For 25 years, Gary Setian was the man behind the money.

Grandparenting remains supreme these days with Armenian numismatic

Not because he spends half his year in Las Vegas and the rest in
Longmeadow, Mass. He’s not really the gambling type or real estate
investor.

On the contrary, Setian was among the more fervent Armenian coin
collectors this country has seen, with all due respect to Dr. Levon
Saryan and others of his kind.

With one exception: As quickly as he mounted his collection,
he disbursed his coins to Armenian school students throughout the
Eastern Prelacy as a token of excellence.

To receive a Gary Setian coin was akin to getting a Mesrob Mashdots
medal from Armenia: Only the best were rewarded. The coins dated back
to the Cilician Kingdom and the dynasty of King Levon V in 1375.

His act of charity started in the early 1980’s. At 30-35 coins a year,
his collection finally became depleted about five years ago, except
for those he decided to keep for his grandchildren. He’s blessed with
two, Hunter, 8, and Lea, 14 months, who just underwent a successful
liver transplant. Both sons, Haig and Garo, came up the AYF and Camp
Haiastan way.

“I look back upon those days with fond recollection,” he says. “There
was a lot of history with those coins and I took immense pride in
sharing them with the younger generation. I attended a wedding once
in Providence and two former students approached me to say they had
my coins. To think someone handled these 800 years ago blows my mind.”

These days, Setian still takes a front seat when it comes to Armenian
affairs. Vegas has a burgeoning community in the midst of building
an Antelias church. He’s been tapped to lend his expertise, much the
way he and brother Harry have done in Indian Orchard where they were
raised. Both were former AYFers there. Gary Setian notes that he’s
been an Armenian Weekly subscriber for 60 years.

“Just when I thought I was past the stage of attending meetings,
on comes this opportunity to see an Armenian church built in Vegas,”
he says. “There’s 10,000 Armenians in Vegas, a vast percentage from
Haiastan. We’ve got an AYF and Homenetmen out here, an Armenian school
with 40 kids. The more active ones come from the ARF-ARS sector.”

A church trustee, NRA delegate, executive council secretary, and
Gomideh member for 50 years, he’s been there and done that. Setian
has more than paid his dues to Armenian society. Despite his mounting
years, he’s still crossing a threshold-anything to bring added credence
to his heritage.

Setian spent 40 years with Bay State Gas, retiring as a
vice-president. He’s been to Armenia 15 times working to develop safe
natural gas distribution in that country and implement a simplistic
computer system. The many talks he’s given on this subject as well
as Armenian coinage speak volumes.

Two years ago, he underwent a kidney transplant after waiting three
years for a donor. It was a time in his life when he was teetering
on the brink of survival.

“I feel great,” he says. “Hopefully, the transplant will help me see my
grandchildren grow up. Every day is a gift I’ve grown to appreciate.”

Le Nagorny Karabakh élit son dirigeant dans une atmosphère tendue

Le Nagorny Karabakh, territoire séparatiste peuplé en majorité
d’Arméniens en Azerbaïdjan, élit jeudi son nouveau dirigeant dans une
atmosphère tendue qui fait craindre un nouveau conflit armé dans cette
région du Caucase.

“Tous les bureaux de vote sont ouverts, l’élection est en cours”, a
déclaré à l’AFP la secrétaire de la commission centrale électorale,
Raïa Nazarian.

Quelque 99.000 électeurs sont appelés à se rendre dans les 273 bureaux
de vote qui fermeront à 15H00 GMT. Les premiers résultats
préliminaires seront annoncés vendredi.

Le dirigeant sortant, Bako Sahakian, qui se représente pour un
deuxième mandat de cinq ans, et un général à la retraite, Vitali
Balassanian, sont considérés comme les principaux favoris de
l’élection.

Ils ont fait campagne sur un programme quasi identique, mettant en
avant la reconnaissance internationale, la sécurité et l’amélioration
des conditions de vie dans cette enclave luxuriante, mais isolée.

– Bako Sahakian paraît le mieux placé –

Aux yeux des analystes, la victoire de Bako Sahakian ne fait aucun
doute, dans la mesure où le dirigeant sortant est soutenu par les
trois principaux partis représentés au Parlement local, dans la
capitale Stepanakert.

“Bako Sahakian va l’emporter au premier tour, loin devant son rival”,
prédit l’analyste Aharon Adibekian.

Rattaché à l’Azerbaïdjan majoritairement musulman et turcophone
pendant la période soviétique, le Nagorny Karabakh, qui compte 145.000
habitants, en majorité chrétiens, a proclamé unilatéralement son
indépendance au début des années 1990, après une guerre qui a fait
30.000 morts et des centaines de milliers de réfugiés.

Un cessez-le-feu a été signé en 1994, mais des échanges de tirs se
produisent régulièrement dans la région, où une vingtaine de soldats
ont péri depuis fin 2011.

L’Azerbaïdjan et l’Arménie n’arrivent pas à se mettre d’accord sur le
statut de ce territoire qui n’est reconnu par aucun pays, pas même
l’Arménie.

Bakou a d’ores et déjà qualifié d'”illégitime” l’élection dans cette
région sous “occupation” de l’Arménie.

De son côté, le chef de la diplomatie européenne, Catherine Ashton, a
indiqué dans un communiqué mercredi que l’UE ne reconnaîtrait pas ce
scrutin et a appelé les différentes parties à “accroître leurs efforts
pour trouver une solution négociée au conflit”, qui fait l’objet d’une
médiation internationale.

Emanation de l’Organisation pour la sécurité et la coopération en
Europe (OSCE), le groupe de Minsk, qui réunit la France, les
Etats-Unis et la Russie, joue ainsi un rôle de médiateur. Les trois
pays ont dépêché des observateurs pour le scrutin.

Début juin, la secrétaire d’Etat américaine, Hillary Clinton, s’était
déclarée “très préoccupée” par les tensions croissantes entre
l’Arménie et l’Azerbaïdjan, pendant une visite dans le Caucase.

Quelques semaines plus tard, les présidents américain Barack Obama,
russe Vladimir Poutine et français François Hollande avaient exprimé
leur déception face au manque de progrès dans ce conflit, en marge du
sommet du G20 fin juin à Los Cabos (Mexique).

Au cours d’une visite à Erevan au début du mois, le président de
l’Union européenne, Herman Van Rompuy, a appelé Bakou et Erevan à
“respecter strictement le cessez-le-feu et à faire preuve de retenue,
sur le terrain et dans les déclarations publiques, afin d’éviter une
nouvelle escalade” de la situation.

Une reprise du conflit menacerait aussi des oléoducs stratégiques
desservant l’Europe, et pourrait entraîner dans les combats la
Turquie, allié traditionnel de l’Azerbaïdjan, qui entretient des
relations très difficiles avec l’Arménie.

Turkey Hosts Rally Against ‘Elections’ in Nagorno Karabakh

.A protest action was held in the city of Eskishehir, Turkey,
condemning the so-called `presidential elections on the occupied
territory of Nagorno Karabakh region of Azerbaijan.

The action was initiated by Azerbaijan Circle and joined by
representatives of Turkish associations, residents of city and
Azerbaijanis living here.

In an official statement on Wednesday, the Turkish Foreign Ministry
maintained that such elections would be a clear violation of UN
Security Council resolutions and OSCE principles, asserting that these
are `just another new example of efforts to unilaterally legitimize
the status quo going against international law’ in the disputed
region.

Head of the Eskishehir Azerbaijan Circle Cavid Aydin read out the
statement condemning the false `elections’.

Action participants held banners reflecting the massacres the
Armenians committed in Nagorno Karabakh, the Khojaly genocide and
demanded implementation of UN Security Council’s resolutions,
liberation of the occupied Azerbaijani lands.

Turnout in Nagorno-Karabakh presidential polls exceeds 73%

YEREVAN. July 20

Polling stations have closed in Nagorno-Karabakh in the
self-proclaimed republic’s presidential election.

The Central Elections Commission has put the turnout at 73.42%, or
72,833 of the 99,190 eligible voters.

The preliminary results will be announced by 8:00 p.m. tomorrow, the
commission told Interfax.

Contesting the top post were the incumbent President Bako Saakian,
National Assembly deputy Vitaly Balasanian, Assistant Director of the
Stepanakert branch of the Yerevan State Agrarian University Arkady
Sogomonian.

Saakian and Balasanian were regarded as top favorites.

Masked Men Kill Armenian Judge In Russia

MASKED MEN KILL ARMENIAN JUDGE IN RUSSIA

Unknown individuals in Russia’s Rostov province have killed the
president of the regional court, Samvel Manukyan.

The assault occurred at 3:00 am on Friday. Four masked men broke into
the judge’s apartment through a window, releasing five gunshots. Two
of the bullets reached the target. Manukyan’s wife and son were at
home but they did not reportedly suffer any physical damage.

The perpetrators later escaped in a Nissan Teana vehicle.

A criminal proceeding has been launched.

The ethnic Armenian judge is said to have worked at the court since
1998.

Today Serzh Sargsyan took part in the RA police board meeting where
the results of activities of the police in the first half of 2012
were discussed, the information office of the president administration
informed.

He noted that he expects more zeal and fast progress especially from
external services, traffic police and the passport and visa department
as he has recently seen reports on the latter two, and short-term
improvements are made which last for a month at best.

President Sargsyan noted that he cannot understand the activities of
the internal security service, as he knows there is such a service
but he cannot remember a case when someone was held responsible for a
case investigated by the internal security service. He questions the
existence of a service which cannot reveal at least one case in a year.

He also expressed concerns over the investigation of criminal cases,
describing it as the weakness of the police. “There is not a person
who enjoys impunity. It is fairy tales that one defends the other,
this one has immunity. These are invented by weak people, weak
policemen to justify their inaction. There are no such people. The
offender must be punished. This is our approach,” the president said.

A Yerevan court today threw out the slander suit brought by the
Vanadzor Office of the Helsinki Citizens’ Assembly (HCAV) against
Vladimir Gasparyan.

The NGO had sued Gasparyan for remarks he made during an October 2011
interview with the hraparak.am news site and a program called Zinouzh.

The organization claims that some of the remarks slandered their
good name.

Vladimir Gasparyan, now the Chief of Police in Armenia, made the
remarks while serving as the deputy defense minister.

The NGO had demanded that Gasparyan issue a public apology for his
remarks and to pay 10 AMD in symbolic compensation.

Prime Minister Tigran Sargsyan received the newly appointed Ambassador
Extraordinary and Plenipotentiary of Iran to Armenia Mohammed Reisi.

The Prime Minister congratulated the Ambassador on appointment and
wished him a productive activity.

“We highly appreciate the Armenian-Iranian relations and are ready to
make consistent efforts for their further deepening, expansion and
development. This derives from the interests of our two peoples,”
Tigran Sargsyan said.

Tigran Sargsyan noted that the joint Armenian-Iranian programs are
in the focus of Government’s attention and Armenia is resolute to
complete their implementation.

The Ambassador congratulated Tigran Sargsyan on the victory of the
Republican Party of Armenia in the parliamentary elections. Mohammed
Reisi said “Iran attaches great importance to the relations
with Armenia and is ready to make all efforts for their further
development.”

Touching upon large-scale joint programs, the parties noted that the
works towards construction of the third Armenia-Iran high-voltage
power line, the oil pipeline and the Meghri HPP will soon enter a
practical stage.

The interlocutors discussed other programs of reciprocal interest.

They emphasized the importance of tourism-promotion programs and
development of decentralized cooperation between Armenia and Iran.

The Prime Minister hailed the balanced position of the Iranian
authorities on the issue of settlement of the Karabakh issue, which
contributes to the establishment of stability in the region.

PanARMENIAN.Net – The notion of an “electoral bribe” is non-existent
in Karabakh, with presidential candidates waging a fair struggle,
according to Armenian National Congress (ANC) opposition bloc
parliamentary group member.

“July 19 presidential polls in Karabakh might serve as an example for
many countries,” Hrant Bagratyan stressed. As he noted, no complaints
as to electoral violations were reported in any electoral district.

A representative of Heritage-Free Democrats parliamentary group
Khachatur Kokobelyan, in turn, noted that “black PR” or political
games aren’t practiced in NKR.

According to ARF Dashnaktsutyun member Armen Rustamyan, NKR
presidential polls prove the republic is following the right path.

“The countries unwilling to recognize Artsakh’s independence for
whatever reasons will do it sooner or later, regretting to have been
late. NKR elections may serve as an example to unrecognized states.

Artsakh’s people are following the right path and nothing will make
them stop,” Rustamyan said.
