, la Turquie a bien du mal à devenir une réelle démocratie. Au
pouvoir pour son troisième mandat, Erdogan démontre jour après jour,
malgré quelques réformes lchées sur pression américaine, qu’il veut

semble très petite.

Arménie et pays emergents

L’une des raisons qui empêche également le développement de l’Arménie
est l’hostilité de la Turquie et la fermeture de sa frontière avec
l’Arménie. Il y a quelques jours, un professeur d’origine azéri
enseignant à l’Université d’Istanbul, Kamil Veli Nerimanoglu, dans une
interview au journal Turkiye a déclaré être favorable à une ouverture
de la frontière. Il a parlé des produits turcs présents sur le marché
arménien notant que maintenir la frontière fermée n’avait aucun sens
dans de telles circonstances. Les frontières azéries et turques sont
fermées à l’Arménie. Entourées de pays emergents proches des Turcs et
musulmans, l’Arménie est isolée.

Des pays emergents pour l’Arménie

D’autres pays emergents en revanche pourraient tout à fait s’approcher
de l’Arménie. Il faut dire toutefois que l’Arménie souffre de la
pression exercée par la Turquie sur d’autres pays contre l’Arménie.
Certains pays par exemple, qui avaient de bonnes relations avec la
Turquie, n’ont pas osé aborder le génocide arménien durant des années
pour éviter de froisser la Turquie. En Israël par exemple, bien que
l’idée ait été envisagée depuis 1988, ce n’est que depuis quelques
mois que le Parlement du pays ose envisager une reconnaissance
officielle du génocide. Pendant des années, Israël et la Turquie, deux
pays emergents, avaient de bonnes relations, depuis 2009 elles se
refroidissent énormément. La place pourrait être faite à l’Arménie.
