MUNICIPALITY-RUN KINDERGARTENS IN YEREVAN OVERLOADED

YEREVAN, July 25. /ARKA/. Yerevan kindergartens run by the city
authorities are badly overloaded, Silva Achoyan, deputy chief of the
municipality’s basic education division, said on Wednesday.

“A usual group in kindergartens should be made up of 25 to 30 children,
while now it consists of up to 45,” she said.

Explaining the situation, she said that the problem is mainly due to
the fact that the city’s kids attend the state-owned kindergartens
for free, and monthly fee for children from provinces is 8,000 drams.

Achoyan said that the municipality keeps a close watch on the problem
of shortage of kindergarten workers and solves this problem together
with the administration of every kindergarten increasing the number
of its personnel.

“Some kindergartens are in need of creation of new groups, and we
advance this process,” she said.

The municipality official also said that about 8,000 children are
lined for being enrolled in kindergartens.

“Applications are received every day, but kids are enrolled only in
the first three days of every month,” she said.

Achoyan stressed that about 6% of kindergartens’ personnel and
administration have already been retrained, and this process will
continue.

There are 161 municipality-run kindergartens in Yerevan. More than
22,000 kids attend them.

GYUMRI. – Armenia’s Gyumri City Mayor Vardan Ghukasyan released
a statement regarding ruling Republican Party of Armenia (RPA) MP
Ashot Aghababyan’s recent interviews. Armenian News-NEWS.am presents
an extract from Ghukasyan’s statement.

“I am really pity that there are people like Aghababyan in the Armenian
nation. He had no right to enter the Parliament, and in general to be
politician or to owe the nation’s property – the Hrazdan stadium. It
was you, the former canteen server, who was kneeling at my doors
with your family members and expressing gratitude for helping you to
become an MP? You will not gain honor by keeping a beard, I will do
everything so that people see your real face without a beard.

People like you spoil the party, the Parliament and the image of
Armenian,” Ghukasyan’s statement reads.

The agency has earlier reported that the Gyumri Mayor and head of
the RPA regional section Vardan Ghukasyan has resigned from the party
office remaining the mayor. The head of the section will be appointed
Sahak Minasyan. At the same time the RPA will support the Prosperous
Armenia Party (PAP) MP Samvel Balasanyan’s candidacy in the Mayoral
elections in Gyumri city.

Yerevan, July 25, ARMENPRESS: During the usual OSCE observation at
the Armenian-Azerbaijani border on July 25 the Azerbaijani side again
refused the direct meeting. As “Armenpress” reports the representative
of the Armenian Defense Ministry Armed Forces General Staff Andranik
Mkrtumyan noted in the interview with the journalists that he
had given information on the growing ceasefire regime violations
by the Azerbaijani side during the separate meeting with the OSCE
representatives, as well as discussed the actions of the Azerbaijani
subversive groups and the Armenian forced response steps.

“Once again the issue of the frontline snipers’ refrain was discussed,
which Azerbaijan strictly refused to fulfill. Despite all these,
Azerbaijan sheds crocodile tears for the casualties in the result of
our snipers’ response fire”, noted Mkrtumyan.

The latter also stated that the Azeri “heroes” continue to
intentionally fire against the peaceful citizens and residences
violating the demands of the Geneva Convention and thinking that they
will remain unpunished. “We are not afraid of the enemy, we try to
maintain the ceasefire as much as possible, and Azeris received and
will receive an adequate response by the Armenian soldier”, stressed
the General Staff representative of the Armed Forces.

He outlined that the Armenian soldier never fires against the peaceful
civilians, but it does not mean the Armenian patience is unlimited.

The Colonel has noted to the OSCE representatives that recently a case
has been registered when the Azerbaijani peaceful residents attacked
their soldier with sticks trying to prevent the fire against the
Armenian peaceful people.

During the last month two Armenian peaceful citizens were injured by
the Azerbaijani fires, and during the 2012 seven months the Azerbaijani
side violated the ceasefire regime about 11 thousand times.

YEREVAN. – Russia and Armenia need to reinforce the platform of
inter-parliamentary diplomacy, Armenian Speaker Hovik Abrahamyan said
at a joint briefing with his Russian counterpart Sergey Naryshkin
on Tuesday.

Speakers of the two states discussed cooperation in economic,
cultural, scientific and educational fields. At the same time,
inter-parliamentary cooperation development, including within
international agencies, was especially emphasized. The necessity of
forming a joint position on issues of mutual importance was stressed.

The sides registered effective interaction within the frameworks of
OSCE Parliamentary Assembly (PA). Abrahamyan also said that Yerevan
will host the meeting of the OSCE PA General Committee on Political
Affairs and Security in September.

“Taking into account reinforced relations between the parliaments of
Armenia and Russia, we also discussed the possibility of establishing
an institute of representatives in both parliaments,” Abrahamyan added.

New Evidence Of A Scheme Of Deception In Mariam Gevorgyan’s Trial

NEW EVIDENCE OF A SCHEME OF DECEPTION IN MARIAM GEVORGYAN’S TRIAL

Currently ongoing at the Universal Court of Ararat and Vayots Dzor
Marzes in Artashat is the trial of Mariam Gevorgyan, a victim of
violence, abuse and torture at the hands of her ex-husband David
Ziroyan and former mother-in-law Haykanush Mikaelyan, the accused in
the case currently in court.

Recall, the couple married in 2009, then left for St. Petersburg,
where the David’s family lived at the time. Ten months later, Mariam
returned to Yerevan and contacted the police, who subsequently charged
David with “inflicting willful medium-gravity damage to health” and
“battery” to which he pleaded guilty. The general amnesty granted by
Armenian President Serzh Sargsyan on occasion of the 20th anniversary
of Armenia’s independence in 2011, however, was applied to David
and he was released. David’s mother continues to face charges of
inflicting willful medium-gravity damage to health, as well as torture
(RA Criminal Code Article 119).

Members of Mariam Gevorgyan’s family have informed the Women’s
Support Center that David’s and Haykanush’s relatives have repeatedly
approached them with hush money, requesting Mariam withdraw her
complaint. Recall, Meline Bayatian, David’s first wife, was inspired
by Mariam’s speaking out and filing a lawsuit against David and
his mother and also initially pressed charges of cruel and abusive
treatment. However, during the investigation, Meline withdrew some of
the charges and later even requested, along with the accused party,
that the trial be closed to the public and members of the press, which
we don’t understand. Is this a convenience to hide other machinations?

In fact, in an earlier interview to Hetq Online, David publicly
admitted to hitting Meline (initially given the pseudonym “Monica” in
the press). Yet, Meline, who was once supportive of Mariam, has since
become very aggressive towards Mariam’s supporters and doesn’t want
to cooperate with them in the case against David or his mother. One
wonders what has happened. That David either directly or indirectly
put pressure on Meline to withdraw or change her story to improve
the case against his mother is not ruled out. Furthermore, there are
rumors that after the trial David wants to marry Meline again.

Consider this: on July 21, one of the Coalition to Stop Violence
Against Women volunteers saw David and Meline coming out of a navy
blue Opel (license plate number 33 VO 506) and walking into the Mkhitar
Gosh Hotel in the village of Gosh, Tavush region. They left the hotel
a short while later and went to Goshavank Monastery.

All of this is very suspicious and it is very likely that David aims
to mislead the court and pretend that all of Mariam’s physical and
psychological scars were a fiction of her imagination.

It’s important to highlight a well-known dynamic in cases of domestic
violence: the denial of the abuser of any reponsibility even when
all the evidence is brought before him. Secondly, an abuser can be
very manipulative and deceiving. Often he creates a honeymoon period
when all is well and becomes a considerate and gentle lover – which
is then followed by episodes of violence.

We wonder if Meline is reliving the honeymoon phase, and if so,
we caution her to be aware of the manipulations of a batterer.

YEREVAN.- A protest action against a verdict passed on the case of
opposition activists was held near the building of Armenia’s Attorney
General’s Office on Tuesday.

As reported earlier, the activist of the opposition Armenian National
Congress (ANC) Tigran Arakelyan was sentenced to six years, another
activist, Artak Karapetyan, to three years, Sargis Gevorgyan and
Davit Kiramijyan to two years in jail.

The action was organized by an initiative group calling for “release
of the political prisoners.” Among the participants were ANC members,
MPs and public figures.

The participants demanded release of the activists calling on other
political forces to join them “against political persecution for the
sake of just Armenia”.

French President Francois Hollande is to receive the Armenian
delegation in Elissei Palace on July 31. The bill on criminalizing
the denial of Armenian Genocide will be in the agenda, reports the
Ermenihaber.am.

Hrach Varzhapetyan the head of the Armenian Case office in France
informed that they will discuss issues concerning the new bill on
denial of the Armenian Genocide, which will be presented to the
parliament on October or November.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic issued
a statement on the presidential elections held in Artsakh on July 19.

“On July 19, presidential elections were held in the Nagorno-Karabakh
Republic (the Republic of Artsakh). 73.4% of the voters participated in
the elections. International observers from 22 countries, as well as
local representatives of civil society and political parties monitored
the elections. According to the international observers’ preliminary
estimate, the elections were held in compliance with the democratic
standards and participation of several candidates thus ensuring free
expression of will of the republic’s citizens.

The level of the elections held in the Nagorno-Karabakh Republic is
comparable with the level of elections in the advanced democratic
countries, and testifies to the irreversibility of the process of
building a sovereign and independent state, commitment of our people
to the ideals of freedom, democracy and peace building. The elections
once again demonstrated the correctness of the path chosen in the
1991 referendum on independence. With every election the people of
the NKR express their firm will to continue this path and the return
of the NKR to the past is out of the question.

In this regard, we consider it necessary to state that the
participation in the elections and the formation of authorities via
honest and fair elections is one of the fundamental rights fixed in
the international law and their ignorance and non-recognition is a
gross violation of the law.

The speculations that the elections in the NKR may hinder the process
of the Azerbaijani-Karabakh conflict settlement are groundless and
pursue propaganda goals. The will of the NKR people is crucial in
the conflict settlement process and this is fully recognized by the
international community and the mediators.

Development of democracy is a fundamental basis of state building
in the NKR and corresponds to the interests of the civilized world
community. That is why the attitude towards the presidential elections
held in the NKR cannot be stipulated by subjective opinion of several
political circles displaying conformism to the caprices of official
Baku.”

For the first month the brand train “Armenia” of “South Caucasus
Railway” CJSC transported 6173 passengers in direction of
Yerevan-Batumi-Yerevan. This figure is 27% higher than the data
in 2011 when in the period from 15 June to 15 July 4848 passengers
were transported.

“South Caucasus Railway” CJSC reports that the average population of
the trains during the specified period was 21 people per car which is
62% higher than last year when the average population was 13 people
per car.
