ORDINATION DE DIACRES A ANTELIAS

Dimanche 3 juin 2012, Sa Saintete Aram 1er a preside le rite
d’ordination de sept diacres dans la Cathedrale St Gregoire
l’Illuminateur a Antelias.

Le père Mesrob Sarkissian a celebre la Sainte Liturgie et l’Archeveque
Oshagan Guiragossian a execute le rite d’ordination.

Sa Saintete Aram 1er a alors recu les nouveaux diacres et leurs
familles dans le Hall Principal de sa residence. Après avoir remercie
la Direction du Seminaire et les familles, le Catholicos a dit que
chaque rite d’ordination execute dans notre eglise est une invitation
pour chacun d’entre nous qui avons commence notre vie Chretienne
dans le Seminaire a reprendre notre obligation au service de Dieu et
Son Eglise.

La ceremonie s’est finie avec la benediction finale de Sa Saintete
Aram 1er.

L’ambassadeur americain John Heffern a exprime ses inquietudes
quant aux poursuites criminelles lancees contre Vartan Oskanian et
la Fondation Civilitas alors que ce dernier devait se rendre aux
Etats-Unis.

” Le timing est troublant. Le fait que cela arrive a ce moment du
calendrier politique derange ” a dit John Heffern au service armenien
de RFE/RL, en ce qui concerne l’enquete sur l’affaire de soi-disant
blanchiment d’argent par le Service de Securite nationale d’Armenie
(NSS).

” Civilitas est un associe très important pour nous et nous pensons
que c’est vraiment important pour l’Armenie politiquement et pour les
medias ” a-t-il dit. ” Donc nous sommes très interesses a ce cas et
nous le suivons très soigneusement “.

L’enquete concerne une donation de presque 2 millions de $ que
Civilitas recu de deux societes americaines l’annee dernière. Le NSS
pretend que Civilitas n’a pas declarer la donation aux autorites.

Oskanian nie les faits et dit que l’enquete est politiquement motive.

L’ancien ministre, qui etait citoyen americain jusqu’en 1998, a
demissionne comme president du conseil de direction de Civilitas plus
tôt cette annee peu de temps après avoir rejoint le parti Armenie
Prospère (BHK). Il a critique a plusieurs reprises le gouvernement
pendant la campagne electorale.

” Je ne connais pas les faits sur ce qui a fait quoi et qui est accuse
de quoi et où l’argent est alle ” a dit John Heffern. ” Donc je ne
peux pas en faire de remarques sur le fond “.

Le ministère des affaires etrangères du Haut-Karabagh, dans un
communique publie le jeudi 21 juin, a accuse l’Azerbaïdjan de torpiller
les pourparlers de paix en imposant des conditions prealables. Dans
cette declaration ecrite, le ministère appelle une nouvelle fois les
puissances mediatrices a reconnaître la Republique du Haut Karabagh
comme partie des negociations, en estimant que c’est le seul moyen
d’avancer sur la voie d’un règlement. “Ce n’est que par la voie du
dialogue politique, avec la participation a parite du Karabagh qu’il
sera possible d’avancer dans les negociations en vue d’un règlement
du conflit entre l’Azerbaïdjan et le Karabagh”, indique notamment
le texte de la declaration. Le ministère des affaires etrangères du
Haut Karabagh tenait a exprimer ainsi le soutien de Stepanakert a la
declaration faite depuis Los Cabos, au Mexique, en marge du sommet du
G20, le 19 juin, par les presidents des Etats-Unis, de France et de
Russie. Les leaders des trois puissances mediatrices qui copresident le
Groupe de Minsk de l’OSCE, avaient appele l’Armenie et l’Azerbaïdjan
a redoubler d’efforts pour regler le conflit et s’etaient engages
pour leur part a s’impliquer davantage encore dans la recherche d’une
solution. “Nous avons toujours manifeste une attitude positive face aux
initiatives en faveur d’une resolution pacifique du conflit, prenant en
compte tous les principles de la legislation internationale, et nous
reaffirmons notre disposition a suivre les appels et recommandations
des leaders des pays qui copresident le Groupe de Minsk de l’OSCE”,
poursuit le texte du ministère. “Dans le meme temps, nous devons
souligner que l’Azerbaïdjan persiste a interpreter la declaration
des mediateurs dans le sens qui l’arrange et pose des conditions
prealables, torpillant ainsi ces initiatives. L’Azerbaïdjan continue
a boycotter la mise en place de mesures de confiance dans la region,
ainsi que les efforts visant a introduire des mecanismes d’enquete
que les incidents aux frontières, au retrait des snipers de la ligne
de contact, et d’autres encore”, peut-on lire dans cette declaration,
qui deplore que “Bakou n’a pas renonce a vouloir regler le problème par
la force “. ” L’Azerbaïdjan, en sa qualite de membre non-permanent du
Conseil de securite de l’Onu, qui s’est donc vu confier a ce titre la
responsabilite entre autre d’~uvrer pour la securite dans la region,
refuse de regler ce differend d’une manière civilisee”, ajoute la
declaration. Le ministère des affaires etrangères du Karabagh exprime
l’espoir que les autorites d’Azerbaïdjan montreront une approche plus
constructive et renonceront a cette politique vaine de provocations
militaries et de sabotage, qui menace la securite et la stabilite
regionale deja fragile. Par ailleurs a Moscou, le porte-parole du
ministère russe des affaires etrangères, Alexandre Lukasevich, s’est
felicite du deroulement de la conference qui s’est tenue a Paris le 18
juin, reunissant les copresidents du Groupe de Minsk et les ministres
des affaires etrangères d’Armenie et d’Azerbaïdjan. Il a souligne
l’importance d’une telle rencontre pour la poursuite du dialogue, en
precisant que les mediateurs internationaux feront une tournee dans
la zone du conflit en juillet

Dans un article publie le 19 juin 2012 dans le quotidien Haberturk le
journaliste Murat Bardakic affirme que gouvernement turc a decide la
formation d’un corps institutionnel unique pour faire face a toutes
les demandes liees a la question du genocide armenien. C’est un pas en
avant, ecrit Murat Bardakci – si cette institution se concentre sur
la defense des actions de la Turquie en 1915 pour informer l’opinion
publique mondiale et si elle evite la publication de documents
inefficaces qui ne visent que le peuple turc.

” Le bureau du Premier ministre turc a fait une pause cruciale de
toutes les approches passees sur la question du genocide armenien. A
partir de maintenant, une seule autorite sera charge de traiter toutes
les reclamations liees au genocide.

En Turquie, il existe actuellement une multitude d’institutions,
de centres et bureaux qui traitent des revendications armeniennes, y
compris le bureau armenien de la Societe Turque d’histoire, certains
ministères au sein de l’Etat-Major general, des universites, des
fondations et bien d’autres.

Ces institutions ont joue un rôle actif pendant des annees, l’emission
d’un nombre important de publications qui ont toutes quelque chose
de bizarre en commun : elles ne s’adressent a aucun pays, mais a la
Turquie. Autrement dit, ils ne font pas face aux revendications de la
diaspora armenienne qui est active dans tous les coins du globe. Au
lieu de cela, elles tentent d’influencer l’opinion publique turque
avec des allegations telles que : ” Ces hommes sont des menteurs,
ne les croyez pas. En 1915, ils nous ont massacres “.

Resultat : un rien enorme

” Et qu’est-ce que nous avons realise avec l’ensemble de ce travail
jusqu’a present ? Un rien enorme. La diaspora armenienne a ete efficace
dans ses activites en Europe et centres de recherche et universites
americaines. Ils ont produit un travail de qualite professionnelle, y
compris un certain nombre de publications attrayantes et des centaines
de sites Web bien concus.

Parce que la plupart de nos publications ne portent que sur notre
propre peuple et font un peu plus que nous promouvoir nous-memes a
nous-memes, personne ne se soucie vraiment d’elles a l’etranger. Le
travail faits dans nos universites et nos organisations ne sont pas
prises au serieux, car il ne fait que suivre la ligne de l’Etat ”
nous ne l’avons pas fait, ils l’ont fait “.

Personne ne lit les brochures et livres que nos ambassades tentent
de distribuer, comme ils sont ecrits dans le style ennuyeux de
propagande des annees 1960. Meme si quelqu’un lit ces tracts, personne
ne les comprendrait etant donne que rien n’est dit sur ce qui s’est
reellement passe en 1915. Ils sont constitues de defenses inutiles,
de longue haleine et obscures.

C’est pourquoi la decision du bureau du Premier ministre d’unir toutes
les activites liees a la question armenienne sous une seule autorite
est une initiative très importante – mais en retard.

N’oublions pas qu’au cours des trois prochaines annees, la question
armenienne et les revendications de la diaspora contre la Turquie vont
changer de facon significative et prendre un point de vue different.

La diaspora a passe des annees a la preparation du 100e anniversaire
de la deportation qui a eu lieu en Avril 1915. Un certain nombre
d’activites sont prevues, en particulier dans le domaine diplomatique.

Ils vont travailler fort pour pousser les Etats-Unis et de nombreux
autres pays a reconnaître que les evenements de 1915 equivalent a un
genocide, et ils vont très probablement reussir.

Nous avons enfin remarque

La decision du bureau du Premier ministre de creer une autorite unique
signifie que nous avons enfin remarque les preparatifs armeniens pour
cette date. Le plus grand obstacle que cette nouvelle autorite aura
a surmonter est la mentalite d’etre plus ” royaliste que le roi ”
a laquelle elle sera confrontee tout du long du chemin.

Nous n’avons pas une seule publication qui est prise au serieux dans
les milieux universitaires a l’etranger. La mentalite dominante qui
vise a nous vanter nous-memes et conserver fermement la mentalite
du ” nous ne l’avons pas fait, ils l’ont fait ” – et pire, explique
notre incapacite a comprendre la honte de la reduction des evenements
de 1915 a un comptage des cadavres – doit etre abandonnee. Si non,
les maux de tete de la Turquie au cours des trois prochaines annees
seront beaucoup plus douloureux que jamais.

VARTAN OSKANIAN REFUSE DE TEMOIGNER

Le chef du service de l’Armenie de la securite nationale (NSS), Gery
Hakobian, a critique vendredi 22 juin 2012 Vartan Oskanian pour avoir
refuse de temoigner dans une enquete criminelle.

” Une personne honnete doit expliquer, crier, ecrire, dire a tous qu’il
est honnete et que ceci ou cela est faux “, a dit Hakobian a RFE / RL
après avoir assiste a une reunion hebdomadaire du cabinet a Erevan. ”
Mais rester muet comme un combattant de la guerilla est inacceptable. ”

Oskanian, qui est maintenant un membre eminent du parti d’opposition-
Armenie prospère (BHK)-, a ete convoque deux fois au SNRS ce mois-ci
pour etre interroge dans le cadre d’une affaire de blanchiment
d’argent ouverte par l’ancienne Direction generale armenienne du KGB
sovietique. Il a refuse de repondre aux questions des enqueteurs lors
du dernier interrogatoire le 13 juin.

L’affaire decoule d’un don de près de 2,000,000 de dollars que
la Fondation Civilitas, une think-tank basee a Erevan fondee par
Oskanian, a recu de deux societes americaines l’an dernier. La
fondation Civilitas aurait omis de declarer la somme aux autorites
fiscales. Oskanian a fermement dementi et affirme que cette affaire
est politiquement motivee.

L’ancien ministre a demissionne de sa fonction de president du
conseil d’administration Civilitas cette annee, peu de temps après
avoir rejoint le BHK pour contester les elections legislatives du 6
mai. Il a maintes fois critique le gouvernement armenien pendant les
elections parlementaires.

Le SNRS a lance la procedure penale le 25 mai, au lendemain de la
decision du BHK de se retirer de la coalition au pouvoir. Oskanian
a fortement soutenu cette decision. Oskanian devait etre de nouveau
interroge vendredi. Mais l’interrogatoire a ete reporte a lundi.

Oskanian a propose de faire connaître tous les documents financiers
de la fondation Civilitas pour refuter les allegations du SNN. Il
necessite la permission des enqueteurs pour le faire.

Pendant ce temps, la fondation Civilitas a annonce plus tard dans la
journee que les agents du fisc ont visite ses bureaux a Erevan pour
demander sa documentation financière depuis la creation de la Fondation
en mai 2008. La fondation a insiste sur le fait que ses activites
financières ont toujours ete declarees aux autorites fiscales.

Toutefois, le ministre de la Justice, Hrayr Tovmasian a conteste ces
affirmations vendredi. ” Cette organisation, avec 500 autres, a ete
contrainte de presenter un rapport sur ses activites au ministère de
la Justice, mais elle ne l’a pas fait “, a-t-il declare lors d’une
conference de nouvelles.

Session delegations delivered speeches in open discussions on
democracy, human rights and other issues in European states.

Azerbaijani representative at the discussions Rafael Huseynov responded
groundless claims of Armenian representatives Naira Zohrabian and David
Oranian. Armenian representatives blamed Azerbaijan for violations of
ceasefire and criticized revival of Nagorno Karabakh sub-committee,
APA reports.

As a response to groundless claims of Armenian delegation, Rafael
Huseynov unmasked problems of the Armenian government’s internal and
foreign policy.

“Recent processes in the South Caucasus region became serious threat
for peace and security in Europe and it needs urgent measures by
the Assembly. What does main threat consist of? Armenia, invading
near 20 % territory of Azerbaijan with the help of external forces
and keeping these lands under control around 20 years, recent months
regularly violated ceasefire. Peaceful solution of Nagorno Karabakh
Problem is one of the main European Council commitments of Armenia
as well as commitment of Azerbaijan undergone occupation

Regular violation of ceasefire and unmasked war intentions of Armenia
shows once again that Armenia is far away from the idea of peaceful
solution of the problem”, said Rafael Huseynov.

Azerbaijani Parliamentarian also noted that Armenia is under economic
crisis and total state budget of Armenia is less than defense expenses
of Azerbaijan. Rafael Huseynov said that Armenia also faces demographic
decay. As a result of massive emigration from Armenia the population of
the country decreased more than 2 times. Now population of Azerbaijan
is 4 times more than Armenian population.

“Neither Armenian, nor Azerbaijani people, neither region nor
democratic Europe need this war. But who needs this war? Let’s think
about it and don’t forget that war threat is extremely real. Be
watchful”, said Azerbaijani parliamentarian.

He noted that Armenian government is the only interested side that
wants war relying on and hoping for external forces. Rafael Huseynov
stated that Armenia cannot be compared with any other European country
for its foreign bases inside the country.

After the speech of Azerbaijani representative, the President of
the Parliamentary Assembly of the Council of Europe, Jean-Claude
Mignon noted that functioning of Nagorno Karabakh subcommittee is not
stopped and they are seriously engaged in to intensify functioning of
the subcommittee. According to him, heads of Azerbaijani and Armenian
delegations will be invited for the discussions and the sub-committee
will be on the agenda of the bureau in order to integrate it into
efficient body.

PACE CHAIRMAN TO RECEIVE LEADERS OF AZERBAIJANI AND ARMENIAN DELEGATIONS

The PACE chairman will receive the leaders of the Azerbaijani and
Armenian delegations this week.

“This meeting will discuss the upcoming activities of the subcommittee
on Nagorno-Karabakh,” chairman of the structure Jean-Claude Mignon
said on Monday during the first day of PACE spring session, answering
a question on the future of the subcommittee on Nagorno-Karabakh.

“The decision, which will be taken at this meeting on the matter will
be presented at a meeting of the PACE Bureau. My position, not as
chairman of PACE, but my personal position is that I am against the
continuation of the subcommittee activity on Nagorno-Karabakh. Minsk
group of the OSCE deal with this problem, I will try trust to be given
to Minsk Group and the sides rely on it during the resolution of the
conflict settlement,” Mignon said.

He added that it is necessary to move forward in advancing proposals
of the Minsk Group to resolve the conflict.

“They could have put forward proposals that would help to resolve the
conflict. Minsk Group should be more efficient and effective. I’m not
interested in the animation of structures involved in resolving the
Nagorno-Karabakh conflict, and do not see the need. This will create
confusion in such a sensitive issue as the Nagorno-Karabakh conflict.

We are interested in conducting an appropriate and effective action
in settling the conflict. Otherwise, we say that the Minsk Group does
not perform its assigned mission, and it is wound up. My personal
solution is that the Minsk Group should continue its activities. It
is worthy to continue. From the beginning I was against the creation
of the subcommittee, my opinion has not changed, it is my personal
opinion,” the chairman of PACE said.

If the Bureau decides on the continuation of the subcommittee, he
will treat it with respect, Mignon said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

VASHADZE ON TIES WITH UKRAINE, RUSSIAN THREAT AND IVANISHVILI

If Ivanishvili’s Georgian Dream is a Georgian project, everything
will be alright’

Georgia and Ukraine have “strategic” cooperation and both countries
face “the same threat,” said Georgia’s Foreign Minister, Grigol
Vashadze, who visited Ukraine in mid-June, in an interview with the
Ukrainian weekly newspaper Zerkalo Nedeli.

Asked if he was hesitating to visit Ukraine against the background of
refusal of many European leaders and officials to arrive in Ukraine
because of authorities’ “persecution of political opponents,” Vashadze
responded that he had no hesitation.

“As far as this formulation ‘persecution of political opponents’
is concerned, it is not my business to comment on internal political
situation of a sovereign state,” Vashadze was quoted in the interview,
published on June 22. “I was not hesitating at all when I was intending
to visit [Ukraine]. In the beginning of this year I have agreed with my
[Ukrainian] colleague Konstantin Grishchenko that I would pay a visit
in Ukraine in June. As a rule, our foreign policy course corresponds
with the one of the European Union and the United States. But there
are differences too and our partners know about it very well,”

He said that relations with Ukraine were among those differences.

“Georgia, first of all, has its national interests. Second: we have
strategic alliance with Ukraine. Third: we have common history.

Fourth: Georgia and Ukraine face the same threat… to our sovereignty
and independence,” Vashadze said.

“When plans about creation of Eurasian Union are being announced in
Russia – and people who talk about it, as a rule, are used to keeping
their promises – everyone understands very well that it [Eurasian
Union] is about transformed Soviet Union; to be more precise, it is
about political and military aspects of this collapsed empire. For
that reason, strong, stable and prosperous Ukraine is a vital necessity
for Georgia,” Vashadze said.

He also reiterated Tbilisi’s claims that Russia’s planned large-scale
military exercises Kavkaz-2012 were timed deliberately to coincide
with Georgia’s parliamentary elections, scheduled for October.

Vashadze recalled that Russia held in North Caucasus similar military
exercises just ahead of the August, 2008 war.

He said that Georgia “is an absolute necessity” for the Russian
leadership, which he described as “LLC Kremlin Inc.”, because of
several reasons and among them he listed: Moscow’s aim to cut off
alternative energy transit routes to Europe; control over the entire
South Caucasus; undermining Georgia’s reforms, which “annoy” and
“irritate” Moscow; undermining Georgia’s NATO integration.

“Reason behind this policy is that the Kremlin tries to restore
the Soviet Union. This is a declared political goal… Any
military-political complication in the region – Nagorno-Karabakh,
Iran – can serve as a pretext for [Russia’s] military aggression
[against Georgia],” he said.

He also said, that military confrontation between Armenia and
Azerbaijan over Nagorno-Karabakh “will bury sovereignty and
independence of all three South Caucasus states” and expressed hope
that OSCE Minsk Group would be able to defuse recent tensions in the
region. He, however, also said that “third party” was trying to derail
Minks Group’s efforts and to keep tensions in the region.

Asked about upcoming parliamentary elections in Georgia and Bidzina
Ivanishvili-led opposition coalition Georgian Dream, Vashadze said
that elections in October would be “exemplary.”

“If financier and businessman Ivanishvili’s Georgian Dream is a
Georgian project, then everything will be alright. If the Georgian
Dream has roots in Moscow and if it is a post-election project, then
there will be complications. But in any case, elections will be held
in an exemplary way in Georgia,” he said.

“These elections [both this year’s parliamentary and next year’s
presidential elections] should turn into a watershed; these elections
should strengthen Georgian political elite and should ultimately
demonstrate to the world that Georgia is a democratic state, not a
transitional one. If these elections are held as we want, excellent
prospects will open up for Georgia,” Vashadze said.

BSTDB Supports Mortgage Financing in Armenia

The FINANCIAL — The Black Sea Trade and Development Bank signed a
USD 8 million loan agreement with the Ardshininvestbank for mortgage
financing in Armenia

According to The Black Sea Trade and Development Bank,
Ardshininvestbank will use the facility, carrying a tenor of seven
years, to provide residential mortgage loans to private individuals.

The BSTDB financing will support the Armenian Government’s priority
to develop housing and mortgage markets in the country. Enhancing
Ardshininvestbank’s mortgage lending capacity, the facility will
improve the availability of affordable long-term mortgage loans for
Armenia’s population.

“We are pleased to extend our first mortgage finance facility in
cooperation with Ardshininvestbank in Armenia that will help people to
improve their living conditions” said Andrey Kondakov, BSTDB President
at the signing of the loan agreement.

“Mortgage lending is one of Ardshininvestbank’s strategic priorities
and this loan facility will enable us to increase our portfolio
significantly in this segment. With a broad outreach through
our extensive branch network we are confident to have a fast and
successful implementation of the project” stated Mher Grigoryan,
Chairman of the Management Board of Ardshininvestbank.

ARMENIAN MP INFORMS PACE ABOUT AZERBAIJANI DIVERSIONS

STRASBOURG. – Using the word democracy when speaking about Azerbaijan
will be a great luxury, Prosperous Armenia Party (PAP) MP and Armenian
delegation member Naira Zohrabyan said in the Parliamentary Assembly
of Council of Europe.

The PACE has just completed discussions, where Zohrabyan voiced about
lots of cases of ceasefire violations by Azerbaijan, which claimed
three servicemen’s lives, the MP told Armenian News-NEWS.am.

“The word democracy is a luxury for our neighbor,” the MP said.

Azerbaijani delegation member Rafael Huseynov attempted to counter
response to Zohrabyan by blaming the Armenian side for the ceasefire
violation cases. He threatened that war risk is great. Armenian and
Azerbaijani opportunities are incomparable, Armenia’s budget is very
vulnerable and the real war threat is great.

On hearing the sides, the PACE President Jean-Claude Mignon realized
that delegation heads should meet again and discuss the cooperation
ways, in particular on Nagorno-Karabakh issue sub-committee.
