YEREVAN, JULY 2, ARMENPRESS: Current year World Bank launches “Consumer
protection and financial literacy” studies. The aim of the program
is to identify the existing issues and develop ways to solve them
effectively, Armenpress reports.

As deputy head of Armenian Central Bank Nerses Eritsyan stated ,
the issues on the protection of financial system consumer rights are
being discussed at the global level, high evaluating the importance
of Raising awareness.

“Armenian Central Bank did not exempt from all that and embarked a
series of events since 2007 creating Consumers’ Rights Protection and
Market Conduct Department , establishing Financial System Mediator
Office” Eritsyan noted.

In the words of the interlocutor financial educational national
strategy is being established which uniting the efforts of all the
stakeholders, is aimed to promote the efficiency of the measures
taken in financial education.

World Bank consultant Thomas Pruzan presenting the studies stated that
in accordance with the preliminary results Armenia has registered
considerable success in protection of financial services consumer
rights.

`Monafegin’ assassin group will be sent to that country.

According to `Mehr’ news agency, representative of the group Zahedin
agreed with Azerbaijani authorities, that members of their group will
come to Azerbaijani Dashqesan and Mingechaur cities after leaving
Iraq.

Members of the group will be trained for being spies and terrorism, in
order to be able to invade Iran, if necessary.

Palestinians: UN heritage nod is political victory

BETHLEHEM, West Bank

The Palestinians on Friday persuaded the U.N. cultural agency to list
the Church of the Nativity the place where Christians believe Jesus
was born as an endangered World Heritage site despite misgivings by
churches in charge of the basilica.

The Palestinians hailed the nod by UNESCO as a step forward in their
quest for global recognition of an independent Palestine in the West
Bank, Gaza and east Jerusalem, captured by Israel in 1967.

The centuries-old basilica is located in a part of the
Israeli-occupied West Bank where the Palestinians have self-rule.
UNESCO’s decision was seen by them as validation of their rights to
the territory.

“We are ecstatic,” Palestinian spokeswoman Hanan Ashrawi said of
Friday’s 13-6 by UNESCO’s World Heritage Committee, meeting in St.
Petersburg, Russia.

The Palestinians had argued that the shrine faces imminent danger,
both because of overdue repairs and Israel’s continued occupation of
the West Bank.

Israel and the U.S. strongly opposed the emergency bid, arguing that
the church is not under threat, a position backed by a U.N. experts
committee.

Israeli officials have said they don’t object to the church being
listed, but reject the “endangered” label which implies culpability of
Israel, which in practice remains the ultimate sovereign in the West
Bank.

Israeli Prime Minister Benjamin Netanyahu said the Palestinians are
“engaging in unilateral actions that only distance peace” and that
UNESCO is driven by political considerations.

Palestinian Foreign Minister Riad Malki said the Palestinians now plan
to submit more sites in the West Bank, Gaza and east Jerusalem. The
new bids could stir more political tensions, particularly in east
Jerusalem, which Israel annexed to its capital after the 1967 war.

Ashrawi said Friday’s vote is the beginning of a process.

“Our identity, our place in civilization, in history, are being
recognized, are beginning to be safeguarded in the face of the Israeli
occupation’s encroachment, the confiscation of our land, our culture,”
she said.

The U.S. ambassador to UNESCO, David Killion, said Washington was
“profoundly disappointed” by the vote. The U.S. has been trying to
block the Palestinian recognition campaign, and withdrew tens of
millions of dollars in funding from UNESCO after the Paris-based
agency accepted the Palestinians as a state member last year.

Joining UNESCO was part of a wider Palestinian attempt to win global
recognition for a state of Palestine in the territories Israel
occupied in 1967.

Israelis and Palestinians were to have negotiated the borders of a
Palestinian state, but two decades of intermittent talks produced no
results. The last round broke off in 2008, and the Israeli and
Palestinian leaders have failed to agree on rules for renewing them.

Palestinian President Mahmoud Abbas, who heads a self-rule government
in charge of 38 percent of the West Bank, says negotiations with
Israel remain his preferred choice, but wants global recognition to
improve his leverage. An attempt to win full U.N. membership has
stalled, but meanwhile Palestinians are pushing for membership in U.N.
agencies.

In their first move at UNESCO, they submitted the Nativity Church and
a nearby pilgrimage route as endangered heritage sites, asking to
fast-track the nomination rather than go through the normal 18-month
procedure.

They argued that the church is in urgent need of repairs, particularly
a leaky wooden roof. Palestinian officials said foreign donors
promised $20 million for the work, but so far have paid only $3
million, not enough to get started.

Palestinians argued that Israel’s continued control over the area also
threatens the site.

A decade ago, when Israel launched a major offensive against
Palestinian militants, the church was caught in the crossfire:
Palestinian gunmen holed up inside for more than a month, with Israeli
tanks and troops surrounding the shrine.

Referring to the violent standoff in Friday’s statement, Netanyahu put
the blame on the Palestinians.

“The world needs to remember that the Church of the Nativity that is
so sacred to Christianity was desecrated in the past by Palestinian
terrorists,” he said.

Today, Bethlehem is ringed on three sides by walls of cement slabs and
fences of Israel’s separation barrier to Israel a defense against
Palestinians militants, and to Palestinians a blatant land grab
disguised as a security measure.

A U.N. experts committee recommended that the Palestinians go through
the normal procedure, instead of seeking the “endangered” label, but
the Palestinians refused to withdraw the bid.

The churches in charge of the shrine Roman Catholic, Greek Orthodox
and Armenian also expressed concern, apparently fearing a World
Heritage designation would lead to interference by the Palestinian
government and the U.N.

The church is run according to a 19th century codex, known as the
Status Quo which assigns responsibilities for upkeep that are
jealously guarded by each denomination.

Palestinian officials say they’ve addressed the concerns by the churches.

In Bethlehem’s Manger Square, next to the shrine, reaction was
relatively muted Friday.

A celebration organized by local officials only brought several dozen
people to the square, including youngsters in yellow T-shirts with the
inscription “I love Jesus.”

Palestinian Tourism Minister Rula Ma’ayah said she hopes the new
heritage listing will bring more visitors. Currently, some 100,000
tourists come to Bethlehem every month.

Shop and hotel owners routinely complain they lose business because
Israeli-run tour buses stop in Bethlehem just long enough for a visit
to the church and then take pilgrims back to Jerusalem, a few
kilometers (miles) to the north. During a recent visit, most shops on
Star Street, part of the pilgrimage route, were closed.

Nabil Ziacaman, a souvenir shop owner, said Friday’s vote is a step
toward recognizing a state of Palestine, but won’t help his business.
“Everyone in the world knows the Church of the Nativity and where it
is located,” he said. The new label “won’t bring more tourism.”

Christina Yacoub, 20, from Lakeland, Florida, was more enthusiastic.
Emerging from the church, said she expected more pilgrims now. The
vote “shows how important this country is.”

Turkey to pick new missile defence system soon

ISTANBUL, June 29 2012

Turkey is to pick a new long-range air defence missile system soon, as
tension builds with neighbouring Syria, media and foreign diplomats
said Friday.

Companies vying for the four billion dollar (3.2 billion euro)
contract include Raytheon and Lockheed Martin Company Dossierof the
United States, Rosoboronexport of Russia, CPMIEC of China and the
French-Italian consortium, Eurosam, they said.

A Western diplomatic source said a shortlist would be announced on
July 11 or 12.

The news comes a week after Syria shot down a Turkish warplane,
prompting Turkey to start beefing up its forces along their lengthy
border with anti-aircraft guns, missile batteries and tanks.

The Western diplomat said France had a better chance of winning the
order following Francois Hollande’s May election in succession to
Nicolas Sarkozy, who upset Turkey with plans to make denial of the
Armenian genocide a criminal offence.

China and Russia are unlikely to secure the contract for Turkey, a
NATO member, since they are not part of the alliance, Hurriyet Daily
News reported.

Turkey also hosts a NATO early warning radar as part of a new defence
system aimed at protecting Europe from missiles coming from the Middle
East, notably Iran.

Ginosi.com, the largest online travel agency in the Caucasus, has
temporarily suspended its cooperation with Harsnaqar hotel located
near Lake Sevan following the pending investigation of the recent
brutal beating by security staff which lead to a death at the
Harsnaqar Restaurant.

`As a socially responsible company, we have decided to temporarily
suspend Harsnaqar’s listing from ginosi.com until an investigation
clarifies as to what exactly has transpired at the Harsnaqar
Restaurant on the evening of June 17th, the incident which led to the
death of Vahe Avetyan.

We do not expect this to disrupt business continuity as ginosi.com
customers can choose from a number of alternative hotels near Lake
Sevan during this busy summer period,’ the statement issued by the
company said.

Earlier the agency has informed that the incident has occurred at the
restaurant on June 17, where several military doctors including Edgar
Mikoyan, Arkadi Aghajanyan, Garik Soghomonyan, Artak Bayadyan and Vahe
Avetyan were brutally beaten by the restaurant employees. Vahe Avetyan
died in hospital on June 29.

Criminal case was instigated. Police detained six people. The owner of
Harsnaqar restaurant is high-ranking Armenian ruling party MP, head of
Armenian Football Federation and businessman Ruben Hayrapetyan.

Event in commemoration of military doctor Vahe Avetyan was conducted
in front of the Presidential residence today.

About 500 people, activists, among them former MP Anahit Bakhshyan,
attorney Zhanna Alexanyan, writer Vahram Martirosyan, gathered there.

Activists of the Armenian National Congress (ANC) are calling for
president to leave the post. The activists say Ruben Hayrapetyan, the
owner of the Harsnaqar restaurant complex where Vahe Avetyan was
severely beaten, should not be dubbed as `Nemets’ any more but `Turk’.

Activist Vardges Gaspari stated that the gathered policemen are the
defenders of criminals. He said Vahe Avetyan was murdered because
people remained silent during the previous cases.

YEREVAN. – Armenian authorities did not `digest’ mass falsifications,
which occurred during parliamentary elections this year, opposition
Armenian National Congress (ANC) MP Levon Zurabyan said at a press
conference on Friday commenting on international agencies’ estimations
regarding May 6 parliamentary elections in Armenia.

According to Zurabyan, ahead of parliamentary elections a donor
conference was scheduled to support Armenia in the amount of $2
billion. However, the EU conditioned this opportunity by organization
of democratic process of the elections. On this regard, he mentioned
that the OSCE final report has been published on the elections, which
stated that the elections in Armenia contradicted the obligations
assumed for the OSCE.

The opposition MP said that the EU expected visible reforms from
Armenia, progress in the Karabakh peace process and willingness to
overcome problems prior to the 2013 presidential elections. As a
matter of fact, the Armenian authorities have promised to hold free
and fair elections, which they failed to fulfill.

This means that the condition was violated and the EU currently sets
forward two new conditions, including acceleration of the Karabakh
conflict and overcoming the faults, which were observed during the
parliamentary elections. The Armenian authorities did not `digest’
mass falsifications, which were observed in the parliamentary
elections, he added.

Persons, Armenian representative Armen Kaprielyan told Armenian
News-NEWS.am adding talks are run under the direct interference of the
International Committee of Red Cross.

`Currently the most actual was the exchange of information and
performance of mutual requests. It seemed, the agreement was achieved
and no question should be left unanswered. At the same time, the sides
obliged to implement all requests on time and exchange information
regarding missing people and military captives. However, the
Azerbaijani side failed to keep the achieved agreement and carry out
the obligations assumed,’ Kaprielyan said.

Hier une équipe d’alpinistes membres de la Fédération des alpinistes
d’Arménie est partie hier à l’assaut du mont Elbrouz (5 641 m) au
Caucase russe, le point culminant de l’Europe. Cette équipe arménienne
est composée de Karékine Ounassian, Levon Movsessian et Souren
Bedrossian. Tous sont des alpinistes chevronnés reconnus en Arménien
et en Russie. L’ascension se déroulera du 3 au 4 juillet. Les
alpinistes Arméniens seront de retour en Arménie le 7 ou 8 juillet.
Les alpinistes Arméniens avaient triomphé du mont Kazbek (5 033 m)
dans le Caucase géorgien et Demavend (5 671 m) en Iran.

Rumors say former Orinats Yerkir member Gagik Baghdasaryan sees his
future in ARF after being deeply disappointed in OYP. He has not made
any public statement, but it is rumored that he will make a final
decision in the near future, Chorrord Inknishkhanutyun writes.

According to the paper, now Baghdasaryan often attends banquets with
ARF member Gurgen Shahinyan.

The paper failed to contact the former MP because he did not answer
phone calls.
