Citing its reliable sources Zhoughovurd writes some children and old
people’s homes are being supplied with low quality food and low-cost
medicine.

Armenian State Commission for Protection of Economic Competition has
established a control there. Gayane Sahakyan, head of SCPEC press
office, confirmed the information, saying that they are checking
whether the allocated state means are vanishing and low-quality food
is being supplied. In September the results of the monitoring will
be announced.

The commission has implemented such studies in the sphere of medicine
as well revealing that certain medical establishments were acquiring
low-cost medicine for state-funded sector, while demanding tenfold
more from the state budget.

YEREVAN, AUGUST 8, ARMENPRESS: The fact that in modern world it is not
possible to reach the achievement of many things without developing
informational technologies is not news for anyone. Despite the idea
that some steps have been implemented we can not consider the issue
solved. On the theme Armenpress had a talk with Hovik Musayelyan –
the director of CJSC “Synopsys Armenia” which is one of the leaders
of the field.

– Mr. Musaelyan, “Synopsys” entered Armenia in 2004. Since that time
what kind of trend of increase towards informational technologies do
you notice in Armenia?

In reality there is always interest towards the sphere both by the
Government and Society. As in past, today also Armenian Government
considers informational technologies as a priority vector and in
order the society is able to estimate fully what kind of role the
informational technologies have in our life it must itself become
informational. I have to say that during these years there have been
rather positive movements and developments which must be stressed.

Despite the positive movement there are many problems in the sphere.

– You mentioned that the indicator of the development of informational
technologies can be the fact of being the society informational. How
much is informational Armenian society?

The informational society is not a separated element. The Government
and governance must be electronic. I have to say that in this sense
Government is a step forward of economy. In different spheres
of economy the IT tool has to be used in order to increase the
productivity and efficiency of work.

– Lately it is intensively spoken about the importance of founding
Ministry of Informational technologies. Do you see now the necessity
of it?

There is not such issue in agenda today. Two Deputy Ministers of
the ministry of economy and one Deputy Minister of the Ministry of
transport and Communication are involved in it. We need some time
to find ways of cooperation. If some time later it turns out that it
is not effective we will speak about the necessity of founding a new
model of governance.

PARIS, 7 août 2012 (AFP) – Le ministre des Affaires etrangères Laurent
Fabius se rendra du 15 au 17 août en Jordanie, au Liban et en Turquie,
pour une visite consacree aux retombees de la crise syrienne dans
ces pays, a indique le Quai d’Orsay mardi.

Le deplacement de M. Fabius en Jordanie et “dans d’autres pays de la
region” avait ete annonce lundi soir par la presidence francaise. Les
trois pays visites par le ministre “accueillent un très grand nombre
de refugies”, a precise le porte-parole adjoint du Quai d’Orsay Vincent
Floreani, indiquant que M. Fabius visitera “deux camps de refugies”.

“Cette tournee regionale sera l’occasion pour le ministre d’exprimer le
soutien de notre pays aux refugies syriens qui ont ete forces a l’exil
par les violences. Elle permettra aussi au ministre de s’entretenir
avec les autorites de ces trois pays et de leur renouveler l’appui
de la France dans leurs efforts pour accueillir les refugies”
a-t-il ajoute.

M. Fabius aura aussi “des entretiens politiques de haut niveau dans
le cadre des efforts de la France pour promouvoir une transition
politique credible et rapide en Syrie”.

Le porte-parole a egalement annonce qu’une mission interministerielle
(Interieur, Defense, Affaires etrangères), est partie mardi matin
pour la Jordanie afin de preparer le deploiement du groupement
medico-chirurgical militaire francais annonce lundi par l’Elysee pour
venir en aide aux refugies.

Le Quai d’Orsay a rappele que la France apporte “depuis plus d’un
an” un soutien materiel et financier a la population syrienne “sous
la forme de livraison de materiel medical et chirurgical et d’aide
alimentaire achemines notamment par l’intermediaire des reseaux locaux
de solidarite”.

“Le nombre de beneficiaires du soutien de la France, sur le plan
alimentaire, s’elève desormais a plus 100.000 personnes”, a-t-il
precise.

PanARMENIAN.Net – Egypt’s Muslim Brotherhood has accused the Israeli
spy agency Mossad of being behind Sunday’s attack on an Egyptian
checkpoint on the border with Israel, BBC News said.

Israel’s foreign ministry has dismissed the allegation as “nonsense”.

The attack left 16 Egyptian security officers dead. Israeli forces say
they later killed at least seven gunmen who broke through into Israel.

Israeli and Egyptian officials have blamed the attack on Islamist
militants.

A statement on the Muslim Brotherhood’s website said the incident
“can be attributed to the Mossad”.

It said Israel had carried out the attack in an attempt to undermine
the government of Egypt’s Islamist President, Mohammed Mursi.

The allegation was echoed by Hamas, the Palestinian offshoot of the
Muslim Brotherhood that governs Gaza.

Israel’s foreign ministry spokesman, Yigal Palmor, denied the
accusation, saying: “Even the person who says this when he looks at
himself in the mirror does not believe the nonsense he is uttering”.

Earlier on Monday, Egypt’s state news agency quoted a top security
official as saying that the attackers were “jihadists” who had
infiltrated from the Gaza Strip.

A statement by the Egyptian military described them as “enemies of
the nation who must be dealt with by force”. The country has declared
three days of national mourning for the dead officers.

Patrols have been stepped up in the Northern Sinai, and Egypt’s Rafah
border crossing to Gaza has been indefinitely closed as security
forces hunt the remaining attackers.

The raid comes amid growing fears that jihadists have gained a foothold
in the thinly populated area.

from a 37-year-old Ashot Isakhanyan, resident of Hrazdan town,
Kotayk province.

Photo reporter Gagik Shamshyan told Tert.am Isakhanyan has prepared
two false certificates after which visited a cafe and a book store
on Abovian Str., and introducing himself as DM General-Mayor seized
30,000 Armenian drams deceiving the directors as if the some is being
transferred to the servicemen assistance fund as a donation.

one more Armenian has died. Armenpress was informed from representative
of Armenian community of Syria Nazareth Elmadzyan that 55 years old
Vigen Kaladzyan died at 9 o’clock in the morning from the shot near
Auarde Bridge.

Several Armenians from Aleppo informed Armenpress that cashes already
are near Christian and Armenian districts of Aleppo. Armenians of
Aleppo have been advised not to come out of houses and be far from
windows and open territories.

Representative of Armenian community of Syria Nazareth Elmadzyan
informed Armenpress that in the evening of August 5 occurred explosion
in Abbasi district which is populated by Christians and Muslims in
result of which fortunately Armenian community did not have victims.

PanARMENIAN.Net – Syrian rebels trying to fight off an army offensive
in Aleppo said on Tuesday, August 7 they were running low on ammunition
as President Bashar al-Assad’s forces encircled their stronghold at
the southern entrance to the country’s biggest city, Reuters said.

Assad, dealt another political blow on Monday with the defection of
his prime minister, has reinforced his troops in preparation for an
assault to recapture rebel-held districts of Aleppo after repelling
fighters from most of Damascus.

“The Syrian army is trying to encircle us from two sides of
Salaheddine,” said Sheikh Tawfiq, one of the rebel commanders,
referring to the southwestern neighborhood which has seen heavy
fighting over the last week.

Mortar fire and tank shells exploded across the district early on
Tuesday, forcing rebel fighters to take cover in crumbling buildings
and rubble-strewn alleyways.

Tanks have entered parts of Salaheddine and army snipers, using the
cover of heavy bombardment, deployed on rooftops, hindering rebel
movements.

Another rebel commander, Abu Ali, said snipers at the main Saleheddine
roundabout were preventing the rebels from bringing in reinforcements
and supplies. He said five of his fighters were killed on Monday and
20 wounded.

But rebels said they were still holding the main streets of Salaheddine
which have been the frontline of their clashes with Assad’s forces.

A fighter jet pounded targets in the eastern districts of Aleppo and
artillery shelling could be heard in the early morning, an activist
in Aleppo said.

“Two families, about 14 people in total, were believed killed when
a shell hit their home and it collapsed this morning,” the activist
said. The house was one street away from a school being used by rebels,
he said.

The Ministry of Urban Development has not counted the number of
homeless people in Armenia, says Yevgenia Atayan, Head of Housing
Provision, Housing Stock Management and Communal Policy Department
of the Ministry of Urban Development to Lragir.am.

Recall Head of the Shirak Center NGO of Gyumri Vahan Tumasyan said
there are 3500 families who don’t have the status of homeless people,
who leave in extremely bad conditions and receive no help by state
programs.

Yevgenia Atayan says she can’t say the date when the state will solve
this issue, but this problem will surely be solved. She added there
are many other families with the similar situation in other regions.

Yevgenia Atayan noted that the state is going to fulfill its
obligations by 2013 and will provide apartments to all the homeless
people in the disaster zone.

On the 40th day of death of the 33-year-old Vahe Avetyan who was
beaten up to death in Harsnakar restaurant, a very interesting letter
was published by Aravot daily.

The authors of the letter are a group of residents of Avan district
of Yerevan who define themselves as intellectuals and say that the
“revolutionaries” speculate Vahe Avetyan’s death against Ruben
Hairapetyan. They ask Ruben Hairapetyan not to lay down his
parliamentary mandate and not to disappoint them.

As we know after the tragedy, Ruben Hairapetyan had to announce about
laying down his mandate under the pressure of the society.

But this process needs to follow the procedure. His resignation need
to be read out in the parliament. The National Assembly is on leave
now and the next session is scheduled in September. In other words,
though he has stated about his intention to lay down the mandate,
he is still an MP.

More, he does not seem to have such an intention at all. This
“collective” letter proves this possibility. This letter would
seem improper at the beginning when the Harsnakar tragedy had just
happened, so they waited, let some time pass and before September,
when the NA Session will take place and Hairapetyan will be deprived
of the mandate, they have launched the public support operation.

No doubt, the Avan residents will write many more letters asking
Hairapetyan not to resign. And in order to make everything more
exciting and influential, they will threaten to burn themselves in
front of Harsnakar or to leave Armenia with their families in case
Nemeth Rubo resigns.

Ruben Hairapetyan will state that the mandate is disgusting for him,
but it will be more disgusting if people burn themselves or if they
leave Armenia just because he lays down his mandate.

By the way, in this case, his absence at the NA sessions will also
be justified. Hairapetyan will say that he kept his mandate for the
sake of the people, but he does not attend NA sessions because he
does not want to remember that he has the mandate.

The situation is not funny at all, especially taking into account
the fact that two months after Vahe’s beating and death, the police
do not have the whole image of the crime to send the case to the court.

More, as the lawyers of Vahe Avetyan’s legal successor stated the
police are trying to protract time and cover up the case.

The letter to Ruben Hairapetyan reveals the logic of the process:
to win time and then attack.

By the way, football could be directly involved too. We should not
rule out that there will be footballers among the authors of the
letter to Ruben Hairapetyan.

Anyway, in case of the system which is led by “the end justifies the
means” slogan, no step should be unexpected.

The society has reached the signal at a very suggestive moment when it
is going to hold a march on the 40th day of Vahe’s death. The signal
does not only relate to this case, but it is a general indicator
that the ruling system, even in case of the slightest possibility,
will try to regain positions.

The answer by the civil society shouldn’t be late, but it should not
be aggressive against Hairapetyan and his supporters but it should
be for values, thinking and culture.

After all, one of the aims of the collective letters is to shift
the issue into the field of mutual aggression, putting the citizens
against each other. By the way, we witnessed such tactics by Ruben
Hairapetyan-Samvel Alexanyan tandem in the parliamentary elections
when such collective oral requests were voiced against Nikol Pashinyan.

In this situation, it is extremely necessary to stay within the
field of values and thinking, without exerting to aggressive debate
on which the initiators count.
