YEGHEGNADZOR.- A mother of seven Nelli Vlasyan gave birth to her
eighth child in Armenia’s Yeghegnadzor two days ago.

Armenian Health Minister Derenik Dumanyan and governor of Vayots Dzor
Region Edgar Ghazaryan visited mother of a large family in maternity
hospital. They got familiarized with the conditions in hospital and
talked to mothers.

Nelli Vlasyan said her elder children take care of their brothers and
sisters. She stressed her family is faced only with financial
problems.

YEREVAN, August 10. /ARKA/. Armenia will import about 640 tons of
Russian elite high-quality wheat seeds till August 15, Deputy
Agriculture Minister of Armenia Grisha Bagiyan said.

Seeding development program was launched in 2010. As a result Armenia
imported seven elite varieties of wheat seeds from Stavropol, which
were distributed between the major farms at 1:2 return condition,
after that the seeds were also distributed among the farms of 0.4-3
hectares total area.

`We have already imported nearly 100 tons of seeds to Shirak region,
and the rest will be delivered till August 15. The volume of the
imported seeds was identified by the demand reported by the local
administrations to the Ministry,’ he noted adding that the
distribution regulations for farmers haven’t changed.

As of the expected reduction in wheat harvest this year as these
varieties cannot grow in Armenia’s climate, Bagiyan said that last
year seeding was done amiss due to some weather conditions, that’s why
farmers were experiencing some problems.

`However, the quality of the seeds is not to blame here. The same
situation was reported in Russia, Ukraine, Belarus, Kazakhstan, the
USA, Canada. These seeds have already been probed by the farmers, an
average yield per one hectare is nearly 38 quintals, and in some
particular farms- up to 70. Last year an average yield in the country
was 28 quintals,’ he said.

The Deputy Minister also said that the seeds were imported and passed
approbation five years ago, and laboratory testing has been made.

`Moreover, each new batch of seeds imported to Armenia is tested in
laboratories, that is why we don’t have any doubts about the quality,’
he added.

Annually, Armenia uses 650-720,000 tons of grain, of them 435-450,000
for food purposes. The deficit is replenished by import that totaled
380-420,000 tons annually within the recent five years. – 0–

Yerevan, August 11, ARMENPRESS: The Armenian Communist Party does not
exclude to have its own presidential candidate in the 2013
presidential elections. The Central Committee of Communist Party of
Armenia Ruben Tovmasyan noted this in the interview with `Armenpress’.

`Based on the situation, we will decide to represent a candidate, if
not, it is early to talk about the presidential elections. Our party
is making proportionate steps’, Tovmasyan stated. To his word, even
Vanga could not predict how the Armenian political autumn might be, as
the political system is in a very mixed condition. However, autumn
full of intrigues is expected.

The ANC member Gurgen Eghiazaryan assured that compared to the local
government elections, the ANC should have its participation in the
presidential elections. `We will definitely have our candidate, Levon
Ter-Petrosyan. If opposition decides, he may be the opposition
candidate. This would be wonderful, although I do not believe in it. I
assess the victory of Levon Ter-Petrosyan in the elections 99.9%’,
Eghiazaryan stressed.

The presidential elections in Armenia are expected in February of 2013.

An American Armenian was one of the three officers killed in Helmand
province by an Afghan police officer.

Capt. Matt Manoukian, 29, was shot dead with two other Marines on
Friday after sharing a meal with Afghan policeman.

Manoukian, the son of two judges, joined the Marine Corps about seven
years ago, utsandiego.com reports. He served in Iraq and Afghanistan.

`He loved America. He loved people who were different than him. He was
the ultimate tough guy, and if he was on your side, you were going to
have a good day,’ the website quotes his father Peter Manoukian

The incident occurred on Friday evening when an Afghan police officer
invited the servicemen them to a meeting to discuss security issues.
The police officer fled after the shooting and is being searched.

Turkey expects a great foreign interest in its estate market thanks to
a new code. Still, neighboring countries may have lower chances due to
a bunch of restrictions

Citizens of Syria, Armenia and North Korea are not allowed to acquire
any real property, including residential or business property or land,
in Turkey, under a recently announced reciprocity regulation, which
also prohibits Greek citizens from buying estate on coastal provinces
including Istanbul. The code allows the citizens of 183 other
countries to purchase Turkish real estate.

The government has sent a letter to all ambassadors to Turkey asking
them to promote the new law, in order to accelerate property sales,
daily Hürriyet reported Aug. 10. Sources say the government will ask
the private sector and television actors such as Kývanç Tatlýtuð and
Tuðba Büyüküstün, who have shot to fame in Arab countries in the
Persian Gulf, to lure wealthy investors from that region to invest in
real estate in Turkey.

“Arabs have demonstrated a particular interest in property located in
coastal provinces and Istanbul. We are working to get foreigners to
come to our country to make investments and to encourage more tourists
to visit the country, in order to increase foreign capital inflow,”
said Environment and Urban Planning Minister Erdoðan Bayraktar.

No property in Istanbul for Greeks
Citizens of Greece are banned from acquiring property in 28 coastal
provinces, including Istanbul, as well as the province of Edirne,
which borders Greece. There is no such limitation in place for Turks
in the Greek region of western Thrace in Greece.

“Greek citizens were not allowed to purchase property in the coastal
band around Turkey according to the previous regulation. And if a
Greek inherited property in the coastal band, that person was asked to
liquidate it within one month, as they are not eligible to own any
property there,” Atilla Lök, an Istanbul-based lawyer with expertise
in property cases told the Hürriyet Daily News on the phone yesterday.

Citizens of other countries that border Turkey, namely Iran, Iraq,
Georgia and Bulgaria, are also banned from acquiring property in the
provinces bordering their own countries. Iranian citizens who are not
included on a U.N. a sanction list must lodge an application with the
Interior Ministry in order to purchase property. Citizens of Iraq also
have to obtain the ministry’s permission.

Citizens of 16 other countries, including China, Palestine, India and
the Seychelles, are obliged to obtain special permission from the
Interior Ministry before buying property in Turkey.

The new regulation allows citizens of 183 countries to acquire
property in Turkey by lifting the reciprocity principle. The new
regulation also lifts a condition that limited Israeli citizens to
owning only one “dwelling.” Citizens of Turkish Cyprus have the same
rights to purchase property as Turkish citizens.

Russia and Armenia have agreed to set up a commission that will
examine the feasibility of Armenia’s integration into the Customs
Union and the Common Economic Area of Russia, Kazakhstan, and Belarus,
Russian President Vladimir Putin told reporters after his negotiations
with Armenian President Serzh Sargsyan today.

Some customs instruments which Russia, Kazakhstan, and Belarus have
agreed upon could be applied to Armenia, bearing in mind the fact
that Armenia has no common border with Russia, Putin said.

Putin and Sargsyan also discussed the prospects of promoting
cooperation within the Commonwealth of Independent States (CIS) and
the Collective Security Treaty Organization (CSTO), and exchanged
their opinions on the progress of talks to resolve the conflict over
the Nagorno-Karabakh region, the Russian president said.

Sargsyan added that they discussed the price of Russian natural
gas supplies to Armenia and reached consensus on price formation
principles.

informs. The source added that 22-year-old Hovsep Balmanukian was
kidnapped by the rebels two days ago. His father said that about
$15,000 ransom is required for his release.

To note, kidnapping people have become frequent in Syria due to

of Soviet era Vanadzor ” Chemprom” nitrogenous and potassic type
fertilizers. As Armenpress reports First Deputy Minister of Agriculture
Grisha Baghiryan came forth with the statement in the course of the
briefing with the journalists, Armenpress reports.

” During the last 20 years the usage of organic fertilizers in
Armenia has been within the limits, yet chemical fertilizers have
not been utilized.” Chemprom “expressed willingness to restore its
former manufacturing plant. It will produce nitrogenous and potassic
fertilizers” Baghiryan told. In the words of the interlocutor
Agriculture, Energy and Natural Resources ministries are going to
support the plant to launch the production, to determine payable
demand, to send to laboratory examination, as well as to ensure
appropriate consultation process.

Deputy Minister also noted that local fertilizers will be of better
quality and about 30-40 percent more affordable than the silitra .The
fertilizer will be produced in the place from local raw materials.

The Information and Propaganda Department of the Nagorno-Karabakh
Defense Army responded to the Azerbaijani Defense Ministry’s statement.

According to the release of the Information and Propaganda Department
of the Nagorno-Karabakh Defense Army, the fairy tail again concocted
recently by Azerbaijan’s propaganda machine suggesting that Azeri
forces seized a strategically important hill in the direction of Mrov
mountain on July 27 under the direct leadership of Azerbaijani Defense
Minister Abiev, with many Armenian soldiers surrendering themselves,
is just a product of sick imagination. Moreover, the disinformation
proves both the author and Azeri Defense Ministry’s secret sources
not only lack elementary strategic and tactical thinking but are also
unable to visualize the geographical layout. It’s ridiculous that the
author of the article, citing an officer allegedly involved in the
above-mentioned “military operations” says that Agdara (Martakert)
and Kelbajar (Karvachar) and the process that are taking place in
the depth are clearly visible from the “seized” hill.

Artsakh Defense Ministry’s Information and Propaganda Department
noted that, “firstly, the Azeri side occupied the hill in the rear,
rather than in the forefront. Secondly, Azerbaijan was the only side
to sustain a loss for the period of July 29-31 with two people being
injured. Thirdly, Martakert and Karvachar are invisible from the
“seized” hill; it has no tactical significance, except for being the
product of Azeri propaganda.

As always, the Azerbaijani propaganda once again appeared in a
miserable state, trying to present the desired instead of the reality.

Azeri state and non-state means of propaganda must not rely on hollow
fantasies but true developments to overcome the current situation.

Otherwise, the Azeri soldiers of the author of imaginary operations,
general Abiev, will look down at their commander-in-chief’s Baku
residence from the “seized” highland territory instead of Martakert
and Kelbajar”.

The Armenian police have gathered sufficient evidence to indict the
six men – Garik Margaryan, Norayr Hayrapetyan, Arman Khachatryan,
Arman Baghdasaryan, Arthur Babloyan and David Adamyan – for beating
up military doctor Vahe Avetyan at the Harsnakar restaurant on June 17.

Therefore the part related to the six suspects was separated on August
8, with the preliminary investigation completed and the materials
provided to the parties, press service of police reported.

Considering that it was reported that besides the above mentioned six
men, other persons were also involved in the crime, investigation is
underway to identify these individuals, the source said.

It was revealed on August 1 that the police had toughened criminal
charges against the six beating suspects.

The men, most of them security guards working at the Harsnakar
restaurant, were initially charged under one article of the Criminal
Code dealing with deliberate physical injuries. They risked between
five and ten years’ imprisonment.

Now investigators formally accuse them of three counts of assault that
could result in lengthier prison sentences. One of the accusations
relates to violent attacks resulting in deaths.

Police investigators say there is no evidence of Ruben Hayrapetyan’s
direct involvement in the incident.
