PanARMENIAN.Net – Russian Foreign Minister Sergei Lavrov warned on
Wednesday, Oct 10, that the use of force against Tehran would spell
the end of the negotiating process on Iran’s nuclear program, RIA
Novosti reported.

“Time and again we hear threats that if there is no progress on Iran’s
nuclear program only one option will remain – the use of force. We
hope that will never happen,” he said. “This is a straight path to
undermining the efforts to resolve all outstanding issues.”

The most important thing today is to focus on the work of the “five
plus one” group, the minister said, adding there was hope for “a way
out of the impasse.”

Iran’s envoy to Moscow Seyyed Mahmoud-Reza Sajjadi last Monday
reaffirmed Tehran’s readiness to hold talks with the six major world
powers (P5+1). He added, however, that a precondition was that the
West should abandon its hostile position toward the Islamic Republic.

The United States, Israel and some of their allies accuse Iran of
pursuing non-civilian objectives in its nuclear energy program. Iran
rejects the allegations, arguing that it is entitled to develop and
acquire nuclear technology for peaceful purposes.

YEREVAN. – Azerbaijan will not take single step in connection with
the operation of Nagorno-Karabakh Republic capital city’s Stepanakert
Airport, unless, of course, Azerbaijani president Ilham Aliyev has lost
his mind, Giro Manoyan, Director of the International Secretariat of
the Armenia’s opposition ARF Dashnaktsutyun Party Bureau and Head of
the Armenian Cause Office, said during a press conference on Wednesday.

“Some threats are being made, but there is an agreement that the
airport must open. Today, Azerbaijan and Turkey are attempting to blame
Armenia for the situation created as a result of the Azerbaijan-Hungary
arrangement, by linking it [that is, the situation] to the airport,”
Manoyan stated, and stressed that the airport will operate as normal
and Azerbaijan cannot do anything about it.

He noted that the information, according to which Turkey could close
its airspace to Armenia, is inaccurate and yet another threat.

As to the reason why the Stepanakert Airport’s first flight is being
delayed, Kiro Manoyan said he believes this is due to purely technical
reasons. In his words, the airport’s opening is a contributing factor
to the settlement of the Nagorno-Karabakh conflict.

Chairman of the Coordination Council of the Azerbaijani community
of Nagorno-Karabakh expressed his attitude to misinformation spread
by Armenia.

“Armenia, as always, continues its provocative and disinformation
policy. We reiterate that neither Armenia nor the separatist regime
of Nagorno-Karabakh have the right to use the airport in Khojaly.

Nagorno-Karabakh and surrounding areas are the territory of Azerbaijan
and all the international organizations – the UN, OSCE, Council of
Europe, including the European Parliament, recognize the territorial
integrity of Azerbaijan “, Akbarov said.

According to him, in accordance with amendments made on May 10, 1984
(based on the Chicago Convention of 7 December 1944) and ratified by
the Armenian parliament on the basis of Article of the Convention 3
Bis, Azerbaijan may require landing of the aircraft illegally flying
over its territory. In the case of non-compliance with regard to
the landing of the aircraft other measures, including the methods of
physical termination, may be applied.

“We call on Armenia to give up these provocative steps. Such actions
only delay the negotiation process and cause the destabilization of
the political situation, not only between the two countries, but also
in the whole region. If Armenia ignores international law and takes
this step, Azerbaijan, using international law recognized by the world
community, will not tolerate violations of air space”, Akbarov said.

Military expert David Jamalyan says Azerbaijan’s and Turkey’s reaction
was predictable following the operation of the Stepanakert Airport.

“I do not think that Azerbaijan will turn its threats [of downing
civil airplanes and blocking its airspace] into action,” he said
adding that the threats are mainly of psychological nature.

“If, however, Azerbaijan decides to fulfill its threats, Armenia’s
response will be accurate and very painful,” said the military expert.

In conclusion, Mr Jamalyan says the operation of the airport and the
related threats cannot cause large-scale military actions.

of the dictatorial and instigator release of a criminal.

As “Armenpress” reports, citing Azerbaijani “Trend”, during meeting
with youth in Terter President of Azerbaijan Ilham Aliyev kept
protecting Azerbaijani politics of axe mentioning that he dose not
feel remorse for releasing Ramil Safarov who axe-murdered Armenian
officer Gourgen Margaryan.

President of Azerbaijan cynically announced the following: “It was
right to release Ramil Safarov and I would like to underline that
if I knew beforehand that Armenia and its protectors would make so
much noise about it I would again release Ramil Safarov”. Without
consideration of appraisal of international organizations of this
violation of international law and norms Aliyev declared that they did
not violate the law. In fact by this declaration Aliyev approved that
he does not care about legal and moral norms. President who released
the criminal said: “I absolutely don’t care what the Armenians say”.

Talking about the huge stream condemning Azerbaijan form international
community Aliyev said that this is a matter of politics of double
standards. Without consideration of his wrong politics and its
negative consequences Azerbaijani president, who is shaping a nation
of axe-killers, said that nothing can distract Azerbaijan from the
way they have taken.

Criminal Ramil Safarov was sentenced to life imprisonment in Hungary
with a minimum incarceration period of 30 years for murdering Armenian
army lieutenant Gurgen Margaryan with an axe. He was extradited to
Azerbaijan on August 31, 2012, where he was pardoned by Azerbaijani
president Ilham Aliyev the day he arrived to Azerbaijan.

The protocols signed in 2009 are more beneficial to Turkey and harmful
to Armenia. These protocols, signed three years ago, are in the
same state today, said the Responsible for ARF Hay Dat and political
issues Giro Manoian. According to him, the protocols are not dead,
they exist, they just are not active.

It was right not to have signed them at all. Manoian noted that the
fact that they have not been used for three years should be a ground
to abolish them. He proposed the easiest way which is the recalling
of the signature.

G.Manoian is sure that in case the protocols are ratified, Turkey
will receive much without giving anything.

According to the protocols, Turkey is supposed to restore diplomatic
relations with Armenia and remove the blockade, while none of these
provisions has been fulfilled so far. For Turkey, the protocols are
a lever to assume some role in the Karabakh issue settlement, says
Manoian. Turkey assumed it has the right to issue statements on the
Stepanakert airport which is a contradiction to the OSCE Minsk Group
co-chairs statement which informs the parties agreed on the flights.

According to Manoian, the situation will get worse if the protocols
are ratified.

Fatih Altayli, journaliste et redacteur en chef du quotidien Haberturk,
a decalre qu’il souhaitait se defaire de la propriete d’une eglise
historique, connue comme faisant partie du groupe des ” sept Eglises
” dans le village d’Yukari Bakracli de la province de Van, qu’il a
heritee de son grand-père.

Les membres de la communaute armenienne en Turquie ont rendu visite
a Fatih Altayli afin de discuter de son projet de restitution de
l’eglise dont il a herite a ses proprietaires spolies, les Armeniens.

Fatih Altayli, qui a accorde une interview a l’hebdomadaire armenien
Agos, a precise que l’eglise armenienne est placee sur une terre
appartenant a sa famille et qu’il est pret a la restituter gratuitement
soit au ministère de la Culture et du Tourisme soit a la communaute
armenienne .

Cette question est entree dans le projecteur de l’actualite après
qu’un bulletin d’informations de l’eglise ait ete publie dans le
quotidien Taraf.

Tandis que Fatih Altayli affirme qu’aucun fonctionnaire ne s’est
approche de lui a ce sujet, tant avant ou qu’après la publication
de l’article, le Bureau du Gouverneur de Van, qui a deja prepare un
projet de restauration pour l’eglise endommagee, attend de commencer
le travail necessaire des que le statut de propriete de l’eglise
sera clarifie.

La propriete de l’eglise armenienne en ruine de Fatih Altayli a
suscite un debat dans les medias sociaux, en particulier parmi les
armeniens et les liberaux. Des activistes armeniens ont commence une
campagne afin que Fatih Altayli rendre l’eglise et ont aussi organise
une protestation devant les bureaux d’Haberturk.

En repondant a l’appel des Armeniens, Fatih Altayli a declare :
” je suis vraiment pret a rendre l’eglise, mais les fonctionnaires
doivent dire quelles procedures je dois suivre. Je suis pret a donner
l’eglise au ministère ou au Patriarcat armenien d’Istanbul, quant ils
le veulent. Je n’attends pas de retour financier. Que vais-je faire
d’une eglise ? “.

Commissioning the new airport in Khankendi without mutual agreement
of the parties will harm the negotiations between Azerbaijan and
Armenia, special representative of the OSCE chairperson Andrzej
Kasprzyk said today.

“The land on which the airport Khankendi is located is Azerbaijan’s
sovereign territory,” he told media. “Therefore, in this respect much
depends on Azerbaijan’s position. Commissioning the airport without
mutual consent will not improve the situation.”

Earlier, Armenian media reported the commissioning of the airport
in Khankendi.

The action towards the commissioning of Khojaly airport in
Nagorno-Karabakh is dangerous. It violates international law and
harms the peaceful settlement of the conflict.

Earlier, the Azerbaijani Foreign Ministry urged all international
companies operating in Khojaly airport to immediately stop their
illegal activities in the occupied territories of Azerbaijan.

“Otherwise, the Azerbaijani side will take the appropriate steps,”
Azerbaijani Foreign Ministry spokesman Elman Abdullayev said earlier.

Commissioning the airport in Khankendi is an open violation of the
Convention on International Civil Aviation.

Azerbaijan has banned the use of the airspace of Nagorno-Karabakh
occupied by Armenia, as no one can guarantee a safe air corridor in
the area, the head of the Azerbaijani Civil Aviation Administration,
Arif Mammadov said earlier.

He said Armenia’s steps directed towards the operation of the airport
in Khankendi are attempts to violate international legal norms. This
air space belongs to Azerbaijan, so its use by Armenia is impossible.

The International Civil Aviation Organisation (ICAO) and the European
Civil Aviation Conference (ICAC) also support the position of
Azerbaijan on this issue.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Baku: Germany Adopts Important Document On Nagorno-Karabakh Conflict

A document on the Nagorno-Karabakh conflict was adopted during the
annual Deutschlandtag conference of the youth organisation Junge
Union under the ruling coalition of the Christian Democratic Union
and Christian Social Union in Germany, held in Berlin on Oct. 5,
2012, the Europe-Azerbaijan society told Trend.

According to the document, Armenia’s claim which gained its
independence after the collapse of the USSR in 1992 led to the
war. As a result, more than 25,000 Azerbaijanis were killed. More
than one million people became refugees and IDPs. Nagorno-Karabakh
region of Azerbaijan and the adjacent seven regions were occupied. No
international organisation recognised the self-proclaimed “Nagorno
Karabakh Republic”. Germany and the European Union have also rejected
the parliamentary elections held in Nagorno-Karabakh in 2010 as
illegal.

EU High Representative for Foreign Affairs and Security Policy
Catherine Ashton called these elections and the so-called “presidential
elections” in Nagorno-Karabakh in 2012 as a threat to a peaceful
settlement of the conflict.

According to the document, Armenia has not implemented the UN Security
Council resolutions No 822, 853, 874 and 884, requiring the withdrawal
of Armenian armed forces from the Azerbaijani territory. The UN
General Assembly supported this position in 2008.

According to the document, the Junge Union organisation urged the
German government to strengthen international efforts within the
cooperation of the OSCE, EU and the UN to resolve the Nagorno-Karabakh
conflict.

‘The Armenian government must immediately put an end to the occupation
of Nagorno-Karabakh and other Azerbaijani territories’, the document
said. “Nagorno-Karabakh is an inseparable part of Azerbaijan.

‘Azerbaijan’s territorial integrity, inviolability of its borders
and the security of those people living in the border region must be
ensured rapidly and without restrictions’.

Chairman of the Europe-Azerbaijan Society Tale Heydarov stressed
that one of the main objectives of the Europe-Azerbaijan Society
is to offer information about the Nagorno-Karabakh conflict and to
contribute to a just settlement of the conflict by peaceful means.

The Junge Union youth organisation has 130,000 members. It is the
largest youth political organisation in Europe.
