Les auteurs des cyber-attaques qui ont vise le site Elysee.fr en mai
seraient Turcs, affirme le site Atlantico, jeudi. Dans le cas des
attaques recentes sur l’Elysee, “impossible toutefois de parvenir a
savoir si les pirates sont simplement issus de groupes nationalistes
turcs ou s’ils auraient des liens avec les services secrets ou des
organes gouvernementaux turcs”, souligne toutefois le site.

Ces cyber-attaques avaient ete devoilees par le journal Le Telegramme,
mercredi. “Ce n’est pas une saturation de boîte mail, c’est une
penetration dans les systèmes d’information, necessitant une remise a
plat complète des systèmes d’information de l’Elysee”, avait explique
a Europe 1 l’auteur de l’enquete, le journaliste Jean Guisnel. Il
n’a pas seulement fallu proceder a des “changements d’adresses ou
au nettoyage des ordinateurs de l’equipe de Nicolas Sarkozy”, mais
bien proceder a une “refonte complète de l’organisation du système
d’information”, avait-il ajoute.

Les hackers nationalistes turcs s’en etaient deja pris a des
sites francais en decembre dernier, lors du vote de la loi sur la
penalisation de la negation du genocide armenien. Le site de la
deputee UMP Valerie Boyer (a l’origine de la proposition de loi)
avait ete pirate a Noël.

Face a des difficultes financières, le quotidien d’Armenie ” Yerguir
” (ou Yerkir selon l’orthographe de l’armenien oriental) arrete
momentanement sa parution. Face aux rumeurs de fermeture definitive,
la direction de ” Yerguir ” dans un communique a rappele que l’arret de
la parution du titre etait momentane. La redaction precise egalement
que ” Yerguir ” n’etait pas l’organe de la FRA Dashnaktsoutioun en
Armenie et que le journal, par manque de sponsors, devait faire face
aux memes imperatifs economiques que ses concurrents de la presse
armenienne. Mais meme si le journal disparait, le site yerkir.am
continue de fonctionner normalement. Cet arret -meme temporaire- de
notre confrère d’Armenie ne nous rejouit pas. Car peu a peu la presse
ecrite armenienne perd ses titres et ses lecteurs qui se portent
peut-etre vers d’autres supports d’information tels qu’internet. De
ce fait, la presse ecrite armenienne -sur support papier- dans son
ensemble se trouve menacee de disparition.

Yerevan, July 14, ARMENPRESS: The cooperation between State Revenue
Committee and the State Tax Service of Nagorno-Karabakh will launch
from the first day the two structures are founded. Meetings are
regularly held both with the head staff and the working groups within
the cooperation.

The delegation led by the SRC president Gagik Khachatryan was recently
in Stepanakert for a working visit, ARMENPRESS reports. During the
visit a 2012-14 action plan was signed by the heads the Armenian SRC
and the NK STS. The leaders outlined that the cooperation will continue
in an extended frame of the events. Specialists and working groups’
mutual visits for studying legislation and administrative practice
in a part of tax and mandatory social security payments are scheduled
to be held.

In order to increase the Artsakh STS staff professional training, the
specialists should be involved in the SRC Training Courses. During
three-year collaboration, the Committee will continue to support
the publication of NK tax information materials, training manuals,
as well as the quarterly periodical “Harkatu”.

Concluding the 2009-11 three -year cooperation, it was mentioned that
all the anticipated events were implemented. Mutual visits of the two
structures’ working groups and specialists were organized during which
issues on tax administration and taxpayer quality service improvement
were discussed.

The SRC president Gagik Khachatryan also had a meeting with the
Artsakh businessmen, where problems on import-export transactions via
the Armenian territory or the Armenian customs border were discussed.

“Most of all, I am delighted with the wide variety of programs,
because there is a wide choice for everyone. The country is just
wonderful. I take pleasure in walking around the city. Yerevan is a
city like no other,” film director Vadim Abdrashitov told reporters in
Yerevan. The film director has arrived in Yerevan for Golden Apricot
International Film Festival, with his film The Time of the Dancer
included in festival’s Yerevan Premieres non-competition section.

“Some of the spectators spontaneously decide to attend the festival,
and it is evidence that the festival gains strength. As to guests
and programs, everything is just wonderful,” the film director said.

Vadim Abdrashitov was honored with Armenian Culture Ministry Gold Medal
for his significant contribution to the development of international
cinematography.

“I am so happy to receive this medal, especially as it is really made
out of gold,” he noted.

YEREVAN.- A new profound film about Armenian Genocide, reflecting
the essence of the tragedy, should be shot, Polish director Agnieszka
Holland said in Yerevan.

Agnieszka Holland is among the guests of honor of the 9th Golden
Apricot International Film Festival.

“You must struggle for truth,” she said at a press conference, adding
that many political topics were reflected in the western cinema.

The director said many western intellectuals, well-educated people
have poor knowledge of the 30s, 40s, 50s developments in the Soviet
Union. Cinema is to blame for it as the topic was not well reflected
in the films.

“I am shooting films not for money. I am still surprised that I am
paid for thing I love to do,” Holland emphasized.

The director confessed she never plans where she would make a film.

“I may spend a year in Yerevan, I never rule out anything,” she added.

In Yerevan Agnieszka Holland will be awarded “Parajanov’s Thaler”
for lifetime achievement. The prize is a silver copy of one of
director’s coins.

A group of intellectuals, human rights activists, representatives
of parliamentary forces and members of the initiative calling for
punishment for those guilty in the Harsnakar incident gathered outside
the parliament building in Yerevan, demanding that lawmakers convene
an extraordinary sitting on the Harsnakar case.

“Vahe Avetyan’s death is merely a branch of a tree whose roots go
deeper into the earth. The roots were set in 2001 with the murder of
Poghos Poghosyan,” said Zaruhi Postanjyan, an MP from the Heritage
party.

She welcomed the initiative of four extra-coalition parties that
are trying to collect 44 signatures to convene a special sitting
on the case. At the same time she advised the MPs of the Prosperous
Armenia Party (BHK), who are currently on vacation outside Armenia,
to express their support for the move in a letter.

Human rights activist Artur Sakunts says the ruling Republican Party
of Armenia (HHK) is to satisfy the demand of the initiative group
and convene a special sitting, otherwise ~Qthe HHK will prove that it
sponsors [Harsnakar owner] Ruben Hayrapetyan and all crimes committed
by the bodyguards of oligarchs.’

The human rights activist says that [BHK Leader] Gagik Tsarukyan could
gather his party MPs within 30 minutes and make them sign the move.

“They fear lest two oligarchs may come into conflict,” he said.

Three military doctors, who visited the Harsnakar restaurant on June
17, were brutally beaten during a brawl with the security guard. One
of them, Vahe Avetyan, died of severe head wounds on June 29 without
regaining consciousness. The incident sparked public outrage, with
civic activists, opposition members, media representatives and ordinary
citizens demanding to prosecute Hayrapetyan. Hundreds of people have
demonstrated outside Harsnakar and government buildings in Yerevan in
recent weeks to demand a thorough and objective probe. As a result
of mounting public uproar, Hayrapetyan resigned from the National
Assembly on July 3 but his authorities will be suspended after the
parliament returns from holiday.

“If the international community doesn’t give adequate evaluations
to and doesn’t take steps against the policy run by Azerbaijan, the
possibility that the war may resume will increase,” President of the
republic of Artsakh Bako Sahakyan gave an interview to Reuters ahead
of the presidential elections.

The international community is also interested in the presidential
elections to be held on July 19 in the Nagorno-Karabakh Republic. Bako
Sahakyan noted that Azerbaijan has been running a dangerous policy
for many years. He has expressed concern that Russia and NATO member
Turkey will also intervene if the conflict deepens and the issue of
energy supplies from Azerbaijan to Europe will also be threatened.

“This is not a regional conflict, but a problem of world significance.

Therefore, we think that if military actions resume, it cannot be
limited to the territory, but will have wider coverage,” Artsakh’s
president has said.

According to him, Nagorno-Karabakh must be involved in the talks
between Yerevan and Baku to reach the conflict’s peaceful settlement.

“We are sure the problem cannot be finally resolved unless the
republic of Artsakh is a full-fledged party of the negotiations, and
as, in accordance with the Budapest Summit, we are such, therefore
our today’s efforts are also directed to reestablishing and fully
implementing that decision, based on which we must again become a
full-fledged party of the talks,” Bako Sahakyan has noted.

New Findings Are Expected In Yerevan Balloon Blast Case

YEREVAN. – There is no suspect so far with respect to the criminal
lawsuit opened on the balloon explosion at Armenian capital city
Yerevan’s Republic Square on May 4, during the parliamentary election
campaign concert-rally organized by the ruling Republican Party (RPA),
the Police informed Armenian News-NEWS.am.

There are no arrestees either, and the investigation is still in
progress.

According to our reliable sources, however, soon new findings are
expected regarding this case.

To note, the Police General Department of Investigation recently
received the expert conclusion for the cause of the balloon blast. And
Department division chief Arsen Ayvazyan noted that, according to
this conclusion, all of the close to 7,000 balloons were filled with
methane gas. “The conclusion states that the explosion occurred by
the effect of open fire,” he said.

As Armenian News-NEWS.am informed earlier, a tragedy occurred during
the Republican Party of Armenia’s rally and concert held at Yerevan’s
Republic Square on May 4. Hundreds of balloons filled with gas exploded
and started to burn. Subsequently, the balloons’ melted rubber fell on
the event participants. Those near the stage were affected the most,
and 154 people were injured.

Subsequently, German plastic surgeon Adrian Daigler, who was invited
to Armenia upon the instruction of President and RPA leader Serzh
Sargsyan, operated on nine patients who suffered injuries from the
balloon blast. And the last patient, who was injured as a result of
the explosion, was discharged on July 2.

Prosecutor Demands 6 Years For Armenian Opposition Activist

YEREVAN.- Court hearing on a case of five young activists of the
opposition Armenian National Congress bloc was held in Yerevan on
Saturday.

The prosecutor demanded six-year jail term for Tigran Arakelyan,
three years and six months for Artak Karapetyan, and two-year term
for Sargis Gevorgyan and Davit Kiramijyan.

The next hearing is scheduled for July 19 when the ANC activists and
their lawyers will deliver their speeches.

Tigran Arakelyan was arrested with 6 other ANC activists for a fight
with police officers. Later 6 activists were dismissed provided they
do not leave the country. Tigran Arakelyan is the only one who was
in jail.

Only four of them – Tigran Arakelyan, Sargis Gevorgyan, Artak
Karapetyan and Davit Kiramijyan – are being heard on a criminal case.

Tert.am has interviewed Manvel Grigoryan, the president of the
Yerkrapah Union of Volunteers and a former deputy defense minister,
who is celebrating his 56th birthday anniversary today.

The conversation turned out very interesting and meaningful. Below
is an excerpt from the interview.

Following the recent border incidents that saw the enemy’s subversive
groups attempting to penetrate into Armenia and Nagorno-Karabakh,
causing losses and leaving people injured, many specialists believe
that we are close to war. What does a Yerkrapah [member] think in
that connection?

A Yerkrapah member always follows the principle if you want peace,
prepare for war. No one knows the value of peace better than we do. We
have lost brothers and friends, and we know what a big disaster war
is. That is why we consider that it is necessary to be unanimous in
this country and have a strong state and a strong army to make the
insidious enemy imagine for an instant that he will fall down at our
feet and implore peace in case of any infringement against our border.

Let me recall that it was Azerbaijan that incited a war against us
then while the Armenian formations, under the leadership of Sparapet
Vazgen Sargsyan, imposed peace on the blood thirsty Turk. Just remember
the Azerbaijanis fleeing in panic in 1994. Remember also how generous
and merciful we were. We could have taken many territories, but we
stopped because we know what peace is, because we guide ourselves by
universal Christian values. We satisfied ourselves with liberating
the small part of our homeland that is necessary for guaranteeing
the security of Armenia and Artsakh [Nagorno-Karabakh].

Summing up, I can say that we do not wish a war, but we are ready
for the worst. Should the enemy err and launch a war, I promise
that the military operations will take place on its territory. It
is quite possible in that case that we will not restrict ourselves
with liberating only our native lands, as we did in 1994, and some now
misunderstandingly call them occupied territories. All the territories
liberated in 1994 are Armenian. Once your spade touches the ground
anywhere there, you come across an Armenian cross-stone. Should a
Turkish-Azeri try resort to a new attempt, we may then reach Kirovabad
[Gyanja] and even Baku, apart from liberating Nakhichevan. It is
necessary to nip the evil in the bud. We are not like them; we are
peace- lovers. We haven’t slaughtered a child but we know how to
fight resolutely once our homeland or families come under threat.

Should, heaven forbid, the war resume, will the society demonstrate
spirit and the same mental renaissance that it did in the 1990s? Will
our army be efficient?

An Armenian’s heroic spirit is immortal. The Armenian mothers are
heroes, and they will never stop giving birth to heroes. Glory to our
mothers! Glory to our brave [fighters] who who were fed on their pure
milk! The under-25 population of Artsakh has never seen the Azerbaijani
yoke. Let, by the way, the entire civilized humanity to keep in mind
that Artsakh was never independent while being part of Azerbaijan. It
was part of Azerbaijan only under the USSR rule. Be confident that
the Armenian nation is resolute; the Armenian nation is unanimous to
protect its native land and independence from an external threat. As
for the Army, we do not separate ourselves from the military. A
general or an officer knows no such thing as retirement.

We all are in the reserve and will invest our might in the protection
of our motherland. Yes, the Army does have shortcomings, which are
corrigible. Have you ever asked the Azerbaijanis if they are ready?

Just have a conversation with both ordinary citizens of both
Armenia and Azerbaijan. See what morals and manners their army
pursues. Their youth serving there is going to fall victims to
the political leadership’s adventures. In the early 1990s’ war the
Armenians suffered thousands of losses, but the Azerbaijanis’ suffered
several times more. Each citizen is dear to us, and we feel sorrow for
those victims. Unlike Azerbaijan’s political and military leadership,
we never send inexperienced fellows immediately to the frontline,
making them cannon fodders. Does that mean the army is ready? All
armies are obliged to be ready if they are really armies.Otherwise
they would be a throng of cowards and defeatists, not an army.
