FRENCH ARMENIANS WILL MEET ALIYEV WITH PROTEST ACTION IN PARIS

YEREVAN, SEPTEMBER 14, ARMENPRESS: In Paris the French Armenians are
going to meet the President of Azerbaijan Ilham Aliyev with protest
actions, who will arrive in France on September 18. As Armenpress
was reported by the Ministry of Diaspora of the Republic of Armenia,
a large-scale protest action would be held in front of the Embassy of
Azerbaijan. As was informed by the Department of Armenian Communities
of Europe of the Ministry of Diaspora of the Republic of Armenia,
the Armenians worldwide, as well as the Armenians, living in France,
have not accepted the fact of the Azerbaijan-Hungary deal and continue
organizing their events expressing their indignation and disagreement.

The rally, which will be held by the initiative of the Coordination
Council of Armenian Organisations of France (CCAF), will be joined by
the population of Lion, Marseilles and other cities. The territorial
structures of Lion and Marseilles provided the participants of the
protest action with transport to get to Paris. Posters are being
prepared.

Yerevan Municipality To Decide Over Incomplete Buildings

YEREVAN MUNICIPALITY TO DECIDE OVER INCOMPLETE BUILDINGS

In near future Yerevan municipality will try to decide the fate
of a number of incomplete buildings like for instance Dvin hotel,
former Sevan hotel, Youth Chamber, Sasuntsi Davit square where the
construction works have stopped for many years, Yerevan chief architect
Narek Sargsyan told the reporters on Friday.

“These territories create rather serious issues for the citizens and
for us. The unfinished buildings first of all distort the architectural
appearance of the city, create ecological issues because of dust,”
he said.

The chief architect stressed the municipality in collaboration with
the government carried out an inventory as well as met with the owners
of the territories.

“We have warned them that they should present investment programs for
the construction and sign new and clear agreements on the timeframe
of the construction,” he said.

Narek Sargsyan also warned that if agreements will not be signed the
municipality will act in accordance with its authorities.

“We may apply to the Government and recognize the territories as
priorities,” he said, adding that there are many such territories
in Yerevan.

YEREVAN, September 14. /ARKA/. Armenia’s President Serzh Sargsyan
congratulated Friday Prime Minister of the Russian Federation Dmitry
Medvedev on his birthday.

In his letter Mr. Sargsyan wrote that the Armenians highly commend
Medvedev’s personal contribution to strengthening the long-lasting
friendship and bilateral relations, which are developing today on
the ground of strategic partnership and allied cooperation. Armenia
and Russia can be proud of the progress reached in the bilateral
cooperation

Mr. Sargsyan also expressed his gratitude to Mr. Medvedev for his
efforts in seeking for a peaceful settlement of Nagorno-Karabakh
conflict.

“I believe as we continue our intensive contacts at all levels, we will
foster the implementation of our agreements to further strengthen and
develop the Armenian-Russian allied relations,” Mr. President wrote
in a letter.

“Dear Dmitry Anatolyevich! I sincerely congratulate you and wish you
further accomplishments,” resumed Mr. Sargsyan.

Pardoning and glorification of Azerbaijani murderer Ramil Safarov
is a strategic mistake of Azerbaijani President Ilham Aliyev from
both moral and political point of view, Gareth Jenkins, expert in
recruitment technology and online systems integration, said in an
interview with the Romanian Daily Adevarul.

He said that Aliyev’s decree has created a negative image of
Azerbaijanis in the eyes of the world community.

“World community considers Azerbaijan as a country promoting ethnic
crimes. I think that no one doubts that Safarov was pardoned and
promoted to higher rank just for killing an Armenian. He did it in
peacetime and viciously. Aliyev’s statement that Safarov did a service
to the Azerbaijani people is insulating first of all for Azerbaijanis,”
the expert said.

He thinks that military actions are unlikely to resume in the Karabakh
conflict zone, because Azerbaijan needs first of all peace to develop
its oil industry. Jenkins is sure that Armenians and Azerbaijanis
will become witnesses of the final resolution of the Karabakh conflict
after several generations.

disaster was opened in the Armenian Genocide Museum today.

Documents, photos, postcards concerning the life of the Armenians
of Smyrna as well as unique photos, papers from the AGMI collection
which present the fire of Smyrna, one of the major sea ports of Asia
Minor and Kemalist massacres of tens of thousands of Armenians and
Greeks in September, 1922, are on display.

YEREVAN. – The “Days of Individual Performers” concert series was
held in Armenia, between August 17 and Thursday, and along the lines
of the Diaspora Ministry’s “My Armenia” Festival.

A wonderful opportunity was created for the classical and jazz
music lovers to enjoy the performances by those Armenian musicians
who have become established and achieved fame-as musicians-abroad,
the Ministry press service informs.

And 22-year-old Canadian-Armenian pianist Suren Barry concluded the
concert series. To note, Barry is considered a virtuoso performer
ever since the age of twelve. He is the recipient of many awards and
certificates from numerous renowned competitions and international
festivals.

Suren Barry performed in Armenia for the first time, and the local
audience was watching and listening to his musical renditions with
admiration.

At the end of the solo concert, “My Armenia” Festival Director Samvel
Haroyan presented the Diaspora Ministry’s certificate to Suren Barry.

ARMENIA’S Minister of Foreign Affairs, Eduard Nalbandyan, has arrived
on an official two-day visit to the island.

The Armenian diplomat was yesterday received by President Demetris
Christofias at the Presidential Palace.

Today Nalbandyan will attend a reception hosted by the Armenian
ambassador to Nicosia on the occasion of the 21st anniversary of
Armenian independence. He is also scheduled to meet his Cypriot
counterpart Erato Kozakou-Marcoullis and House Speaker Yiannakis
Omirou.

disadvantaged homeless families in one of the city’s outskirts to
deliver them aid from US-Armenian benefactors.

The organization has provided video materials telling about four
families that live in temporary shelters. The footages show the degree
of poverty and permissiveness dominating the second largest city.

YEREVAN, SEPTEMBER 14, ARMENPRESS: The official visit of the Minister
of the Foreign Affairs of the Republic of Armenia Eduard Nalbandyan
to the Republic of Cyprus presiding in the European Union was launched.

Right after the arrival to Nicosia on September 13 Eduard Nalbandyan
was received by the President of the Republic of Cyprus Demetris
Christofias

Expressing his gratitude for the reception, the Minister Nalbandyan
passed the President of Cyprus the greetings and good wishes from
the Armenian President Serzh Sargsyan and stated that the Armenian
President remembered with certain warmness his visits to Cyprus
in 2011.

The President of Cyprus and the Armenian Foreign Affairs Minister
stated with satisfaction that during the recent years the ties between
the two countries had been considerably intensified and that with joint
efforts the bilateral relations had been raised to a new qualitative
level and they were ready to strengthen and deepen them more. The
interlocutors expressed the same opinion that the Armenian-Cyprian
relations might be qualified as exemplary for their high-level mutual
understanding and trust.

The President Demetris Christofias presented the current situation
of the regulation process of the Cyprian issue in details. Eduard
Nalbandyan stated that Armenia highly evaluates the constructive
approach and the initiatives of the Republic of Cyprus directed to
the settlement of the Cyprian issue and was sorry that the Turkish
party did not react on these initiatives properly. In this context
the Minister Nalbandyan highlighted the joint declaration in the
framework of the state visit of the Armenian President in 2011 to
Nicosia, which provided for mutual assistance in the approaches on
the settlement of the Cyprian and Artsakh issues.

The President Christofias informed the Armenian Minister about the
steps implemented to liquidate the consequences of the European
zone crisis.

In the context of the Cyprian presiding in the European Union
the interlocutors made a reference to the Armenia-European Union
cooperation, negotiations on the EU Association Agreement, facilitation
process of the entrance patent regime and the negotiations of the
agreement on deep and comprehensive free trade zone.

Armenia’s Foreign Ministry head presented to Cyprus President the
current situation conditioned by assassin Safarov release resulted
by Hungarian- Azerbaijani deal, high estimating in that context the
unanimous and unequivocal response by the international community.

Cyprus President asked to convey his greetings as well as best washings
to Armenia’s President and the people in connection with the 21st
anniversary. On the same day Edward Nalbandyan participated in the
reception launched in Nicosia Hilton Park Hotel in connection with
the 21st anniversary of Armenia’s independence and 20th anniversary
of the establishment of diplomatic relations, where the head of Cyprus
Parliament, Foreign Affair Minister, Cyprus Government and Parliament
MPs, Nicosia accredited ambassadors , Cyprus accredited community
were present. Welcoming the participants of Armenia’s national holiday
reception, Minister Nalbandyan came forth with a statement:

” I am particularly happy to underscore that we are celebrating
Armenia- Cyprus diplomatic relations 20th anniversary jointly with
Armenia’s independence holiday . Armenia- Cyprus inter-parliamentary
relations have got specific content and quality due to the close
historical ties between our countries: current year we are celebrating
the 20th anniversary of establishment of diplomatic relations between
our countries.

We have got more than twenty signed agreements in investment,
education, culture, health, agriculture, tourism, civil aviation and
defense spheres, which serve a strong ground for realization of joint
programs. There is an effective cooperation between the two parliaments
thanks to the Armenian-Cypriot parliamentary committee.The result
of the twenty years is our joint achievement. On current moment we
have got strong will to open new horizons for our bilateral friendly
cooperation.

The restoration of Armenian statehood is Armenia’s century-old dream;
our nation has survived through the many trials to achieve its goal.

This is the achievement of our nation. I want to thank all the present
people for partaking in the ceremony combining the two events, 20th
anniversary of establishment Armenia- Cyprus diplomatic relations
and 21st anniversary of Armenia’s independence. Cyprus President In
his turn welcomed and congratulated the participants of the ceremony.

There Is No Ground To Compare Safarov’s Case With That Of Varoujan G

There is no ground to compare Safarov’s case with that of Varoujan Garabedian

In continuation of analyzing the so called Safarov Case “1in.am news
& Analyses” has conducted several exclusive interviews with renowned
international experts on South Caucasus. One of our recent interviews
was with EPC Policy analyst Amanda Paul. In her interview, Ms. Paul
compared Safarov’s case with that of Varoujan Garabedian. In order
to clarify how proper the comparison was, we decided to conduct an
interview with Ara Papian, former Ambassador of Armenia in Canada,
now the head of “Modus Vivendi” Centre and is very familiar with
both cases.

What was your first reaction when you heard about Ramil Safarov’s
extradition by Hungary?

First I was surprised as I didn’t expect Hungary do that, because
there were lots of promises about not sending him back to Azerbaijan.

Secondly I was outraged, because it was violation of not only domestic
law in Hungary and Azerbaijan but also of international law. I was
in deep frustration because I saw that unfortunately money can solve
problems even on international level. But it is the reality and we
have to draw some conclusions from this. We need to understand that
we have to be tougher in our foreign policy in order to protect our
country’s interest.

How would you evaluate the international reaction on Hungary’s decision
and later Safarov’s pardon by Azerbaijan?

The verbal reaction of many countries and international organizations
is quite strong actually, but we have to see also the deeds; will there
be any sanctions against Azerbaijan or will it be limited to just the
oral protests? From the Azerbaijani side, I am not surprised as it is
not the first time. We have to remember the reaction of Azerbaijan
in December 1988, after the devastating earthquake in Armenia when
they were dancing in the streets. Because I am in a way a historian,
I do know history very well and I can say that usually people do not
change their behavior during the centuries.

Unfortunately the Soviet years were very short period to change Azeri,
Turkish behavior. It is normal for them, but it is not normal for
the humanity.

Don’t you think that strategically it was a surprising move by
Aliyev, as it was obvious that pardoning a murderer is not going to
be favorable for his own country?

It did in way harm the image of Azerbaijan. For me, Aliyev made his
calculation according to the presidential elections which are to
be held in Azerbaijan next year. It seems that Aliyev’s position is
no so strong in domestic politics and with this action he wants to
grab more nationalistic votes of their society. He is moving to the
nationalistic part of the Azerbaijani society and he just ignores
the international reaction.

Few days ago I conducted an interview with EPC Policy Analyst,
journalist Amanda Paul, who publishes articles in Zaman and other
newspapers. In her interview, when talking about Safarov’s case, Ms.

Paul compared Safarov with Varoujan Garabedian, saying that because
back than EU had virtually no role in the region, Garabedian’s case
drew little attention. What do you think about this and do you think
it is right to compare these two cases together?

You see, these cases are absolutely different in their essence. First
of all Varoujan Garabedian was not an Armenian citizen, he was not
an officer of the Armenian Army sent to NATO “Partnership for Peace”
program. And legal status of Varoujan Garabedian and Safarov are
different too. Safarov in a way represents the country, because he
is the army officer of the Azerbaijani army. But the main difference
is that Varoujan Garabedian was pardoned after staying in jail for
17 years and he was freed by French court. Safarov was not freed
or pardoned by Hungarian court. He was extradited to Azerbaijan to
continue his sentence and at least for 25 years stay in the Azerbaijani
jail. There was a written confirmation from the Azerbaijani side that
this would happen. So there is a big difference.

When Garabedian came to Armenia, he was already a free man. He was
punished for what he did, he was sentenced, he stayed in jail and he
was freed by the court and came to Armenia as a free person. This
means that everybody could meet him. Anyway he was not met as a
hero in Armenia as in Safarov’s case. I remember that only the Prime
Minster once met Varoujan Garabedian and that’s all. Safarov was sent
to continue his sentence in jail; he was met by Aliyev, which was a
violation of domestic law as well as of international law. And he was
not only pardoned, he was rehabilitated, which means he was given the
salary for 7 years, he got the major rank, which means that this is
not just a violation of laws, but also Aliyev was sending a message to
the Hungarian court, saying. “Your decision, your verdict was wrong”.

There is no ground to compare these two cases.

Mr. Papian, what do you think Armenia’s next step should be? How
should Armenia act towards the European Union after this?

I do not think that this has anything to do with EU because Hungary
did what she did by violating European values. But this mustn’t be
excuse for some people to blame European values or EU. We have to
continue to cooperate with them and this is mutually beneficial both
for us and EU. We have to be tougher than we are, we need to show the
different mediators, like EU or Russia and the USA that they need to
be tougher against Azerbaijan, and they mustn’t close their eyes at
what Aliyev is doing. It is clear that all this is because of the oil.

Let’s suppose that Azerbaijan had no oil, I am quite sure that the
independence of NKR would be easily recognized years before. The
main reason is that everybody needs Azeri oil and natural gas and
then they are playing all this resources against Russia because they
want to be more independent from Russian supplies. In this case human
rights are becoming a secondary issue. We want to see European values
as more important than the resources and money.

Several experts in Armenia have expressed the idea that the Armenian
government should recognize the NKR independence now. What is your
opinion about that?

No I don’t think so, because I consider Nagorno Karabakh as part
of Armenia. It is part of Armenia according to our constitution,
because our constitution is based on the declaration of independence
which has reference to the decision of December 1989. The facto we
have unification. The inhabitants of Nagorno Karabakh are holders of
Armenian passports, they are part of our economic territory, our money
is in circulation there, and their officials are coming to Armenia
and becoming prime ministers, later presidents and so on. This is
the reality. For 20 years Nagorno Karabakh has been part of Armenia
and there is no reason for recognition of independence.

If you recognize Nagorno Karabakh as an independent state, you have
to recognize the separation from Armenia. We just need to declare
the presidential elections of the so-called NKR as the last elections.

Nagorno Karabakh after that should be part of Armenia as it was already
recognized by the international community. I want to stress that it
is very strange that people, experts, politicians deny the legacy of
Stalin all over the world, but they want to keep this Stalin legacy
in South Caucasus, which is unacceptable. By the decision of Paris
conference of February 24, 1920, Karabakh was recognized as part
of Armenia. But there is no international legal document which says
that Nagorno Karabakh is part of Azerbaijan. This is the reality and
we need to talk more and more about this. Our mistake was that when
signing the ceasefire we agreed to compromise because we thought that
if we compromise, Azerbaijan will also do the same. But it will not.

For the sake of peace we were ready to renounce our right over some
parts of Lower Karabakh, but we will never agree to give even an inch
of the territory that is now under Armenia’s control.
