YEREVAN, October 4. / ARKA /. The Armenian government approved today
an intergovernmental agreement on economic cooperation with Argentina.

“This agreement will facilitate the expansion of trade and economic
cooperation between the two countries,” economy minister Tigran
Davtyan said at a recurrent government session.

According to the draft agreement, the parties commit to promote
the expansion and diversification of mutually beneficial economic
relations, in particular by stimulating economic cooperation
activities, creation and expansion of business contacts and expansion
of bilateral investments. -0-

Minister of Foreign Affairs Eduard Nalbandyan denied that his
Mercedes-Benz S-Class was a present from a German during a conversation
with yesterday and assured that it cost $40-45 thousand
and not ~@100-300 thousand.

Let us remind that the issue of the Foreign Minister’s luxurious car
was raised by the Armenian National Congress (ANC) MP Nikol Pashinyan.

Mr. Pashinyan said regarding the minister’s denial during a
conversation with us today, “I am a member of the National Assembly,
I have participated in the meeting of the foreign relations committee,
I asked an official question during a joint meeting of the committee on

finance and budget, I got an official answer. The representative of the
deputy minister was sitting right behind me, Shavarsh Kocharyan applied
to him, the woman answered that it was a present from a German. Now,
I don’t care what Eduard Nalbandyan said in other places, I care
about the information I have from official sources.”

The Foreign Minister also said that there were shameless speculations
about his car. In Nikol Pashinyan’s words, “I suggest that Eduard
Nalbandyan use the word ‘shameless’ more carefully.”

As for the price of the car, Nikol Pashinyan said that he had made
a statement for journalists that day and he stuck to his words.

Finally, Nikol Pashinyan added, “Let the Foreign Minister give
explanation why the Republic of Armenia didn’t have an ambassador in
Hungary at the climax of negotiations on Safarov’s extradition.”

Les tirs d’obus a partir de la Syrie qui ont tue mercredi cinq
civils turcs dans une localite frontalière du sud-est de la Turquie
constituent un “incident très grave”, a estime le vice-Premier ministre
turc Besir Atalay.

Il s’agit d’un “incident très grave qui depasse les bornes”, a
declare M. Atalay dans des declarations retransmises par les chaînes
de television turques.

“Cinq personnes ont ete tuees, une mère et ses quatre enfants. Il y
a aussi neuf blesses”, a declare a la television Abdulhakim Ayhan,
le maire du village d’Akcakale, situe a la frontière syrienne.

Le chef de la diplomatie turque Ahmet Davutoglu a convoque une reunion
d’urgence au ministère des Affaires etrangères et le Premier ministre
Recep Tayyip Erdogan a reuni ses conseillers pour, selon une source
informee, etudier une eventuelle riposte turque.

L’incident de mercredi est le plus grave entre la Turquie et la Syrie
depuis la destruction d’un avion militaire turc par un missile syrien
en juin.

19 183 bebes sont nes au cours des sept derniers mois tandis que leur
nombre etait de 19 995 dans la meme periode l’annee dernière selon
le Service National de la Statistique.

En meme temps, 14 877 personnes sont mortes de janvier a juillet 2012
contre 14 676 l’annee dernière.

Les principales cause de mortalite sont les maladies de coeur
enregistrant 7351 cas par opposition a 7163 cas l’annee dernière ;
le cancer pour 2850 cas contre 2715 cas en 2011 ; les accidents,
empoisonnement et les blessures pour 640 cas contre 627 l’annee
dernière ; les maladies du système digestif pour 981 cas contre 951
cas l’annee dernière.

Selon les donnees du Service, les maladies infectieuses ont cause la
mort de 150 personnes.

Catholicos de Tous les Armeniens, le Departement des Publications du
Saint Siège d’Etchmiadzin a publie les livres ” le Calendrier Illustre
” et ” la Symphonie Arcadian ” par Andre Jhidi.

Pour le Calendrier Illustre, le programme de television ” la
Bible d’enfant ” produit par la chaîne Shoghakat du Saint Siège
d’Etchmiadzin, a servi comme base pour la publication. Le livre
pourvoira aux enfants des informations sur les differentes fetes
religieuses de l’Eglise, les traditions de l’Eglise aussi bien que
des traditions culturelles connectees aux traditions de l’Eglise.

Les images employees dans le livre sont prises d’anciens livres et
ont ete creees par des artistes pendant des centaines d’annees et
ornent les monastères armeniens. Dans ” le Calendrier Illustre “,
le calendrier va jusqu’en 2021.

À la fin de la dernière decennie du 19 ème siècle et au commencement
de la première moitie du 20 ème siècle, la ” Symphonie Arcadian ”
du celèbre poète francais Andre Jhidi a ete traduit du francais en
armenien par Pargev Shahbazian. La nouvelle edition de ce livre a
ete patronnee par Son Eminence l’Archeveque Yeznik Petrossian.

Les relations entre les Etats-unis et la Hongrie ont ete serieusement
affectees par la decision hongroise d’extrader vers l’Azerbaïdjan
l’officier azeri Ramil Safarov qui avait tue un officier armenien en
2004 a Budapest dans le cadre d’un stage de l’Otan, si l’on en croit
certaines declarations emanant du gouvernement hongrois lui-meme.

Zsolt Nemeth, secretaire d’Etat au ministère hongrois des affaires
etrangères, a ainsi reconnu “un serieux deficit de confiance mutuelle”
dans les relations avec les Etats-Unis dans un entretien publie dans
l’edition du 4 octobre du quotidien hongrois “Nepszabadsag” et cite par
l’agence de presse hongroise MTI. Le diplomate hongrois a attribue ce
froid entre les deux allies de l’Otan a un “malentendu fondamental”
concernant cette affaire. Un representant de l’administration
americaine avait declare quelques jours avant sur les ondes de la
radio RFE/RL que le Departement d’Etat americain continuait a exprimer
son “desaccord et sa deception” concernant l’extradition le 31 août
dernier par la Hongrie de Ramil Safarov vers l’Azerbaïdjan et le
pardon qui lui avait ete aussitôt accorde par le president Aliev. Le
Secretaire d’Etat adjoint Philip Gordon avait indique que Washington
“n’est pas convaincu” par les explications officielles fournies tant
par Budapest que par Bakou.

Cette extradition a ete aussi critique par nombre de membres
du Congrès americain generalement connus pour leurs positions
favorables a l’Armenied. L’un d’entre eux, le senatur Robert Menendez,
a ainsi declare le 6 septembre que le gouvernement hongrois “doit
desormais reclamer le retour de Safarov pour qu’il execute la sentence
d’emprisonnement a perpetuite ” qu’avait prononcee a son encontre la
justice hongroise a l’issue du procès du meurtrier azeri en 2006. Les
critiques americaines soulignent que l’affaire Safarov a porte un
coup sevère aux efforts internationaux visat a trouver un règlement
au conflit du Haut-Karabagh. D’ailleurs, les diplomates americain,
russe et francais qui copresident le Groupe de Minsk de l’OSCE en
charge de ce conflit avaient fait etat des “dommages” causes par cette
affaire au processus de paix du Karabagh dans une recente declaration
commune par laquelle ils denoncaient la liberation du tueur a la hache.

Les mediateurs avaient prevus d’organiser de nouveaux pourparlers
entre les ministres des affaires etrangères d’Armenie et d’Azerbaïdjan
a New York en marge de l’Assemblee generale des Nations unies ;
la partie armenienne aurait refuse de prendre part a de telles
discussions en signe de protestation contre le traitement reserve
par le president Aliev a R. Safarov, accueilli en heros national a
son arrivee a Bakou. Les deux ministres ont donc eu des entretiens,
mais separes, avec les mediateurs internationaux. La situation ne
rique pas d’evoluer, si l’on en juge a la position affichee par le
gouvernement hongrois, qui persiste a vouloir justifier sa decision
d’extrader le criminel azeri.

Le premier minister hongrois Victor Orban, deja critique pour sa
derive autoritaire par ses pairs europeens, a justifie dernièrement
l’extradition de Safarov, en affirmant que cette decision etait
conforme au droit et benefique pour la Hongrie. Restant sur une
meme ligne de defense, selon laquelle il aurait ete trompe par
l’Azerbaïdjan qui lui aurait donne les garanties d’un maintien en
prison de Safarov dans son pays d’origine, le gouvernement hongrois
s’emploie par ailleurs a dissiper les tensions avec l’Armenie, qui
avait aussitôt suspendu ses relations diplomatiques avec Budapest. La
Hongrie a ainsi appele une nouvelle fois l’Armenie a revenir sur une
decision qui ” ne serait pas dans son interet ” et a retablir les
relations avec Budapest.

Si l’affaire Safaro affecte les relations entre la Hongrie et les
Etats-Unis, les partenaires europeens de la Hongrie ont semble vouloir
la menager dans cette affaire, en cautionnant la version officielle de
l’extradition fournie par Budapest. Contrairement a la Russie ou aux
Etats-Unis, l’UE n’a pas fait porter sur la Hongrie la respons abilite
de cette affaire. Pourtant, côte armenien, on persiste a affirmer
que le gouvernement de Viktor Orban savait pertinemment que Safarov
retrouverait la liberte a son retour en Azerbaïdjan, un ” accord secret
” ayant ete conclu entre Budapest et Bakou au debut de l’annee en ce
sens. M. Nemeth dement bien sûr dans l’entretien paru dans la presse
une telle version des faits, assurant que son gouvernement n’a “recu
aucune compensation directe de quelque nature que ce soit” de la
part de Bakou en echange de l’extradition de Safarov. Le diplomate
hongrois souligne aussi que Budapest deploiera “tous ses efforts”
pour normaliser les relations avec l’Armenie et il a bon espoir que
ces efforts seront recompenses dans les prochains mois.

Le ministère hongrois des affaires etrangères avait appele Erevan
a retablir ses relations diplomatiques “sans condition prealable”
dans une note adressee aux autorites armeniennes le 1er octobre. Le
ministère armenien des affaires etrangères avait rejete cette offre,
en ajoutant que l’Armenie attendait des “mesures concrètes et claires”
de Budapest, sans preciser la teneur de telles mesures. Un representant
du ministère hongrois avait rejete le 3 octobre les “preconditions
armeniennes”.

As new power balances are being set in the environment surrounding
Turkey, we are in the serious throes of the current chaotic process.

On the one hand, it is hard to predict where the multidimensional
instabilities caused by the human tragedy in Syria will lead, and
on the other, the risks of a regional crisis as shaped primarily by
this tragedy are gradually increasing. Turkey has started to see its
citizens die because of cross-border mortar attacks, and it has to
exert its best efforts to minimize the potential damage this crisis
might cause it.

Turkey’s relations with Baghdad and Tehran are on a rapid path to
decay largely because of the Syrian crisis. And with a relatively
pro-Russian politician coming to power in Georgia, with which it has
enjoyed smooth relations so far, there is the risk of Turkey losing its
potential to further its ties with Georgia. Much has been written or
said about the changes and tension that the unfavorable developments
triggered by the Syrian crisis have caused in our relations with our
neighbors. Yet, Syria and the Middle East are not the only country
and region that Turkey should keep a watchful eye on.

Turkey is not only wasting a significant portion of its energy dealing
with the Syrian and Middle Eastern crises, but it also faces the risk
of failing to show due concern to the regions near its borders which
closely concern its interests and future. One, and perhaps the most
important, of these regions is certainly the Caucasus.

While visiting Baku to attend the second gathering of the Baku
International Humanitarian Forum, co-chaired by Azerbaijani President
Ilham Aliyev and Russian President Vladimir Putin, on Oct. 4-5, I felt
the need to have a cursory look at the developments in the region. I
can state in advance that the state of the developments that closely
relate to the stability of the Caucasus is very bleak. In particular,
Azerbaijan, with which we entertain such friendly relations that
we tend to refer to both nations as a “single nation, two states,”
increasingly faces the risk of being sandwiched by two dominant
regional powers due to the West’s indifference. Azerbaijan is
squeezed by Iran, which now officially maintains a hostile attitude
toward Azerbaijan, and Russia, which is trying to expand its sphere of
influence south. Moreover, between Azerbaijan and Turkey lies Armenia,
which acts in line with the Kremlin’s policies. Accordingly, we may
argue that there is the risk of Azerbaijan finding itself making
unfavorable alignments with regional powers in the near future in an
effort to get rid of this sense of getting squeezed.

As is known, the Kremlin has been consciously backing the deadlock
of the Nagorno-Karabakh issue for 22 years to block Azerbaijan’s
access to the West via Turkey. On the other hand, Russia is on the
brink of becoming the sole dominant power in the Caucasus once again,
particularly in the wake of the war between Russia and Georgia in 2008
and after a pro-Russian candidate won the presidential election in
Georgia. The foregoing matters deserve close attention as they closely
relate to the region’s future. It is no secret that Iran nurtures
hostile feelings towards Azerbaijan despite the 700-kilometer-long
border between the two countries and the fact that Iran’s Azeri
population comprises 30 percent of its total population. This same
Iran’s friendly ties with both Armenia and Russia can hardly be seen
as beneficial to either Turkey or Azerbaijan.

As my dear friend Joshua Walker pointed out in an article that appeared
in Caucasus International journal, Azerbaijan has tried to pursue
a policy of balance among the conflicting interests of its powerful
neighbors such as Russia, Iran and Turkey since its independence. With
its own national interests naturally added to the mix, the situation
has become all the more inextricable. And Turkey has failed to show
due attention to Azerbaijan perhaps because it has prioritized its
interests with Iran and Russia, with which it had good relations
until very recently. It is obvious that Azerbaijan feels the need to
partner with a non-regional power. Having tried to satisfy its need
by getting abnormally closer to Israel, Baku has become the third
capital to feel the heat from tensions between Iran and Israel most
strongly after Tehran and Tel Aviv. It is no coincidence that Baku
is another capital like New Delhi, Bangkok and Tbilisi in which Iran
and pro-Iranian terrorist organizations have attempted to assassinate
Israeli diplomats.

Azerbaijan has drawn so close to Israel that its arms purchases from
this country have reached the $1.6 billion mark, and the closer it
gets to Israel, the more Iran’s dislike for Baku grows. In addition
to arms imports, Israel ranks second in Azerbaijan’s exports and
fourth in its overall trade volume. As Iran grew more aggressive
with regard to the Caspian Sea, over which five littoral countries
failed to reach an agreement, the arms that Azerbaijan ordered from
Israel now include anti-ship missiles. Though Iran has officially
started to perceive Azerbaijan as an enemy because of its influence
over the 25 million Azeris living in Iran as well as the recent
Azerbaijani-Israeli rapprochement, it is Azerbaijan that feels the
greatest threat from Iran’s quest to develop long-range missiles and
nuclear weapons and other weapons of mass destruction. Furthermore,
Azerbaijan lacks NATO’s missile shield, which is currently available
to Turkey against Iranian missiles.

But Iran is not the greatest threat to Azerbaijan. The ruthlessness
with which Russia invaded part of Georgia’s territories in order to
protect its hegemonic interests in the region in 2008 is a risk and
threat that Baku must always keep an eye on. Azerbaijan knows full
well that when it makes its move to reclaim the Azerbaijani territory
occupied by Armenia after growing stronger thanks to the revenue
coming from its rich energy resources, Russia will be there to oppose
it. The increased activity of Russian warplanes in Armenian airspace is
perceived by Baku from this perspective. Russia’s increasing influence
over the Caucasus is making the region more dangerous and less stable
for Azerbaijan. And this influences Azerbaijan in diverting significant
funds that would normally be spent for social and economic welfare
to armament. It is known that Azerbaijan’s defense budget skyrocketed
by 89 percent between 2010 and 2011.

As noted by Walker, it is essential that the West recognize at once
the gravity of the emerging circumstances in the region and stop
seeing Azerbaijan just as a source of oil and natural gas. Indeed,
Azerbaijan’s geopolitical importance with regards to regional power
balances is far greater than its energy resources. But what should the
West do? Of course, they must do whatever is needed to ensure that
Armenia puts an end to its occupation of 20 percent of Azerbaijan’s
territory. They must exert all sorts of pressure on Armenia and its
supporters to make them stop this unfair occupation that drove hundreds
of thousands of people from their homes. Or to state it more directly,
they must ensure that Azerbaijan establishes its sovereignty over its
86,600 square meters of land as defined by the UN in 1992, so as to
include Nagorno-Karabakh as well.

It is very likely that this will prove to be a big favor to the
Armenians as well. Thanks to peace that will be established by
the return of Nagorno-Karabakh and the occupied Azerbaijani lands,
Armenia will be able to end its ongoing regional isolation. In this
way, Armenia will be able to end the necessity of securing foreign
loans, which have amounted to 72 percent of the national income, as
well as put a stop to the massive migrations from the country. Why not?

site was held today. It has been created within “Ordinary Genocide”
project implemented by the Public Relations and Information Center
of the Armenian President’s Staff.

Project Manager of “Ordinary Genocide” Marina Grigoryan said today
that the site responds to Azerbaijan’s distortions and frauds in the
language of facts, Mediamax reports.

“The site features an archive of documents, investigation and
legal cases, photos and videos, witnesses’ evidences, assessments
of international organizations and experts on the genocide of the
Armenian people, ethnic cleansings and forced deportation throughout
Soviet Azerbaijan and Artsakh in 1987-1992”, said Marina Grigoryan.

According to her, the site bears a historical character and presents
the events based on bare facts and all the material represented
“have been scrupulously checked”.

“While collecting the archive materials, we made sensational
discoveries which dispel the Azerbaijani myths propagated over years.

For instance, we found photos which depict how Azerbaijanis even killed
children during the Sumgait massacre”, noted the Project Manager.

The site which is useful for scientist-researchers and media
representatives is multi-lingual. “A number of historical materials,
articles and films have been translated into Russian, English,
French and the process is still underway. The site will be updated
on a regular basis”, noted Marina Grigoryan calling on those who have
exclusive materials to respond.

She also informed that they are going to publish and republish several
books and translate the films into various languages on the threshold
of the 25th anniversary of the Sumgait events.

Alexander Iskandaryan thinks that the money laundering accusation
against former Armenian Foreign Minister Vardan Oskanian is not a
show but a real political struggle.

“Oskanian is the second person in the PAP and this party may be
the main rival of the RPA in upcoming elections”, said Alexander
Iskandaryan.

According to him, political struggle uses any possible methods. “In
some cases, political forces struggle with Kalashnikov guns, pressures
of various kind and in some others- through non-independent judicial
system”, he said.

According to the political scientist, if the PAP candidate has about
40% of votes in upcoming presidential elections, the party may have
serious political claims after the elections.

“The recent developments around the figure of the former Foreign
Minister bear witness to marked political subtext”, said the political
scientist.

During the sixth Pan-Armenian Forum of Journalists, head of `Yerkir
Media’ news department Gegham Manukyan said that turkish media must
not be a base for us.

`On September 17, this year, turkish `Hyuriette’ published an article
about the visit of the Pope, mainly noting that the Christian
community was unhappy with that visit and there were some quotations
in the article as well. However, as we were able to find out from one
of the authors of quotes, he had not said such a thing. And he will
give the denying text later on’, said Gegham Manukyan and added that
while they were finding out the truth behind that article, some media
representatives, such as news.am and tert.am had already published it.

`I had to call as ask them to remove that news. So, what happens is,
our media posts false news quoting turkish media’.

Manukyan believes that Armenian media has become a sponge of turkish
and azerbaijani media: they gather turkish and azerbaijani news and
return to news field.

`Turkish media is some administrative center speaker, so why should we
copy them out? You will not find any turkish paper today, which writes
anything about Oskanyan’, said he and added that azerbaijani media
sometimes becomes the second source of the news, as they have russian
translation as well.
