ArmInfo’s interview with Gayane Novikova, Director of the Center for
Strategic Analysis Spectrum, Visiting Researcher at the Davis Center
for Russian and Eurasian Studies, Harvard University

Dr. Novikova, several analysts, including the Azerbaijani, argue
that only Russia is able to influence the parties to the Nagorno
Karabakh conflict and to push forward its own option of the conflict
resolution. In your opinion, should such a vision of the problem be
considered as well-grounded?

At a glance, the vision that Russia is the only state able to resolve
the Nagorno Karabakh conflict has some reasons. Russia is a major
actor in the South Caucasus. It considers this region as an area
of its interests (I would like to remind you that there was even a
saying “the area of privileged interests”); it has a certain leverage
of influence upon internal and external developments in each of the
states and the state entities of the region. It builds relationships
with both Armenia and Azerbaijan exclusively pragmatically, on the
basis of its strategic interests.

I doubt that Russia has its special plan for resolution of the Nagorno
Karabakh conflict. However, it is obvious that it is not interested
in a clear definition and the introduction of its position on this
issue, because otherwise it comes down on the side of either Armenia
or Azerbaijan, thereby narrowing its strategic space. Taking into
consideration the level of the Russian-Georgian relations, Russia
cannot allow itself to have another “reluctant” neighbor as a result
of a choice between the states involved in the above-mentioned
Nagorno Karabakh conflict. Thus, Russia is in favor of the status
quo established in the area of the conflict.

Let me remind you that the Co-Chairs of the OSCE Minsk Group, as well
as the Presidents of Russia, the USA, and France, have been issued
several statements pointing out that the Nagorno Karabakh conflict
can be – and should be – resolved only by its direct participants. In
general, they are right.

2. In your opinion, are Armenia and Azerbaijan able to stop
the meaningless bloodshed along the borders without any external
assistance? Or, maybe we should apply for help to the international
community, taking into consideration that there is a threat that
subversive acts will turn into a resumption of full-scale war?

Most probably, subversive acts in the absence of the comprehensive
peace agreement are unavoidable. The problem is that the number of
these acts is increasing, and in parallel the number of victims from
both sides is growing. The so-called international community has its
own array of other problems, and the resolution of the Nagorno Karabakh
conflict is not among its priorities. Thus, the proverb “people in
trouble are left to themselves” is applicable in the case of this
conflict. Furthermore, to stop the bloodshed along the contact line
there should be not only good will of the parties directly involved
in the conflict, but also their recognition of the meaningless of
this bloodshed.

In the case of the Nagorno Karabakh conflict it has not happened
because Azerbaijan must demonstrate its firm commitment to return
the territories that are currently under the Armenian control at
all costs. ôhat is, for Azerbaijan the tactic of provoking the two
Armenian parties to the conflict to respond is not meaningless:
on the one hand, Azerbaijani authorities stress the priority of the
conflict resolution while simultaneously intensifying the militaristic
mood in their society. On the other hand – when Armenia acts in
response – they acquire an opportunity to blame our state for its
“aggressive behavior.” The Armenian side repeatedly has suggested,
and still suggests, a withdrawal of the snipers from the contact
line. However, Azerbaijan, in line with the above-mentioned approach,
cannot take even this step – because it will be evaluated throughout
the Azerbaijani society as a concession to Armenia and a reversal of
the national goal. Moreover, Azerbaijan comprehends also a threat
of a further escalation as a consequence of a tough response of
the two Armenian state entities and the negative reaction of the
international community.

3. The military actions along the border with Armenia cannot give
rise to a withdrawal of Armenian forces from the territories which
Azerbaijan considers as its own. At a glance, Baku could not be
interested in an escalation of tensions in the northern side of the
Armenian-Azerbaijani state border – for the reason that it could be
evaluated by Armenia as good reason to apply for help to the CSTO
member-states, and to Russia in particular. Why, in your opinion,
does Azerbaijan increase provocations in this direction, but not along
the contact line between the Karabakhi and Azerbaijani military forces?

I suppose that on the one hand Azerbaijan is probing the defense line
of Armenia; on the other hand it is checking Russia’s reaction – as the
leading state in the CSTO – in the event of a possible large-scale
military operation against Armenia. (I exclude any support for
Armenia from the Central-Asian states and Kazakhstan; most probably
they will stay neutral if military actions resume directly between
Armenia and Azerbaijan.) As another factor I would mention the joint
military maneuvers of the CSTO Collective Operational Reaction Forces
(CORF) “Cooperation 2012.” They will take place on Armenian soil in
early September and will be focused upon the repulson of a possible
military attack against Armenia. These maneuvers increase nervousness
not only in Georgia, but in Azerbaijan, as well. The latter “warns”
Armenia and demonstrates its operational readiness.

4. In your opinion, is there any possibility that Moscow can repeat
the August 8, 2008 scenario if the Nagorno Karabakh conflict develops
into a full-scale war between Armenia and Azerbaijan?

No, none. However, currently Russia focuses upon mechanisms to prevent
escalation of the conflict that could have unpredictable consequences.

First, it will be very difficult for Moscow to decide which of the
parties to the conflict to support. Second, in the August war of 2008,
it had two pretexts to intervention: the Russian peacekeepers in the
area of the South Ossetian conflict, and the approximately 96-97%
of the South Ossetia population holding Russian citizenship.

5. Among the negotiation themes during the recent visit of Hillary
Clinton to Armenia and Azerbaijan was the Nagorno Karabakh problem.

The US Secretary of State mentioned also that there are some positive
shifts occurred after the Paris meeting of the Armenian and Azerbaijani
Ministers of Foreign Affairs. However, there have been no visible
changes or shifts in regard to conflict resolution. What is the
purpose of the American diplomacy in regard to this kind of statements?

On the eve of the presidential elections and with growing internal
tension in the USA, American diplomacy needs to demonstrate success in
the foreign policy area safeguarding some stability in the overt and
latent “hot spots.” Turkey was in the focus of Mrs. Clinton’s regional
visit; the stopover in Yerevan and Baku was rather a PR-action to
confirm Washington’s interest in stability in the South Caucasus and
to balance the Kremlin activity in this region.

6. What trends can you mention in the current foreign policy of
Armenia in regard in particular to the European integration and the
integration to the Eurasian Union initiated by Vladimir Putin?

Armenia faces the difficult task of preserving the essential balance
in its foreign policy. The European and the Russian initiatives
(the Free trade zone, and the Eurasian Union and Customs Union,
respectively) have their pluses and minuses. European integration
does not assume membership of our state in the European Union, which
conducts soft power initiatives in the South Caucasus and is not
ready to implement and support high cost economic projects. However,
intensification of cooperation with the EU will enable Armenia to
enlarge its political and economic opportunities and contribute to the
further democratization of the country. It can play also an indirect
role in the settlement of the Nagorno Karabakh conflict.

As for the Russian initiatives, let me remind you that Armenia’s
decision not to participate in the Customs Union with Russia,
Kazakhstan, and Belarus fits fully with the desire to correct and
balance, above all, the political priorities of Armenia. The level
of bilateral relations between Armenia and these three states, all
of which are members of the Customs Union, is very high, especially
with Russia. And, finally, all have signed agreements on free trade
areas in the CIS.

Most probably, Russia will pressure Armenia hard, trying to involve
it in these projects. To achieve this goal Russia will use not only
its economic leverage (such as energy supplies), but also the factor
of unresolved Nagorno Karabakh conflict, as well as the state of
Armenian political forces in the 2013 presidential elections.

Yerevan, July 26, ARMENPRESS: “Rosagrolizing” Russian subsidiary
company should be set up in Armenia in the near future. As “Armenpress”
reports Minister of Agriculture Sergo Karapetyan mentioned at a news
conference followed by the government session, that the company is
going to take up agricultural technology, greenhouse farm equipment
sales with long-term and low rates.

This year, significant changes in the agricultural sector are
registered. The highest growth was registered in the field of
plant-growing-28%, 25.2% growth is registered in fish-breeding and 2%
in livestock sectors. “Armenia is in the leading position with the
growth of livestock in the whole CIS area. These developments will
continue till the end of the year: we expect to have 8-9% growth:
we have all the prerequisites for it”, mentioned the minister.

To his word, there are great achievements in the fruit-growing sphere:
if last year 7300 tons of apricots were exported, then in the first
half of this year the amount was 12 thousand 130 tons. Storage volumes
have also grown, and the harvest is still going on. There are some
certain difficulties in terms of grain plants. Compared to last year,
per hectare crop yield may reduce, although the total volume of gross
domestic product will increase by 4-5%. “Our greatest achievement
is the increase of the sowing areas with 25 thousand 300 hectares,
and the main task is the sale of the product which is provided by
export”, noted Sergo Karapetyan.

The minister also highlighted the harvesting process. Activities are
being carried out and all the purveyor organizations operate for it.

“One of the unresolved problems is the reduction of the fertilizer
prices, supply of diesel fuel and machinery-tractor parks
modernization”, mentioned Sergo Karapetyan.

According to the National Statistical Service in the first half of
this year the volume of gross agricultural output increased by 8.1%
amounting to 203 billion 575 million drams.

Azerbaijan’s Foreign Minister Elmar Mammadyarov’s visit to South
America.

The Armenian community representatives took to the streets in Buenos
Aires , carrying posters condemning Azeri-pursued policy of genocide
and xenophobia.

Mammadyarov’s upcoming visit also sparked negative reaction in social
networks.

“The visit is a disgrace to Argentina. It is indirectly linked to
the foreign policy the country’s current government implements,”
Argentina’s Facebook users posted.

Earlier, Argentina and Uruguay-based Armenian organizations released
publications to remind their governments of Azeri anti-Armenian
war rhetoric.

Azerbaijani Foreign Minister will visit Colombia, Peru, Argentina
and Uruguay in the framework of his tour across South America. The
visit aims to search for new markets to expand economic ties.

general de l’ONU Ban Ki moon, selon lesquelles l’Azerbaïdjan a

ses terres “.

LONDON. – Upon the request by the Lebanese delegation, the 2012 London
Olympics officials were forced to erect a screen between Lebanon’s
and Israel’s judo fighters on Friday, after the Lebanese refused to
train on the same mat with the Israeli team.

The incident arose after Lebanon’s two judoists found themselves next
to the five Israelis during practice at the official training venue
in Redbridge, in east London, The Daily Star Lebanon informs.

The Lebanese Olympic Committee could not immediately be reached
for comment.

To note, Lebanon’s Caren Chammas and Israel’s Alice Schlesinger will
both compete in the women’s 63kg category on July 31, but they could
only meet in the final.

To note, the 2012 London Olympics officially kicked off on Friday
and they will come to a close on August 12.

29 years ago, on July 27 1983, five Lebanese Armenians once again
made it clear to the world that the present generation is also the
“torch bearer” of the revenge for millions of innocent victims.

On that day, in the capital of Portugal, Lisbon, they seized the
building symbolizing the Turkish state and gave their life to the
fight fought for the Armenian Cause as fighters of the Armenian
revolutionary army. Sargis, Vache, Simon, Sedrak and Ara were born
in Lebanon, became members of the youth union. They threw a look back
to the past and couldn’t put up with the indifference and silence of
the international community.

The operation carried out almost with a speed of lightning was
an impetus to the world that Armenians haven’t forgotten the most
painful page of their history and will break the Turkish barricade
of renouncing justice.

It’s already 29 years that all the Armenians have prided themselves
with and at the same time have been sorrowful for the loss of the
five young Armenians living with different dreams and in different
countries, who united over the thirst for justice and freedom. It is
written near their photo: “May these faces be stamped in the memory
of each Armenian forever.

At 9:00pm this evening, the members of ARF-D Armenia Youth Union
will gather at the park near Komitas statue in Yerevan and will pay
a tribute to the memory of the five Armenians.

Due to the economic situation in Spain, the discussion in connection
with the Armenian Genocide issue has been postponed in the country’s
parliament, Armenian National Committee’s Barcelona representative
Armen Sirunyan told Nouvelles d’Armenie monthly of France.

At first, consultations were planned for October, but, because of
the economic state of affairs, the matter remains unresolved.

“Nonetheless, the Armenian National Committee continues the meetings
with the MPs, and it proposes new initiatives toward the Armenian
Genocide’s recognition,” said Sirunyan.

“The Spanish MPs and a large cross-section of the public are unaware
of this problem. So, the Committee is attempting to fill the gap
by organizing press conferences. One of the problems is that the
Armenian community [in Spain] is scattered all over the country and
is not united to jointly resolve this problem,” noted Armen Sirunyan.

YEREVAN. – A total of 3,248 citizens of Syria have applied for Rep. of
Armenia citizenship in the first six months of the current year.

Furthermore, 2,957 of them have applied to Armenia’s MFA and 291,
to the Police Passport and Visa Department.

And 99 percent of these applicants are Syrian Armenians, Pastinfo
News Agency informs.

To note, a decision was reached, during Thursday’s Cabinet meeting,
whereby the procedure for issuing entrance visas to Syrian Armenians
was facilitated. Now, these Armenians can be issued visas to Armenia
not solely by the country’s diplomatic representations in Syria, but,
also, at Armenia’s border.

Separately, the Asylum Affairs Division of the Ministry of Territorial
Administration’s State Migration Service (SMS) informed that, ever
since the beginning of the year until Thursday, 37 members of 18
Syrian-Armenian families have applied for a refugee status in Armenia,
and all applications were approved.

According to the same source, some Syrian Armenians prefer to live
with their friends and relatives in Armenia, and the SMS has approved
all applications for housing.

Jeudi 26 juillet a Erevan, la Ministre de la Diaspora Hranouche
Hagopian rencontrait une delegation marseillaise conduite par Didier
Parakian, Adjoint au Maire de Marseille et president-delegue de
Marseille-Armenie. La delegation comptait dans ses rangs de nombreux
responsables associatifs de la cite phoceenne et parmi ces derniers
Richard Findykian le responsable de l’association Terre d’Armenie et
Ararat TV.

Lors de la rencontre, Hranouche Hagopian a felicite l’action de la
communaute armenienne et des elus Francais en faveur de la Loi de
penalisation du negationnisme du genocide armenien. La ministre
a egalement rappele la promesse electorale du president Francais
Francois Hollande de faire voter cette loi de penalisation. Elle a en
outre affirme son espoir de voir cette Loi de penalisation revenir
au Parlement et au Senat francais pour etre valide. Didier Parakian
a affirme de son côte que l’ensemble de la communaute armenienne
de France redoublait ses efforts pour que cette loi puisse etre
votee. Il a par ailleurs felicite le Ministère de la Diaspora pour
son programme ” Ari Doune ” qui reunit chaque annee en Armenie des
centaines de jeunes armeniens qui pour leur grande majorite decouvrent
pour la première fois l’Armenie. ” C’est en venant en Armenie qu’on
l’aime encore plus. J’invite tous les Armeniens de la planète a venir
visiter l’Armenie ” dit Didier Parakian qui est en Armenie avec toute
sa famille et des dizaines d’amis. Le groupe visitera egalement le
Haut Karabagh.
