YEREVAN, SEPTEMBER 4, ARMENPRESS: Armenian Government will undertake
measures aimed at increasing the share of the Republic of Armenia in
“ArmRusGazrad” company~Rs statutory capital. As Armenpress reports
citing Government~Rs official web site, the issue is included in the
agenda of Executive~Rs September 6 session . Within the framework
of the events gas distribution pipelines of Shirak, Lori, Tavush
and Syunik Provinces , worth overall 139 million 446.5 thousand AMD
built by various projects, are schedule to be donated to the Republic
of Armenia in accordance with to the legislation of the Republic of
Armenia in the name of Ministry of Energy and Natural Resources.Gas
pipelines as the property of the Republic, will be invested in
“ArmRusGazard” statutory capital and reportedly additional shares
will be released. 80 percent of “ArmRusGazard” is owned by Russian
“Gazprom” OJSC company, 20 percent by Armenia~Rs Government in the
name of Ministry of Energy and Natural Resources.

Reporters sans frontières fait part de sa profonde inquietude pour
deux journalistes arbitrairement emprisonnes depuis plusieurs mois,
Avaz Zeynalli et Hilal Mammedov.

” Les journalistes incarceres en Azerbaïdjan sont soumis a une
double peine : a la privation de liberte viennent s’ajouter des
mauvais traitements, des mesures vexatoires et des privations de
toutes sortes. Ce faisant, Bakou bafoue le droit azerbaïdjanais et
ses obligations internationales. Nous demandons a l’administration
penitentiaire de garantir immediatement la jouissance de leurs
droits les plus elementaires a Hilal Mammedov et Avaz Zeynalli,
ainsi qu’a tous les autres journalistes actuellement detenus. Avaz
Zeynalli doit pouvoir beneficier de tous les soins dont il a besoin,
hors de l’enceinte de la prison si necessaire. Toute autre demarche
serait criminelle. Nous tenons les autorites pour responsables du
sort des detenus “, a declare l’organisation.

deux journalistes, qui n’auraient jamais dû se retrouver derrière

Bien qu’il soit traite a l’hôpital du centre de detention preventive
de Bakou, l’etat de sante d’Avaz Zeynalli reste très preoccupant. Le
departement sanitaire de l’administration penitentiaire a informe sa
famille que le journaliste souffrait de calculs renaux, de radiculite
nevralgique, de rhinite chronique et de trois autres affections
serieuses. En outre, selon le redacteur en chef de Khural, Nizami
Hasanov, son collègue souffre d’un grain de beaute au dos, qui a
enfle et s’est infecte.

Dans une lettre adressee au mediateur pour les droits de l’homme
(ombudswoman), Elmira Suleymanova, Avaz Zeynalli s’est plaint de ne
pouvoir recevoir de visites de sa famille qu’en echange de pots de
vin de 50 a 100 manats (equivalent a environ autant en euros).

L’administration penitentiaire decline egalement les demandes de
visites deposees par des representants d’organisations internationales,
dont l’Organisation pour la securite et la cooperation en Europe
(OSCE). Elle empeche regulièrement le journaliste de parler avec son
avocat seul a seul. Avaz Zeynalli ne peut recevoir de journaux, et les
employes de la prison lisent systematiquement son courrier. Reporters
sans frontières se joint a la demande du journaliste, qui prie
l’ombudswoman d’effectuer une visite inopinee a la prison.

L’organisation rappelle qu’Avaz Zeynalli, arrete le 28 octobre 2011,
est maintenu en detention provisoire en attente de son jugement,
dans une affaire montee de toutes pièces contre lui.

Hilal Mammedov, arrete le 21 juin 2012 pour ” possession de drogues ”
puis inculpe pour ” haute trahison ” et ” incitation a la haine et a
la discrimination ethnique “, se trouve lui aussi dans des conditions
de detention deplorables. Le procès intente par le journaliste a
l’administration penitentiaire pour ” traitement inhumain ” s’est tenu
a huis clos, le 29 août 2012, au sous-sol du tribunal du district
de Nasimi a Bakou. Les debats n’ont dure qu’une demi-heure, mais
le verdict s’est fait attendre durant trois heures. Sans surprise,
les juges ont finalement rejete la plainte de Hilal Mammedov, qui
affirmait notamment qu’il avait ete prive de nourriture et d’eau
durant ses deux premiers jours de detention.

Son predecesseur a la tete du journal Tolishi Sado, Novruzali Mamedov,
etait mort en detention, en 2009, sans avoir pu beneficier de soins
adequats.

D’après les informations recueillies par Reporters sans frontières,
aucune evolution n’est intervenue dans les conditions de detention
de Zaur Guliyev, incarcere arbitrairement depuis le 13 mars 2012. En
avril dernier, l’organisation avait appris que le redacteur en chef
de Khayal TV etait victime de mauvais traitements et d’humiliations
de la part de ses geôliers, et faisait l’objet de fortes pressions
psychologiques s’apparentant a de la torture.

Senat, est indigne par la liberation de Ramil Safarov, condamne par
la justice hongroise a la prison a vie pour le brutal assassinat
en 2004 de l’officier armenien Gurgen Margarian. Extrade vendredi
31 août dans le cadre des accords de la convention de Strasbourg de
1983 sur les personnes condamnees par les autorites hongroises vers
son pays d’origine, l’Azerbaïdjan, où il aurait dû purger le reste
de sa peine, celui-ci a aussitôt beneficie d’une grâce de la part du
President Ilham Aliev.

La peine prononcee par la justice hongroise doit etre respectee et
pleinement appliquee. Une telle grâce est très preoccupante.

L’officier Gurgen Margarian a ete brutalement assassine en 2004 car
il etait armenien. L’auteur d’un tel crime ne peut aujourd’hui faire
l’objet d’une grâce sans envoyer un message execrable en direction
de celles et ceux qui ~uvrent en faveur de la reconciliation entre
l’Armenie et l’Azerbaïdjan. ”

Dozens of Demonstrations planned worldwide

BUDAPEST, Hungary (A.W.)-Thousands of Hungarians gathered in front
of the parliament building in Budapest, expressing outrage at their
government’s decision to extradite axe-murderer Safarov to his home
country Azerbaijan, where he received a hero’s welcome, was pardoned,
and promoted.

“The honor of Hungarians is not for sale” read one banner. Another,
in Hungarian, read “This is not our shame!”

In 2004, Safarov murdered Gurgen Margaryan, an Armenian lieutenant,
with an axe, while the latter was asleep. He was sentenced to life
in prison.

“The honor of Hungarians is not for sale” read one banner. Another, in

Armenia!” and was also one of the main chants at the demonstration.

“Murderers should not be extradited to countries where it is clear
that ethnic hate crimes are considered heroism,” protester Laszlo
Muhari told Reuters. “In a democratic country this is not acceptable.”

Muhari added, “[Prime Minister Viktor] Orban should stop lying and
start giving clear answers, because it is simply impossible that such
a brutal killer is just released without a background deal.”

‘Stupid, unethical, uncivilized, and illegal’

Thousands of Hungarians continued joining Facebook groups apologizing
for their government’s action. One such group, called “Sorry, Armenia,”
had more than 11,300 followers as of Sept. 4.

In comments provided to Armenian Weekly editor Khatchig Mouradian,
Krulf, the founder of the group, said, “We have nothing to
do with either Armenian or Azeri affairs. This is about the
Hungarian government’s stupid, unethical, un-European, uncivilized,
internationally illegal, deplorable action, for which we, as some
of the thinking and civilized citizens of this country, wish to
apologize.”

“As human beings, we wish to express that this was not done with
our agreement, on our behalf or in our name. We distance ourselves
from this government,” added Krulf, who uses a cyber-name fearing
government reprisal.

“It is our internal problem which, however, touches on other nations
and international affairs and concerns, by all accounts, not only
the people of Armenia, but people in many countries. It has caused
a huge international uproar and consternation by many, including
the President of the United States. So we will apologize, we are
apologizing,” he concluded.

Demonstrations worldwide

Meanwhile, Armenians and others condemning the extradition took part
in demonstrations and gatherings across the world.

In Calcutta, India, members of the Armenian community gathered in
front of the Hungarian consulate on Sept. 3 carrying signs that read,
“Shame on you, Hungary” and demanding an apology from the Hungarian
government.

On the same day, similar protests were held in front of the Hungarian
embassies in Oslo and London.

Dozens of demonstrations are scheduled worldwide for later this week.

On Sept. 5, a demonstration will be held in front of the Hungarian
embassy in Cyprus. On Sept. 6, a large demonstration will take place
in front of the Azerbaijani and Hungarian consulates in Los Angeles.

A big protest action is being held in front of the Hungarian
Parliament building in Budapest Tuesday evening.

According to the Public Television of Armenia, several thousands of
people, mostly Hungarians, are expressing their protest against the
decision of the Hungarian authorities to extradite Azeri murderer
Ramil Safarov to his come country.

Speaking from the tribune are both Hungarians and Armenians living in
Hungary. They are condemning the Hungarian authorities for having sold
the conscience and dignity of the Hungarian people and for having
deprived their country of honest future.

The protesters believe that the “dirty” Hungarian government must resign.

Ramil Safarov, an Azeri officer sentenced by a Hungarian court to life
in jail for brutally killing an Armenian officer in Budapest in 2004,
was extradited to Azerbaijan on Aug 31 and pardoned by the Azeri
President once back home.

A big action of protest against the extradition of Ramil Safarov was
held in front of the Hungarian Embassy in Bulgaria on Tuesday.

FOCUS News Agency reports that several dozens of Bulgaria-based
Armenians handed a letter to the employees of the Hungarian Embassy.

The letter said that the Hungarian authorities’ behavior and their
deal with Azerbaijan were unacceptable.

The protesters carried posters with the pictures of Ramil Safarov and
Gurgen Margaryan, Armenian officer Safarov brutally murdered. They
cried out “Shame on Hungary!” and threw coins at the building.

To remind, though sentenced to life in jail by a Hungarian court,
Ramil Safarov was extradited to Azerbaijan on Aug 31 and pardoned by
the Azeri President once back home.

On September 3 the NA Deputy Speakers of the National Assembly Eduard
Sharmazanov, Hermine Naghdalyan and the member of the RPA faction
Karen Avagyan met with Canan Atilgan, Regional Head of Konrad Adenauer
Stiftung/Foundation and Liana Marukyan, Head of the Yerevan Office
Project of the Foundation.

The NA deputies highly appreciated the big work and mission done by
the Foundation in spreading and strengthening of European democratic,
Christian values.

At the same time they expressed regret that this meeting coincided
with the event of extradition of Ramil Safarov, who severely killed
with an axe an Armenian officer Gurgen Margaryan, to Azerbaijan by the
EU and NATO member Hungary, and then the murderer was acquitted and
glorified as a hero, which contradicts the international and European
legal and moral norms. Hungary’s act became a reason of indignation of
the Armenian people and European community, and Azerbaijan’s illegal
step once again confirmed its fascist aspirations. The NA deputies has
recorded that as members of conservative parties, they expect a just
assessment of the international progressive organizations on the fact.

Canan Atilgan, Regional Head of Konrad Adenauer Foundation, considered
the fact concerning for them too, as it also impeded their mission.

She ensured those present that today-tomorrow the EU high-ranking
officials would make a statement on the fact, as the European Union
was ready for the policy pursued by its member country. Mrs Atilgan
assessed Azerbaijan’s behaviour very problematic and ensured that
she understood and shared the Armenian people’s concern.

During the meeting it was discussed the issue of the participation
of the Republican Party of Armenia forum to be held in Georgia on the
initiative of the European People’s Party (EPP). The deputies of the
RPA faction noted that they always would take part in the regional and
international projects, but the indignant events changed the regional
situation and resulted in the lack of distrust and security. Regarding
the proposal of participating in that forum in future the party would
soon discuss the issue and give an official answer.

Mrs Atilgan also said that the Foundation wanted to fulfill a project
of translating into Armenian the book written by the deputy of German
Bundestag BÅ’rnsen Wolfgang and publishing it with the RA National
Assembly.

The NA Deputy Speakers of the National Assembly Eduard Sharmazanov and
Hermine Naghdalyan expressed readiness in the name of the National
Assembly and their party to take part in all local projects of the
Foundation, and referring to the regional events, they would abstain,
unless the EU and the international influential structures have
given fair assessment on the illegal fact threatening the Armenian
people’s security.

YEREVAN, September 4. / ARKA /. Armenia’s foreign minister Edward
Nalbandian slammed today the authorities of Hungary for extraditing
an Azerbaijani officer, Ramil Safarov, sentenced by a Hungarian court
to life in prison for killing an Armenian colleague, Gurgen Margarian,
in 2004.

Speaking at a joint news conference with visiting foreign minister of
Argentina, Hector Timerman, Nalbandian said the actions of Budapest
have caused the concerns of the international community.

The US, EU, the OSCE Minsk Group, France and the CSTO, deplored
a pardon granted by Azerbaijan’s president Ilham Aliyev to Ramil
Safarov, saying that it will complicate a peaceful resolution of the
Nagorno-Karabakh conflict.

“We believe that these actions by the Azerbaijani as well as Hungarian
authorities run counter to efforts agreed upon at the international
level and within the OSCE Minsk Group framework in the first instance
and aimed at reducing tension in the region,” Russian Foreign Ministry
spokesman Aleksandr Lukashevich said in a statement.

Nikolay Bordyuzha, secretary general of the Collective Security
Treaty Organization (CSTO), a Russian-led military alliance of six
ex-Soviet states, denounced Safarov’s release from prison in stronger
terms. He said the move “runs counter to the norms of international
law and calls into question the viability of the inter-state system
of countering crime.”

“We are concerned by the news that the president of Azerbaijan pardoned
Azerbaijani army officer Ramil Safarov who was convicted and sentenced
to life imprisonment for the murder of an Armenian army officer in
2004,” Maja Kocijancic, a spokeswoman for EU foreign policy chief
Catherine Ashton told a news briefing in Brussels.

U.S. President Barack Obama expressed through a spokesman his “deep
concern” and “disappointment” with Safarov’s release later on Friday.

The spokesman said Washington also expects an official explanation
from the Hungarian side.

“The actions of Hungary, as a member of the EU and NATO, have raised
serious concern of the international community. How could Hungary
pretend it believes Azerbaijan, and go to such a dubious move,
” Nalbandian said.

Argentina’s foreign minister declined to comment on the matter,
explaining that he had arrived in Armenia to strengthen bilateral
relations and advised to ask questions on this topic.

“I think we have quite serious reasons to suppose that the
international community is obliged to recognize the independence of
Nagorno Karabakh,” NKR second president Arkadi Ghoukasyan expressed
this opinion in his interview to journalists at the Stepanakert
memorial complex on September 2.

Touching upon Ramil Safarov’s extradition to Azerbaijan he expressed
the opinion that the international community should certainly respond
to this and “Armenia and Azerbaijan must be able to take advantage of
the situation, attract international community’s attention and gain
the maximum effect.”

To the question whether the Armenian party’s stand may be changed on
the basis of the present events he replied that there was no point in
shifting the position of Armenia. “The whole world knows we seek for
independence and we will aspire to it until achieving the goal. That
would be another matter if Armenia and Artsakh will change their
attitude towards Azerbaijan not on part of negotiations but, on the
contrary, at the present moment I think negotiating with Azerbaijan is
pointless in general.

A group of Armenian students has addressed a letter of Prime Minister
of Hungary Viktor Orban. The letter reads:

Dear Mr. Orban,

We are writing this letter to express our greatest frustration
and disappointment from the recent actions of Hungarian government
resulted by the extradition of Ramil Safarov (the Azerbaijani military
officer served a life sentence, with no expression of either regret or
remorse, for the premeditated axe murder of Armenian military officer
Gurgen Margaryan in his sleep during a NATO “Partnership for Peace”
program in 2004) to Azerbaijan, where he was immediately pardoned by
the President of the country and welcomed as a hero.

Should we – a group of Armenian students and our friends from
different countries, who have chosen Hungary among EU countries for
further education – infer from your Government’s recent actions that
extraditing a brutal murderer to a country, which will consequently
welcome him as a hero, is considered to be among European values? Or
should we conclude that the model of European morality is the indirect
encouragement of new murders on the murder driven by ethnic hatred?

While our stay in Hungary we are going to follow Hungarian laws, so
we refer to you to get guarantees that our identity and our beliefs
will be respected in this country.

We look forward to your official response, which hopefully will not
be as disappointing as the recent action of your government.
