The Azerbaijani hackers have been cracking Armenian websites more
frequently in the past two months. The most recent case was the attack
on the website of the Public Radio of Armenia ()
last night. The problem was removed very quickly. IT specialist
Samvel Martirosyan regrets that this does not happen in case of many
other websites. Hours ago the Azerbaijani hackers targeted other less
popular Armenian websites, as well, he informed.

“There is attention toward the website. It’s greatly laudable that
it was restored within a few minutes. It’s normal when a website is
being hacked, but its abnormal when it remain cracked for months,”
Samvel Martirosyan told reporters today.

“Turkish and Azerbaijani hackers often attack Armenian website. Very
often the media outlets lack money to ensure the security of their
websites,” the specialist said, adding that this can be a serious
blow to the freedom of speech.

The Azerbaijani attacks intensify especially during the New Year
holidays, and then on the days of the Baku massacres. Ahead of April
24 the National Security Service ensures the protection of Armenian
websites to prevent the attacks,” Martirosyan said.

According to the expert, the NKR websites are not well protected,
that’s why they are attacked more frequently. About 700 websites have
been cracked over the past six months, he said.

YEREVAN.- Lack of direct contacts with Azerbaijan complicates the
search of missing persons, said Armenian Defense Minister Seyran
Ohanyan.

The Minister visited capital city Yerevan’s Yerablur Military Pantheon
on June 29 when Armenia marks the Day of Missing Freedom Fighters,
who are considered missing due to the Nagorno-Karabakh liberation war.

“We can receive data only in cooperation with the international
agencies. Due to the lack of direct contacts with Azerbaijan, the
process is very slow,” he said.

Rock-Climbing Federation will leave for Elbrus to challenge Europe’s
highest pick – 5641m.

The Armenian team comprises Garegin Unusyan, Levon Movsesyan and
debutant Suren Petrosyan.

The Armenian mountaineers will challenge Elbrus on July 3-4 and will
be back home on 7-8.

The team of Armenian Mountain Tourism and Rock-Climbing Federation
has already challenged Kazbek (5033m) and Demavend (5671m).

YEREVAN, JUNE 29, ARMENPRESS: The number of Azerbaijani and Turkish
hacker attacks towards Armenian web sites make over 400 by the data
of 2011 end of the year and the start of 2012.

” The attacks organized by Azeri prevail on Turkish hacker attacks.

10 % of all the hacker attacks belong to trivial hackers who simply
break the sites without any provocation” Information security expert
Samvel Martirosyan stated at the briefing with the journalists on
June 29.

In the words of the expert Azerbaijan’s attacks have certain
regularity.The specialist attributes the latest hacker attacks due
to the junctions of the Azeri aimed to hinder freedom of speech in
Armenia, Armenpress reports.

” Regardless any cause web site attack is vandalism and hooliganism”
the interlocutor noted. The specialist stressed that the sites are
often broken having technically vulnerable sides.

” Sites should always be under the control of information security
expert, yet not all sites can afford it. Lately the application of
DDOS type hacker attacks is widely used, which generates from visits
of computers with viruses, in a result of which the site simply stops
to work” the interlocutor underscored.

The expert added hacker attacks mainly target Presidential web site.

Cosmopolitan magazine web site was the most attacked by hackers
during 2011.

Chief Of Police Reshuffles Department Heads

Chief of Armenian Police Vladimir Gasparyan signed on Thursday several
decrees to replace the heads of police departments in capital Yerevan
and several cities and towns across Armenia.

As photo reporter Gagik Shamshyan told Tert.am, the chief of
Vagharshapat city’s Police Department, Colonel Gevorg Khachatryan,
has been sacked from office; he will be replaced by Vice Colonel Gagik
Gabrielyan, the chief of the Erebuni district’s Police Department
(Yerevan).

Under another decree by Gasparyan, Colonel Levon Yazichyan, the
head of the Criminal Investigation Department of the Yerevan Police,
will replace Gabrielyan.

The chief of Gyumri Police, Colonel Varuzh Shashikyan, will now be in
charge of the police department of Yerevan’s administrative district
Avan. The Police Department in the second largest city will be headed
by Colonel Vahe Danielyan.

a planned character and can not be implemented without the knowledge
of political and military leadership. About this declared Defense
Minister of Armenia Seyran Ohanyan during the briefing on June 29
after visiting “Erablur” military pantheon.

“We have given the estimation of the situation many times. They try
to have an impact on international institutions with the help of
aggravation of the situation in order to be able to solve the issue
more quickly. They are also trying to create atmosphere of unilateral
coercion and we are against it” noticed Ohanyan as Armenpress reports.

In his words Armenian side has once been in such situation during the
imposed war and was able to come out from that situation with honor.

“Our armed forces passed that exam with high marks. Today we again
give worthy response to diversion actions. We response to those
actions which are planned and do not response to irregular shots”
mentioned the Minister.

Today Armenian army with experienced commanders and soldiers is ready
to make heroism. Ohanyan highlighted that in result of the estimation
of the situation they had come to the conclusion that the possibility
of resumption of military actions is less likely.

Television issues have been mounted to Serzh Sargsyan. A group of NGOs,
intellectuals have sent him a letter complaining of the “aggressive,
criminal, anti-social soap operas and comedy shows and their negative
impact” on the society.

They propose some criteria to be used to attend to this situation. In
particular, they propose amending the Administrative Infringements
Code adding a provision on punishment, as well as to set up a
scientific-research center within the State Committee on Radio and
Television.

For his part, Serzh Sargsyan asked the Public Council to take care of
the issue, as well as to hold discussions with the State Committee on
Radio and Television, NGOs, directors of TV companies and intellectuals
to work out a broadcasting policy.

In an interview with Lragir.am, TV host Petros Ghazaryan noted that
very simple criteria are necessary to resolve the issue: hatred,
crime, pornography must be eliminated, in other words, everything
that violates the moral code. But he thinks it was a wrong step to
appeal to Serzh Sargsyan for this issue, since the president should be
involved only when all the other possible methods have already been
used. According to him, it is very easy to shift the responsibility
on the president.

Besides, Petros Ghazaryan does not believe that the intellectuals
really care for this issue since besides the esthetic issue they
raise, there is another one on freedom of speech, which is a problem
in Armenia. “Have you ever seen intellectuals bring up this issue? Why
aren’t they worried about other issues? Can I believe they care for
this issue when the rest of them are much more important, and maybe the
TV issue is the result of existence of others?” Petros Ghazaryan says.

The TV host notes that before and after the parliamentary elections,
there is some progress towards freedom of speech. Nevertheless, there
is no complete freedom in Armenia. With only some freedom of speech,
television fulfills its functions better by providing comprehensive
information to the society.

Whether pluralism on television and freedom of speech will be observed
during the presidential elections, Petros Ghazaryan says it will
depend on domestic situation because the influence of politics on the
media is direct. He is sure that in this case the intellectuals will
express no concern. “So many presidential and parliamentary elections
have already been held, have you even seen any intellectual express
an opinion? They have tolerated a lot of things, they will do it this
time too, this is the value added tax,” says Petros Ghazaryan.

According to him, the alternative media have also promoted
liberalization of television since today any website may make news
which the TV cannot. Thank God, we can see that television is already
competitive and during the parliamentary electionsthe only bearer
and spreader of information was television because it was no less
free than the internet, says the TV host.

YEREVAN, JUNE 28, ARMENPRESS: Peace in neighboring countries and
regions is in Georgia’s vital interest. Firstly, as the number
of conflicts and sources of instability around us decreases, the
opportunities and resources for finding solutions to conflicts in
Georgia will increase. Secondly, the lack of solutions to conflicts in
our neighborhood and wider afield has a negative impact on conflicts
within our borders, and often leads to negative spillover effects,
Armenpress reports citing Civil.ge.

It is vitally important for us that Nagorno-Karabakh problem is settled
peacefully and that we avoid military confrontation in the region. Only
Russia will win from any escalation of hostilities between Azerbaijan
and Armenia, by resolving once and for all its South Caucasus dilemma
in its favor. We can also safely say that Georgia will be the most
affected – as Russia will not shy from using force in a situation of
wider instability and under the pretext of addressing Nagorno-Karabakh
conflict. I hope all involved will exercise sound judgment so that
a new war in South Caucasus is averted.

It might seem further afield, but the Middle East field process
is extremely important to us too. We hope that advances in this
process will bring a settlement based on a two-state solution, and
will entrench peace and security in this region. We have very good,
neighborly relations with Israel. We were also one of the first states
that recognized Palestine and established the diplomatic relations as
early as in 1992. We consider that Palestine’s independent statehood
is justified historically, legally and in human terms.

The attempts are being made to take this issue out of the Peace Process
format and into multilateral organizations. This triggers additional
problems and the positions of the states differ on the issue. We follow
these discussions closely, and I can say that Georgia’s position is
becoming more and more consolidated and clearer.

We consider that co-existence of the Israeli and Palestinian states
in peace and security is imperative for the peaceful development of
the Middle East. This conflict needs to be settled peacefully, within
the frames of the ongoing international process. Georgia remains
faithful to the recognition of the rights of the Palestinian people,
as espoused in the numerous UN resolutions.

We consider that any settlement must be based on recognition
and respect to human rights, irrespective of ethnic and national
belonging. That is why we support the right of the Palestinian
refugees and displaced persons to return to their homes in safety
and dignity, and we also join the calls for full respect to the
rights of Palestinians in occupied territories.At the same time,
we condemn violence and terror and support all those mechanisms and
actions that are based on recognizing the right of all inhabitants
of the Middle East to live in security, develop peacefully and reap
the benefits of prosperity. Israel has the right to exist in secure
environment. I want to wish our Israeli and Palestinian friends a
prompt resumption of the peace process, which must bring tangible
steps towards the security and stability in that region.

It is clear to us, that all conflicts have one common characteristic –
to achieve economic development and restoration of ties among people,
one needs lasting and just peace. Any conflict is an impediment
to development and prosperity. Poverty and despair in turn impede
resolution of conflicts, lead to further violence and suffering. So
we support not any peace, but just and lasting peace that will bring
the whole wider region forward.

Les elections parlementaires en France avaient une grande signification
pour les Turcs.

La victoire de Valerie Boyer est une desillution car elle a reussi
a conserver sa place au sein du Parlement malgre que ” la communaute
Turque en France se soit activement battu contre elle, mais cela n’a
pas reussi “.

Les Turcs ont aussi un autre regret.

Le vis-president du groupe d’amitie France-Turquie Jean-Philippe
Maurer n’a pas ete reelu. Il a perdu face au socialiste Philippe
Brier. ” La defaite de Philippe Maurer, qui etait un des principaux
organisateurs a la tete du combat contre la loi sur le Genocide et
de la collection de signatures pour deferer la decision devant le
Conseil Constitutionnel est un coup violent contre les Turcs de France
